In order to create an independent state of society and to be able to realize the potential capabilities which are possessed, then it is highly required the activities within the framework of community empowerment. The empowerment is expected to be able to change the life order of the community towards a better way, as the nation's aim to form a society which are fair, democratic, prosperous and advanced. The state has important duties and responsibilities for the welfare of its people. However, meeting community needs and social problems is not easy to be solved in one time with the existing development program. Indonesia is too wide and has a population that is too large to be reached out at one time by the rush of development. Seeing this phenomenon, it needs a real alternative solutions in supporting the welfare of society through community-based empowerment programs.This is a research that combines qualitative and quantitative approaches with concurrent triangulation models. The sample in this study was Mitra Parahita Credit Union in Gunung Kidul. The subjects of this study are 100 active members of Credit Union, and Credit Union Mitra Parahita manager. The purpose of this study is to evaluate the extent of the presence of Credit Union in empowering members and the community and also to find out how Credit Union is addressing the needs and problems of the members with the carried out empowerment. The research data are analyzed by clarifying the data based on the variety of available data, then linking it with all data and information obtained from literature, documents, surveys, in-depth interviews and field observations.The result of analysis shows that Credit Union also plays a role in empowering the community socially and economically. The empowerment program conducted by the Credit Union helps members become more progressive, independent and prosperous in accordance with the principles of people's economy. Empowerment carried out by the Credit Union is also felt to be able to increase the value and dignity of members and to make each member as well play an active role in caring for the weak.Keywords : Credit Union, Democratic Economy, Community Empowerment

Along with the increase in capture fisheries production, the escalation of biodiversity damage has occurred in the Lampung Province sea area. This condition is one of them caused by destructive fishing activities. Destructive fishing is still a problem in the sea area of Lampung Province due to the lack of community role, especially in terms of supervision. Tackling destructive fishing based on community supervision is one form of community empowerment to play an active role and be directly involved in efforts to tackle damage to fishery resources. Therefore, this article will discuss the problem of how the condition of the case of destructive fishing in Lampung Province? How are efforts to tackle destructive fishing in Lampung Province? And what is the policy model for controlling community based destructive fishing? The results showed that from 2016 to 2019 there were 27 cases of destructive fishing that were tried at the District Court A Class Tanjung Karang. Efforts in overcoming destructive fishing in Lampung Province have so far tended to be a means of punishment or a repressive action with a criminal law approach. But in fact this effort has not been able to solve the problem of destructive fishing. Therefore, this research offers a model of controlling destructive fishing based on community supervision through the means of penal and non-penal means.Keywords: Lampung, destructive fishing, community surveillance Seiring peningkatan produksi perikanan tangkap, eskalasi kerusakan keanekaragaman hayati terjadi di wilayah laut Provinsi Lampung. Kondisi ini salah satunya disebabkan oleh kegiatan destructive fishing. Destructive fishing masih menjadi persoalan di wilayah laut Provinsi Lampung disebabkan karena minimnya peran masyarakat khususnya dalam hal pengawasan. Penanggulangan destructive fishing berbasis pengawasan masyarakat merupakan salah satu bentuk pemberdayaan masyarakat agar berperan aktif dan terlibat langsung dalam upaya penanggulangan kerusakan sumberdaya perikanan. Oleh karena itu, artikel ini akan membahas permasalahan mengenai bagaimanakah kondisi perkara destructive fishing di Provinsi Lampung? Bagaimanakah upaya penanggulangan destructive fishing di Provinsi Lampung? Dan bagaimanakah model kebijakan penanggulangan destructive fishing berbasis pengawasan masyarakat? Hasil penelitian menunjukkan bahwa sejak tahun 2016 hingga 2019 terdapat 27 perkara destructive fishing yang di adili pada Pengadilan Negeri Kelas I A Tanjung Karang. Upaya penanggulangan destructive fishing di Provinsi Lampung selama ini cenderung pada sarana penal atau tindakan refresif dengan pendekatan hukum pidana. Namun nyatanya upaya ini belum mampu menyelesaikan persoalan destructive fishing. Oleh karena itu, penelitian ini menawarkan model penanggulangan destructive fishing berbasis pengawasan masyarakat melalui sarana penal dan sarana non penal.Kata kunci: Lampung, destructive fishing, pengawasan masyarakat

This study aims to determine community participation in the Community-Based Total Sanitation Program (STBM) in changing healthy living behavior in the Kasunyatan Village, Serang City, Banten Province. The qualitative research method is the approach used in this study, namely by collecting data through observation, in-depth interviews, and documentation. The results of the study found that the community-based total sanitation program had the benefit of changing people's behavior from the aspect of clean environmental awareness and disposing of water not indiscriminately. Community involvement is a necessary aspect to be able to control locally in realizing a quality environment. Community involvement in sanitation development, starting from planning, implementation to utilization. The community-based total sanitation program is welcomed by the community, but in terms of the amount of assistance, it still does not meet all community needs.

Economic improvement and development, of course, require the role of humans who drive the economy. Superior resources will improve the regional economy. In increasing the quality of superior human resources, it is necessary to develop through training in the form of development. The development program is expected to improve people's lives. Therefore, at a more operational level, development through the community empowerment process generally uses a community-based development approach. The results of the research that has been carried out by the PPM FT UNISMA Bekasi Team Activities for the 2018 period are expected to be a pioneer in the implementation of PPM activities as a form of partnership between FT UNISMA Bekasi and the Village / Kelurahan Government of Harapan Jaya and Mustika Jaya, Bekasi City. Therefore, it is hoped that it can become the basis for subsequent programs, especially for improving the quality of development in these two locations

Desa Mandiri Pangan Program is a community empowerment program under the Food Security. An empowerment program requires community participation for the success of the program. This study aims to, analyze the level of participation in the Program Desa Mandiri Pangan, analyze the success rate Program Desa Mandiri Pangan, and analyze the relationship between level of participation with success rates of Program Desa Mandiri Pangan. The method used in this research is quantitative method with a questionnaire and supported by qualitative data depth interviews with informants and respondents using the guide questions. The number of respondents in this study were 30 respondents were selected using snowball technique. The study states that members of the Village Independent Food program enough to participate in running the Village Independent Food program, especially at the stage to enjoy the results, the factors which have a real connection is the status or position. Desa Mandiri Pangan Program quite successful, but there is a weak correlation between the level of participation by Demapan program's success.Keywords: community development program, success, participation---------------------------ABSTRAKProgram Desa Mandiri Pangan adalah program pemberdayaan masyarakat di bawah Ketahanan Pangan. Program pemberdayaan memerlukan partisipasi masyarakat untuk keberhasilan program. Penelitian ini bertujuan untuk menganalisis tingkat partisipasi dalam Program Desa Mandiri Pangan, menganalisis tingkat keberhasilan Program Desa Mandiri Pangan, dan menganalisis hubungan antara tingkat partisipasi dengan tingkat keberhasilan Program Desa Mandiri Pangan. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan kuesioner dan didukung oleh wawancara mendalam data kualitatif dengan informan dan responden menggunakan pertanyaan panduan. Jumlah responden dalam penelitian ini adalah 30 responden yang dipilih menggunakan teknik snowball. Hasil penelitian menyatakan bahwa anggota program Desa Mandiri Pangan cukup berpartisipasi dalam menjalankan program Desa Mandiri Makanan, terutama pada tahap untuk menikmati hasilnya, faktor-faktor yang memiliki hubungan nyata adalah status atau kedudukannya. Program Desa Mandiri Pangan cukup sukses, namun ada korelasi lemah antara tingkat partisipasi dengan keberhasilan program Demapan.Kata kunci: program pengembangan masyarakat, keberhasilan, partisipasi

The development program has three components namely development communications, development programs containing ideas about development programs, and the community. This research focused on community empowerment in the health area through Desa Siaga program. Desa Siaga is the state of a region that is ready to implement health empowerment independently. The purpose of this research was to find out the development communication strategy of the Health Promotion Team, the Community Health Care of Polokarto, through Desa Siaga program in Bulu Village, Polokarto, Sukoharjo. It used a descriptive qualitative method. This study used in-depth interviews with three informants and observation. Informants were selected using snowball sampling technique. The findings demonstrated that the team successfully implemented Desa Siaga program using the 5P technique (Possibility, Reinforcement, Protection, Support, and Maintenance). The findings also indicated that Desa Siaga program as a program introduced by Puskesmas Promotion team Polokarto received a positive response from the community by forming an organization to launch the program that is Village Health Forum. Keywords: Development Communication, Community Empowerment, Desa Siaga

The Community Based Total Sanitation Program (STBM) is a program launched by the Ministry of Health of the Republic of Indonesia. One of the pillars of the STBM, Open Defecation Free (ODF), is one of the homeworks of the local government. In contrast to other districts, in Tegal Regency the implementation of this program was regulated directly in the Regent's Regulation on the Regional Program for Community Empowerment. The purpose of this study is to explore further how PDPM will be implemented in an effort to realize Tegal Open Defecation Free District in 2019. The method used in the preparation of this study is descriptive qualitative. The author uses two data sources namely primary and secondary through in-depth interviews with three informants and documentation. The results show that so far the Jambanisasi PDPM has been considered successful in building public awareness of the importance of healthy sanitation. The implementation of ODF through the three main components of STBM and triggering techniques to meet the three expectations, namely right target, quality and benefits. PDPM Jambanisasi has succeeded in empowering communities in the health and economic fields through the community of sanitation entrepreneurs.

Cibadak Village in District of Bogor, West Java has land contour which is mountainous and dried has caused minimum access to water resources. During the dry season, the water supply is minimum which affected in their people’s unhealthy lifestyle. There was a Government’s Program called WSLIC-2 (Water and Sanitation for Low Income Communities) which use public water tap model and it was free of charge. But it’s not sustainable which is some of water pipes were damaged and unfixable. Based on that condition, Center for Political Studies and Community Development/ Pusat Pengkajian Politik dan Pengembangan Masyarakat (P4M) Nasional University initiated a community empowerment program called “Community-based Clean Water Facility Development Program in Cibadak Village”. Based on our Participatory Action Research (PAR), there are a few factors which contribute towards the sustainability of the clean water program, i.e: Community participation and contribution, Paid water meter system, Community-based Water Management Agency/Badan Pengelola Air Bersih (BPAB), and Village Regulation. System approach through the development of BPAB and Village Regulation will have a significant impact on the sustainability of the program.

Community empowerment is how to make people have the ability and independence in utilizing the existing potentials. In Banding Agung Village, Pesawaran Lampung, the abundant water resources available can be used for freshwater aquaculture activity as a strategy for empowering the community. The study aims to  explore the strategies of community empowerment based on freshwater aquaculture activity, and  to find out  the  factors inhibiting  the community empowerment. This is a kind of descriptive qualitative research using case study framework. The data were collected through in-depth interviews, observation, and documentation and analyzed qualitatively employing data reduction, data display, and data verification. The findings indicated that some strategies have been implemented in empowering the community based on the freshwater aquaculture activity, consisting of building the community awareness on the importance of  fish farming group (pokdakan), building institutional capacity through education, training and workshop of fish farming management, and putting group members’ knowledge and skill into practice.  In the implementation of the strategies, some obstacles were found as the factors inhibiting the community empowerment, namely lack of community participation, lack of  knowledge and capital, minimum assistance and counseling, and less involvement of the village government. The study recommends several alternative actions for a better implementation of the community empowerment.

  The Kampung KB Program is a development program that aims to improve the quality of the population in Indonesia. An important aspect in this program is community empowerment. Development with an empowerment dimension is a development activity that occurs in society which is triggered by the desire to advance and allow economic growth and social cohesiveness. This program is a button up, where the government acts as a facilitator and the community innovates according to the issues and needs that develop in the local community. In Banyumas Regency, the program received serious attention from stakeholders so that this stretch was evident in the slogans of the KB village that are often found in almost every sub-district and village / kelurahan. This research was conducted in Karangpucung Village, South Purwokerto District, by observing community activities related to the Kampung KB Program in conducting program socialization and collaboration with other parties, such as sub-district and district governments, community leaders, and experts in the population sector. . The results of the research, which was conducted in a descriptive qualitative manner, showed that for enabling links, the PKK officials were assisted by the head of the RT / RW aggressively and voluntarily to socialize by going from house to house to raise awareness of the residents. The material is not only about family planning but also about local productive businesses and entertainment. For functional relations, this program involves the Puskesmas, family planning officers, midwives and also Babinsa who take an active role. The normative link is that the program is run through the main tasks and functions outlined by the BKKN, instructions and guidance from policy makers such as the sub-district head, village head and the head of district PKK supervisors. Meanwhile, related to the dissemination of the KB village program, it uses events that are widely liked by the community such as grand recitation, art competitions (kentongan), socialization of the risks of early marriage for youth groups, and the provision of supporting facilities, namely props for counseling, as well as the availability of libraries in KB villages.
