PurposeThe main purpose of this study is to make a comparative evaluation of the impacts of previous outbreaks and coronavirus disease 2019 (COVID-19) on the tourism industry. COVID-19 appears to have disrupted all memorizations about epidemics ever seen. Nobody has anticipated that the outbreak in late December will spread rapidly across the world, be fatal and turn the world economy upside down. Severe acute respiratory syndrome, Ebola, Middle East respiratory syndrome and others caused limited losses in a limited geography, thus similar behaviors were expected at first in COVID-19. But it was not so. Today, people continue to lose their lives and experience economic difficulties. One of the most important distressed industries is undoubtedly tourism.Design/methodology/approachThis study is a literature review. In this review, a comparative evaluation between the impact of previous outbreaks and COVID-19 on the tourism industry has been made based on statistics and previous research studies.FindingsThe information and figures obtained show that COVID-19 and previous outbreaks have such significant differences that cannot be compared. COVID-19 has been one of the worst to live in terms of spreading speed, the geography where it spreads, loss of lives and negative effects in the whole area.Originality/valueIt is noteworthy that COVID-19 is very severe in terms of death cases and also its impacts on the economy compared to other pandemics. It remains to be argued that COVID-19 can also be a reference in terms of possible new outbreaks in the future, and is an effective actor in determining future strategies.

The import quota and the corporate income tax rate have been identified as negative factors. Based on the results obtained during the modeling, the authors have developed and proposed a sequence of measures to increase the level of openness of Ukraine's economy in the context of its globalization. Perspective forms of globalization in the context of forming a new perspective of the international community on changing the vector of world economy - from globalization to regionalization and nationalization which have materialized in increasing the volume and diversification of the structure of international trade, intensification of international financial transactions, the emergence of transnational business, a sharp increase in foreign direct investment and intensification of international labor migration.

The COVID-19 pandemic is considered different from previous pandemics because of the extent and number of people infected. The impact of the COVID-19 pandemic has made almost all joints of the world economy sluggish, as a result it is estimated that the world economy will be in a recession. This also applies in Indonesia, where economic growth is not as expected. One of the sectors most impacted by this virus is the tourism industry and its derivatives, so it is very important to know and determine the right strategy in managing and seeing tourism opportunities in the midst of the pandemic and the aftermath as an effort to develop the world of sustainable tourism. The purpose of this study was to determine the impact of tourist satisfaction and perceived quality on the intention of halal tourism in the midst of a pandemic and in the future. Research on travel intentions in the midst of a pandemic, especially during the COVID-19 period, is still very limited, so that it will have an impact in the future, so further research needs to be carried out in a different context from the limitations of previous research. The research stages include; data observation, determining the main problem, the purpose of the activity, literature study, data collection, data processing, analysis of results, and evaluation of research results. This research is based on the theoretical framework of Destination Attributes and Perceived Quality. This study seeks to analyze the intentions of tourists traveling in the midst of the COVID-19 pandemic among the people of Aceh, Indonesia, and world tourists who travel to Banda Aceh City, Aceh Province. The data analysis method used a partial least squares (PLS) statistical approach with the structural equational model (SEM) method to see the direct and indirect effects (mediation). The findings of this study are expected to contribute to more effective planning for restoring the tourism business, specifically halal tourism and for the development of measures for destination attributes and visitor satisfaction and security in tourism services, now and in the future. The outputs in this study consist of research reports, articles in accredited national journals and produce HKI (copyright). The resulting TKT level of research is TKT 3.

The subject of the author's research is the development of transnational corporations (TNCs) as an organic component of modern international economic integration and globalization processes. The concept and features of TNCs are characterized. A brief historical overview of the formation and development of corporate transnationalism is proposed. Statistics on the largest TNCs are presented and analyzed. On the one hand, positive aspects of the impact of TNCs on the development of the world economy and its national components were identified, and on the other hand, the negative consequences of the expansion of these corporations for both host countries and home countries of TNCs. The relationship between TNCs and sovereign States is considered in many aspects. Thus, based on the analysis of the instruments of influence of the companies under consideration on the normative activities of the States, a shift from the interstate to the corporate legal field was recorded. One of the subjects of the article is mega regional trade agreements of a new type as a factor of increasing the contradictory impact of TNCs on the development of the world economy and its national components.

The issues of activity of enterprises of the tourism sector in conditions of quarantine restrictions are investigated. The thesis about the relevance of developing a number of anti-crisis measures that would help stabilize the development of these enterprises is substantiated. The aim of this work is to study the issues of stabilizing the functioning of enterprises in the tourism sector under quarantine conditions. The article presents the thesis that the tourism industry is considered one of the most dynamic industries in the world economy and international trade in services. In the modern world, tourism is economic activity related to the movement of a person outside the permanent place of residence, his recreation with health improvement, raising the level of culture and education. The author of the article states that over the past two decades, the indicators of the development of the tourism sector have been characterized by positive indicators, the number of countries participating in international tourism has expanded, and the scale of tourist arrivals and international tourist receipts has grown every year. Unfortunately, the coronavirus pandemic has made significant adjustments to the functioning of the tourism sector at all levels (global and regional). Indeed, the coronavirus pandemic, which began in China at the end of 2019 and spread throughout the world, has become the biggest challenge and threat to all countries since World War II. The article substantiates that this negatively affected the inbound and outbound tourism markets on a global scale. Thus, the uncertainty of the further development of the situation, the occurrence of obstacles to the normal implementation of travel, restrictions on movement, the concern of mankind to preserve their own health and safety have caused the crisis and an increase in the volume of losses of travel companies. The focus of the article is concentrated on the analysis of the negative consequences of the aggravation of the epidemic situation for the world economy. The article emphasizes that for each country it is extremely important to take a number of measures to minimize the consequences of quarantine restrictions on the activities of tourism enterprises. Within the framework of this study, the author emphasizes that the main criterion for the restoration of the tourism sector should be the achievement of an optimal balance between security, health and economic interests. The article proposes recommended measures to stabilize the tourism sector in Ukraine and minimize losses as a result of the pandemic. The complex of such measures includes: – continuation of the policy of canceling the obligations to pay income tax and VAT for accommodation facilities, catering; – government support and stimulation of domestic rail and air traffic (government subsidies for the cost of tickets); – gradual introduction of permission to organize open terraces, sites for cafes, restaurants (while maintaining all the necessary safety measures for health protection); – аctivation of measures for digital transformation of the domestic tourism sector; – introduction of a transparent mechanism for the use of funds received in local budgets from the tourist tax exclusively for the development of domestic tourism and related infrastructure. The authors emphasize that today there is no doubt about the need to activate the processes and measures to overcome the harmful effects of the pandemic on the tourism sector of the domestic economy. We emphasize that the nationwide implementation of all anti-crisis levers, consistency and consistency in the implementation of all measures will contribute to their speedy stabilization of the development of tourism entities and their achievement of the level of economic efficiency of their activities. The COVID-19 pandemic has caused problems in all sectors of the world economy. There is no doubt that the pandemic will have far-reaching negative consequences for the world economy, including Ukraine. It is established that in January-September 2020, exports of Ukrainian goods decreased by almost 6%, imports – by 19%. Exports maintained large harvests of grain and oilseeds. Monitoring of changes in trade policy in the context of the spread of COVID-19 allowed to identify groups of countries that have introduced restrictive measures in trade policy: in 24 countries no export-import restrictions were introduced, in 19 countries indirect measures were implemented to protect the economy. To offset the negative effects on business, governments are developing aid packages to support it. These are mainly the following instruments: loans at reduced rates, the grace period for the payment of tax liabilities, cash grants. It was established that only some developing countries impose temporary foreign trade restrictions to avoid shortages in the domestic market. Most countries use other economic incentives to mitigate the effects of a pandemic. Ukraine is implementing economic measures and temporary trade restrictions to counter the pandemic. In particular, the Government of Ukraine introduced temporary restrictions on exports with the establishment of a zero quota for alcohol, buckwheat and anti-epidemic goods. The alcohol export ban not only did not worsen the situation on Ukraine's foreign markets, but also marked almost triple their extension. The embargo on buckwheat and grain exports from Ukraine has tripled imports. Despite the embargo on exports of anti-epidemic goods, trade did not stop, but even increased significantly for some commodity subheadings. The results of the study allowed to identify measures to mitigate the effects of the pandemic in trade and economic cooperation of Ukraine on the international arena.
