Urgency of the research. In the terms of globalization and integration processes, there is an urgent need for scientific research on the problem of ensuring the state security in the economic sphere. Target setting. The issues of measuring the ensuring economic security system at the state and regional levels remains unresolved because of the inconsistency of thought about its components and approaches as for assessing. It raises the need for their research and scientific justification. Actual scientific researches and issues analysis. Issues related to the economic security of the state are highlighted in the writings of such scholars as T. Vasyltsiv, O. Vlasyuk, A. Kachinsky, O. Liashenko, V. Marhasova, L. Shevchenko and others. Uninvestigated parts of general matters defining. Despite the attention of scientists to the problems of state economic security, the issues of the security components in the economic sphere at the regional level and the methodology of their assessment need further research. The research objective. The purpose of the article is to provide scientific substantiation of the assessment methodology of food component economic security at the regional level. The statement of basic materials. The differences in the list of security components in the economic sphere have been shown in the article. The methodology of assessment the level of food component economic security has been improved. The stages of its implementation have been determined. It is proposed to use an expanded nomenclature for group and individual indicators for assessment; their hierarchy is substantiated. It is recommended to use differential and integral methods to calculate the complex indicator. Gradations of its level have been proposed. The functionality of the assessment methodology of the food component economic security level has been proved via approbation. Conclusions. The application of a justified methodological approach and an improved methodology of assessment the individual security components in the economic sphere in practice will allow formulating effective influence mechanisms at the state and regional levels.

The article examines one of the most important topics of our state, which affects its development - social and economic security. With the help of the methodological basis, the analysis of assessments of economic security and their threshold values, the entire process of ensuring the socio-economic security of the Rus-sian Federation is being studied. Threats and ways of their solution are identified on the basis of the stud-ied criteria and indicators, as well as the role of the interests of members of society in the socio-economic system of the country. One of the main tools and factors in the development of Russia is the methodological substantiation and analysis, based on indicators, of ensuring socio-economic security, since they help to predict the direction of the state's development rates in the economic sphere, as well as the effectiveness of government bodies’ work.

Public debt management and servicing is one of the top priorities for the country’s financial policy, and an important condition for the stability of its financial system. Due to the need of solving the problem of the state debt of Ukraine growth and the cost of servicing it, it is urgent to increase the efficiency of methods for managing it. Ineffective management of Ukraine’s government borrowings, which is mainly used to cover the budget deficit, leads to a decrease in the state’s economic security level and an increase in the burden on the budgetary sphere and an aggravation of the debt situation. The maintenance and management of public debt is inextricably linked with the pursuit of a balanced debt policy and minimization of the risks inherent in public debt. The economic and social development of the country, its stability during the period of economic crises and the post-crisis speed of recovery of the national economic system depend on the efficiency and effectiveness of this management. After experiencing a deep economic crisis in 2014–2015, economic growth began to recover in 2016, and the total public debt in relation to GDP also tends to decrease. This was caused by various factors: the deficit of the state budget and balance of payments, heavy dependence on energy imports, ineffective use of attracted loans and the lack of proper debt management. This article analyzes the existing features of the formation of an effective public debt management system in the context of improving the efficiency of Ukrainian debt policy. The proposed measures of an effective management strategy will contribute to the rational use of borrowings and create the necessary conditions for optimizing the debt burden. The main goals of state debt management in Ukraine were analyzed, as well as the world practice of analyzing public expenditure and financial accountability was considered. The existing problems in the state debt management of Ukraine are identified, practical recommendations are provided for future development of the most effective scenario for solving Ukrainian debt problems. The forecast of public debt was calculated on the basis of a linear regression equation model, and the macroeconomic factors that have the biggest impact on the growth rate of public debt were determined.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

Economic security is an important system-forming element of the country of laws and the well-being of the population. The negative phenomenon of crime has a significant impact on all processes taking place in the socioeconomic sphere. The purpose of the study is to determine the degree of influence of criminal activity in the economic sphere of society on the state of economic security of the Russian Federation and the southern regions of the country in particular. The study is devoted to the search of ways to prevent crimes in the economic sphere, as well as ways to improve the investigation methodology. The methodological basis of the study is presented by the methods of formal logic (analysis, synthesis and analogy), general scientific (comparison), and specific methods of cognition (statistical method, typology method). As a result of the structural analysis of the state of economic and corruption crime in the Russian Federation and Krasnodar Krai in particular, the specific vectors of its influence on the living standards of the population and accordingly on the economic situation in the country have been determined. The trend in recent years, on the one hand, is characterized by positive dynamics in the form of a decrease in the total number of committed crimes. On the other hand, the proportion of economic and corruption crimes in the structure of the total number of officially registered crimes in Russia is characterized by growth. In addition, the damage caused by crime types under analysis also grows annually. This negative trend of illegal acts in the economic sphere damages the entire organizational and managerial activity of the government and negatively affects the state of national business. On the basis of the results of the study, specific measures which prevent economic and corruption crimes are proposed, the use of which will help to achieve the necessary level of economic security of Russia as a country with a well-developed infrastructure and an attractive socio-economic climate. Besides, the use of these measures will contribute to the normal functioning of the government machine and achievement of a high level and standard of living of the population.

Abstract. The existence of threats to economic security can become a factor in the development of an imbalance in the functioning of economic entities of any level of activity. Support and patronage of constant indicators of economic security today is one of the main tasks of state policy, since the economic sphere has both direct and indirect impact on various types of national security. Only under the condition of full provision of all aspects of security is it possible to implement a programmed economic growth, improve the standard of living of ordinary citizens, as well as the all-round development of all spheres of the state. For today's economy of the state, in the context of the desire to be a full-fledged member of the world economic society, it is especially important to solve the problem of ensuring continuous socio-economic development, creating mechanisms to counter exogenous and endogenous threats, improving the welfare of citizens, as well as developing a powerful system of international economic relations. The degree of influence of exogenous and endogenous threats on the level of the country's economic security is variable, taking into account the dynamic conditions of the life of society, the national and world economy. The task is to form a model of countering the main threats to economic security in the context of protecting national interests. The main purpose of the study is the formation of a methodological approach to countering the main threats to economic security in the context of protecting national interests. The research methodology includes the use of a graphical method to reflect the main results of the study. Also, from the general methods, the abstract-logical method should be distinguished, which was used to form appropriate conclusions based on the results of the study. Of the specific ones, let us single out the modeling method, which made it possible to form an appropriate composition of the main ways to counter the main threats to economic security in the context of protecting national interests. <p>The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.</p>

The article deals with topical issues related to the transformation of economic sovereignty in terms of ensuring the external economic security of the state within the framework of membership in international financial and economic organizations. Since the beginning of the XXI century, almost all countries of the world, including Russia, have accelerated the pace of opening their economies. With this initiative, they expected the introduction of a new driving force in the process of domestic economic development and the creation of new market opportunities. States to varying degrees have integrated their domestic economies into the global market. However, for any country, opening the economy to the outside world is not free. The national economy will inevitably be subject to certain costs, which will affect the increase in value and the same time be perceived as weakening the country's «economic sovereignty», namely, the erosion of permanent and exclusive privileges over its economic activity and national resources. The increase in the number of international financial and economic organizations and the expansion of their functions naturally limit the sovereignty of a particular country. The most typical example is the ever broader penetration of the following organizations: the Bank for International Settlements (BIS), the World Bank (WB), the International Monetary Fund (IMF) and the World Trade Organization (WTO) into the internal economic affairs of their members. In the conditions of world economic globalization, many underdeveloped countries are forced to resort to foreign aid and intervention, which, however, will lead to the fact that their governments will be deprived of control over their own economies. In this regard, some scientists predict the loss of economic sovereignty in a form such as neo-colonialism. More importantly, this is the fact that some economically strong countries, such as the United States, for example, taking advantage of this, influence or violate the economic sovereignty of these countries. At the same time, economically developed countries address double standards in economic policy and apply their own self-realized theories, such as «human rights that transcend sovereignty» and «economic integration that outweigh sovereignty», to make weak countries recognize some of their inalienable privileges. However, these countries repeatedly emphasize that they should not accept international economic rules as a sacrifice of weakening and diminishing their own decision-making rights. Thus, we can conclude that the dispute over economic sovereignty is, in fact, a hidden competitive struggle for power in the world arena. In the current context of «economic openness», external economic impacts on individual countries are distributed in an unbalanced manner. From an economic point of view, Russia needs to rethink the understanding of sovereignty as a responsibility for the internal functions and external obligations of the state in the economic sphere, which includes, but is not limited to questions of the state’s external economic security. The development and normative content of the concept of sovereignty as a responsibility to protect in the economic sphere requires the continuation of scientific development, in particular, it concerns the formulation of the internal functions of the state, based on a distributed responsibility approach between: (1) by the state and supranational actors, which are international financial and economic organizations, (2) by civil society and private business, each performing its own role in the global economy. You should also pay attention to the external functions of the state to protect national interests in the foreign economic sphere, taking into account the existing actual inequality between states in terms of the development of economic infrastructure and technologies.

The purpose of the research. The purpose of the article is to elaborate scientific and methodological approaches to providing economic security of an enterprise as a key component of its management. Methodology. The study applies general scientific theoretical methods – generalization, explanation, grouping – to analyzing economists’ and practitioners’ ideas about the object of the research and formulating conclusions of content analysis of primary sources, analysis and synthesis – to substantiating a new scientific approach to ensuring economic security of an enterprise. Results. Specific features of economic security of an enterprise as an object of management are taken into account as those revealing themselves in nonlinearity of links between its current level and the implemented set of managerial actions. To assess the results of ensuring economic security, its dynamic parameters have been substantiated including those of operational excellence as an internal prerequisite of its provision and market sustainability as an external form of manifesting internal systemic characteristics of a business. A methodological approach to assessing results of ensuring economic security of an enterprise is suggested on the basis on assessing the degree of correspondence of the above parameters (provision planes) to enterprises’ internal standards, industry averages and the best current business practices. Implementation of the suggested methodological approach to assessing the results of ensuring economic security in retrospective enables empirical confirmation of the fact that internal operating prerequisites and market positions of mining and metallurgical enterprises are determined by used/unused opportunities of the business environment for a certain period of time. Styles of ensuring the economic security of the enterprises under study are identified. It is revealed that the regressive style, which manifests itself in overestimation of internal standards with a dangerous degree of compliance with the best business practices is prevailing. It has been substantiated that its use puts the economic security level in a critically dangerous dependency on the market situation and, taking into account current trends in the economic and political environment, makes it possible to predict a decline in the economic security level of the enterprises under study in the near future: the global economic decline, increased protectionism on the markets, increased tax burden, increased environmental tax rates, etc. Practical importance. A scientific approach to ensuring economic security of an enterprise has been substantiated which integrates the strategic and operational levels of management and ensures minimization of the degree of inconsistency of the internal system characteristics of the business with stakeholders’ e requirements and trends in the external environment based on the use of opportunities for increasing value added streams in the context of permanent dynamic changes in the functioning of the enterprise. Further research is devoted to development of methodological approaches to taking into account the third plane of ensuring economic security – “stakeholder satisfaction”.

The financial security of the state becomes especially important given the crisis manifestations in the global financial system, loosening of the state control over the monetary system and the increasing political pressures on economic processes. The article’s objective is to review the theoretical foundations of the financial security and analyze the impact of the budgetary policy on the budgetary security as the core the financial security of the state. A statistical analysis of the budgetary policy impact on the budgetary security is made for the period of 2015–2019 on the basis of Methodological Recommendations on Computation of the Economic Security Level in Ukraine, with assessing four indicators: (i) the ratio of the public budget deficit/surplus to GDP; (ii) the share of deficit of budget and off-budget funds of the general government in GDP; (iii) the share of GDP redistributed via the consolidated budget; (iv) the ratio of cumulated payment for debt service and repayment to the public budget revenue. The assessment scale ranges from 0 to 1 (or from 0 to 100%) and consists of five intervals: absolutely critical level of danger; critical level of danger; dangerous level; unsatisfactory security level; satisfactory security level; optimal security level. Results of the analysis give grounds to suggest that the policy concerned with public borrowing, debt service and repayment is must be urgently revised, because the respective indicator (which is the ratio of cumulated payment for debt service and repayment to the public budget revenue) was signaling extremely high levels threats to the budgetary security in 2015–2019 and, eventually, to the financial security of the country.
