Community empowerment is how to make people have the ability and independence in utilizing the existing potentials. In Banding Agung Village, Pesawaran Lampung, the abundant water resources available can be used for freshwater aquaculture activity as a strategy for empowering the community. The study aims to  explore the strategies of community empowerment based on freshwater aquaculture activity, and  to find out  the  factors inhibiting  the community empowerment. This is a kind of descriptive qualitative research using case study framework. The data were collected through in-depth interviews, observation, and documentation and analyzed qualitatively employing data reduction, data display, and data verification. The findings indicated that some strategies have been implemented in empowering the community based on the freshwater aquaculture activity, consisting of building the community awareness on the importance of  fish farming group (pokdakan), building institutional capacity through education, training and workshop of fish farming management, and putting group members’ knowledge and skill into practice.  In the implementation of the strategies, some obstacles were found as the factors inhibiting the community empowerment, namely lack of community participation, lack of  knowledge and capital, minimum assistance and counseling, and less involvement of the village government. The study recommends several alternative actions for a better implementation of the community empowerment.

Penelitian ini bertujuan untuk mendeskripsikan 1) Dampak ekonomi dan sosial wisata alam berbasis masyarakat dalam konteks pemberdayaan masyarakat, 2) Pola pengembangan jejaring dalam penyelenggaraan wisata alam berbasis masyarakat dalam meningkatkan pelayanan wisata. Penelitian kualitatif dengan model studi kasus, dilakukan di kawasan wisata alam berbasis masyarakat yang ada di desa Bejiharjo, Karangmojo, Gunung Kidul. Pengumpulan data, dilakukan melalui observasi, dokumentasi dan wawancara terhadap pengelola pokdawis Dewobejo, Wirawisata, Pancawisata dan perangkat desa serta tokoh masyarakat. Teknis analisis data menggunakan teknik analisis kualitatif model interaktif dari Milles dan Hubberman, Keabsahan data didukung dengan teknik triangulasi metode dan sumber, perpanjangan pengamatan dan diskusi terfokus. Hasil penelitian menunjukkan, pertama, keberadaan objek wisata Goa Pindul menyebabkan perubahan dalam a) perekonomian masyarakat, ditandai dengan adanya perubahan jenis pekerjaan yang dimiliki pelaku wisata dan masyarakat sekitar objek wisata, dan adanya peningkatan penghasilan walaupun belum pada semua level masyarakat; b) terjadi perubahan perilaku individu, namun nilai, tradisi dan adat kebiasaan serta peningkatan kebutuhan pendidikan relatif tidak berubah. Kedua, pola jejaring yang terbangun di antara para pelaku wisata Goa Pindul tidak mengindikasikan adanya perbedaan keragaman hubungan dengan pihak lain. Pencarian sumber daya lebih banyak dilakukan dengan pihak yang memiliki kesamaan kepentingan atau perhatian dalam pengembangan kepariwisataan di Kabupaten Gunungkidul.This study aims to describe 1) The economic and social impact of community-based tourism in the context of community empowerment, 2) Pattern of network development in the implementation of community-based nature tourism in improving tourism services. Qualitative research with case study model, conducted in nature-based nature tourism area in the village of Bejiharjo, Karangmojo, Gunung Kidul. Data collection, conducted through observation, documentation and interviews of Dewobejo pokdawis, Wirawisata, Pancawisata and village officials as well as community leaders. Technical data analysis using qualitative analysis techniques of interactive models from Milles and Hubberman, The validity of data supported by triangulation techniques methods and sources, extension of observation and focused discussion. The result of the research shows, firstly, the existence of Goa Pindul tourist attraction caused a change in a) the society economy, marked by the change of work type owned by the tourism actors and the society around the tourism object, and the increase of income although not yet at all level of society; b) there is a change in individual behavior, but the values, traditions and customs and the increase in educational needs are relatively unchanged. Secondly, the networking pattern that was built among the actors of Goa Pindul tourism did not indicate any differences in the diversity of relationships with other parties. The search for more resources is carried out with parties with similar interests or concerns in tourism development in Gunungkidul Regency.

Abstract The Village Library has full responsibility in terms of empowering knowledge for the community. This is because the village library has a strategic position in rural communities. The empowerment of this knowledge is very closely related to the achievement of prosperity both materially and nonmaterial. In the empowerment of knowledge refers to the existing conditions of the village library, potential maps, and problems that exist in the Paseban Village community. This research uses a case study with a qualitative approach. Data collection techniques used are observation, interviews, documentation, audio-visual material (Creswell). Analysis of the data used is Creswell data analysis. The researcher chooses to use qualitative validity and reliability to demonstrate the validity of the data as well as the accuracy of the research results. The results of this study are that the Paseban Village Government has carried out empowerment related to tourism development, BumDes, and through the provision of the internet. However, it is not under the auspices of the village library. The empowerment carried out is partial, not centered on the village library. Paseban Village Government has not fulfilled the three aspects of empowerment, namely a) enabling, b) empowering, and c) protecting. So that there is a need to develop a model of knowledge empowerment in the Paseban Village Library, including: a) enabling (village library as a center of knowledge, village library creates an atmosphere that allows the potential of the community to develop by maximizing the function of the library; b) empowering (strengthening the village library as a center of knowledge , strengthening the village library in creating an atmosphere that enables the potential of the community to develop by maximizing the function of the library with concrete steps, the concept that is in enabling is practiced with concrete steps and the availability of infrastructure that can support the creation of community empowerment; c) protecting ( the village library as a knowledge center establishes an information center that can protect and defend the community in terms of knowledge and information related to the distribution of the results of community innovation, the village library covers everything needed community in developing welfare literacy. Keywords: village library, knowledge empowerment, welfare literacy. Abstrak Perpustakaan Desa mempunyai tanggung jawab penuh dalam hal pemberdayaan pengetahuan bagi masyarakat. Hal ini dikarenakan perpustakaan desa mempunyai posisi yang strategis dalam masyarakat pedesaan. Pemberdayaan pengetahuan ini sangat erat kaitannya dengan pencapaian kesejahteraan baik secara materi maupun nonmateri. Dalam pemberdayaan pengetahuan mengacu pada kondisi eksisting perpustakaan desa, peta potensi, dan permasalahan yang ada pada masyarakat Desa Paseban. Penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, materi audio-visual (Creswell). Analisis data yang digunakan adalah analisis data Creswell. Peneliti memilih menggunakan validitas dan realibilitas kualitatif untuk menunjukkan keabsahan data sekaligus keakuratan hasil penelitian. Adapun hasil dari penelitian ini adalah Pemerintah Desa Paseban sudah pernah melaksanakan pemberdayaan terkait pembangunan wisata, BumDes, dan melalui penyediaan internet. Akan tetapi, tidak di bawah naungan perpustakaan desa. Pemberdayaan yang dilakukan bersifat parsial, tidak terpusat pada perpustakaan desa. Pemerintah Desa Paseban belum memenuhi tiga aspek pemberdayaan, yakni a) enabling, b) empowering, dan c) protecting. Sehinggan perlu adanya pengembangan model pemberdayaan pengetahuan pada Perpustakaan Desa Paseban, antara lain: a) enabling (perpustakaan desa sebagai pusat pengetahuan, perpustakaan desa menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan; b) empowering (memperkuat perpustakaan desa sebagai pusat pengetahuan, memperkuat perpustakaan desa dalam menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan dengan langkah-langkah nyata, konsep yang ada pada enabling dipraktikkan dengan langkah-langkah nyata dan tersedianya sarana prasarana yang dapat mendukung terciptanya pemberdayaan pada masyarakat; c) protecting (perpustakaan desa sebagai pusat pengetahuan mendirikan juga pusat informasi yang dapat melindungi dan membela masyarakat dalam hal pengetahuan dan informasi terkait pendistribusian hasil inovasi masyarakat, perpustakaan desa meng-cover segala hal yang dibutuhkan masyarakat dalam mengembangkan literasi kesejahteraan. Kata kunci: perpustakaan desa, pemberdayaan pengetahuan, literasi kesejahteraan.

In accordance with the guidelines for implementing village fund allocation (ADD) that one of the allocations for Village Fund Allocation is for village development costs, but the problem now is that development should not only be oriented towards physical development, but also need human resource development through community empowerment .This type of research used in this research is descriptive qualitative. Data collection techniques using in-depth interviews, documentation and observation. Based on the background that has been described, the authors propose a problem that is the center of attention in the research as follows: 1). How is the effectiveness of the village fund allocation program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2). What are the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. While the objectives of this study can be formulated as follows: 1) To find out and describe the effectiveness of the village fund allocation program (ADD) in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2) To determine the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency.The results show that the effectiveness of the Village Fund Allocation program in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency is as follows: Achieving the effectiveness of the Village Fund Allocation Program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency in terms of achievement of goals has been running quite effectively. Because in its implementation the village government has made programs and policies for community empowerment in Liang Ulu Village, be it from business assistance activities such as making wheat crackers, or assistance from the poor, assistance in making fish trap ponds through BUMDes borrowing siampan, infrastructure development such as ironwood bridges connecting roads in riverbank areas with major roads that involve the village community, and training provided by the village government to its residents, such as sewing training, workshop training, fishery cultivation training and others.

The activity was carried out in Teluk Pambang Village, Bantan District, Bengkalis Regency. This activity is due to the local community's lack of awareness of the importance of managing and utilizing mangrove ecosystems that have ecological, social, and economic functions. The purpose of this activity is to provide a comprehensive understanding to the community about the importance of mangrove forest management and utilization to maintain environmental balance in coastal areas, the prospect of economically valuable mangrove ecotourism, providing knowledge of the importance of local wisdom values as a support for the attractiveness of mangrove ecotourism development, and the importance of forming a tourism awareness group as a form of active community contribution in utilizing the potential of sustainable community-based ecotourism. This activity's target is the community living in Teluk Pambang Village, especially the Mangrove Management Group and the Local Government. The implementation method starts with the survey and implementation in the field. This activity involved 12 Riau University students from various disciplines. The results obtained from this activity are the active participation of the community to participate in identifying potentials and ideas for developing Mangrove ecotourism and establishing partnerships with the Village Government and mangrove management groups in the context of community empowerment through the management and utilization of mangrove ecosystems as ecotourism based on local wisdom and creative economy in Teluk Pambang Village.

The goal of this study is to explain Village Fund Allocation for community empowerment by concentrating on village financial management rules in Village Fund Allocation administration. The Village Fund Allocation Implementation Team's financial management was not in accordance with applicable regulations, thus this research was conducted. This study is expected to assist the Buton Regency Government, specifically the South Lasalimu District, in improving village financial management. The research was conducted through in-depth interviews and direct observation of Village Fund Management implementation. According to the study's results, accountable and transparent management has been in place for the planning and implementation of Village Fund Allocation activities. Meanwhile, in terms of accountability, as indicated by the physical outcomes, it has exhibited responsible and transparent execution; nevertheless, additional direction is still necessary on the administrative side, since it is not completely in conformity with the regulations. The main barrier is the ineffectiveness of developing village government officials and human resource capabilities, which results in a lack of ongoing assistance from local government officials.

Village Funds are Funds sourced from the State Revenue and Expenditure Budget allocated for villages to be used to finance government administration, development implementation, community development, and community empowerment. Village government is required to carry out governance in a transparent and accountable manner. Laws and Government Regulations have provided a clear legal umbrella so that the BPD does not need to hesitate in carrying out its function of supervising the performance of village heads. This study used qualitative research methods. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. Data collection was carried out through observation, in-depth interviews and discussions with related parties through snowball techniques. The results showed: Village Community Kec. Panombeian Panei participates in the management of the village fund budget. Management of the village fund budget in the Village of Panombeian District Panei. How ever, the management is still inadequate due to unwise decisions, no budget transparency and a lack of accountability for the expenditure of the village fund budget itself.

This study aims to find out how the collaboration between Development Actors in realizing Mandiri Village in Bongki Lengkese Village, East Sinjai District, Sinjai District. The realization of Mandiri Village is inseparable from collaborative and balanced collaboration between development actors, namely (Village Government, Community and Business Groups) in the village. This study uses a qualitative approach, with a case study method, for the purposes of collecting data, the researcher conducts observations and in-depth interviews. The results of this study indicate that the collaboration of development actors in Bongki Lengkese Village shows social security in the form of mutual cooperation that is still well preserved by the community, although it has not shown results in economic resilience, especially self-sufficient food for some people, as well as electrical energy etc. Nonetheless, over the past few years it has demonstrated the efforts of development actors in taking on the role as economic drivers of the local community. This is evidenced by the development of a Joint Business Group (KUB) in the form of Goat KUB, Melati KUB, Cow and Blacksmith Fattening, Horti Farmer Group development in this case an increase in chilli production even though the development of Food Farmers Group has not shown optimal results.

<p>This research aims to find out the capacity of the Kalia Village in managing the allocated village budget and the factors that supports and inhibits the village apparatus in managing the budget. The research directly involves in this research. Descriptive qualitative method is used in this research with the qualitative approach. This research located in Kalia Village of Talatako sub-district, district of Tojo Una-Una. The data collected through direct observation, interview, and documentation. The informants in this research is 13 people, comprises of 5 village apparatus, 2 members of village facilitator and 3 community members. The data are analyzed interactively through data reduction, data display, and conclusion drawing or verification. It reveals tha the village apparatus’ capacity in managing the allocated village budget from planning, implementation, up to reporting and monitoring are less optimal. It is also found that majority of the village apparatus inadequate education level. In addition, the apparatus is also lacking in comprehending the tasks and functions of a village apparatus, as well as the technical skills of village apparatus hence the administrative requirements for allocated budget village are often submitted late that leads to late payment of allocated village budged.</p><p><strong>Keywords:</strong>   village government, village apparatus, management of allocated vilage budget</p>

The problems that arise in relation to the implementation of village government are human resource capacity and institutional capacity in community empowerment. It is undeniable that villages in the Border have diversity in terms of the capacity of the village human resources and village institutions. For established villages, the implementation of the Village Law and the PP Village does not raise serious problems that can actually provide space for innovation to improve the welfare of rural communities. However, another story is that villages with minimal capacity certainly need efforts so that the village government is able to do better things for its people. Especially community empowerment for poverty alleviation through increasing income of poor families. By using qualitative research methods, supported by in-depth interviews in data collection and supporting sekounder data, this study provides an illustration of how village government empowered communities in villages as well as Indonesia's border areas.Keywords: community empowerment, village government, border area

This study aims to understanding the good governance based on perspective of Head of Community and Village Empowerment Agency (DPMD). Informants in this research are the Head of Division, Section Head, and community economic business development staff who can represent the research unit in the understanding of good governance in DPMD Jombang Regency. The study was conducted with in-depth interviews with the help of a questionnaire. Data analysis using descriptive qualitative. The results of this study indicate that the Village-Owned Enterprises (BUMDes) are professionally managed,  the BUMDes management has the capacity, is able to compile a master plan, understand business, governance refers to guidelines for establishing BUMDes based on Permendes and has Standard Operating Procedures (SOP). BUMDes is managed separately from the village government and there is not much interference from the village government, without being influenced by the pressures of other parties' policies, and can carry out their duties proportionally and can be accounted for. The principles of BUMDES governance include transparency, accountability, responsibility, independence, participation, effective and efficient, and sustainable.
