The implementation of good governance become the main agenda that has to be done by any government agencies. Because this is a requirement that shows the Government's commitment in carrying out theirs duty to serve the community. All officers must have an understanding of public information disclosure / Keterbukaan Informasi Publik (KIP) based on Act Number 14 of 2008, the principles which referred to is accountability, transparency and the supremacy of law. This article is a normative legal research studying the principles/laws that is a research on applied regulations related to The Implementation of Trust +Positif Concerning Good Governance. This research aims to reveal the regulations related to the implementation of community service in conducting good governance in order to prepare ASEAN Economic Community. The conclusion of this research are that to create a good governance as expected by the community, the implementation of the function of Trust +Positif service is needed and we have to create synergy between the governmental officers who implement the policy and the community whom the policy applied to. Therefore, it is necessary to have cooperation between the two parties.

District office is one of the government agencies. This office certainly produces documents in every administrative process and policy. The document management provides a good solution for each document in order to be accessed and used by users. The improper document management causes difficulty to find the needed documents. Moreover, the document is very difficult to access because it is only kept by certain people for various reasons. Besides, the document is also public rights that should be accessed by many people. An Act number14 in 2008 on Public Information Disclosure indicates that the document is a certain entity to reduce a public dispute so that it is mandatory matter that must be done. Under this condition, it is expected that the document must be stored in the websitebased application to allow all parties to easily access the document stored.

Information Public Disclosure is one of the regulation that has purpose to encourage good governance for public service and citizen participation in national development. The enactment of Act No.14/2008 (UU KIP) has been strengthen the mandate to enforce the necessity of information disclosure in actualizing transparency and accountability in resource management and budget uses. It also become the primary instrument to prevent corruption, monopolistic competition and information disputes. However, there are certain provinces has not yet established information committee nor when it will be as entrusted by the regulation. Meanwhile, the remedies in term of jail duration and fines, arguably, it could not create deterrent effect to the perpetrator. Furthermore, the concern from ministry and public institution also in question in regard their roles of responsibility, lack of cooperation and continuous support. Thus, human resource, technology infrastructure, public participation, supervision and socialization become crucial factor to increase the awareness and satisfaction towards this regulatory compliance. This study is a qualitative research to evaluate the implementation of this Act by observing its consideration, background, principles and relevant article verses as primary sources through content analysis based on number of legal experts.

Penelitian ini bertujuan untuk menganalisis yurisdiksi Pengadilan Pidana Internasional dengan Pengadilan HAM Indonesia. Masalah penelitian Bagaimana yurisdiksi dibandingkan dengan pengadilan kriminal internasional dan pengadilan HAM di Indonesia? dan Apa Peluang untuk Pengenaan Yurisdiksi Pengadilan Pidana Internasional di Indonesia? Metode penelitian menggunakan penelitian yuridis normatif. Hasil penelitian menunjukkan bahwa perbandingan yurisdiksi Pengadilan Pidana Internasional dan Pengadilan Hak Asasi Manusia dapat dilihat dari yurisdiksi pidana, pribadi, temporal dan teritorial. Indonesia bukan negara pihak dan bukan negara yang menerima yurisdiksi Mahkamah Pidana Internasional. Meski begitu, Yurisdiksi Mahkamah Pidana Internasional dapat diterapkan di Indonesia mengingat perbedaan yurisdiksi pidana kedua pengadilan tersebut, karena ada 2 (dua) kejahatan yaitu kejahatan perang dan kejahatan agresi yang tidak diatur dalam Pengadilan HAM Indonesia. , jika ada situasi di Indonesia yang dirujuk oleh Dewan PBB dan keamanan Indonesia dianggap tidak mau dan tidak dapat membawa para pelaku kejahatan untuk diadili di pengadilan. This study aims to analyze the protection of labor rights in this case Indonesian migrant workers abroad within the framework of the ASEAN Economic Community and Law no. 18 of 2017 concerning Protection of Indonesian Migrant Workers' labor rights within the framework of the ASEAN Economic Community. Research problems, First, What is the Form of Protection for Indonesian Migrant Workers, Second, What is the Form of Legal Efforts for Indonesian Migrant Workers who are disadvantaged? The research method uses socio-legal research by observing the ASEAN Declaration of Human Rights and Law No. 18 of 2017, as well as other Indonesian Laws and Regulations. The results showed that the Protection of Indonesian Migrant Workers (PMI) is all efforts to protect the interests of prospective PMI and their families in realizing guaranteed fulfillment of rights in all their activities. The author will analyze the issue of the extent to which the state protects labor rights in this case Indonesian migrant workers abroad within the framework of the ASEAN Economic Community and Law No. 18 of 2017 concerning Protection of Indonesian Migrant Workers.

Penelitian ini bertujuan untuk menganalisis perlindungan hak buruh dalam hal ini Pekerja Migran Indonesia di luar negeri dalam kerangka Masyarakat Ekonomi ASEAN dan UU No. 18 tahun 2017 tentang Perlindungan Pekerja Migran Indonesia hak buruh dalam kerangka masyarakat Ekonomi ASEAN. Permasalahan penelitian, Pertama, Bagaimanakah Bentuk Perlindungan Terhadap Pekerja Migran Indonesia, Kedua, Bagaimanakah Bentuk Upaya Hukum Pekerja Migran Indonesia yang dirugikan? Metode penelitian menggunakan penelitian Sosio-Legal dengan mengamati dokumen Deklarasi Hak Asasi Manusia ASEAN dan Undang Undang No. 18 tahun 2017, serta Peraturan Perundang-undangan Indonesia lainnya. Hasil penelitian menunjukkan bahwa Perlindungan Pekerja Migran Indonesia (PMI) adalah segala upaya untuk melindungi kepentingan calon PMI dan keluarganya dalam mewujudkan terjaminnya pemenuhan hak dalam keseluruhan kegiatannya. The establishment of the Surakarta Complaint Service Unit (ULAS) in 2013 as a non-structural government organization unit that carried out public complaints services. ULAS was formed to improve service quality and ensure the provision of public services in accordance with the principles of good governance, including the realization of public information disclosure in response to complaints from people who are not satisfied with the services they receive. This study examines the effectiveness of ULAS in accepting citizen complaints and the steps of the Surakarta City Government to follow up on these complaints, as well as solutions. All results state the existence of effectiveness, with some special notes on the conditions or variable questions that have answers that do not agree, among others concerning: the target of resolving citizen complaints by ULAS, complaints of citizens against certain problems have not been channeled to more than one OPD, solving problems against Complaints have also not fulfilled the satisfaction and aspirations of citizens, and related infrastructure facilities have not been in line with the development of information technology. Some of these are specific notes regarding the organizational effectiveness of ULAS.

Undang-Undang Nomor 5 Tahun 1999 tentang Larangan Praktik Monopoli dan Persaingan Usaha Tidak Sehat (“UU Nomor 5 Tahun 1999”) pada prinsipnya diundangkan dengan tujuan untuk menjamin kepastian kesempatan berusaha yang sama bagi setiap pelaku usaha di Indonesia serta dalam rangka mewujudkan iklim usaha yang kondusif melalui pengaturan persaingan usaha yang sehat. Namun demikian UU Nomor 5 Tahun 1999 tampaknya sudah tidak dapat mengakomodir perkembangan dunia persaingan usaha yang semakin mengglobal khususnya di kawasan regional ASEAN dengan lahirnya Asean Economic Community (AEC) pada akhir tahun 2015. Penelitian ini bertujuan untuk menjawab 2 permasalahan: (1) mengapa perubahan terhadap UU Nomor 5 Tahun 1999 perlu segera dilakukan? dan (2) apakah Rancangan Undang-Undang Larangan Praktik Monopoli dan Persaingan Usaha Tidak Sehat (“RUU”) perlu disesuaikan dengan The ASEAN Regional Guidelines on Competition Policy 2010? Untuk menjawab permasalahan dalam penelitian ini, peneliti menggunakan metode penelitian hukum normatif. Berdasarkan hasil penelitian diketahui bahwa perubahan terhadap UU Nomor 5 Tahun 1999 perlu segera dilakukan. Selain itu, RUU perlu disesuaikan dengan The ASEAN Regional Guidelines on Competition Policy 2010 karena meskipun saat ini masih berbentuk soft law dan belum mempunyai kekuatan mengikat bagi negara-negara anggota ASEAN tetapi Regional Guidelines merupakan langkah awal atau titik tolak menuju harmonisasi hukum persaingan usaha di wilayah regional ASEAN dan roadmap menuju harmonisasi  kebijakan persaingan  usaha  dan undang-undang persaingan usaha di wilayah regional ASEAN telah ditetapkan dengan jelas dalam The ASEAN Competition Action Plan 2025. Constitution of 1999 No. 5 concerning Prohibition of Monopolistic Practices and Unfair Business Competition in principle was enacted with the goal of ensuring the certainty of equal business opportunities for every business actor in Indonesia and to create a conducive business climate through the regulation of fair business competition. However, Constitution of 1999 No. 5 seems unable to accommodate the development of an increasingly globalized business competition, especially in the ASEAN region with the appearance of the Asean Economic Community (AEC) at the end of 2015. This study aims to address 2 issues: (1) the reason why Constitution of 1999 No. 5 needs to be revised and (2) whether or not the Bill of Prohibition of Monopolistic Practices and Unfair Business Competition ("Draft Law") be adjusted to the 2010 ASEAN Regional Guidelines on Competition Policy. To answer the questions in this study, the researcher used normative legal research method. Based on the result of the study, changes to Constitution of 1999 No. 5 needs to be done immediately. In addition, the aforementioned Bill needs to be adjusted to the 2010 ASEAN Regional Guidelines on Competition Policy because although being in the form of soft law and without any binding power for countries that are ASEAN members, the Regional Guidelines is the first step, a starting point towards harmonizing business competition law in the ASEAN region, and the roadmap towards harmonizing business competition policies and business competition laws in the ASEAN region are clearly defined in the 2025 ASEAN Competition Action Plan.

Pillars of democracy, transparency and good governance are the objectives of public information services carried out, through Law No. 14 of 2008 on Public Information Disclosure. The form of service organized by the Government is a service in an effort to meet the needs of the public or the community. Communication, Public information is information generated, stored, managed, sent, and / or received by a public body, this research is a qualitative approach, a research paradigm to describe events, locus research located in the Department of Communication and Informatics Donggala Regency, this study uses Informants as many as 4 (four) people, using the theory of Pararusman, et al .Tjiptnono, 1996) there are five dimensions in assessing the quality of services or  services, namely, Tangibles, Realibility, Responsiveness, Assurance, Emphathy. 1) Tangibles; reflected in physical facilities, equipment, personnel and communication materials have not been effective and optimal.2) Realibility, i.e. lack of accuracy or lack of reliable information. Responsiveness: lack of sensitivity to respond to information. 4) Assurance; Knowledge is less effective and efficient. 5) Emphathy. Still lacking, officers in the process of public information services

The growth of Usaha Mikro, Kecil dan Menengah (UMKM) is able to reduce unemployment and poverty in Indonesia MSMEs can create new jobs and create new work units that use new personnel, so as to support household income. Therefore, UMKM Managers and actors must keep up with technology, so that the marketing and product promotion concepts that are implemented are widespread and attractive among buyers both at the domestic, regional and international levels. strategic. Especially with the enactment of the ASEAN Economic Community (MEA), Indonesian UMKM increasingly have greater market access. This activity is intended to empower local UMKM actors in Tuban Regency. The participants in this empowerment activity were as many as 50 people and were carried out by lecturing, discussion, training and mentoring in product marketing using digital technology. As a result of the community service activities, participants were enthusiastic about the activities carried out and proposed concrete follow-up actions such as training and mentoring in marketing digital-based products.abstrakPertumbuhan Usaha Mikro, Kecil dan Menengah (UMKM) mampu mengurangi angka pengangguran dan kemiskinan di Indonesia. UMKM dapat menciptakan lapangan kerja baru dan unit-unit kerja baru menggunakan tenaga-tenaga baru, sehingga dapat mendukung pendapatan rumah tangga. Karena itu, Para pengelola dan pelaku UMKM harus mengikuti perkembangan teknologi, sehingga konsep pemasaran dan promosi produk yang dilaksanakan tersebar luas dan menarik dikalangan pembeli baik domestik, regional maupun internasional. UMKM di era digital sebagai motor penggerak perekonomian Indonesia, maka menjadi sangat strategis. Apalagi dengan telah berlakunya Masyarakat Ekonomi ASEAN (MEA), UMKM Indonesia semakin memiliki akses pasar yang lebih besar. Kegiatan ini dimaksudkan untuk memberdayakan para pelaku UMKM lokal di Kabupaten Tuban. Peserta dalam kegiatan pemberdayaan ini sebanyak 50 orang dan dilakukan dengan metode ceramah, diskusi, pelatihan dan pendampingan dalam pemasaran produk menggunakan teknologi digital. Hasil dari kegiatan pengabdian masyarakat ini peserta antusias dengan kegiatan yang dilakukan dan mengusulkan adanya tindak lanjut yang konkrit seperti pelatihan dan pendampingan dalam memasarkan produk berbasis digital.

ABSTRACTThis community service program is intended to provide knowledge and understanding to SMA Diponegoro Tumpang teachers related to ASEAN and the ASEAN Community. SMA Diponegoro Tumpang was chosen because the school was being tried to develop ASEAN schools through the Smadita ASEAN School tagline. The activities carried out through this ASEAN Class Program is discussing ASEAN, the ASEAN Community with its three pillars and the opportunities and challenges of the era of the ASEAN Economic Community and the Industrial Revolution 4.0. Through this community service program, by conducting a pre-test and post-test, showing the knowledge of SMA Diponegoro Tumpang teachers about ASEAN and the ASEAN Community is increasing. Keywords: ASEAN, ASEAN Community, teachers, SMA Diponegoro Tumpang ABSTRAKProgram pengabdian masyarakat ini dimaksudkan untuk memberikan bekal pengetahuan dan pemahaman kepada guru SMA Diponegoro Tumpang terkait ASEAN dan Masyarakat ASEAN (ASEAN Community).
