<p>Village community empowerment program (PPMK) aims to overcome poverty. Socialization of the programs to the community is one of the factors that can determine the participation of the community. Obtaining a description of socialization and community involvement is the purpose of this paper. The description of community participation in PPMK that was presented by Adi was analyzed with the definition of participation (community involvement in problem identification, decision-making process to solve problem, implementation of the result and evaluation on a development activity). This paper will also present the percentage of public knowledge about the program and the percentage of community involvement in the program.</p><p>Key word: poverty, empowerment, participation</p>

Village tourism is one form of tourism that applies the concept of community empowerment so that community participation is the most important component in its development. This study aims to describe the development of the Pentingsari Tourism Village in the perspective of community participation. This research is descriptive with a qualitative approach. The results showed that the development  of  the  Pentingsari  Tourism  Village  received  full  support  from  the  Pentingsari  community and  local  government  through  its  participation  in  tourism  activities.  At  the  planning and  decisionmaking stages, the community participated from planning, socialization to community and village government, to making decisions about the formation of a tourism village. Community participation in the implementation phase is carried out by giving thought, material, and being directly involved in every tourism village development activity and trying to create a tourism village that is ready to compete in the tourism industry. Participation in the stage of enjoying the results is shown by improving the living conditions  of  the  Pentingsari  community  due  to  tourism  activities.  This  means  that  the  community  enjoys the results of tourism, economically, socially, culturally, and environmentally. Furthermore, community participation in the evaluation phase was demonstrated through their involvement in regular meetings between village tourism managers, village government and local government.AbtrakDesa  wisata  merupakan  salah  satu  bentuk  wisata  yang  menerapkan  konsep pemberdayaan  masyarakat  sehingga partisipasi  masyarakat  menjadi  komponen terpenting  dalam pengembangannya.  Penelitian  ini bertujuan untuk mendeskripsikan tentang pengembangan  Desa Wisata  Pentingsari  dalam  perspektif  partisipasi  masyarakat.  Penelitian  ini  bersifat  deskriptif dengan  pendekatan  kualitatif.  Hasil  penelitian  menunjukkan  bahwa  pengembangan  Desa Wisata Pentingsari  mendapat  dukungan penuh dari  masyarakat Pentingsari  dan  pemerintah  daerah  melalui partisipasinya  dalam  kegiatan wisata. Pada tahap  perencanaan  dan pengambilan  keputusan, masyarakat berpartisipasi mulai dari perencanaan,  sosialisasi ke masyarakat dan pemerintah  desa hingga pengambilan keputusan tentang  pembentukan  desa wisata. Partisipasi masyarakat  dalam tahap implementasi dilakukan dengan memberikan  pemikiran,  materi,  dan terlibat  langsung dalam setiap kegiatan pengembangan desa wisata serta berupaya menciptakan  desa wisata yang  siap  bersaing  di  industri  pariwisata.  Partisipasi  dalam  tahap  menikmati  hasil  ditunjukkan dengan peningkatan kondisi kehidupan masyarakat  Pentingsari akibat  kegiatan  wisata. Hal ini berarti bahwa masyarakat menikmati  hasil dari kegiatan  wisata baik secara ekonomi, sosial, budaya, dan lingkungan. Selanjutnya  partisipasi  masyarakat dalam  tahap  evaluasi  ditunjukkan melalui  keterlibatannya dalam  pertemuan  rutin antarpengelola  desa wisata, pemerintah  desa, dan pemerintah daerah setempat.

В статье рассматриваются разработки методов интеллектуальной поддержки процесса диагностики сахарного диабета, а также определение его типа. В последние годы количество людей, страдающих данным заболеванием, неуклонно растет, а без своевременной диагностики эта патология может нанести огромный вред организму человека. Сахарный диабет 1 типа опасен тем, что в основном возникает у людей молодого возраста. Оперативное обнаружение диабета, а также определение его типа, поможет не только избежать возможных осложнений, но и в некоторых случаях предотвратить смерть пациента. Информационные технологии все чаще используются в различных сферах деятельности для разработки новых или совершенствования существующих методов обработки данных, особенно это можно заметить в сфере медицины. В настоящее время врач самостоятельно ставит диагноз, основываясь на результатах различных анализов, однако, для ускорения процесса принятия решения, можно воспользоваться методами математического моделирования, а именно: моделями диагностики диабета на основе нечеткой логики. Для наибольшего удобства данный способ распознавания заболевания впоследствии можно реализовать в информационно-программное обеспечение, которое сможет еще больше увеличить эффективность и скорость распознавания патологии The article discusses the issues of the incidence of diabetes in the population, in particular, the definition of its type. In recent years, the number of people suffering from this disease has been steadily growing, and without timely diagnosis, this pathology can cause enormous harm to the human body. Prompt detection of diabetes, as well as determination of its type, will help not only avoid possible complications, but also in some cases prevent the death of the patient. Information technology is increasingly being used in various fields of activity to develop new or improve existing methods of data processing, especially in the field of medicine. Currently, the doctor independently makes a diagnosis based on the results of various analyzes, however, to speed up the decision-making process, you can use the methods of mathematical modeling, namely, models of diabetes diagnostics based on fuzzy logic. For the greatest convenience, this method of disease recognition can subsequently be implemented in information software, which can further increase the efficiency and speed of pathology recognition

In the definition of the complex neutrosophic soft expert set (CNSES), parameters set is a classical set, and the parameters have the same degree of importance, which is considered as 1. This poses a limitation in modeling of some problems. This paper introduces the concept of fuzzy parameterized complex neutrosophic soft expert set (FP-CNSES) to handle this issue by assigning a degree of importance to each of the problem parameters. We further develop FP-CNSES by establishing the concept of weighted fuzzy parameterized complex neutrosophic soft expert set (WFP-CNSES) based on the idea that each expert has a relative weight. These new mathematical frameworks reduce the chance of unfairness in the decision making process. Some essential operations with their properties and relevant laws related to the notion of FP-CNSES are defined and verified. The notation of mapping on fuzzy parameterized complex neutrosophic soft expert classes is defined and some properties of fuzzy parameterized complex neutrosophic soft expert images and inverse images was investigated. FP-CNSES is used to put forth an algorithm on decision-making by converting it from complex state to real state and subsequently provided the detailed decision steps. Then, we provide the comparison of FP-CNSES to the current methods to show the ascendancy of our proposed method.

Environmental Impact Assessment (EIA) foster communication between participators to yield a more environmentally sound decision for a proposed development. Public participation is an integral element in EIA to ensure a successful EIA. Effective public participation encourages community empowerment, fair and democratic decisions and reduce thus avoid public confrontation and delay. Effective public participation is one of the key pillars to achieve effective EIA. Environmental issues are known to be the negative outcome of a poorly implemented EIA process. This paper discusses seven environmental cases that were produced from ineffective application of EIA such as Bakun Dam, Murum Dam, Baram Dam, bauxite mining in Kuantan, gold mining in Bukit Koman, sturgeon farming in Kuala Tahan and Lynas plant. The seven cases focused on the lack of public participation in the administration of EIA. Public objections and protests were results of ineffective public participations and ineffective EIAs in the chosen cases. Four out of seven cases have made substantive results where the projects stopped or ceased due to the public objections. Meanwhile, the three cases went on till today. Conclusively, these cases has shown that public participation in EIA is a valuable tool which encourages transparent decision-making process and defies corrupted influences.

Field development is a very important task in the petroleum industry. Decisions in this area may lead either to profitable success or to expensive failures, and usually involve several distinct areas in the scope of Petroleum Engineering and Science, such as Geology, Petreoleum Engineering, Offshore Engineering and Economics. Therefore, these subjects must be well understood by teams supporting the decision-making process. This work proposes a methodology to support managers in one stage of field development: the definition of the field production system. In order to determinate the production system to be installed in an oil field, attributes such as investment, profitability, safety, environmental preservation and technological experience must be considered. A decision-making team or agent must weight these attributes in order to achieve solutions accordingly to the company strategies and objectives. Combining a few mathematical tools to represent the process, the methodology proposed herein is an approach that considers not only the financial variables involved in a field decision process, but might include other aspects, or attributes, also important to guide a decision. To this end, the application of Multi-Attribute Analysis concepts is suggested. Also, to support the decision-making agent, the approach follows Utility Functions concepts in order to numerically represent the agent trend or inclination to each option. Considering that subjectivity and imprecision are naturally involved in the decision-making process, the approach incorporates Fuzzy Sets Theory concepts as a means of formalizing the computation of this uncertainty.

Student engagement in higher education has been studied from different theoretical perspectives and in different countries. Current issues include both concerns regarding students’ attitudes and ambivalence and, in addition, the definition of the concept of student engagement and how various pedagogical approaches may contribute to contrasting definitions. The present study thematically analyzed self-evaluations of 46 students attending two pedagogy courses of the University of Barcelona; both courses included lectures and discussions. Special attention was given to how participants described their engagement and related it to their learning, the teacher’s pedagogy, and the course content. Different forms of engagement emerged, both with the lecture and discussion sessions of the classes, that suggest some aspects of student engagement may (a) be invisible to the teacher and (b) follow an independent decision-making process that may favor passing over learning.

Abstract Definition of the problem The Shared Decision Making model is becoming increasingly popular also in the German-speaking context, but it only considers values of patients to be relevant for medical decisions. Nevertheless, studies show that the values of physicians are also influential in medical decisions. Moreover, physicians are often unaware of this influence, which makes it impossible to control it. Arguments The influence of both patients’ and physicians’ values is examined from an empirical and normative perspective. The review about the empirical data provides a necessary overview about the status quo, whereas I deduct rules for value-influenced behaviour in the decision making process in the normative approach. Therefore, different scenarios are taken into account to explore in which situations it is acceptable for physicians to let their values be part of the decision making process. The conscious use of values is only possible, when physicians are aware of their influence. To raise awareness, the best option would be to educate future physicians about it in their training. Therefore, this article provides a teaching concept for a unit that could be part of an ethics class for physicians in training. Furthermore, patient’s rights and responsibilities in the decision making process are discussed. Conclusion I conclude that it is necessary to take the influence of values (more) into account and include this knowledge into the training of physicians. Conclusively, recommendations for patients and physicians and their dealing with values in shared decision making processes are suggested.

Abstract In 2008 the Ainu were officially recognized as an indigenous people by the Japanese Government. The recognition arose from the 1997 court’s decision on the Nibutani Dam case which concluded, for the first time in Japanese history, that the Ainu people have the right to enjoy their own culture and that they fit the definition of indigenous people. The plaintiffs were Ainu landowners from the Nibutani Community who claimed the revocation of the expropriation decision. However, the Nibutani Dam was completed before the court’s decision, with the court acknowledging the completion as fait accompli on the grounds that the revocation of the expropriation decision would not be in the public’s interest. This article reveals the flawed legal system in the decision making process for public works as well as a brief history and some cultural background of the Ainu through those plaintiffs’ struggle for justice. Further, the illegitimacy of the Nibutani Dam project is discussed in light of publicness based on the complaint of those plaintiffs, and lastly, publicness of public works is explored in the context of studies on publicness in Japan.

Matrix Game with Payoffs RepresentedDue to the complexity of information or the inaccuracy of decision-makers’ cognition, it is difficult for experts to quantify the information accurately in the decision-making process. However, the integration of the fuzzy set and game theory provides a way to help decision makers solve the problem. This research aims to develop a methodology for solving matrix game with payoffs represented by triangular dual hesitant fuzzy numbers (TDHFNs). First, the definition of TDHFNs with their cut sets are presented. The inequality relations between two TDHFNs are also introduced. Second, the matrix game with payoffs represented by TDHFNs is investigated. Moreover, two TDHFNs programming models are transformed into two linear programming models to obtain the numerical solution of the proposed fuzzy matrix game. Furthermore, a case study is given to to illustrate the efficiency and applicability of the proposed methodology. Our results also demonstrate the advantage of the proposed concept of TDHFNs.
