The subject of this research is broadcasting in the modern digital age. The object is the modern Russian online radio broadcasting. The goal lies in examination of the role of online radio broadcasting in the modern Russian digital space. The author aims to trace the dynamics of the development of online radio broadcasting in Russia and abroad, summarize the conclusions of the Russian researchers on the development trends of online radio broadcasting in Russia for the past decade, analyze the current state of Russian online radio broadcasting with its positive and negative sides, make recommendation for optimization of the study of Russian online radio broadcasting. The novelty of this article lies in the analysis of evolution of the Russian online radio broadcasting in the context of modern trends of the Russian and US information space. The conclusion is made that online radio broadcasting occupies a special niche within the global and Russian digital information space for the two decades of the XXI century. The dynamically developing information technologies enhance the convergent nature of this type of media, contributing to its penetration into modern social networks through mobile telephony. The US statistical data indicate testify to the growing popularity of online radio broadcasting in the United States. Various Russian data indicate a decline in the popularity of radio broadcasting overall, but rise of popularity of online radio broadcasting among certain segments of the Russian audience. The Russian academic community should increase cooperation with the media research centers to arrange consistent sources of statistical information for optimization of the study of online radio broadcasting in Russia.

As the Internet grows in popularity, telecommunications infrastructure in the United States continues to increase in capacity and geographic reach to meet market demand. Important components of this infrastructure include the commercial fiber-optic backbones used to transport digital information between locations. The spatial organization of commercial Internet backbones reflects an increasingly competitive privatized market for service provision, in which certain locations are more accessible and better connected than others. The authors have three objectives. First, they explore the current state of the telecommunications industry, paying special attention to current trends, mergers, and new company business models. Second, they use a standardized methodology to examine the topological structure of the US commercial Internet and the resulting differences in city accessibility. Third, this methodology is put to the test by an exploration of an empirical database of 41 network providers in the United States. Results suggest that significant changes in city accessibility to the commercial Internet occurred between 1997 and 2000.

Response to Hurricane Katrina and public commentary by high-profile individuals has made race a focus in the media and brought racial inequality to the attention of people in the United States. Analyzing responses to an article in the Atlanta Journal-Constitution, I find that, even after this very public event that brought race to the forefront in the U.S., people relied on the ideologies of meritocracy and color blindness to rationalize inequality. Findings of how the myth of meritocracy is utilized, along with how people argue against it, can be used to keep race at the forefront of the nation's attention while furthering discussions of inequality. The academic community is challenged to keep the voices of alternative ideologies in the spotlight and to use the tragedy of Hurricane Katrina to create change.

The article examines the key features of the post-non-classical worldview, analyzes the principles of the synergetic paradigm. The conclusion is made about the current state of natural science education at the higher pedagogical school and the need to improve its quality. Based on the experience gained at Samara State Socio-Pedagogical University in the process of teaching the discipline "Natural Science picture of the world", new approaches in natural science education are proposed. The main attention is paid to the issue of selection and implementation of digital information technologies in the pedagogical process in the natural science education of humanities students.

At the current stage of digital transformations for Ukraine as a European state, an extremely necessary task is to mobilize the potential of the information sphere to ensure sustainable development of the national economy, the entry of countries on such indicators of socio-economic development that allow equals to join the modern European economic system. In the article, the author finds that the development of the information sphere is inextricably linked with the state of implementation of modern information technologies, which are intensively penetrating the socio-economic system, playing an important role in the globalization transformation processes of Ukraine’s economy. The integrated assessment of the development of the information sphere of the Ukrainian economy allowed to identify its main features and current problems: low competitiveness of the information sphere; insufficient use of innovations and outdated fixed assets of information enterprises; low productivity and work motivation; reduction of capitalization of enterprises and, accordingly, problems with attracting the necessary resources and investments; there is a lack of qualified engineering and technical personnel who contribute to the creation of a sufficiently favorable and competitive environment for the relevant producers of information products, promoting the coherence of relations between socio-economic institutions in the information sphere; insufficient reliability and capacity of communication and telecommunications networks; lack of target character for the production of computer equipment; insufficient state support for projects in the field of informatization; lack of strategic framework for the implementation of informatization programs and projects within the National Informatization Program; the need to adapt the institutional environment that provides development in the field of telecommunications, television and radio broadcasting, other forms of mass electronic communication to the conditions of convergent development of these sectors of the information sphere; imperfection of legal levers to ensure media development; lack of system and integrity of guiding documents of state policy in the information sphere and others. Digital information boards are widely used for displaying one-way information and announcements in a fast, precise, and up-to-date manner. In the Department of Electrical Engineering University of Riau, the media used to convey information and announcements is still conventional, which is using wall magazines and banners. This study aims to build a digital information board or Papan Informasi Digital (PINDIT), a web-based information system that will be displayed on a monitor screen or LED TV and placed in front of the Electrical Engineering office. The academic community or visitors can easily access information or announcements related to campus activities through these digital information boards. Information on PINDIT can be updated by administrators from anywhere via the internet and displayed in real-time. PINDIT uses Rasberry Pi as a device that connects the information system with the LED TV screen, it also equipped with an RFID device which is used as a tool to record lecturers' attendance status in the room. We conducted Usability Testing for PINDIT on 33 respondents using the USE Questionnaire with aspects of learnability, efficiency, memorability, errors, and satisfaction. From the overall test results, PINDIT can be categorized as "Very Satisfactory" with an average percentage of each aspect of 86.23%.

Multiple-station, or group, ownership is a long established characteristic of broadcasting in the United States. It exists whenever a single organization owns more than one station or one medium. Through the efficiencies of operation of multiple outlets, or economies of scale, group media companies usually enjoy financial benefits that are not available to single medium operators. Thus, a long-term trend toward consolidation has prevailed throughout the history of the radio broadcasting industry. Television owners quickly adopted the practice, which has expanded steadily, as regulations have permitted ever since. The three forms of multiple ownership — Group ownership, Duopoly ownership, and Cross-media ownership are analyzed in this study. Particularly, this study provides (1) a statistical-historical account of the development of multiple-station ownership in the TV industry from 1940 to 2005; and (2) a historical account and analysis of the government's regulatory actions on media ownership during the same period. This study explores thus, the ownership consolidation and industry regulation that continue to be significant issues for the media industries with on-going implications.

The purpose of the article is to analyse the current state of regional media platforms, identify development problems and justify solutions. Methodology. General scientific methods are used in the research. Among them are generalizations, comparisons, statistical analysis – to analyse views of the scientists on the current state of providing regional media platforms, identify development problems and justify solutions. Results. In the process of analysing the current state of regional media platforms development, an increase in the number of business entities in Ukraine that provide information and telecommunications services (in 2010–2018 from 55,977 to 174,622 units) was revealed. In general, the increase was due to an increase in the number of information services and computer programming, consulting and related activities. Considering the field of publishing, film production, radio broadcasting and television broadcasting, it is necessary to state the fact that during the study period, the number of subjects decreased significantly. This trend is observed due to the reform implemented in these areas. The leaders of the reform process are Kirovohrad region, where 25 out of 28 print media and editorial offices have been reformed, Zhytomyr (24 out of 28), Khmelnytsky (23 out of 27), Mykolaiv (22 out of 26), Poltava (26 out of 31), Ternopil (16 out of 21) regions. Outsiders of the reform process are Kyiv, Lviv, Odesa, Dnipropetrovsk, Ivano-Frankivsk, Transcarpathian regions and the city of Kyiv. In particular, in Kyiv, according to the monitoring data, none of the 4 communal mass media was reformed, and in the Transcarpathian region, 3 out of 31 editions were reformed. The volume of sold products by enterprises of the type of economic activity “information and telecommunications” increased 3.8 times or by 200,727.1 million UAH. A significant increase in sales is observed in all areas, except for magazines and periodicals. This once again confirms our opinion that the majority of the population gets information from the Internet but not from print media. Therefore, the volume of sold products has decreased significantly. The main problems hindering the development of regional media platforms are presented. The main problems include: inadequate provision of the Internet access; low quality of traffic, content (no advertising market, no paid subscription) and fact-checking; the influence of the media founders on editorial policy; the dominance of hidden advertising. Practical meaning. These problems of media platforms will allow to form their development strategy. Prospects for further research. The study will substantiate the prospects for the development of regional media platforms in Ukraine.

The article analyzes current state and mechanisms of geopolitical struggle in postmodern information age that has come. The author judges from assumption that entirely new postmodern society appeared with expansion of information technology, accompanied by cardinal changes in mechanisms of political power. Information technologies have become one of the most important factors contributing to the transformation of modern society from industrial to informational (post-industrial). In modern conditions, ensuring national and global security is a comprehensive process that includes not only measures to ensure information and economic security individually, but also such an integrated component as providing both information and economic security. The author suggests that modem geopolitical confrontation is carried out based on the synergetic paradigm. The main tool is information and energy influence on enemy system weaknesses using information space control, organizing negative information campaigns and applying economic sanctions. If the main focus of geopolitical struggle in modern era was forced expansion of the territory, in information postmodern age control over economic and information space has become priority among forms of geopolitical struggle. Military expansion of modern era becomes substituted by information and economic expansionism of postmodern using synergetic paradigm of geopolitical confrontation in order to control and capture the opponent's political space.

The article deals with the current state of the French emigration from France. It specifies the definition of this category of persons, in particular, the possibility of considering them “the French Diaspora”. It is emphasized that the distinctive feature of the French presence abroad is a developed network of cultural and educational institutions, “export” of the image of “brilliant France”, certain cultural and ideological values, lifestyle, “the art of living in French”, French products. Statistics on the number of French expatriates abroad and their distribution by country are provided. The reasons for moving of French people abroad are considered in detail: economic, professional, family. There are analyzed the features of “educational”, “professional” emigration, in particular to the USA. The characteristics of the “typical” French expatriate and his living conditions outside France are given. There are considered the measures that could contribute to the return of French researchers and young specialists to their homeland and get them interested in their work in France. First of all, this refers to formation of policies that would ensure mobility of scientists, researchers and teachers. It is planned to develop special contracts and programs aimed at returning postdoctoral students. The idea of creating an open data Bank on the French scientific and academic community, including in the United States, to establish closer ties and establish cooperation between the communities of scientists and specialists is popular. There is also a clear need to address the lack of statistics on the exact number of French researchers, scientists and information on their further employment. The article shows why strengthening ties with French expatriates should be one of the priorities of the French foreign policy.
