Тhe specifics of creating an image of Вelarus in literary reports on the wandering subjects of the 1920 30's.

The article deals with the extraordinary spread of literary reporting on wandering subjects, which became a part of Ukrainian Soviet journalism during the period of national and cultural revival, named «rooting». The reports of Mykhailo Bykovets «On Red Belarus» and Arkadiy Lubchenko «The Blue-eyed Sister of Ukraine» are thoroughly analyzed. It was written after delegations of Ukrainian writers and journalists visited in the late 1920 Soviet Belarus. The object of characterization in the article was the authors' impressions of the reforms of Soviet power in the economic, political, social and cultural life of the republic. It is noted much about attention in the collections of reports focused on Ukrainian Belarusian cultural relations, establishing direct contacts between writers, the highest result of which was the publication of the almanac «New Belarus», which included works by 30 Belarusian writers in translations. Among them S. Pylypenko, P. Tychyny, V. Sosyury, I. Kulik, T. Masenko, A. Paniv and others. The main emphasis of the study is that the characteristic feature of the reports «On Red Belarus» by M. Bykovets and «The Blue-eyed Sister of Ukraine» by A. Lubchenko is an attraction to fragmentation. The text of the report «On Red Belarus» is divided into fifteen parts, but retains its integrity due to the presentation of information from 1 person. It is noted that the chronological type of composition chosen by the journalist allows not only to describe events, but also to share their own impressions and thoughts from what they saw. Traveling reports of the reporter often consist of fixing all the little things that reproduce the unique Belarusian color. It is emphasized that the language of the reports «On Red Belarus» by M. Bykovets and «Blue-eyed Sister of Ukraine» by A. Lubchenko is extremely simple, unformalized. It seems that journalists are talk to their readers and bring the necessary information to him. The authors try to make their reports as interesting as possible for the reader. That is why they introduce into the texts details that make them more interesting and on the other hand, distract readers from the monotonous and chronic description of the journey itself. The literary reports on the wandering theme of A. Lubchenko and M. Bykovets, despite the ninety years since their writing, are read with interest and are relevant today, because they are interesting, informative, fascinating, attract contemporary readers with fresh sensations, intriguing presentation of experiences and seen, and show a picture of the life of Soviet Belarus in the 1920 and 1930.

The article reflects the historical aspects of cultural phenomena in the period of formation of Soviet power in Daghestan. The purpose of the research is to reveal the essence and content of formation stages of the Republic cultural fund. The main result of the study is identification of the fundamental events of cultural life of post-revolutionary Daghestan, which formed the single cultural structure of the Republic. The analysis of cultural phenomena of the specified historical stage and their importance for the modern world allows to draw a conclusion that the unified culture of Daghestan has formed during the Bolshevik period regardless the nationality matter.

Investigation in various regions in Indonesia found indications of the alleged fraud that result from unccountable use and management of BOS funds. Among the findings, including payments that do not fit the technical guidelines, no accountability report, and the use of funds with unaccountable receipt. In the Regulation of the Minister of Education and Culture of the Republic of No. 161/2014, stated that: BOS is a government program that is basically forfunding the nonpersonnel operating costs of the primary education as the implementer of compulsory education program. The purpose of this study were (1) to analyze the accounting cycle and financial accountability for the use of BOS funds in the 2015, (2) to analyze the compliance of the accounting cycle and financial accountability of the BOS funds, (3) to analyze the transparency and accountability of BOS fund’s reports. The observed elementary school is SDIT X in Depok, West Java. Result shows that they do not fully compliance to the appropriate regulatory technical guidelines. On the other hand, the transparency and accountability issues show that: (1) BOS Management Team, Teachers Council and School’s Committee’s involvement in the BOS fund management, and (2) evaluation and comparison of the final report of prior periods, so that transparency and accountability of the use and management of BOS funds can be improved.

This article, based on archival documents, reveals resettlement processes in the Ukrainian Soviet Socialist Republic in 1932–34, which were conditioned by the repressive policy of the Soviet power. The process of resettlement into those regions of the Soviet Ukraine where the population died from hunger most, and which was approved by the authorities, is described in detail. It is noted that about 90,000 people moved from the northern oblasts of the Ukrainian SSR to the southern part of the republic. About 127,000 people arrived in Soviet Ukraine from the Byelorussian Soviet Socialist Republic (BSSR) and the western oblasts of the Russian Soviet Federative Socialist Republic (RSFSR). The material conditions of their residence and the reasons for the return of settlers to their previous places of inhabitance are described. I conclude that the resettlement policy of the authorities during 1932–34 changed the social and national composition of the eastern and southern oblasts of Ukraine.

Ahmet Hamdi Tanpinar (1901-1962) is one of the most controversial authors in the 20th century Turkish literature. Literature critics find it difficult to place him in a school of literature and thought. There are many reasons that they have caused Tanpinar to give the impression of ambiguity in his thoughts through his literary works. One of them is that he is always open to (even admires) the "other" thought to a certain age, and he considers synthesis thinking at later ages. Tanpinar states in the letter that he wrote to a young lady from Antalya that he composed the foundations of his first period aesthetics due to the contributions from western (French) writers. The influence of the western writers on him has also inspired his interest in the materialist culture of the West. In 1953 and 1959 he organized two tours to Europe in order to see places where Western thought and culture were produced. He shared his impressions that he gained in European countries in his literary works. In the literary works of Tanpinar, Europe comes out as an aesthetic object. The most dominant facts of this aesthetic are music, painting, etc. In this work, in the writings of Tanpinar about the countries that he travelled in Europe, some factors were detected like European culture, lifestyle, socio-cultural relations, art and architecture, political and social history and so on. This study explores the use of keywords in proverbs in Korean, English, Chinese, and Indonesian. The study applies the traditional corpus linguistic tools of frequency and ranking to the keywords found in proverbs in an attempt to characterize the proverbs of these languages. The frequency data show that English proverbs are dominated by abstract keywords like “love, God, age, foolishness, wisdom, poverty, good, evil, and truth.” On the other hand, Chinese proverbs are dominated by more “action oriented” and “pragmatic concern” keywords such as “heart, time, talk/say, act/do, words, method, and knowledge,” showing a clear divergence from the frequency structure of English proverb keywords. Surprisingly, Korean proverb keywords, just like the English keywords, are also found to share very little in common with Chinese, a longstanding neighbor which has strongly influenced the cultural life of Korea over the last two millennia. Instead, the data show that the proverb keyword structure most resembles that of Indonesian, both having material/physical terms dominating the keywords and both sharing three common top-ranking keywords: water, dog, and cow.

Abstract Theodor W. Adorno’s Jargon of Authenticity (1964) is one of the bestknown, but also most controversial works of Critical Theory. Many philosophers, writers and editorialists have attacked the text in recent decades and accused Adorno of cultivating his own “jargon”. In his book, Adorno develops a critique of metaphysical and theological language, which he observed in Germany from the 1920s up to the 1960s. In my paper, I argue that the mode of critique Adorno deploys is still relevant today, even if its object has largely disappeared. This becomes clear in comparison to the language criticism of the analytical tradition, namely logical empiricism or Harry G. Frankfurt’s critique of “bullshit,” which are comparably more widespread today in academic debates. While Adorno examines linguistic expressions in terms of their social content and places them in a historical constellation, the critique of “bullshit” following Frankfurt remains constrained to a personal approach. In the language criticism of logical empiricism, on the other hand, the possibility of understanding linguistic phenomena as expressions of social conditions is still present. From this comparison, much can be learned for an up-to-date language criticism.

The purpose of the present study is to analyse the restrictions on the freedom of religious worship introduced by the Polish executive authorities in the face of the spreading COVID-19 epidemic. The analysis aims to answer questions not only concerning the conformity of these actions with the Constitution of the Republic of Poland and statutory laws, but also pertaining to the issue of the level of preparation of Polish law for an epidemic. In reference to these questions, the author concludes that the introduction of restrictions on the freedom to manifest religion by acts of worship in the regulations issued by the Minister of Health and the Council of Ministers exceeds the bounds of statutory authorisation and is inconsistent with the Polish Constitution. According to the Constitution of the Republic of Poland, passing a law remains the only admissible way of introducing restrictions on the freedom of manifestation of religion, and there are no exceptions to this rule even in states of emergency. On the other hand, the author also points out that if the effectiveness of combating this kind of epidemic really depends on possibility of introducing the above-mentioned restrictions without a long legislative process, it means that Polish executive authorities have been confronted by the constitutional legislator and the legislature with a choice between being efficient and acting in conformity with the Constitution and statutory laws. Therefore, the article postulates that it is necessary to make deep changes to the current law. Elaborating a broad concept of these changes requires further analysis, and the relevant discussion needs to take into account the experience gained so far in combating the coronavirus epidemic, the importance of freedom of thought, conscience and religion, and the solutions adopted in other countries. A clear and balanced, as well as properly sequenced and democratically justified specification of the rules that should be followed by the executive when introducing restrictions related to the spread of the epidemic, even with regard to such important values as the freedom to manifest religion through acts of worship, is undoubtedly more appropriate than formally ruling out the possibility of taking action that may turn out necessary in the future.

A tumultuous period in Mexican history began with the Reform Movement of President Benito Juárez, followed by the French invasion and installation of Maximillian as emperor, the defeat of his troops by the liberal army, and the restoration of the Mexican Republic in 1877. Although most of the basic facts of these events are not in dispute, the narrowness of the lens used to examine them is. Some data have been systematically ignored by national historians, and there are also contradictory interpretations of the published historical data. One common reflection on this period is the depiction of Maximilian as liberal whom some argue contributed in a positive way to Mexico. However, some Mexican scholars dispute this. The other widely held belief is that Benito Juárez can be credited with the restoration of the republic and the betterment of the working poor and indigenous. Although criticism of Juárez is uncommon in official circles, where he is idolized, some Mexican scholars are more skeptical of these claims. The missing or generally ignored data concern the contribution of the United States to the defeat of the French and Austrian armies, which is not mentioned in any survey texts and is minimized in most articles. The fuller inclusion of these data coupled with a closer look at the contributions and failures of both the Maximilian and Juárez regimes provides a clearer picture of the epoch and generates new insights.
