The development of small business in Ukraine is one of the strategic goals for today. The statistics on the degree of de-preciation of fixed assets by types of economic activity (the program funds are aimed at investing in fixed assets). Lending to economic entities, the number of existing large, medium, and small businesses, including microenterprises, is analyzed. The article describes the essence of the program "Available Credits 5-7-9%", which was introduced on February 1, 2020. The mechanism of providing state aid to enterprises under this program is disclosed. The stages of obtaining preferential loans for both existing and newly established enterprises are distinguished. The problems, advantages and disadvantages of the Create a Home project are explored. The possibility of lending to a low percentage of startup companies is discussed.

Minority women continue to make significant gains in economic activity, particularly as entrepreneurs through the creation of small businesses. Despite this increased role in small business activity and an admirable rate of success, minority women-owned businesses continue to experience problems in acquiring capital. This difficulty, which some have attributed to discriminatory practices, forces a large number of these businesses to rely on governmental support programs for assistance in meeting their capital needs. Building on the idea that things are not as simple as commonly presented, a case is made that access to capital for women-owned businesses is affected by a number of other factors tied to the inability to join important networks.

This main objective of this article is defining capacity of small business to act as compensator of negative trends, emerging in sphere of employment in large and medium sized business of Ukrainian economy. Authors are focused not only on the availability of working places created in small business for persons, vacated from large and medium sized enterprises, but on the small business capacity to create economic preconditions for improving qualitative characteristics of employment in this sector and in whole economy. Authors have built the multiplicative term, which expresses impact, caused by different characteristics of economic activity in small and large and medium sized business on the payroll dynamics as main indicator of economic potential for improvement characteristics of employment in appropriate economy’s sector. The first factor — is the total number of enterprises, as the expression of entrepreneurs’ economic activity and their preference to working in the official (registered) sector of the national economy. Second factor — is the average number of employees in enterprise of certain sector, as the expression of scale of resources, accumulated by average entity for economic activity. Third, the scale of output, created by unit employee in certain sector, as the expression of productivity level of labor resource, involved in this sector. Fourth, the volume of payroll is affected by the distribution of total output (which was used for estimation of labor productivity) between different directions of productive consumption, i.e. the share of payroll in the total revenue of small enterprises. The results obtained by factors analysis didn’t prove the thesis about small business capacity to compensate the negative trends, observed concerning employment in sectors of large and middle business of Ukrainian economy. The trends prevailing in creation and distribution of added value in small business does not contribute to improvement of quantitative and qualitative characteristics of employment in small business and whole Ukrainian economy. This situation indicates that small businesses in the face of negative macroeconomic dynamics have been unable to accumulate resources (at least by concentrating resources on fewer businesses that will be able to ensure higher efficiency) needed to improve the impact of the small business sector on the reproduction of employment in the economy of Ukraine. In addition, the significant lag in the level of wages in small business from large and medium and from the average level of the economy remains an important element of the mechanism for reproducing the low level of wages in Ukraine.

The article reveals the economic essence of the material and technical base of agrarian enterprises. The study considers the causal link between the availability and the formation of the material and technical base of the agrarian enterprises and economic growth. The material and technical basis of agriculture is considered as a combination of land, material and production resources, material and technical elements and biological resources interdependent and interrelated, involved in achieving current and strategic goals. The research methodology is based on theoretical developments and scientific tools that includes methods for constructing dynamic series, comparative and economic analysis, and allows to systematize, unify and identify the directions of reproduction of the material and technical base of the agrarian sphere for further economic development. The source of the research was the value and structure of Ukraine's fixed assets by type of economic activity, published by the State Statistics Service of Ukraine, taking into account the period 2000-2017, as well as data on the availability of machinery and power facilities in agriculture in the dynamics. The ways of solving problems of reproduction and updating of basic means of agriculture are generalized. It has been determined that the optimal balance between types and groups of fixed assets in terms of the type of economic activity, as well as exceeding the level of renewal and acquisition of fixed assets above their retirement and write-offs, and the possibility of obtaining investments and access to state programs will enable the formation of fixed assets and efficient use

The research is aimed at a statistical analysis of the development trends of small business in Russia and the identification of its special features in the light of institutional changes. The work highlighted key indicators of the regional development of small businesses, examined the size and structure of small businesses by type of economic activity, assessed the contribution of small businesses to the country’s economy, and identified socio-economic characteristics, determining the formation of a small business. The results presented are oriented towards providing analytical and warning information for possible use in supporting the sector.

The article discusses the key differences between the concepts of "business" and "entrepreneurship". Theoretical approaches to understanding the "small business" category are analyzed and systematized. The criteria for classifying a business entity as an MP in the Russian Federation and foreign countries are studied. The forms of MP subjects are defined in accordance with the legislation of the Russian Federation. The main types of MP subjects in the aspect of industries and spheres of economic activity are highlighted. The functions of small business are analyzed and systematized. As a result of the research, it is proved that the functions implemented by small businesses create favorable conditions for stimulating economic growth. The specifics of small industrial enterprises and their impact on the economy are established.

In today’s globalized world, international trade, which covers the totality of foreign trade of all countries of the world, is a powerful force of economic development. The economic development of any country is impossible without its active participation in trade relations with other countries of the world. The rapid formation of the global economy contributes to the emergence of a number of opportunities for both large and small businesses. The article considers both advantages and disadvantages of globalization of economy. The article claims that in the current conditions of technological development and rapid integration processes, it is necessary to take into account results of globalization, while forming an effective state policy regarding the realization of foreign trade activities. The country participating in the system of global economic relations should have competitive advantages and improve its competitiveness in order to avoid the impact of negative factors. The article reveals the current state of the development of Ukraine’s foreign trade with other countries of the world, as well as explores Ukraine’s exports and imports structure. Despite a significant increase in the cost of exporting goods and services to the world, Ukraine is still an import-dependent country. The currency liberalization contributed to the reduction of prejudice from foreign counterparties, investors and banks, which allowed Ukrainian enterprises to operate fully in foreign markets, which resulted in a significant reduction in the negative foreign trade balance of the country. The new currency law has provided Ukraine with a base for free capital movement, which brought the country closer to European standards. However, despite significant easing in foreign exchange regulation, Ukrainian manufacturers continue to face a number of both internal and external obstacles to boosting their export activity. The article defines further ways of development of foreign economic activity of domestic enterprises in the conditions of globalization. It has been established that the stable development of the economy is possible only in the conditions of maintaining its openness and rapid development of foreign trade.

E-commerce has gained particular importance for the development of small businesses in the past year due to the restrictions imposed due to the spread of the new coronavirus infection. The article provides a review of scientific literature in order to generalize the methodology for defining the concept of “electronic commerce”. The main trends in the field of e-commerce in small business are characterized. The data on the development of the e-commerce market are analyzed and the following is emphasized: in the number of purchases from mobile devices has increased; creation and widespread use of social media pages is a key factor in the development of e-commerce by entrepreneurs. The advantages and disadvantages of using electronic commerce by small businesses are systematized. Conclusions are made about the growth in the volume of transactions using Internet technologies, and about the increase in digitalization of small businesses.

Introduction. Small business is a basis of market relations, creating new working places, paying mandatory payments to budget, being able to adapt quickly to market needs. Like any economic entity, small businesses operate at risk. However, the risk that causes little discomfort to a large enterprise can be catastrophic for a small business. Purpose. Research of modern risks in the activity of small business and preconditions for using of risk management in their economic activity. Results. It is noted that risks are inherent in any stage of entrepreneurial activity, the essence of which involves their acceptance and processing. It is indicated that small business, as an important component of market relations, is more sensitive to various risks compared to large businesses. Identification and effective risk management in nowadays challenges is a necessary component of any enterprise’s management, especially of small businesses. It is noted that the risk management system, which is aimed at ensuring the required level of enterprise’s resilience to possible threats to its sustainable development, involves the involvement of specialists managers. However, in a small business, these functions are usually entrusted to a manager who performs various tasks at the same time. The main groups of risks of economic activity of small enterprises in Ukraine at the present stage, considering their origin, level of influence, spheres and scales of distribution (market, administrative and legal, financial, personnel, investment and innovation, reputation, commercial, information and digital, globalization risks) are presented and characterized. Modern characteristic features of domestic practice in risk management which cause additional difficulties, in particular, in small business activity are presented: non-transparency of economic processes, lack of standards of risk management and appropriate culture of risk management; lack of professionals in the field of risk management with sufficient practical experience. Conclusions. It is proposed to carry out risk management at all stages of the life cycle of products (services), involving specialists from all departments (areas of activity), taking into account the advice of external experts, analyzing the actions of competitors.

The main types of activity of small enterprises in Ukraine are investigated in the article. The ratio of the number of small enterprises to the total number of enterprises in the country and the share of micro-enterprises is determined. The influence of small enterprises on the socio-economic development of the country is studied. The state of development of small business in the world is studied. The share of small enterprises in the total number of enterprises is analyzed. The share of small enterprises in the structure of GDP is studied. The number of employees employed in small businesses is analyzed. The importance of small business functioning for the national economy through integrated indicators is substantiated. The branches and types of economic activity of Ukraine are analyzed and the best ones are singled out according to the number of small enterprises and their share in the total volume of enterprises of the country, according to the level of employment and by the volume of sold products. The dynamics of development of small enterprises of Ukraine is analyzed. Significant growth rates of financial results of small enterprises and prerequisites for their effective operation have been identified. The most attractive activities for small enterprises in Ukraine are analyzed. The structure of small business entities by types of economic activity is studied. The place of Ukraine in the world ranking of ease of doing business «Doing Bussines-2020» is studied. The national problems that hinder the development of small enterprises in Ukraine are studied. A comparative analysis of Ukraine and the countries of the post-Soviet space is carried out and the main positive changes and existing unresolved problems are indicated. Ways to eliminate bureaucratic obstacles by creating (functioning) direct financial support from the state and simplifying the procedure for obtaining it are proposed. The experience of foreign countries in state support of small business is considered. The problems of small business development in Ukraine are studied and the ways of solution which will promote further development are offered.

The place and role of small enterprise in international economic activity are analysed in the article. Analysis and development trends of small business in the world and domestic economic systems. The strengths and weaknesses of such activity, as well as the risks and opportunities. For a deeper understanding, it was suggested to get acquainted with the actual data on the impact of small business on the economies of countries according to relevant sources and its real impact on the domestic economy as well. In general, it should be noted that with the development and transformation of economic and political processes, small business has increasingly begun to play a crucial role in the global economic system, becoming one of the drivers of progress in all its manifestations. The small enterprise sector plays an extremely important part in modern economy, proving to be the most attractive and tremendous innovative system. The small enterprise sector carries great hopes and great burdens in the evolution of all of the economies. Sustained and healthy growth of this sector is obviously necessary, since it is difficult to imagine rising overall living standards and social peace without such a development. The vital contribution to economic development is a reality unanimously recognized. Showing their economically and socially beneficial effects led to the consideration of the small enterprise as a field of strategic interest for the economy. In their whole, the small enterprises are established in a very various, heterogeneous, flexible, dynamical and adaptable reality. They represent a source of entrepreneurship abilities, innovation and creation of new jobs. The health of an economy depends on the number and dynamic of small enteprises as much as their success on the market because small businesses typically make up the majority of firms within most economies. Government policy relating to small business can often be problematic due to the lack of adequate understanding of the sector and its needs. The experience of developed countries confirms the need of well-functioning small business as one of the main factors of sustainable economic growth.
