This study purposes to find out how political communication that occurs between GAM-RI negotiation in Helsinki on 2005. Helsinki negotiation is a phenomenon of political communication which is reached an agreement. The theory used is empathy and homophile. The research method uses a qualitative approach with descriptive research. Data collection tools in this study of semi-structured interviews and documentation study. Informant selection technique used is purposive technique. Based on the results of data processing in an interactive, results are obtained that negotiation built through six stages: preparation; The first contact; confrontation; conciliation; solutions; and post-negotiation. In the negotiations the two sides have similarities that can make both sides mutual trust and the creation of an effective political communication. The similarities among ethnic and organizational background. Effective use of empathy and homophile greatly affect the process and outcome of the negotiations.

This research focuses on how leadership has a major role in addressing environmental issues, especially through the garbage bank program as a form of case study. Furthermore, the problems that occur in the midst of society are often rely solely on political will or political desire to solve them. The research is to know and learn Lurah's (head of village) leadership in the management of waste banks specifically. This research is qualitative descriptive research. Data collection techniques through structured interviews, documentation and observations. Researchers conducted an analysis using leadership theory from Yukl, where the theory discusses leadership comprehensively. Researchers only focus on five parts of the concept that are considered relevant, namely: visionary, guidance, affiliative, democratic and communicative concepts. The results of this study based on these dimensions are good enough Lurah (head of village) leadership. But there are several things that are considered able to optimize the running of the program through the role of Lurah (Head of village) leadership, namely: first, involving active knots and community leaders such as MUI, academics to support scientific aspects, and professionals in the field of practical management. This study aims to describe the values of the Tandhang dance, explain the role of the Tarara Studio, obstacles, and solutions to obstacles in the preservation of the Tandhang dance in Bangkalan Regency. This study uses a qualitative approach to the type of descriptive research. Data collection was carried out by means of interviews, observation, and documentation. Data analysis used interactive analysis by Miles and Huberman. Tandhang dance has good values which are used as life guidelines for the Madurese, the role of the Tarara Studio is very good in preserving the Tandhang dance with training and staging, the obstacles faced are, delays, differences in ability, laziness, outside culture, differences in public opinion. The solutions taken were reminding, dividing groups, motivating oneself, attracting interest, and accepting differences of opinion. Kajian ini bertujuan untuk mendeskripsikan nilai-nilai tari Tandhang, menjelaskan peranan Sanggar Tarara, hambatan, dan solusi dari hambatan dalam pelestarian tari Tandhang di Kabupaten Bangkalan. Kajian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif. Pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi. Analisis data menggunakan analisis interaktif milik Miles dan Huberman. Tari Tandhang memiliki nilai-nilai baik yang dijadikan sebagai pedoman hidup orang Madura, peranan Sanggar Tarara sangat baik dalam pelestarian tari Tandhang dengan pelatihan dan pementasan, hambatan yang dihadapi yaitu, keterlambatan, perbedaan kemanpuan, malas, budaya luar, perbedaan pendapat masyarakat. Solusi yang diambil yaitu, mengingatkan, membagi kelompok, memotivasi diri, menarik minat, dan menerima perbedaan pendapat.

Abstract Objective: To analyze the knowledge, potentialities and barriers related to the implantation of the Kangaroo Method in the perception of nurses who work in the maternal-infant units of a school hospital. Method: An exploratory-descriptive research with a qualitative approach, guided by the Policy of Humanized Attention to the Low Weight Newborn, Kangaroo Method. Held between January and March 2018, with eight nurses from a maternal-infant unit. Data was collected between January and March 2018, through semi-structured interviews, transcribed and submitted to Thematic Content Analysis associated with Atlas Ti version eight resources. Results: Three categories emerged: Barriers to the development of the Kangaroo Method; Knowledge about the Kangaroo Method; and Potentialities of the Kangaroo Method. Conclusions and implications for practice: The nurses' speeches revealed partial knowledge, lack of practical experience and barriers related to team resistance and lack of institutional support, although they considered the method with potential benefits to provide bonding and indicate continuing education as a necessary strategy for its implementation.

ABSTRACT Objective: to know the conceptions of nurse midwives about the care guided in the best practices to the women in the delivery process. Method: descriptive research with a qualitative approach developed in a Federal Maternity-School. Semi-structured interviews were conducted with 20 nurse midwives, and the speeches were categorized according to the thematic content analysis proposed by Franco. Results: the study reveals that care based on best practices should be based on scientific knowledge, avoiding unnecessary interventions and encourages the use of non-pharmacological techniques for pain relief, appropriate environment, individualized care, the bond between professional and parturient, as well as its role. Final Consideration: while criticizing the excess of interventions, nurse midwives value noninvasive techniques and interpersonal relationships, as well as the subjectivities of the parturient that contributes to the humanized care in the delivery process.

This study aims to determine and analyze the assessment of State Civil Apparatus (ASN) work targets on Work Training Center (BLK) in Banda Aceh as well as to find out and analyze the work behavior of Work Training Center (BLK) in Banda Aceh in preparing a professional workforce. This study uses a qualitative approach with the type of descriptive research. Data collection is done through observation, interviews and document studies. The conclusion of the research shows that the work targets of employees at the Work Training Center (BLK) in Banda Aceh related to quantity, quality, time and cost indicate that the quantity of work is very much and does not reduce quality. While the time spent completing these activities varies greatly and depends on the program itself. Furthermore, related to the costs required to complete a job, it really depends on the proposal and also a realistic study. Then the Behavior of Employees at the Work Training Center (BLK) in Banda Aceh in conducting service orientation to the community and other parties by promoting equality, means that there is no difference in services provided to the community and also to other institutions.

O objetivo foi analisar a implementação do convênio do Programa Segundo Tempo Universitário (PST Universitário) na Universidade Federal de Mato Grosso do Sul (UFMS) no Brasil. Mediante uma pesquisa descritiva com abordagem qualitativa, realizou-se a coleta de dados por meio de entrevistas semiestruturadas com o professor e monitores esportivos que atuaram no convênio. A análise das entrevistas foi realizada por meio do Programa Iramuteq e de forma complementar foi utilizada a análise dos documentos do PST Universitário. Os principais resultados indicaram que houve uma dissociação entre o planejamento inicial (diretrizes nacionais) e a implementação do PST Universitário na UFMS. O convênio pesquisado sofreu com atrasos na estruturação devido à burocratização e constantes paralisações por conta da realização de congresso científico, que interditou todos os equipamentos esportivos por um mês. A pandemia de COVID-19 também paralisou o programa por cinco meses. Conclui-se que o PST Universitário seguiu parcialmente as diretrizes nacionais e esbarrou nas limitações burocráticas da estruturação e sistematização dos dados, já que não estava alinhado com os eventos acadêmicos da instituição e não conseguiu finalizar o plano inicial conforme planejado.  Resumen: El objetivo fue analizar la implementación del convenio del Programa Según Tiempo Universitario (PST Universitario) en la Universidad Federal de Mato Grosso do Sul (UFMS) en Brasil. Mediante una investigación descriptiva con abordaje cualitativo, la coleta de datos fue hecha con entrevista semi-estructurada con el profesor y los monitores deportivos que actuaron en el convenio. Para el análisis de las entrevistas fue utilizado el Programa Iramuteq y de modo complementar, fue utilizado el análisis de los documentos del PST Universitario. Los principales resultados indicaron la disociación entre la planificación inicial (las pautas nacionales) y la implementación del PST Universitario en la UFMS. El convenio investigado presentó limitaciones con retrasos en la estructuración debido a la burocratización y las constantes paralizaciones por la realización de congreso científico, que interdicto a todos los equipamientos deportivos por un mes. Lo de la pandemia de COVID-19 también ha paralizado el programa por cinco meses. Se ha concluido que el PST Universitario siguió parcialmente las pautas nacionales y fue retrasado por las limitaciones burocráticas de la estructuración y sistematización de los datos, ya que no estaba en consonancia con los eventos académicos de la UFMS y no consiguió finalizar el plan inicial como planificado.  Abstract: This study aimed at analyzing the agreement of the implementation of the Segundo Tempo University Program (STUP) at the Federal University of Mato Grosso do Sul (UFMS) in Brazil. It was a descriptive research, with a qualitative approach. Data collection was carried out through semi-structured interviews with the teacher and sports monitors who worked in the program. The analysis of the interviews was carried out through the Iramuteq Program and, in a complementary way, the analysis of documents from the STUP was used. The main results indicate that there was a dissociation between the initial planning (national guidelines) and the implementation of the STUP at UFMS. The researched agreement suffered from delays in structuring due to bureaucratization and constant stoppages due to the holding of a scientific congress, which interdicted all UFMS sports equipment for a month. The COVID-19 pandemic also paralyzed the program for five months. It is concluded that the STUP partially followed the national guidelines and bumped into bureaucratic limitations in structuring and systematizing the data, as it was not aligned with the academic events of the institution and was unable to finish the initial plan as planned.

Saung Angklung Udjo in West Java is one of the destinations for the arts and cultural tourism program founded by Mang Udjo Ngalagena. The concept of preservation, development and education of arts and culture is one of the program visions developed at Saung Angklung Ujdo. The purpose of this study was to obtain clear data and information related to the management system of the Saung Angklung Ujdo art and culture studio regarding how to plan, implement and program the marketing system implemented in Saung Angklung Ujdo, West Java. The method used in this research is descriptive method with a qualitative approach. The research data were obtained from structured interviews with the head of the studio management, field actors (performing artists) and several employees at Saung Angklung Udjo. Apart from the results of interviews, research data were obtained through the process of observation activities regarding the implementation of arts and cultural program activities at Saung Angklung Ujdo. The results showed that conceptually the arts and culture tourism program activities at Saung Angklung Udjo had a vision of activities in preservation, development and education. This is shown in the program objectives, activity materials, objectives and marketing strategies that have been developed to be more directed at organizing cultural and artistic tourism which has the principles of recreation, entertainment and learning.

Objective to know the practice of the Family Clinic in Cuiaba and its relationship with the precepts of the expanded clinic, from the perspective of the service nurses. Method qualitative descriptive research, data collection with semi-structured interviews and results analyzed according to the method of thematic content analysis. Results for nurses working in the service, this assumes a differentiated and innovative proposal, which seeks to correlate with shared management in its three spheres. Although most do not know the Enlarged Clinic term in his speech cited its main principles and its tools. The greatest potential described were related to the Support Center for Health and popular participation, and as challenges, the lack of community health worker, the national health establishment registration and the difficulty of operation due to the profile of the professionals technical level arising from secondary care. Conclusions The clinic has positive aspects that can contribute to the advancement of the profession, to train health professionals and an innovative primary care model. Therefore, it emphasizes the need for implementation of continuing education in order to realize its proposal, and further studies on site.

Purpose The purpose of this paper is to add to the knowledge base of school-university partnerships by exploring such partnerships in terms of policy implementation. Design/methodology/approach This paper takes a qualitative approach using semi-structured interviews. Findings To achieve a joint understanding of roles, focus, and work in the partnerships based on the schools’ needs and scholars’ competence was crucial. This was not easily achieved in all partnerships. Conflicting expectations were part of the process. Although they were demanding, the partnership arrangements also represented opportunities for the university scholars to learn. Originality/value The findings suggest that partnership arrangements require parties that understand the implications of this collaboration and that respect, mutual trust, and joint understanding are needed. It is likely that bringing different parties together will create conflicts that must be resolved. If unfamiliar to the parties, the use of partnership arrangements is itself an implementation that has its own process that operates in parallel to the work in focus.

The Sources of state revenue derived from motor vehicle tax in the Regional Management Center of the City of Bandung show a significant downward trend every year. This study aims to analyze the receivables of East Bandung taxpayers to the Regional Revenue Management Center and the settlement mechanism so that the existing receivables can be minimized and can be resolved. This study uses a qualitative approach to the type of descriptive research. In order to collect research data, researchers used interview techniques and literature studies. The results of this study explain that the mismatch of the target and the realization of motor vehicle tax tends to reduce state revenue in the tax sector, the factors causing it are the lack of awareness of taxpayers in East Bandung and Bandung City Region III, the lack of socialization for people who have receivables, and inadequate human resources tax apparatus both quantitatively and qualitatively.Keywords: Local Government, Public Policy, Tax Revenue.
