This study dealt with an important topic and an important file that attract the attention of many researchers in many fields, such as economics, politeness and sociology, namely the subject of operation and specifically the dynamics of operation in the regional development in Algeria, through which we tried to customize the most important devices and programs of operation approved by the State, and revealed the extent of their contribution in advancing the development in the territory of the Wilaya (province) of Souk-Ahras. The high rate of unemployment, making the state think of alternative programs contributed to the absorption of human resources are working to be a pillar of development, especially if it is organized and invested and exploit the energies of the best exploitation. This study is a subsequent study of a previous study (the role of youth employment programs in the promotion of work and development of competencies) in this field (operating), which is the starting point for subsequent study later (the phenomenon of invasion of the female component of the labor market, professional integration, professional conscience - values ​​and ethics) , The subject has been addressed in all its possible and available aspects, in accordance with a systematic plan that reinforces our field vision to build this study, based on a central question: What is the reality of operationalization in the development of the territory of the Wilaya (province)? The study found a major outcome: * The ineffectiveness and effectiveness of the strategy and programs of employment at the national and local level in advancing development because of adopting the problems of young people and removing them from unemployment temporarily. Based on this, we had to make a set of recommendations that would contribute to providing an appropriate aspect of the workforce, whether qualified or ineligible: In order for the employment sector to participate in the development process, the government must have a genuine and serious desire to create permanent jobs in all sectors without exception. * Encourage employment development by proposing measures that allow the supply of demand to be rounded up in this operating area.

The article deals with scientific approaches to the interpretation of the concept «digital economy». It defines digital economy, meaning economy based upon digital technology and provides inclusive socio-economic development and prosperity. The article identifies the specifics, contradictions and transition issues of state policy in the sphere of informatization towards intensive development of digital economy. Under the study the realization of the Concept for the Development of Digital Economy and Society of Ukraine for 2018-2020 and the plan of measures for its implementation are determined to be in a state of stagnation. The issue of the Development of Digital Economy and Society of Ukraine is not properly transformed into corresponding obligatory functions, tasks and powers of central executive authorities and local self-government bodies yet. It is provided rationale for modern city as a priority object and self-sufficient subject of development of digital economy and society in Ukraine. The cities of Ukraine ought to be observed like local centers of potential dynamic shifts in socio-economic environment of the region and deployment of economic prosperity based on digital development. The perspectives of the concept «smart-city» in the context of modern policy of digital development are performed. The author claims that the determinant of the effective digital development policy in the administrative-territorial units of Ukraine is the adequacy of the system legislative regulation of the institutional and legal mechanisms for its implementation in accordance with the norms of the Information and Digital Codes of Ukraine, the State Strategy for Regional Development for the period until 2020. The consensual basis for synchronous development of the Information and Digital Codes of Ukraine are defined by the government approved principles for implementing the modern state policy of digital development in Ukraine, in particular openness; transparency; multiple usage; technological neutrality and portability of data; citizens-orientated; inclusiveness and accessibility; safety and confidentiality; multilingualism; support decision-making; administrative simplification; information storage; evaluation of efficiency and effectiveness. The article suggests the following: indicating the development of the digital economy and society in Ukraine among the priorities of the State Strategy for Regional Development for the period up to 2020; ensuring the priority of accelerated transformation of the socio-economic environment of cities under the approval of strategic plans, programs and actions within the state regional policy.

ABSTRACTThe Existance of Indonesian Workers in the Middle East, is very beneficial in terms of foreign exchange earnings. Despite the high rate of remittances generated, the Indonesian government must also implement a moratorium on migrant workers sending policies to the Middle East in 2015, which is feared that this could cause a reduction in the amount of remittances, secifically for the Middle East region. Here, the writer will discuss in dept why the government should carry out the moratorium policy of migrant workers to the Middle East in 2015, while the gorvernment  also know that the existance of the overseas migrant workers woud benefit economically. The writer see that, as the main actor, the state is obliged to provide protection for all its citizens whwrever they are.Keywords: Indonesia Workers, Moratorium, National Interest, Protecting Citizens. ABSTRAKKeberadaan Tenaga Kerja Indonesia di Timur Tengah, sangatlah menguntungkan dalam hal pendapatan devisa. Dibalik tingginya angka remitansi yang dihasilkan, namun pemerintah Indonesia juga harus menerapkan kebijakan moratorium pengiriman TKI ke Timur Tengah Tahun 2015, yang mana kebijakan tersebut dikhawatirkan dapat menyebabkan penurunan jumlah remitansi, secara khusus untuk kawasan Timur Tengah. Di sini, penulis akan membahas secara mendalam mengapa pemerintah harus melakukan kebijakan moratorius TKI ke Timur tengah Tahun 2015, sedangkan pemerintah juga tahu bahwa keberadaan TKI luar negeri tentu memberi keuntungan secara ekonomi. Penulis menggunakan sudut pandang realisme, dengan memakai teori kepentingan nasional, sehingga akan dibahas secara  mendalam terkait permasalahan yang ada. Dalam penelitian tersebut, penulis melihat bahwa, sebagai aktor utama, negara wajib memberikan perlindungan bagi seluruh warga negaranya di mana pun berada.Kata Kunci: Tenaga Kerja Indonesia, Moratorium, Kepentingan Nasional, Melindungi Warga Negara.

The government has made many laws and regulations, but corruption issues cannot yet be controlled. Police and Prosecuting Attorney Institutions have not yet functioned effectively and efficiently in eradicating corruption. Therefore, the public hopes Komisi Pemberantasan Korupsi (KPK)/the Corruption Eradication Commission eliminates the crime. KPK is considerably appreciated by the public due to Operasi Tangkap Tangan (OTT)/Red-handed Catch Operation to many government officials involved in bribery action, but the subject matter thereof is whether the OTT is in line with the fundamental consideration of KPK founding pursuant to Law Number 30 of 2002 as updated by the Law Number 19 of 2019 in order to increase the eradication of corruption crime causing the state's financial loss with respect to people welfare particularly KPK powers pursuant to the provision of Article 11 thereof, among others, specifying that KPK shall be authorized to conduct inquiry, investigation and prosecution on corruption crime related to the state financial loss of at least Rp 1,000,000,000 but in fact many OTTs performed by KPK have a value of hundred million Rupiah only and even there are any cases below Rp 100,000,000.-, and bribery action control through OTT being more dominant if compared to the state's financial corruption is not in line with the primary consideration of KPK founding, and similarly the OTT below 1 billion Rupiah doesn't conform to the provision of Article 11 thereof.

This chapter attempts to give an answer to a question arising from a project about the legal complications of secularism in Turkey. The question of meta-narrative about how to approach the subject in hand, and through which theoretical premises, automatically leads one to criticise the established arguments of state-centred legal positivism, especially when religion- and society-oriented voices are so loud. In this chapter, the strengths and weaknesses of positivism and its alternatives are analysed in depth. Not a single monist or pluralist theory proves to be absolutely superior in the end. Instead, their harmonisation is needed. Positivism holds the advantage of referring to the power and enforcement capacity of the state. Pluralism, however, is realistic on another ground, as it pays attention to the chaotic nature of socio-legal phenomena and claims that law should never be understood and applied in a linear way or in closed systems. The dialogue on this theoretical spectrum of law merges with the chapter's starting point where the question of Turkish secularism required the most realistic approach to law and legality in general.

In instances of insecurity in many societies, churches “also” suffer. Yet there is a dearth of literature exploring the experiences of churches in connection with situations of insecurity. This study, therefore, explored the experiences of churches in the face of the high rate of insecurity in Rivers State, Nigeria. Information was elicited from 16 church leaders of different denominations in different communities in Rivers State. Using a descriptive narrative approach, the study found that churches’ experiences in some communities in the state are reflections of helplessness and despair due to the incidences of cultism, kidnapping, armed robbery, etc. Many churches in some of the embattled communities have been deserted or left with a few older people. This has had negative impacts on evangelism and the churches’ economy, with the clergy at the receiving end. The implications of findings for the government and churches are discussed.

In this work, the study of the title issue will be continued and the focus will be on the boundaries of transparency of public action in the sphere of enacting and implementing the law. As a result of the actions taken, the author intends to find answers to questions relat-ed to the policy of informing citizens and possibilities of finding information on the func-tioning of the state. The research was carried out by conducting a source query and source analysis. The author in the main part of the work defined the bodies responsible for creat-ing the law. Then, he introduced individual governmental dailies, such as Dziennik Praw or daily newspapers issued in individual districts of the country (departments). The starting point was to discuss the policy of disseminating the content of the law also in the uncon-stitutional period before the first copies of the government press were issued. Next, the author discussed the results of research on specific issues such as the content of journals, with particular emphasis on the main topics, such as the justification for the implementation of the Napoleon Code and its analysis in terms of practicality. Finally, niche topics like hounds and tips are presented.

This article deals with international experience integration of openness and transparency level evaluation of activities by non-governmental organizations (NGOs) into the Russian practice. The object of this study is socially oriented non-governmental organizations — both those that receive financial support from the state and those that do not. The subject of the study is the transparency and openness of the socially oriented non-governmental organizations of the Sverdlovsk region. The article proposes the following hypothesis: the government provides financial support to exceptionally transparent and open socially oriented non-governmental organizations; the most popular socially oriented non-governmental organizations are considered the most transparent, and the state financial support is provided to them. To evaluate the level of openness and transparency of non- governmental organizations the authors use quantitative methodology for websites monitoring of non-governmental organizations. The indicators proposed allow for the evaluation of the current level of openness of socially oriented non-governmental organizations. In addition, the article assesses available statistics to evaluate the popularity indicator of specific socially oriented non-governmental organizations. Problem setting. Ukraine has significant regional imbalances in attracting investment. The most attractive for investors is Kyiv city, where almost 50% of foreign investments are accumulated. At the same time, other regions remain unattractive for investors. The unsatisfactory situation in the regions is a reflection of unfavorable investment climate and requires the use of new tools to attract investment. The use of marketing tools can stimulate the inflow of investment into small cities and communities. Given these, the issue of using marketing tools to attract investment in local communities remains unexplored and relevant.Recent research and publications analysis. An important contribution to the study of territory marketing and investment attraction was made by: S. Ankholt, V. Bondarenko, D. Vizghalov, M. Hovorukhina, N. Hrynchuk, K. Dinni, O. Ignatenko, F. Kotler, O. Osovets, A. Pankrukhin, S. Smerichevskyi, R. Fedorov, O. Fedorovych, D. Frolov, O. Khymych, and others.Highlighting previously unsettled parts of the general problem. An analysis of the literature on this issue has shown that domestic researches are quite narrowly specialized and most English-language works on this topic are written in the form of study of real situations and have non-scientific characters.The purpose of the article is to reveal the essence of marketing tools and justify the feasibility of their use to attract investment in local communities, and improve the investment climate in Ukraine.Paper main body. In recent years, Ukraine has taken significant steps to decentralize its power and resources. And although decentralization is a complicated reform, it is also one of the most successful reforms in Ukraine. This reform provides the transfer of powers and finances for their implementation from the central government to local authorities. The starting point of the reform is the thesis that local authorities are better oriented at local problems and can use funds more effectively to solve them.However, in the context of the economic crisis caused by the spread of the COVID-19 pandemic, the government is cutting transfers to support infrastructure and urban development in general. The local authorities in Ukraine suffer from an austerity policy pursued by the government. With this in mind, communities need to work to create a positive image of the area, to diversify sources of capital, and attract new investors.Taking into account the limited budgets and the specifics of activities at the local level, the minimum set of tools for attracting investment in local communities should include: development of investment strategy and program, brand formation of the territory, development of investment passport, formation of industry reviews, construction of investor’s roadmap, distribution of investment proposals, creation and updating of investment website, work in social networks, development of interactive investment map, press kit formation, preparation of multimedia presentations, participation in road-shows, investment seminars, conferences, forums and exhibitions, targeted search for new investors and formation of existing investors database.Conclusions of the research and prospects for further studies. The results of the study confirm that in the conditions of competition for investment funds, marketing tools for attracting investments come to the fore. Although the marketing of territories is a relatively young area of research, it can contribute to the successful promotion of local communities to attract investment and improve the image of the territory. The skillful use of marketing tools can help attract investment to local communities.In further research, we plan to study tax instruments to stimulate investment activity to improve the investment climate in Ukraine.

O artigo examina mudanças na concepção de turismo, tomando como ponto de partida questões de natureza econômica, social, política e ambiental. Ressaltam-se, em seguida, os benefícios e proventos advindos do fomento ao turismo, concedendo especial atenção ao seu efeito multiplicador. Subsequentemente, experiências bem-sucedidas da atuação do Estado em favor do turismo ganham evidência. Por fim, analisa-se o caso da Barra do Jucu, Vila Velha (ES), buscando-se extrair de seu exemplo proposições práticas para incrementar esta atividade de forma sustentável em âmbito local. A pesquisa foi concebida com base na metodologia de inventário da oferta turística do Ministério do Turismo, bem como em referências bibliográficas nacional e internacional sobre o tema. Os resultados obtidos indicam potencialidade turística relativamente baixa, tendo em vista as deficiências aí apresentadas.Palavras-chave: Turismo. Plano Nacional de Turismo. Desenvolvimento. The success of the development in a region will be greatly determined by the quality of development planning. As planning became the sign posts are clear about what the needs of the citizens with has clear and measurable targets. Development Planning System emphasizes a combination of approaches between top-down and bottom up, which emphasizes the ways aspirational and participatory, so it is realized through the process of development planning or deliberation Musrenbang neighborhood start at various levels up to nationwide. This paper is the result of research that are descriptive studies library which describes the process of implementing E-Musrenbang in Surabaya with a variety of problems. E-Musrenbang successfully applied in Surabaya at least be innovations in development  planning system in which during this society wants a forum or social contacts among citizens with the Government in regional development planning. The application of the system of E-Musrenbang in Surabaya became an important lesson for the construction paradigm of society, where society is not only made of the objects but rather the subject of development. Keberhasilan pembangunan di suatu wilayah ditentukan oleh kualitas perencanaan pembangunannya. Sebagaimana perencanaan menjadi penunjuk arah yang jelas tentang apa yang menjadi kebutuhan warga dengan target yang jelas dan terukur. Sistem perencanaan menekankan kombinasi pendekatan antara top-down dan bottom-up, yang lebih menekankan cara-cara aspiratif dan partisipatif, sehingga hal tersebut diwujudkan melalui proses musyawarah perencanaan pembangunan atau Musrenbang di berbagai tingkatan mulai kelurahan hingga Nasional. Tulisan ini merupakan hasil penelitian yang bersifat deskriptif dengan studi kepustakaan yang menjelaskan proses pelaksanaan E- Musrenbang di Surabaya dengan berbagai permasalahannya. Sistem E- Musrenbang yang berhasil diterapkan di Kota Surabaya setidaknya menjadi inovasi dalam sistem perencanaan pembangunan dimana selama ini masyarakat menginginkan sebuah forum atau kontak sosial antara warga dengan pemerintah dalam perencanaan pembangunan daerah. Penerapan sistem E- Musrenbang di Kota Surabaya menjadi sebuah pelajaran penting bagi perencanaan pembangunan berparadigma masyarakat, dimana masyarakat tidak hanya dijadikan objek melainkan subjek pembangunan.
