The success of the development in a region will be greatly determined by the quality of development planning. As planning became the sign posts are clear about what the needs of the citizens with has clear and measurable targets. Development Planning System emphasizes a combination of approaches between top-down and bottom up, which emphasizes the ways aspirational and participatory, so it is realized through the process of development planning or deliberation Musrenbang neighborhood start at various levels up to nationwide. This paper is the result of research that are descriptive studies library which describes the process of implementing E-Musrenbang in Surabaya with a variety of problems. E-Musrenbang successfully applied in Surabaya at least be innovations in development  planning system in which during this society wants a forum or social contacts among citizens with the Government in regional development planning. The application of the system of E-Musrenbang in Surabaya became an important lesson for the construction paradigm of society, where society is not only made of the objects but rather the subject of development. Keberhasilan pembangunan di suatu wilayah ditentukan oleh kualitas perencanaan pembangunannya. Sebagaimana perencanaan menjadi penunjuk arah yang jelas tentang apa yang menjadi kebutuhan warga dengan target yang jelas dan terukur. Sistem perencanaan menekankan kombinasi pendekatan antara top-down dan bottom-up, yang lebih menekankan cara-cara aspiratif dan partisipatif, sehingga hal tersebut diwujudkan melalui proses musyawarah perencanaan pembangunan atau Musrenbang di berbagai tingkatan mulai kelurahan hingga Nasional. Tulisan ini merupakan hasil penelitian yang bersifat deskriptif dengan studi kepustakaan yang menjelaskan proses pelaksanaan E- Musrenbang di Surabaya dengan berbagai permasalahannya. Sistem E- Musrenbang yang berhasil diterapkan di Kota Surabaya setidaknya menjadi inovasi dalam sistem perencanaan pembangunan dimana selama ini masyarakat menginginkan sebuah forum atau kontak sosial antara warga dengan pemerintah dalam perencanaan pembangunan daerah. Penerapan sistem E- Musrenbang di Kota Surabaya menjadi sebuah pelajaran penting bagi perencanaan pembangunan berparadigma masyarakat, dimana masyarakat tidak hanya dijadikan objek melainkan subjek pembangunan.

Regional Development Planning through Musrenbang a means to foster initiativeand active role in community development planning (Bottom Up Planning) aremechanically and functionally with activities planned development based on theprinciple of consensus, mobilize and improve the initiatives and participation ofthe community to carry out development in an integrated and foster the dynamicconditions of the community. The subject of this paper is a sociological gender-sensitive analysis of the use-value of space in public preschool institutions (PPI), starting from the level of Serbian society, through Belgrade and Belgrade municipalities, down to the level of individual kindergartens. The objective of the research is to design the space of PPI facilities, which would provide the families and mothers with control over public space, and thus meet one of the preconditions for positive structural change - gender equality. The following parameters are used as indicators of the use-value of DPU space: the position of the preschool system in Serbia, coverage of children in the preschool system and preschool institutions by type of ownership, coverage of DPU children, insufficiency of DPU social space in Belgrade, compliance of available space in DPU municipalities Cukarica and Vozdovac with valid norms). Data sources: institutional data research (survey research ?Spatial capacity of preschool institutions in Belgrade?, conducted at the Faculty of Geography, Department of Spatial Planning, on the subject of Social Development Planning, 2018-2019). The main results of this research confirm the presumed issue in this field, which causes the unequal gender power relations and various consequences which affect the position and quality of life of women-mothers and men. The preschool system in Serbia is in an unfavourable position due to the serious insufficiency of PPI facilities in Belgrade (out of a total of 124,846 preschool children, there is enough space for less than one half; the analysis of the existing PPI capacity shows that there are large differences in capacity at the municipal level, from about three quarters to about one quarter,) and at the level of Belgrade municipalities. The data available for the municipalities of Cukarica, Vozdovac, Palilula, Zemun, Zvezdara, and Novi Beograd show that the same problem exists there as well, which can be solved by accepting the proposals for the required capacity of public kindergartens, which are given in this paper. The insufficient PPI capacity in the municipalities of Cukarica and Vozdovac has been documented at the kindergarten level (a total of 55, 22 of which in the municipality of Cukarica, and 33 in the municipality of Vozdovac.

The diversity of Indonesian culture is a strong basic capital in development. The government has realized that cultural treasures in Indonesia are valuable assets. Cultural development is one of the government's efforts to improve the welfare and quality of human life in Indonesia. To measure the quality of human life, the Human Development Index (HDI) indicator is used, which explains how the population can access the results of development in obtaining income, health, education, and so on. The Cultural Development Index (CDI) is an instrument used to measure the achievements of cultural development performance, which consists of 7 dimensions, namely dimensions of cultural economy, education, socio-cultural resilience, cultural heritage, cultural expression, cultural literacy, and gender. To find out how much influence the CDI has on HDI in Indonesia, a simple linear regression statistical method is used. The result of this study illustrate that the CDI and HDI have a positive relationship, that is, the higher the CDI achievement, the higher the HDI achievement of a region. From the result of R Square shows that 40 percent of the HDI variable can be explained by the CDI variable, while the rest can be explained by other factors. Through a simple linear regression statistical analysis test found that every one percent increase in the CDI, will increase the HDI by 0.437 percent. This finding is expected to provide recommendations to the government regarding cultural-based national development. All development planning must also consider cultural development.

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.

In recent times, the term ‘local economic development’ has been conceptualised and introduced as a bottom-up participatory development strategy in Ghana. It is intended to be implemented at the district level to facilitate the revitalisation of the local economy and create jobs for local residents. Using in-depth interviews and the analysis of relevant policy documents, this paper evaluates efforts aimed at institutionalising the practice in local institutional frameworks and development planning practice in the country. The paper found out that processes aimed at institutionalising contemporary local economic development practice in Ghana are not making any meaningful impact. Institutional frameworks such as the structuring of development policymaking and planning in the country are still rigid and promote bureaucratic top-down development decision-making processes. Similarly, the promotion of a meaningful bottom-up decentralised planning system is only a well-packaged talk by policymakers in the country. Evidence shows that there is a clear lack of political will to implement reforms, particularly the new decentralisation policy that seeks to make District Assemblies in Ghana responsive to local economic development promotion. There is the need for a conscious effort towards making local economic development practice matter in national and local development endeavour in Ghana.

This paper aims to analyze whether Coordination and synchronization of programs or activities and budgeting in regional development planning agency is possible. Lack of synchronization and coordination between SKPD externally so as to affect the quality of development planning. The Relationship Between Strategic Planning and Budgeting Is expected to play a role other than as a control tool, but it can also be used as a performance quality appraisal tool, as well as a tool for the realization of a clean and authoritative government (good governance). There are relationship between strategic planning in Regional Development Planning Agency of sukabumi city  (Renstra) and its budgeting. The relationship particularly can be seen in the flow of Renstra (from vision to activities) and the achievement from targets.

Purpose of study: This study aimed to develop a model of social planning and legal perspectives on forest park revitalization program. Which in this study forest park that will be examined is Abdurahman Wan forest park in Lampung province, Indonesia as communal-based nature conservation programs are guided by the principles of participation, utilization, harmonization, and sustainability? Methodology: This study is a qualitative study using juridical and sociological perspectives by evaluating and comparing the Top-down and Bottom-up plans that have been done before. The SWOT analysis has been done for analyzing the data. Result: The results of the study show that the "Top-down Planning" that has been done so far is not sufficient. This is because the legislature is not only limited to a basic concept but must also play a role in developing all strategic arrangements. Therefore, in this case, the government is not merely a member of parliament but oversees the course of the program. Also, the community must have broad access to fight for its communal values. In short, the study found that the "Bottom-Up Planning" model was more suitable for implementation because through this approach the community could participate and exchange ideas together in all policies. Implications: This research is very useful for stakeholders because it can provide academic illustrations in the form of policy analysis and is able to force public participation and ensure that all policies are shared values ​​and collaborative in nature that provide so many assets related to the form of public policy in implementing activities in the park communal forest. Applications of this study: This research can be used for the universities, managers, and policymakers. Novelty/Originality of this study: In this research, the model of forest park conservation programs using communal-based based on participation, utilization, harmonization, and sustainability.

Regional development planning systems contain multiple uncertainties which come from economic restructuring, resource management, carbon peak action, environmental protection, and other factors, it is difficulty to handle all of these uncertainties in one method. In order to solve this problem, a new model developed in this study combines an interval fuzzy program with an environmental quality model for regional development planning in order to provide optimal solutions. The interval fuzzy program is put forward based on interval parameter programming (IPP) and fuzzy programing (FP). The environmental quality model is used to calculate water environmental capacity and atmospheric capacity, which are set as constraint conditions in the model. In order to meet the requirements of carbon peak action, a low carbon development constraint is added to the model. In this model, decision makers can choose the satisfaction level of constraints based on their preferences. The results suggest that the methodology is applicable for the regional development planning system within the planning period. The developed model can be used to generate a series of optimization schema under multiple credibility levels, ensuring that the regional development planning system can meet both societal demands and environmental quality requirements, considering a proper balance between the expected system benefits and risks of violating the resource constraint and low carbon development constraint.

BACKGROUND: This research analyzed the effect of the implementation of healthy city in Makassar City based on the aspects of capacity building and program sustainability. AIM: This research aimed to analyze the implementation of healthy city in Makassar City based on capacity building and program sustainability aspects. METHODS: The research was conducted qualitatively in which the data were collected through direct interview, observation, and field note. Thirteen people were involved as informants consisting of vice mayor of Makassar, two organizers of the healthy city of Makassar City, one member from the forum of the healthy center of Makassar City, and nine community members from nine sub-districts including Makassar, Mamajang, Mariso, Panakkukang, Rappocini, Tallo, Regional Development Planning Agency (Bappeda) of Makassar City, and Indonesian Public Health Bachelor Association (PERSAKMI). RESULTS: The training and socialization are often ineffective since it is only participated by the coordinators from the healthy city itself. The sustainability of the healthy city program of Makassar City has been implemented well. It was proven by various healthy city appreciation obtained since the implementation of the program. Active involvement and participation from the government, community, agency, and all related stakeholders, as well as strong commitment and desire in the program implementation are the main factor of the sustainability of healthy city program in Makassar City. The suggestion given by this research is to improve the quality of healthy city program but is not based on the consideration of the appreciation. CONCLUSION: The improvement of the capacity needs to even all forum members of healthy city of Makassar at the level of city, sub-district, and sub-village.
