The main features of the modern educational and scientific space are the rapid realization of knowledge, the ability to effectively operate scientific results, the development of new technologies and their spread in the world, the competition for intellectual and financial resources. Under such conditions, the ability of universities not only to disseminate but also to create new knowledge through research, to ensure their social and economic efficiency, are the main criteria of global competitiveness. Transforming the domestic science, education and production, defining strategic guidelines for innovative development, ensuring economic growth and the most effective distribution of available resources, especially through the improvement of the universities efficiency in the context of their intellectual, financial potential and academic reputation realization are important tasks of the state on the way to building a competitive national economy. The purpose of the article is to identify and evaluate the relationship between the results of research activities at Ukrainian universities, their financial potential and academic reputation. In accordance with the objectives, the article describes the existing sources and organization of academic research financing at Ukrainian state higher education institutions (HEIs), the scientific and innovative activity efficiency indicators are systematized, the comparative analysis of results of research work of universities of Ukraine taking into account sources and volumes of their financing is carried out and the interrelation between these indicators of scientific and innovative activity is estimated. The object of the study are the classical universities of Ukraine, which occupy leading positions in the national rankings of HEIs, in particular the ranking of universities according to Scopus. Analyzing with the help of information posted on the websites of the HEIs, the sample indicators of scientific and innovative activities of universities, their staffing and financial support, it was found that not always the scale of HEIs in its quantitative dimension affects efficiency. The analysis showed that there is no direct relationship between the financial potential of universities and the achievement of the highest scientific results. Thus, the amount of funding for scientific activities has a significant impact on the level of achievement of HEIs and its employees, but is not always used effectively. Important in the market environment is effective financial management, diversification of funding sources, targeted use of financial resources provided for research and innovation of universities, which in globalization allows to ensure a high level of research, an important place of Ukrainian universities in world science and international rankings, their competitiveness, among others, as well as the innovative development of the country as a whole.

The article notes that in modern conditions of the transitivity of the economy, the basic component of the mechanism for forming the foundations of sustainable development is to ensure the competitiveness of domestic goods and services in the national and international markets. For the purpose of analyzing the state, pressing problems and prospects of innovative development in Ukraine, quantitative and qualitative indicators of innovative activity have been investigated. It was revealed that during 2010-2019 there was a decrease in the number of organizations engaged in research activities and the number of employees engaged in research and development. It was found that, according to the State Statistics Committee of Ukraine, there is a tendency to an increase in expenditures (in million UAH) on research activities, but this was due to the depreciation of the hryvnia, because in dollar terms, there has been a decrease in the level of funding since 2014. It was revealed that in accordance with the ratings of the European Innovation Scoreboard 2020, Ukraine loses its positions every year – 34th place in 2014, 35th place during 2015-2018, 36th place in 2019 year and the penultimate 38th in 2020, ahead of only Romania. Taking into account the fact that the financial support of innovative activity in Ukraine is still very limited, in order to form the prerequisites for its increase, it is necessary to introduce a set of measures to mobilize existing and potential financial resources, including by attracting investments.

Relevance of the research topic. Increasing capital is one of the most important challenges for ensuring sustainability and growth opportunities for small enterprises both in Ukraine and abroad. Successful activities of small enterprises require constant competitive advantages through the implementation of innovative development models. Integration of Ukrainian enterprises into the global economy is impossible without investing in their innovative development, aimed at overcoming the economic lag behind developed countries, because in an era of dynamic globalization changes, competitiveness depends primarily on the ability to implement innovative projects, which requires significant financial resources. Formulation of the problem. Attracting financial resources to the innovative activities of small enterprises is especially problematic. The main reasons for this situation are high interest rates in Ukraine, the reluctance of the banking sector to lend to projects with a high degree of uncertainty and the weak development of non-traditional forms and methods of attracting financing in Ukraine. Analysis of recent research and publications. The problems of innovative activity of small enterprises and the mechanisms of its financial support were investigated by A. Bondarenko, G. Wozniak, O. Denysenko, V. Zianko, A. Kuznetsova, M. Melnyk, V. Nevmerzhitsky, Yu. Nikitin, Dong Xinyin, N. Stasyuk, A. Cherep, S. Khvalynsky and others. Setting goals, research objectives. The aim of the article is to determine the economic content of the financial mechanism and find out the sources of financing the small enterprises innovative activity and to develop ways to increase the efficiency of small enterprises financial mechanism of innovative activity in Ukraine. The method and methodology of the study. The article used a set of methods of scientific research: a systematic approach, structuring, analysis and synthesis, etc. Conclusions according to the article. The article reveals the essence of the financial support mechanism and its specifics for the innovative activity of small enterprises. The necessity of ensuring small enterprises competitive advantages through the implementation of innovative development models is substantiated. It was stated that most Ukrainian enterprises are now experiencing a shortage of their own funds, and attracting investment is problematic. The main reasons for the difficult access of small enterprises to financial resources are analyzed. Directions of increasing small enterprises financial mechanism of innovative activity efficiency are proposed.

The article is devoted to the study of global factors influencing the innovative development of the national economy, which aims to support Ukraine's global competitiveness. The article defines the internal prerequisites for the innovative decline of economic sectors of the national economy which result in social, economic, political, scientific losses, and, as a consequence, reduced demand for research activities, reducing the effectiveness of research and the pace of innovation development of the national economy as a whole. An innovative type of economy aims at maximizing the economic impact of every new or improved technology and idea. It is complex and is characterized by the introduction of fundamentally new technologies and a rethinking of the importance of components in every area of economic activity. The main purpose of the paper is to study the dynamics of innovation processes of the national economy, the factors influencing the innovative development of the national economy. The level of implementation of innovative technologies remained low. A considerable part of material and human resources is directed to ensuring the effective activity of the Armed Forces of Ukraine, modernization of military equipment, training of military specialists in universities and more. The long duration of hostilities in the East, the volatility of the exchange rate, the need for constant upgrading and constant upgrading of military equipment - these and other factors are inefficient spending of budget funds. Also, in recent years there has been a high interest of the population to emigrate to other, more developed countries. The loss of such categories of workers has a negative impact on the age and educationally-qualified staff structure and the pace of development of the national economy. Ukraine's IT outsourcing market has great potential, and its products can cause structural changes that will shape new trends in the Ukrainian economy. This industry has achieved such success through the constant modernization of old and the creation of new technologies and products. The most important factor contributing to the continuous development and supporting the competitiveness of the IT industry in the world market is the stimulation of creative development. Therefore, creative capacity-building should be carried out at a high level in institutions represented by the education and training system and implemented in the process of innovative development.

In recent years, Russia has taken a serious step towards innovative development, to a large extent by providing systematic incentives for innovation and technological development of sectors of the economy. Today, innovation, research, development and their implementation are an important part of the political ambitions of most developed and developing countries. Global spending on innovation continues to grow, and the share of business in it is increasing. The relevance of this topic is also due to the acceleration of the processes of digital transformation of the Russian and international economy, which is why the need to create conditions for innovation, information and communication technologies is increasing. Based on this, it is important for the Government of the Russian Federation to form a national innovation system that promotes the innovative activity of domestic enterprises and increases the scientific orientation of research activities of organizations. Developed countries achieve competitive advantages through the introduction of innovative technologies, a highly qualified workforce with creative thinking, efficient use of financial resources, and strong R&D. Identifying new market opportunities is easy for highly innovative companies. Currently, not only the emergence of new high-tech industries, but also the development of traditional ones is based on information and scientific potential. The development of science is closely related to the growing flow of information, which is both the result and the basis for the development of science, the results of which are subsequently embodied in economic development. The purpose of the article is to identify the main trends in the development of innovative processes in the Russian Federation. The active creation and modernization of technologies, introduction of various technological projects is one of the driving forces of the innovation process. In recent years, there has been a strengthening of innovative development in various sectors of the Russian economy, and a significant role in this development is played by the systemic stimulation of innovation and technological development. Materials and methods. The methodological basis of the study consists of works on regional statistics, mathematical modeling, and econometrics. Graphic and tabular methods of visualization of research results, statistical methods of analysis of economic phenomena were used. To solve the tasks of the study, application packages SPSS, Statistica were used. Results. The creation of new, unique advanced production technologies is an essential element of the innovative development of the country’s economy. The development of industrial design is one of the main stimulating factors for the innovative development of Russia. The increase in the number of issued patents for inventions with a high degree of probability predetermines an increase in the number of manufacturing technologies, which is the basis for progress in the field of manufacturing design. However, the main challenge remains the issue of financing. Conclusion. The article contains an analysis of the dynamics of the main indicators characterizing the innovative activity of organizations and provides forecast estimates of the indicator based on trend models.

This study was carried out with a view of assessment of financial management as a tool for control in public sector. With special reference to ministry of finance, Borno State and to suggest on how to alleviate them. These included: (1) lack of good records keeping. (2) Mismanagement of funds and, (3) centralization of meaning financial resources in the execution of the ministry among other things: the reviewed was the review of related literature. The related was management, public sector, financial control, characteristics of financial control result in key areas, objective of financial control, and import of financial control and financial management. Following importance description of method of data collection, one hundred (100) management staff were issued to them. Some expected validity of the instrument use for the research work were personal interview. Similarly, the presentation of the various information received from the respondents were been tabulated and shown. There are various discussions in the outcome of the summary, conclusion and observed recommendations based on the outcome of the research work to the case study and of course, the acknowledgment of the various past writers used.

Introduction. New technologies, materials and means became the main elements of innovation, innovative activity of the industrial age emerged. The difference of the modern era of knowledge economy is in the fact that innovation processes are based and they develop owing to effective usage of information, fast and comprehensive analysis, the capabilities to isolate highly specific necessary data from large total ones. The experience of the EU countries shows the need for the development of the regional innovative components as elements of a single programme of the development. The purpose of the article is to reveal the content and the organizational support of regional innovative activity of agrarian business in Ukraine. Results. The attention is given to the fact that the equalization of socio-economic development of regions appears to be a crucial problem of Ukraine's regional policy now. This process may be based on systematic innovation transformation of social production processes, which is generally based on the restructuring of the entire system of innovative activity in the industry. Taking into account the structure of the agricultural sector in Ukraine, it is extremely appropriate to determine the implementation of the regional innovation system with respect to its members and in particular the contribution of each to achieve the integrity of the system - from the National Agrarian Academy of Ukraine to teaching math in high school. It is proved that both state and regional levels provide a particular organizational support of innovative activity of the agricultural sector. However, until operating centers of implementing reasonable model of development planning in rural areas are organized, nobody can ensure the implementation of effective regional innovative activity of agriculture industry in general. That is because their main task is not only in education and information support of the productive activities, but also in the implementation of coordination functions. To implement effective opportunity to use the knowledge linked to acquired assimilation of information flows, commodity producer should have an appropriate level of professional knowledge base due to the practical implementation of skills in professional activities. This leads to a mandatory intellectual background at the regional level (improving knowledge base, relevant educational level of subjective life of the region). The building of innovative development system of communities requires clarification and consideration of ties of innovative development of the triad "education-science-production".

Russian mechanical engineering and especially its scientifi c sector are in deep crisis due to the general economic decline, acute shortage of resources, low quality management of the industry and inappropriate assessment of the role of mechanical engineering in economic development. Advanced development of mechanical engineering provides manufacturing with new strategically signifi cant technical means and technologies during the country’s partial economic isolation, and eventually becomes the main provision for innovative development of the country. As the resources are limited it is necessary to create a comprehensible sciencebased strategy for innovative development of a machine-building enterprise. The strategy ought to be based on a system of technological priorities, scientifi c research trends and developments built on corresponding research and production structures, human resources, scientifi c research and experience. Targeted approach to the distribution of the resources allocated for innovative activity is connected with their being concentrated on the priority projects and developments. Their list should be created according to objective criteria and all the risks and limitations arising. Reindustrialization of the national mechanical engineering within the modern scientifi c and technical environment should be considered as the most important factor and mechanism for strengthening the Russian economy. During the process the limited resources should be wisely distributed between creating new technological trends and restoring lost positions in the global technological environment. It is an extremely vicious policy to provide the country with serious advantages in new technological trends and at the same time deprive it of the basic technologies. The technological side of innovative activity in mechanical engineering is not as well-developed as institutional and fi nancial stimulation mechanisms. One of the reasons for  that is lack or insufficient level of guidance documents which regulate certain innovative activity on creating new technologies and improving the existing ones, on fi nding and implementing methods for raising production efficiency by means of new technological solutions.

The article aims at studying the trends in the current state of the innovative activity at Ukrainian enterprises and its financing. The current state of the innovative activity at Ukrainian enterprises is analyzed; the financing of such an activity is explored. Trends in the innovation activities of Ukrainian enterprises during 2015–2019 indicate the presence of significant problems and a low level of innovation development, which, in turn, has a negative impact on product competitiveness and economic development, in general. So, according to the Global Innovation Index-2019, Ukraine ranks 47th among 129 surveyed countries. As for industrial enterprises, only 782 of them are innovatively active, making up 15.8% of their total number. It has been found out that the introduction of innovations in industrial enterprises in Ukraine is slowing down due to the lack of financial resources. The financial resources of enterprises remained the main source for funding innovation during 2015–2019. The role of the state in financing innovation is not significant, so almost the whole financial burden falls on business entities, which naturally hinders the increase in the innovative activity at enterprises. The problems of innovative development of enterprises in Ukraine have been identified and it has been established that the current state of innovation is a consequence of the lack of strategic vision and consistent state policy in transiting Ukraine to an innovative development path. The results of the research carried out shows the necessity of designing the Strategy for innovative activity development till 2030.

The purpose of the article is to consider the impact of innovative development and research activities on the growth of the economy of Kazakhstan. During the period of globalization, competition between countries in the world was increasingly observed in the field of science, production and technology. In this context, research and development (R&D), effective use of information and communication technologies and the technological infrastructure of the national economy are important. In recent years, the ratio of R&D to economic growth has been an urgent problem. The article emphasizes that research work, which is the result of a new product, process, or education, is a source of technical development. This article assesses the level of innovation and R&D development that positively affect the growth of the country's economy, compares it with the indicators of other developing countries in the world, and considers recommendations for achieving success in the industry. According to the authors in order to achieve the production of innovative enterprises, the growth of the country's GDP, it is necessary to turn to the knowledge-intensive economy, for the purposeful formation of their market through state orders and it is necessary to conduct a stimulating policy. In order for the economy of Kazakhstan to be competitive, it is possible to carry out innovative activities, including by providing small enterprises with production spaces, promoting the development of entrepreneurial innovation centers, technology parks, technology support centers, providing legal, financial, marketing, economic and other services.
