This research is motivated by a problem in which the Regional Water Company Tirta Mangkaluku Palopo City has received many complaints from customers in providing services starting from water rates, water quality that is still cloudy, abnormal water discharge and water that does not flow at all. In general, this study aims to determine how the strategy of the Tirta Mangkaluku Regional Drinking Water Company in improv the quality of public services. Palopo. This research uses descriptive qualitative research type. The focus of this research is on the service strategy of PDAM TM Palopo City. Data collection techniques are interviews, observations, and also based on documents from the Regional Water Company Tirta Mangkaluku Palopo City. The results showed that the strategy for improving the quality of public services at the Tirta Mangkaluku Regional Drinking Water Company in Palopo City on the core strategy, consequences, customers and control was adequate in realizing public services but the cultural strategy had not provided the quality of public services in accordance with the expectations of stakeholders, because the community still continues to complain about the attitudes, behavior and services provided to the community as customers.

Water supply companies in the UK have a duty under prime UK legislation to notify the Drinking Water Inspectorate of events affecting or potentially affecting the quality of drinking-water supplies. Under the same legislation, the Inspectorate has a duty to investigate each event. After assessing all of the information available, including companies' reports, the Inspectorate advises on the way in which the event was handled and whether any statutory requirements were contravened. If appropriate, a prosecution of the water company may be initiated. Copies of the assessment are sent to the water company, relevant local and health authorities, Ofwat (the economic regulator), the regional Consumer Council for Water and any other interested parties, including consumers who request it. Generic guidance may be issued to the industry on matters of wider concern. This paper considers the role of the Inspectorate, the powers available to it and reporting arrangements. An overview is presented of events that occurred between 1990 and 2005 and common features are identified. Causes of different types of event are discussed. The importance of well-established contacts between the various interested parties involved in protecting public health is emphasised through discussion of example incidents.

This study aims to determine the performance of the apparatus, the strategy of improving public services in Kandangan Subdistrict, Kediri Regency, as well as obstacles faced to strengthen public service capacity in the Kandangan District Office, Kediri Regency. This research is a descriptive study using a qualitative approach. Data collection techniques are carried out with observation, interview, and documentation techniques. Data analysis techniques used are interactive models. The validity of the data is done by triangulating the source and method. Utilizing the information from the informants, this study produced findings: 1). The public service strategy in the Kandangan District Office is seen from various indicators, namely the provision of physical facilities and equipment, reliability, simplification of processes, pure responsiveness of the apparatus, providing waiting rooms and places. Secure parking/assurance (Assurance), and empathy (empathy) apparatus in Kandangan Subdistrict, the average community considers it to be relatively good. 2). Sensitivity to the community, enhancing the professionalism of apartments and supplementing infrastructure - the strategy of the government of Kediri Regency in Improving the Quality of the Implementation of Public Services in Kandangan sub-district.

The main problem of this regional autonomy research is the low competence of human resources in the New Autonomous Region of  Pangandaran Regency, which is caused by its suboptimal implementation. The purpose of this study is to describe the implementation of regional autonomy and its impact. The method used is a qualitative approach with observation, interview and library study techniques. This study concludes that the implementation of regional autonomy in Pangandaran is not yet optimal. The positive impact of regional autonomy can increase the efficiency and responsiveness of government in public services with public preference, and arouse the spirit of competition and innovation among local governments. The negative impact, the quality of public services is low, due to the transfer of authority which is often misunderstood or misused so that adequate and formal supervision and control is needed both formally and informally as well as synergy between local, provincial and central governments.

<p>Setiap negara hukum menuntut agar dalam penyelenggaraan pemerintahan harus didasarkan pada asas legalitas yaitu ketentuan undang-undang, termasuk juga Indonesia. Namun dalam hal melaksanakan tugas dan kewajiban penyelenggaraan pemerintahan agar dapat memberikan dan menjaga kualitas pelayanan publik serta mengusahakan kesejahteraan, di samping memberikan jaminan dan perlindungan bagi warga negara, maka tidak bisa hanya berpegang pada asas legalitas, karena semakin hari, perkembangan tuntutan pelayanan publik semakin kompleks dan beragam. Permasalahan demi permasalahan muncul dimasyarakat, dan pada kondisi seperti inilah muncul prinsip bahwa pemerintah tidak boleh menolak untuk memberikan pelayanan kepada masyarakat dengan alasan tidak ada peraturan perundang-undangan yang mengaturnya atau belum/tidak ada peraturan perundang-undangan yang dijadikan dasar kewenangan untuk melakukan perbuatan hukum. Oleh karena itu pemerintah diberikan kewenangan bebas melakukan tindakan/perbuatan tanpa harus terikat undang-undang yaitu <em>discresionary power</em>. Sehingga dalam penelitian ini akan dikaji lebih dalam tentang pentingnya penggunaan diskresi bagi pejabat pemerintah dalam penyelenggaraan pemerintahan. Metode penelitian yang dipergunakan diantaranya adalah jenis penelitian yuridis normatif, dengan pendekatan perundang-undangan dan konsep, spesifikasinya diskriptif analitis, pengumpulan data dengan studi kepustakaan dan akan dilakukan analisis secara kualitatif. Adapun hasil penelitian menunjukkan bahwa pentingnya penggunaan <em>discresionary power</em> bagi pejabat pemerintah dalam penyelenggaraan pemerintahan adalah sebagai alternatif untuk mengisi kekurangan dan kelemahan di dalam penerapan asas legalitas (<em>wetmatigheid van bestuur</em>), agar di samping pemerintah dapat melindungi dan menjamin kepastian hukum warga negara, pemerintah juga dapat memberikan pelayanan publik dan kesejahteraan bagi warga negara.</p><p><em>Each legal state requires that in the administration of the government should be based on the legality principle of the provisions of the law, including Indonesia. However, in terms of carrying out the duties and obligations of government administration in order to provide and maintain the quality of public services and prosperity, in addition to providing guarantees and protection for citizens, it can not just stick to the principle of legality, because the day, the increasingly complex demands of public services and diverse. Problems after problems arise in the community, and in such conditions the principle that the government should not refuse to provide services to the public on the grounds there is no legislation that regulate it or not / no legislation on which the authority to do legal action . Therefore the government is given free authority to perform actions / deeds without having to be bound by legislation that is discretion. So in this study will be studied more deeply about the importance of the use of discretion for government officials in the administration. The research method used is normative juridical research type, with approach of legislation and concepts, analytical descriptive specification, data collection with literature study and will be analyzed qualitatively. The results of the study indicate that the importance of discretionary power for government officials in the administration is an alternative to fill the shortcomings and weaknesses in the application of legality principle (wetmatigheid van bestuur), so that in addition to the government can protect and ensure legal certainty of citizens, the government can also provide public services and welfare for citizens. </em><em></em></p>

The National Office for Drinking Water [ONEP], responsible for the drinking-water supply in Morocco, faces serious difficulties in producing water of good quality at a reasonable price from the River Sebou waters. The ONEP’s three water treatment plants have been disrupted or even stopped due to the poor quality of waters received. The main source of pollution is the urban and industrial waste of the town of Fes, compounded by episodic pollution caused by the olive oil mills of Fes and its surrounding area. The ONEP study shows that the additional production costs incurred as a result of the pollution by wastewater from olive oil mills far exceeds the drinking-water rates charged in the study area.

The study was carried out in Ungaran. The goals of this study are to know and to evaluate the potential spring to add drinking water of Ungaran population. This study uses observation and secondary data analysis. The collected data are meteorology data, the water production of Municipal waterworks, the quality and the quantity of springs, the number of population and the customers. The result of the study shows that there are eight springs with the total debit 157 liter/ second or 6739 m3/ day. The Municipal Waterworks uses 65 liter/ second or 5616 m3/ day with the leaking rate 7% or 5222,88 m3/ day and the rest is used for irrigation. The quality of spring is qualified for drinking water requirement. The need of drinking water for per capita of the population is 136.7 liter/ capita/ day. In 2003 the prediction of the number of consumers is about 20.745 persons, so the total need of drinking water is predicted about 2835.8 m3/ day. The total need of drinking water added with the leak water is 3032.36 m3/ day. The Municipal Waterworks fulfils the need of drinking water for the population especially for the consumers of Municipal Waterworks. However, if the number of customers is accounted based on the number of the population in the pipe sope (­+ 48246 persons), the Municipal Waterworks will not fulfil the need of drinking water for population, therefore it needs to add volume production of drinking water.

This research aims to investigate the quality of Services at drinking water Company (PDAM) Natural Tirta Kepahiang. This research then used questionnaire as the data collecting method. Quantitative analysis then also be used as a techniques for data analysis by using weighted average value formula formed by Men Pan decree Number KEP/25/m. PAN/2/2004 on the 14 items that are observed. From thequestionnaire it was obtained that the highest average of services is on the ease of servicing requirementswith a value of 3.03. While the lowest average value of service is on the services equity which gain a score 2.95. For IKM value,it get 63 which places between 62.51-81.25. This score means that the performance of PDAM Tirta Alami Kepahiang is good.Kata kunci:Kualitas Pelayanan

This study was conducted to determine the quality of drinking well water near dumpsite at Ogidi-Oloje, Ilorin, Kwara State. Open wells near dumpsite could be polluted due to percolation of chemicals from the decomposition of refuse and scraps of electronic boards having potential of causing diseases to man. Most people at Ogidi-Oloje Ilorin depend on open wells near dumpsite for drinking water during dry season. Water samples were collected from seven open wells (W1 - W6) 9.2 - 18.2 m away from dumpsite and the control well W7 was 45.0 m away from the dumpsite. Physicochemical and bacteriological properties were determined from the water samples during dry season (March, 2019) and rainy season (July, 2019). Phosphate, Cadmium, Lead, Feacal coliform were not detected during dry season but only Feacal coliform was not detected in the water during rainy season. All the values of physicochemical properties of the water were within WHO permissible limits except Iron and Cadmium that above the limits which could cause diseases to mankind. Values of Iron during dry season for six well sources were 3.61, 4.02, 4.26, 3.25, 5.14 and 7.24 mg/L while values for rainy season and control were 0.715, 1.410, 0.650, 0.049, 0.780, 1.110 and 0.775 mg/L(control) but WHO limits is 0.03mg/L. Concentrations of Cadmium in the water during rainy season were 0.010, 0.015, 0.015, 0.020, 0.015, 0.015 and 0.02mg/L(control) but WHO limit is 0.003 mg/L. This study revealed that the water is suitable for consumption during dry season but unsuitable during rainy season. Keywords: well water quality, groundwater pollution, water diseases, dumpsite

Introduction: Drinking water fountain (KASM) is one of the innovations of the Regional Drinking Water Company (PDAM) Surya Sembada Surabaya City to provide drinking where the location is in various public facilities. Health problems in people who consume KASM water can occur when the quality of water is not eligible. Unsafe drinking water can interfere with health and can cause waterborne disease. The purpose of writing this article is to identify the processing system and analyze the quality of water microbiology of KASM. Method: This type of research was a descriptive observational with case design report. Subject of study was drinking water fountain (KASM) was one of the innovations of the Regional Drinking Water Company (PDAM) Surya Sembadin the city of Surabaya. The data used was secondary data on 13 samples of KASM locations originating from the PDAM Surya Sembada Surabaya City and various literature. The method of data analysis used is qualitative. Result and Discussion: Water treatment in each KASM unit is an advanced process of water treatment plant (IPAM) PDAM Surya Sembada City of Surabaya. A series of water treatment processes through several equipments, consisting of: pressure tank, basin, low and high pressure switch, booster pump, radar, tank container, UV lamp, RO, Flow Reject, remineral, hexagonal, post-carbon, 1 micron catridge, GAC, 5 micron Catridge, and solenoid. Results of the evaluation of the microbiological quality of KASM based on the data quality Report water in January 2019-January 2020 indicates that the total parameters coliform at 13 point location 4.69% are not eligible, while for the parameter fecal coliform 100% qualified drinking water quality. Conclusion: monitoring of water quality, processing system, and sanitation need to be applied regularly to provide safe drinking water for the community

In order to monitor the quality of drinking water in country, the system at fist acquires the data of monitoring parameters by the intelligent embedded terminal, later sends data to the monitoring center by GPRS wireless technology, at last the center implements the functions of the data analysis and control decision. The system had been used in the pipe modification project of rural drinking water in series towns in Wusu City of Xinjiang Province. So far the system had operated well and reliably, and undertaken the automatic, remote and informationized management of the whole process of drinking water supplying.
