Ignazio Silone, one of the last “maestri” of the Italian literature, the intellectual who never betrayed his conscience, will be analysed in our scientific research concerning his francescanism and how the “Poverello di Assisi” along with Francis’s evangelic faith have influenced the tormented Italian writer. An old friend of the protagonist named Pierto Spina writes at Silone’s novel Vino e pane: “creare un regime all’ immagine dell’ uomo”, isn’t this, what Francis had proclaimed in his entire life, combating the human limits in order to reach his “Precious Goal”? Everyone has a goal in life and Silone achieved his through pure religious and political faith maintaining a high level of dignity throughout.

On the basis of archival materials and other sources, the complex process of formation at the Belarusian State University of mathematical education and scientific research in various fields of science is considered. Particular attention is paid to the years that did not stop in 1919–1921 discussions among officials and scientists about the legality of creating a separate mathematics faculty specifically for the opening of the Belarusian State University. In this case, for the first time, the position of an outstanding mathematician and organiser of mathematical education, a native of Belarus, I. R. Braitsev, is presented in detail. The author defines the 1920s as an undoubtedly significant stage not only in the formation of the mathematical component in the general character of Belarusian State University, but also in the formation of the foundations of the future high level of university mathematics.

This study analyzes corruption and economic growth. The method of analysis uses literature studies. This literature study was carried out by searching scientific research articles about corruption through Google Scholar and journals about corruption. After the identification of several articles, the results show different results about the effect of corruption on economic growth. From each journal shows Corruption has a negative effect on economic growth in Indonesia and those that have a positive effect. This shows several factors that underlie the influence of corruption on economic growth, namely due to cultural differences, policies, economic freedom and the rules of each region. The diversity of each region in Indonesia makes a different level of influence of corruption so that if a region has a high level of economic freedom and rules and bureaucracy that are not difficult, corruption has a positive effect on economic growth. In general, the effect of corruption on economic growth is negative, where the cleaner the region or region is from corruption, the more it will encourage the growth of the region.

This article highlights the results of the research on psychological features of eschatological expectations of young people with different levels of creative thinking. Our study shows that 26 % of respondents believe that the End of the World will not arrive. Twenty-four per cent of respondents are skeptical about the likelihood of the Apocalypse, but they admit its possibility. Thirty-seven per cent of respondents believe that the End of Time will not come soon and the remaining 13% expect the Apocalypse very soon. Some respondents (7.5%) indicate that growth in the rate of prophecies connected with the End of the World in recent years suggests that humanity itself seeks it, while 9 % of respondents state the religious point of view in their works. Also 9 % of respondents believe that there will be no destruction of civilization or destruction of the planet but there will be a mental transition to another level of being. The existence of correlation between creative thinking and eschatological expectations was also empirically established in our study, especially in the group of respondents with a high level of verbal creativity. There is no correlation between the index of non-verbal creativity, personal religiosity and eschatological expectations in the sample. These results confirm that our study is relevant and offers great prospects for further scientific research.

Introduction. The system, wich is designed to ensure the rational use of budget funds, functions in Ukraine imperfectly. It is important to scan the experience of foreign countries and introduce the best experience in domestic practice. Purpose is to formulate the scientific approaches to integrated assessment of the efficiency of local budget expenditures, considering foreign experience. Results. The mechanism for ensuring the efficient use of budgetary funds in Scotland is built in the modern period of history, considering current challenges, opportunities for implementation and the results of relevant scientific research. Implementation of measures to increase the efficiency of budget expenditures took place as a reaction to a high level of distrust of the government and its activities. The main measures aimed at controlling the effectiveness of budget expenditures are based on four basic provisions: the validity of budget revenues and expenditures, their balance; priority of budget expenditures; the value and quality of public services; organization of the budget process, namely the integration of planning of management and financial activities. The main findings of the study of the experience of financial control in Scotland are as follows: the complexity of financial control over the efficiency of budget expenditures, the integration into the system of tools for reforming the budget process, developed methods for evaluating the efficiency of local budget expenditures are universal for different entities of control. Based on the experience of ensuring the efficiency of budgetary expenditures in Scotland, it is substantiated that the efficiency of budget expenditures is not appropriate to be determined by a specific indicator, but it is appropriate to comprehensively assess the compliance of expenditures with a number of criteria. The most important of them should be four criteria: observance of democratic procedures for planning and implementation of the local budget; assessment of compliance of budget expenditures with public priorities; analysis of budget programs implementation and achievement of planned targets; exploration of the value of services. The research-based criteria for assessing the effectiveness of local budgets are important not only for the development of the concept of building a control system, but also have an applied value. The methodological approaches formulated in research were applied in the research both of the local budget and of a separate line of expenditures. Conclusions. The experience of the organization of financial control of the efficiency of budgetary expenditures in Scotland indicates a number of its positive qualities, which make it possible to realize the main purpose of government policy - to increase the level of public confidence in the government. Methodological approaches to the organization of monitoring the effectiveness, are formulated on the basis of Scottish experience. The developed approaches can be applied not only in scientific researches, but also they are suitable for application. Ulterior scientific research may focus on formalizing the methodology for analyzing the efficiency of local budget expenditures. This will enable, in particular, to substantially expand the applied component of methodological approaches and facilitate their application in practice, which is important given the continued growing topicality of the effective management of local budgets in terms of expanding their resources and critical assessment of the society's effectiveness of their use.

Objective To understand the current situation of emergency nurses’ specialty competence and propose improvement strategies accordingly, aiming to provide a reference for the comprehensive enhancement of nurse competency as well as the selection and training of high-level nursing management talents. Methods Using a self-made questionnaire based on literature review, 266 emergency specialist nurses in 15 tertiary general hospitals in Guangdong Province were surveyed through the questionnaire star. Results The survey showed that the participants appeared to have a high level of self-confidence and recognition for most indicators, as suggested by a high score (195.46±23.64), except for the aspect of scientific research ability. The scores of scientific research ability items ranged from 3 to 15 points (the 50th quantile was 9 points), and the score was 10.41±2.28 with a median score of 10, indicating that clinical nurses lacked confidence in scientific research abilities. The results of linear regression analysis suggested that gender, job title, publications in recent 5 years, and whether directly affiliated to a teaching hospital were the influencing factors that affect the competence of emergency nurses. Conclusions Scientific research ability is the major shortcoming of emergency specialist nurses. The influencing factors that affect nurses’ competencies include gender, professional title, publications in recent 5 years and whether directly affiliated to a teaching hospital. Nursing scientific research is the power source of the continuous development of nursing discipline. Therefore, it is recommended that the leaders of healthcare authorities and hospitals should strengthen the training of nursing scientific research and improve the scientific research ability of nurses.

The article examines the competent requirements for concertmasters of educational institutions of Ukraine. In late 2010s Ukrainian government revises the requirements for the staff of educational institutions. These revision needs to be issued in three aspects: impact on the quality of the educational process, new com-petencies of educational staff required, and the aim of those revisions. Each of the aspects mentioned requires a separate study for each of the educational areas. The aspect we have chosen is competence, which has become especially acute in the context of the COVID-19 pandemic, which has prompted the authorities to limit and, in some cases, completely bans face-to-face classes in educational institutions. It is shown that the competencies of concertmasters are the ability to play in an ensemble, which requires a high level of playing the instrument, the ability to read notes from a sheet, including scores with a large number of staves, an ability to transpose music and a deep feeling of a soloist playing. However, the new realities, caused by Ukrainian government activities led to new competency requirements for concertmasters working in Ukrainian educational institutions. Namely, these requirements are the ability to work with documents, to conduct organizational and methodological work, to carry out scientific research as well. Moreover, the rise of distance education during Covid-19 pandemic made real-time practice with concertmaster impossible due to imperfections of the Internet communication, namely due to the audio signal latency occurred while using digital communication systems. In this situation, concertmaster should be able to prepare phonograms or remote ensemble recordings, which are performed alternately by the accompanist and soloist. This form also requires special skills, namely an ability to work with information technologies, in particular multimedia. It is concluded that concertmaster of Ukrainian educational institutions is required to be competent not only in piano ensemble playing but also in a lot of other fields not connected to music performance such as office work, scientific research and information technologies.

Medical faculties are responsible for high-level training, not only on clinical skills but also on scientific research and medical advances. There is an evident need to promote academic careers to ensure the continuity and improvement of top-notch health care. Even if Switzerland is one of the countries with the highest medical density per inhabitant, the lack of interest for academic careers has increased, resulting in difficulties to form clinician-scientists and ensure succession. In this article, we reflect on the challenges and the potential solutions in the training of an academic career.

In China, it has long become imperative for the management of education and science and technology to build high-level scientific and technological innovation teams. Scientifically and accurately identifying core scientific research teams is an important condition for cultivating and building such teams. The absolute threshold method (e.g., c-level clique at, n- clique, k-core) is the prevailing means of identifying core teams and their core members. In fact, effects such as “the preference-dependent effect”, “the apostle effect” and “the star effect”, the cooperative relationship between the researchers is not even. This study, based on the co-authorship network, found that not choosing the absolute threshold properly can easily lead to poor identification of core members of some teams. Even worse, when the absolute threshold is too large, this “uniform” evaluation criterion of tie strength results in the elimination of some core teams in some disciplines. This paper uses relative tie strength to identify core scientific research teams from a new perspective, which can effectively avoid the situation of some core team members being ignored because of the mandatory requirements of the absolute tie strength among members, and can also solve the challenge of threshold selections for identifying different teams.

Summary Few Westerners have sufficient proficiency in Japanese for conference interpretation. The major stumbling block in their acquisition of Japanese as a passive language resides in vocabulary enhancement.Japanese vocabulary consists o/wago, kango and gairaigo and their compounds. Each category has different characteristics in terms of learning. While learning gairaigo is rather easy for the Westerner, wago proves more difficult to memorize, and kango poses special problems due to the small number of distinct syllables in Japanese as opposed to the large number of kanji used. The large number of words used in Japanese compounds the difficulty, especially as compared with the acquisition of a Western language where the large proportion of words having common Greco-Latin roots that can be recognized even at first sight, reduces the number of new words that actually have to be learned. These facts provide one explanation for the difficulty Westerners have in reaching an adequate level of comprehension of Japanese for interpretation purposes. They also raise questions as to the soundness of the philosophy interpreters' schools and their methods in developing high-level linguistic skills. Up to now, this question has been dealt with on the basis of" common sense " and the instructors' personal experience. Data obtained through scientific research may significantly contribute to an improvement of the situation.
