LABOR ACTIVITIES OF MINORS AS A CONDITION FOR ACCUMULATION OF HUMAN CAPITAL

Importance. Substantiation of the importance of the labor activity of minors for the accumulation of hu-man capital in the context of digitalization. Objectives. Investigate the state of the labor market in the Russian Federation and identify the share of minors in it; determine the areas of employment of minors; to carry out a comparative analysis of legislative norms that establish restrictions and allow types of activities of minors; to define a list of measures to ensure the interest of employers in the use of minors' labor. Methods. The study was based on the data of economic calculations and sociological studies carried out in 2017–2021, as well as an analysis of the legal framework governing the labor activity of minors. A systematic and integrated approach in the course of the research made it possible to identify trends in the modern labor market and understand how to address the issue of increasing interest on the part of employers in hiring minors. Results. The analysis carried out by the authors showed that the decline in the population at the age of 15–19 is a factor in the development of a shortage of resources in the labor market in the future, accordingly, this requires an “outstripping” model of personnel training for the economy. Expansion of «competent» tools that minimize the clash of interests of the parties and ensure the «safety» of the minor will improve the quality of human capital and ensure sustainable economic growth. Conclusions and Relevance. In a rapidly changing world, the priority direction of the professionalization of minors is to ensure, including legal, the student's self-selection of the range of available professional tra-jectories, learning along their own trajectories and self-realization within the chosen direction. To increase the interest of employers in hiring minors, it is necessary to form a range of permissive measures of state policy, including measures of economic support for the employer.

This article is devoted to the application of an integrated approach in the study of the quality of life of the population of the North Ossetia. Aspects of the specifity of objective and subjective approaches are substantiated. The increasing importance of the concept of “quality of life” in the XXI century is indicated. A review of sociological studies of the level and quality of life in Russia, as well as a range of monographic works on the analyzed issues. The results of empirical sociological studies in 2014 and 2018 (a study of the quality and standard of living of the population of North Ossetia and a study of the social wellbeing of the population of North Ossetia using the methodology developed by Lapin N. I. and Belyaeva L. A.) are presented.

The regulation of the restructuring employment processes that occurs in the course of the development of the economy and the evolution of its structure should be based on the selection of sectoral priorities and be accompanied by an assessment of this process in terms of its compliance with the needs of the development of progressive types of economic activity. In this regard, the problem of elaborating methodological approaches that ensure the orderliness and controllability of the process of restructuring employment, including objectifying the choice of progressive industries and assessing the quality of shifts in the sectoral structure of employment, is highly relevant. The article substantiates approaches to identifying sectoral priorities for restructuring employment based on the criteria of economic efficiency and involvement in the implementation of government programs and also proposes a sequential process for evaluating the quality of shifts in employment based on their compliance with the selected sectoral priorities. Within the framework of the proposed approaches, using the example of the labor market in Kazakhstan, the results obtained are presented, such as a sequence of analytical actions to determine the range of priority sectors, a matrix for identifying sectoral priorities for employment, a scheme for implementing a methodological approach to assessing the quality of shifts in the sectoral structure of employment. On the basis of the proposed approaches, an assessment of the quality of shifts in the sectoral structure of employment in Kazakhstan was carried out and conclusions were drawn about the insufficient correspondence of these shifts to the priorities of the country's economic development.

In this study, the author analyzes new trends in the development of the human capital theory and offers an interdisciplinary approach to the application of the human capital concept for the analysis of the modern labor market and labor relations. Over the 60 years of its existence, the theory of human capital has not only been tested in numerous empirical studies, but also received further theoretical development due to the inclusion of scientific insights from related fields, such as social psychology, organizational behavior, economic sociology, human resource management, strategic and general management. An integrated approach to the study of human capital allows us to expand our understanding of the role that an individual plays in the production process and its impact on the economic outcomes of organizational activities.

Subject. This article analyzes the basic indices that most fully reflect the multidimensional well-being of the population and the standards the actual living conditions are compared with. Objectives. The article aims to assess the region population's well-being and develop priority measures to increase its level. Methods. For the study, we used a comparative analysis, and sociological studies and official statistics data. Results. The article describes the main reasons for the decline in the well-being of the population of the region and Russia as a whole. The article specifies the priority measures to improve the well-being of the population. Conclusions. Creating favorable economic and social conditions, developing international cooperation of companies, investment in human capital will help improve the quality of production factors and their efficiency.

Currently, the economy of Kazakhstan is in the process of global changes in the economic and technological structures. The situation in the labor market and educational services calls for changes in the content of education in relation to the modern requirements. In the article the human capital is considered as the driving force behind the development of innovation-based economy, capable of responding to the challenges of the world civilization. Without the human capital development of a country can neither achieve sustainable economic growth, nor to create a contingent of workers who will be willing to take require retraining of workers of the future places or to compete effectively in the global economy. According to the authors the important role it is necessary to take digital technologies. It is necessary to completely review the contents of all levels of education and training in the IT-industry, in the field of organization of management through the development of digital skills. Currently, the economy of the Republic of Kazakhstan is at the stage of global changes in the economic and technological structures. The situation on the labor market and educational services necessitates changes in the content of education in relation to modern requirements. The sector of digital transformation is revealed: the importance of balancing the strategy and tactics of business and society development, the issues of involving human capital and society in managing the modernization of the economy in the context of globalization.The formation of a multicomponent information and educational environment, information and digital technologies make it possible to build completely new communications, as well as new relationships among people, the restructuring of the entire economy and society, so that our life is better and “smarter”. The modern economy is called the economy of effective human capital, which emphasizes its main role in the development and growth of the economy. Human capital is seen as the driving force behind the development of an innovative economy that can respond to the challenges of world civilization.It makes up more than half of the national wealth of each of the developing countries and the main intensive factor in economic growth and social development. The level of skills demanded by the labor market is changing rapidly, which creates both new opportunities and new risks.Without the development of human capital, countries will not be able to achieve sustainable economic growth, nor create a contingent of workers who will be ready to occupy advanced jobs for the future, or compete effectively in the global economic arena.

When contracting, European merchants could at least partially observe characteristics such as the health, physical strength, and education of indentured servants. These characteristics, unobservable to us, were likely to influence servitude duration, which is observable to us. We employ a switching regression model to analyze 2,066 servitude contracts from the seventeenth and eighteenth centuries. Servants were positively selected to American mainland colonies in terms of their unobservable human capital and negatively selected to the West Indies. Thus, the relative quality of migrants' human capital may have played a role in the subsequent relative economic performance of these regions.

The paper provides an explanation for widespread student employment in Russia. The main difference between Russia and Western countries is considered to be the following: student employment during the period of studying is widely used as a signal about the quality of human capital for the future employer. The authors show that in Russia more productive students start working earlier and employment is more often connected with the future profession than in the Western countries. They suggest that the system of communication between education structures and employers should be established in order to inform the latter about the quality and features of education acquired.

Development of a multistep indicator-based approach (MIBA) for the assessment of environmental quality of harbours. – ICES Journal of Marine Science, 65: 1436–1441. Environmental pollution in harbours can have detrimental effects on the port, its users, and the surrounding environment. Despite these risks, the Italian legal framework for marine environmental quality does not apply to harbours and marinas, so monitoring is not mandatory. With the aim of supporting environmentally sound management, we propose an indicator-based protocol to assess the environmental quality of harbours through the development of a flexible and site-specific multistep indicator-based approach (MIBA), which gives special consideration to local features. MIBA comprises three steps: (1) development of a simple tool for harbour-specific identification of vulnerable areas and for designing monitoring schemes; (2) selection of suitable environmental quality indicators of different levels of complexity and applicability to the typologies of risks involved; and (3) development of a user-friendly interpretation scheme based on categorical risk values and a visualization code. The approach has been tested in two case studies in marinas located in the Ligurian Sea (Italy).

Purpose: The article presents the author's approach to assessing the human capital of a graduate of a regional university. Emphasis is placed on the fact that the problem of assessing of human capital is especially acute for pedagogy, since the contribution of education to the formation of human capital is one of the determining factors, and the contribution of pedagogy to the study of the pedagogical aspects of this phenomenon is extremely small. Methodology: The authors propose a methodology and technology for assessing human capital. In particular, it was proposed to use an integrated approach to the assessment of human capital of a graduate of a regional university, the essence of which is to add the absolute values of indicators of individual components of capital, and then based on the data calculate the relative indicator of the quality of human capital. Result: The result of training and the main goal of improving the quality of training of specialists at a regional university will be to ensure the minimum deviation of the level of the human capital of the graduate achieved during the period of study at the university, from the level of human capital established by regulatory requirements.

Purpose – The purpose of paper is to investigate the dissatisfaction and what specifically prompts multi-owned housing owners to change their body corporate management provider. Globally there has been a substantial growth reported in the number of residents living in multi-owned housing in recent years. There is increasing evidence that residents in these developments are experiencing dissatisfaction and frustration especially with the service received from their body corporate management company. Design/methodology/approach – The paper includes a review of both the body corporate literature and customer switching literature which serves to inform the research. The investigation takes the form of a qualitative study comprising eight in-depth one-to-one interviews with residential body corporate owners who have recently switched to an alternative body corporate management provider. Findings – The dissatisfaction experienced by body corporate owners leading them to change management companies bears a close similarity to the retail banking industry. The interviews record highly emotive responses from interviewees and the desire for an improved quality of service and better value for money from their service provider. These findings allow a deeper understanding of the outcome of studies that have been carried out previously in England and New Zealand. Practical implications – The findings will assist directors of body corporate companies, property management and real-estate companies to understand the needs and wants of their clients and may also benefit property developers in their selection of a body corporate management company and legislators in providing a suitable legal framework. Originality/value – This paper provides in-depth insights into switching behaviour within the context of body corporate management companies which has not before been published within academic journals.
