The most important indicator of the level of socio-economic development of the state is the quality of the provision of public services. However, their quality does not always correspond to the requirements of today. Therefore, one of the system links that need theoretical generalization and streamlining is the financial mechanism for the provision of public services. Thus, the issues of improving the financial mechanism are relevant. The purpose of the study is to analyze the financial mechanism for providing public services. Following the goal, the following research tasks are set: to study the state of the financial mechanism for delivering public services; to analyze the forms, methods, and tools for financing public services; to study the process of planning the financing of public services. The practical significance of the work lies in the fact that the materials of the article can be used by public authorities to increase the efficiency of spending budget funds. Besides, they can be applied in the teaching of economic disciplines.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

The relevance of the study is that effective public administration constitutes one of the most important factors in the progressive development of the modern state. An important condition for the productive functioning of public authorities is public administration, which acts as a holistic scientific system of organisation of activities. Assessing the effectiveness of public administration decisions is necessary for both public authorities and society. It helps civil servants to control and improve the management process, and helps the society to assess the quality of public institutions. The lack of objective generally accepted indicators for assessing socio-economic processes, the work of bodies and institutions is one of the main problems that hinder the efficiency of the state mechanism. At present, there are no well-established approaches to assessing the effectiveness of public administration decisions. The solution to this problem is a more detailed study of scientific knowledge regarding the system and mechanisms of evaluation. The purpose of the study is to analyse the main modern approaches and mechanisms for evaluating the effectiveness of public administration decisions. The concept of performance evaluation as a complex process is currently the most prevalent and used by modern scientists. Ensuring efficiency is a difficult task for public administration. The diversity of the system requires the use of rational approaches and the creation of differentiated evaluation criteria. The components of the evaluation system in the context of globalisation affect the effectiveness and efficiency and require continuous improvement. The use of special tools and technologies provide flexibility of government decisions and internal integrity, leading to rapid change in the state. mainstreaming of the efficiency improvement and quality of evaluation of public administration decisions directly affects the socio-economic development of the state and improvement of the welfare of the population. The use of evaluation results allows to identify existing problems in a timely manner, to find ways to solve them, improving management by improving the efficiency of public administration at all stages. The practical significance lies in the use of research results in the activities of individual public administration bodies, which will allow to modernise the effectiveness of evaluation of public administration decisions and the management system in general

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The relevance of an independent assessment of the quality of the conditions for the delivery of services (IAQ) as a tool for assessing the state of the social sphere is determined by the ability to use it to identify the expectations of a modern consumer, his needs, to detail shortcomings in the delivery of services and develop measures to eliminate them. Independent assessment acts as a form of public control, contributing to the development of civil society, allowing to eliminate problems and improve the system of providing services in the social sphere. The aim of the study is to consider the potential of using IAQ in solving problems of public administration. The research methods used in the work serve as a significant empirical base based on the results of monitoring studies of the implementation of IAQ in the regions of the Russian Federation based on surveys of government representatives and citizens who receive services, as well as on the basis of information provided on the official website for posting information about state (municipal) institutions bus.gov.ru, and have a formal and logical component in terms of conducting a comparative analysis of regulatory sources, using analytical methods of functional and statistical analysis. The choice of research tools was determined by the presence in the current database of the functioning of the IAQ from the moment of its creation in 2013 to the present. The analysis of the results of an independent quality assessment made it possible to identify key shortcomings in the social sphere, the structure of problems that are most often found in the regions and their relationship with the main directions of socio-economic development of the constituent entities of the Russian Federation. According to the results of the study, the hypothesis was confirmed that the incorporation of an independent assessment into the system of executive authorities, which allows to quickly obtain objective data on the state of the social sphere, makes it possible to put its results into practice aiming to analyze the achievement of national goals and ensuring the socio-economic development of Russia. The use of the results of the IAQ to increase the validity and efficiency of management decisions to improve the activities of public organizations for officials of state authorities of the constituent entities of the Russian Federation and representatives of public organizations responsible for their development, allows for a comprehensive impact on improving the quality of life of the population.

The analysis of the scientific sources devoted to problems of regional development is carried out. The article reveals that the organizational and legal basis for the regional policy has been formed the basic principles of regulation of socio-economic development at the regional level have been determined in Ukraine during the period of independence. The research shows that in the context of continuing administrative reform, the state regional policy, which is part of the national strategy of the socio-economic development of Ukraine, is closely linked to adjusting the administrative-territorial structure of the state. It is implemented by executive authorities and local governments through the system of methods, tools, means, measures for the realization of the defined purposes and maintenance of efficient, complex management of social and economic development at the regional level. The dynamics of the main indicators of socio-economic development at the regional level is presented. The paper shows that the GRP resumed growing in Donetsk and Luhansk regions. The analysis indicates the population reduction in all regions of Ukraine, except for Kyiv region, which is the leader in the number of arrivals; concentration of human resources in industrial regions (25% of the population of Ukraine is concentrated in Donetsk, Dnipropetrovsk, Kharkiv regions); GRP growth per capita in most oblasts and Poltava, Dnipropetrovsk, Kyiv (excluding Kyiv) oblasts reaching the leading positions; increasing level of concentration of production in cities with a population of over a million: Kyiv, Kharkiv and in the largest regional centers of Ukraine: Dnipro, Odesa, Lviv, and others. The paper proves that public authorities during the development of strategic, program decisions on regional development management should take into account the challenges caused by the geopolitical situation, the global crisis caused by the pandemic, climate change, man-made disasters, etc.

Building a contingent of ethnic minority staff in the political system remains one of the solutions to realize equality and solidarity among ethnic groups. The recent building of ethnic minority staff has been paid special attention and achieved certain remarkable results. The quality of ethnic minority staff has been increasingly improved. This importantly contributes to the socio-economic development of Vietnam in the upcoming years.

The current state of the economy with the deterioration of social results about transformational transformations due to the lack of a system for managing social dynamics in connection with the transition to innovative sources of socio-economic development, which in turn raises the issue of managing such changes. The economic development of the country concerns not only money, but also the increase of the general welfare of the population. The way to improve the better life and economic development of the country is possible taking into account the transformation processes, but achieving this involves solving a set of goals and objectives facing governments at all levels. Economic and social development of the regions of Ukraine today seeks to be better. The delimitation of regions is caused by the level of the average wage, as well as the total per capita income. The study of indicators of socio-economic development requires clear and precise actions on the part of the state and local self-government. The development of strategies for a certain period helps to improve the situation in the regions of Ukraine, but it is a temporary phenomenon that in some cases it is not a managed system. Today there is a problem of economic development, social protection of low-income groups and health care, people of retirement age and so on. All human and civil rights are equal and interrelated, and therefore they must be equally protected by the state. All human rights and civil rights must be protected by the state: man, his life and health, honor and dignity, inviolability and security – the highest social value; free development of personality is determined by the Constitution of Ukraine. The study outlines the relationship and interdependence of local budget revenues from subsidies and subventions of the state budget, economic activity of the population, as well as the unemployment rate is an important indicator of the general state of the economy. The transition to market relations and the corresponding structural changes in economy influenced the formation of incomes, their use and distribution system. The largest share in the structure of monetary income of the population is wages; it has increased in recent years. At the same time, there occurred the decline in production in the process of market transformation economy and, as a consequence, forced underemployment and unemployment of a large part of the working population, lack legislative levers of influence on the regulation of the property process stratification of the population led to a decline in living standards, deepening its stratification by the level of cash income and distribution of property, the inability of the majority of the population to do savings, spreading the shadow of monetary income of citizens, hiding them from taxation. This led to a reduction in the effective demand of the population, narrowing the volume of domestic market, reducing opportunities for domestic investment resources and restraint of economic growth of the state. The country’s economic growth is observed from year to year, it directly depends on the welfare of the population and their income. Socio-economic development of the country is impossible without the participation of the population and accumulation of human capital, investment in it. Structural changes in Ukraine’s economy – human capital index, average income, migration processes, declining total population – have negative consequences for economic growth in the country as a whole. Therefore, there is an urgent need to study this issue, taking into account all possible prospects. The peculiarities of these indicators specify the development of any country, where one of the main macroeconomic goals is due to the need to outpace the growth of national income in comparison with the growth of the index of human capital and income of citizens. The study outlines the relationship and interdependence of local budget revenues from subsidies and subventions of the state budget, economic activity of the population, as well as the unemployment rate is an important indicator of the general state of the economy.

The purpose of the article is to reveal scientific and applied approaches to the formation of programs for the integrated socio-economic development of united territorial communities (UTC), taking into account the risks of the spread of the COVID-19 pandemic. Research methods. The dialectical toolkit is the basis for the knowledge of the processes and phenomena of spatial development; the monographic method is applied to the analysis of the basic principles of the formation of programs for the integrated socio-economic development of UTC; empirical observations contributed to an overall assessment of the state of the UTC response to the challenges associated with the spread of coronavirus disease; abstract-logical techniques made it possible to do scientific and applied generalizations of the material and formulate final conclusions. Research results. It has been proven that the strategic objectives of the programs for the integrated socio-economic development of the UTC should also be a timely response to force majeure circumstances, such as the COVID-19 pandemic. Their role in protecting the life and health of the rural population should increase significantly. In addition, the focus of attention should always be the resource base for the implementation of powers through the development of agricultural production and other types of diversified activities, as well as the creation of a favorable environment for decent living conditions, all-round personal development and recreation. It is proposed to develop an analytical and statistical method for measuring the human development index (HDI) in the context of rural UTC, taking as a basis the Method for measuring regional human development (RHD), approved by the Presidium of the NAS of Ukraine and the board of the State Statistics Service of Ukraine dated 13.06.2012 No. 123. Scientific novelty. The indicators for assessing the level of the socio-economic state of UTC in key areas have been generalized. The goals and principles that should form the basis of national programs to support balanced rural development have been clarified. Practical significance. The applied aspects of the study can be taken into account in the formation of programs for the integrated socio-economic development of the UTC, which will increase the effectiveness of government initiatives aimed at supporting the village and increase the readiness of the rural population for force majeure threats. Educational policy must be a priority in the activity of state and non-governmental bodies because the stability within the state and the pace of its development depend on a great extent on a policy success in education. Education systems have to cope with various challenges, developments and problems related to their own field of education, but also adapt to international ones in order to compete on the national and international market. The quality of educational policy depends on the activity and the sense of responsibility for the results of the training and education, of all the factors, including students, teachers, and parents and public authorities that determine the state policy in the sphere of education. In this context, it is absolutely necessary to study the advanced experience in the field(in the case of EU countries),increase interest in education and lifelong learning; to organize roundtables, co-practical scientific conferences, interactive activities involving students, teachers, parents, officials from state and non-governmental bodies, etc. Keywords: education, training, educational policy, quality, lifelong learning
