Tahuna Island is a border area which has an opportunity to create a coorperation with neighbour countries in Asia Pasific. It is also a nothem gate as an entrance and exit-way of cargoes and passengers. Tahuna also to be a front porch of the unitary state of The Republic of Indonesia as well as a security belt in nothern area and according to government regulation No. 28/2008, it becomes a regency capital that stated as center of national strategy activities and economic development area that has come facilities to support economic, development area that has some facilities to support economic development, social, culture and education. Sea Transportation to serve Manado and Tahuna is operated ever day, in order to attract national tourist visiting this island. So that, the author will access the efficiency of this transportation and carry out research whose topic is connectivity of Tahuna Island to big cities in Indonesia with regarding transportation of passenger aspect. Most of Country Border Area in Indonesia are underdeveloped area with limited social and economic infrastructure. On the adjacent area, the neighbor country such as Malaysia that adjacent with Sumatera already developed growth centersand border corridors with so many economic activities and trade. The disparity among country can not be avoided, mostly in economic aspect. To develop Country Border Area as equal with neighbor country and surrounding area, it is needed policy to establish Economic Development Area (KPE) in Country BorderArea. KPE is an area consist of some districts in border area that functionally bond to develop integrated superior economic. One of KPE developed is KPE Bagansiapiapi in Riau Province that adjacent with Malaysia. It has strategic location and abundant natural resources, but limited infrastructure as a constrainon economic development. For that reason, it is needed to formulate KPE Bagansiapiapi Strategic Plan based on agropolitan-marine integrated development area (AMIDA) concept.

This paper aims to elaborate the dynamics of Islamic law assimilation with local culture. With the hope that in the future it will form a basic perspective in shaping the philanthropy of contemporary Islamic law based on the reality of Indonesian society. The basic questions which is going to be answered through this paper are, first, the extent of the adaptability of Islamic law in the midst of multicultural society conditions in Indonesia. Second, what are juridical, normative and sociological arguments in placing zakat as a support for the integrity of the Unitary State Republic of Indonesia. Third, How is the Formulation of the Concept of Zakat within the frame of Unitary State Republic of Indonesia? The conclusion from this study shows that, first, the characteristics of Islamic law indicate the ability of adaptability to the culture of the society in which it is accepted. Even in this case Islam has provided important principles regarding rational development in efforts to adapt to its new environment. Second, placing zakat as a support for the integrity of the Unitary State Republic of Indonesia is worth to be formulated. This is a logical consequence of the efforts of the Islamic ummah to always place al-Qur'an and al-Sunnah as limited texts. One of the most fundamental results of Indonesian social culture is the realization of the Unitary State of the Republic of Indonesia. Making the formulation of zakat in the frame of the Unitary State Republic of Indonesia is a clear proof that Islamic law contains universal values that are valid in any time and any place. Third, the methodological formulation of zakat in the frame of Unitary State of the Republic of Indonesia is in a dynamic and accommodating ijtihad towards change. This methodological framework is based on al-Mashlahah, ‘Urf, Sad Dzaria'ah and dialectics between Gama and the State.

The purpose of the article is to show how the digitalization of trade can lead to the development of the export potential of the Republic of Belarus. The article discloses theoretical approaches to digitalization of trade as a combination of traditional and new digital models of interaction between buyer and seller. The author presents the volume, commodity and geographical structure of foreign trade of the Republic of Belarus, lists the priorities and identifies the main prospects for the development of exports using modern digital platforms and the emergence of new digital goods and services. The advantages of paperless trade and the need to implement the main provisions of National Strategy for Sustainable Socio-Economic Development of the Republic of Belarus are indicated. The author proposes the ways of development of the export potential of the Republic of Belarus witch based on an analysis of the processes of digital transformation of Belarusian trade.

The article presents an analysis of the experience in developing European border areas and a theoretical basis for analyzing investment attractiveness of their business environment. The specifics of such regions, the possibilities and restrictions imposed on them by such an arrangement and, accordingly, determining the approaches to the management of business entities on its territory are described. The specificity of the Russian-Belarusian border area in modern conditions is analyzed. On the one hand, the border location of the regions provides its residents with additional opportunities for the implementation of business ideas of international trade and cooperation, and on the other hand, it can significantly change the business environment in comparison with other regions of the state, increasing competition and creating additional risks for entrepreneurs. For Russia and other independent states of the post-Soviet space, the issues of adaptation of the population and economy of the regions of the new and “old” borderlands to the geopolitical changes that have taken place are urgent. The problems of foreign trade cooperation of these border regions have been repeatedly considered in the works of modern scientists. The main focus is on studying the impact of the formation of the Union State on the relationship between business entities of Russia and the Republic of Belarus. Based on the analysis carried out, the article proposes a methodology for assessing the investment attractiveness of the business environment in the regions of the border area of the Vitebsk, Mogilev and Smolensk regions (Dnieper-Dvina region) and assessing changes in the behavior patterns of subjects in this territory under conditions of interstate integration based on the resource approach. The methodology is aimed at identifying imbalances and unused opportunities for economic growth for the subsequent substantiation of options for a strategy for their socio-economic development. The revealed patterns should help explain the reason for the lag of the level of socio-economic development of these regions from the national one.

In South Africa employees are protected by various pieces of legislation. Section 23 of the Constitution of the Republic of South Africa 1996 provides for a right to fair labour practice. In its preamble the Labour Relations Act 66 of 1995 (hereafter referred to as the LRA) states that the purpose of the Act is to advance economic development, social justice, labour peace and democratisation of the workplace. The LRA also states that one of its objectives is to give effect to and regulate the fundamental rights conferred by section 27 of the Constitution. The Occupational Health and Safety Act as amended by the Occupational Health and Safety Amendment Act 181 of 1993 provides for the health and safety of persons at work and for the health and safety of persons in connection with the use of plant and machinery. The LRA provides for dismissal for incapacity and dismissals for misconduct. It also differentiates between the two. The LRA provides for both substantive and procedural fairness when dismissing an employee for incapacity and misconduct. This paper will examine the rationale behind differentiating between dismissal for drunkenness and dismissal for alcoholism.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.
