As the global economy has expanded, the demand for quality information systems (IS) people increased globally. Ascertaining the quality of education in IS programs at colleges located within and outside the boundaries of the USA has become increasingly important to employers, students and the public. Accreditation is the quality assurance dimension of IS. IS accreditation is a reality in the USA and “Substantial Equivalency” status is available to computing programs outside the United States now that CSAB has joined ABET. What is the status of IS accreditation? What is “Substantial Equivalency”? How can “Substantial Equivalency” be available to programs outside the USA? What constitutes an accredited program? Who benefits from accreditation? What are the criteria for accrediting information systems programs? This paper addresses these and other accreditation issues and questions.

2018 marks the 100th anniversary of the proclamation of Ukrainian independence. OnJanuary 22, 1918, the Ukrainian People’s Republic proclaimed its independence by adopting the IV Universal of the Ukrainian Central Rada, although this significant event was «wiped out» from the public consciousness on the territory of Ukraine during the years of the Soviet totalitarian regime. At the same time, January 22 was a crucial event for the Ukrainian diaspora in the USA. This article examines how American Ukrainians interacted with the USA Government institutions regarding the celebration and recognition of the Ukrainian Independence day on January 22. The attention is focused on the activities of ethnic Ukrainians in the United States, directed at the organization of the special celebration of the Ukrainian Independence anniversaries in the US Congress and cities. Drawing from the diaspora press and Congressional Records, this article argues that many members of Congress participated in the observed celebration and expressed kind feelings to the Ukrainian people, recognised their fight for freedom, during the House of Representatives and Senate sessions. Several Congressmen submitted the resolutions in the US Congress urging the President of United States to designate January 22 as «Ukrainian lndependence Day». January 22 was proclaimed Ukrainian Day by the governors of fifteen States and mayors of many cities. The eloquent statement on the status of Negro medical care and education in the United States by the eminent anatomist, Dr. W. Montague Cobb (Brown America's Medical Diaspora: A Paradox of Democracy, in The Pediatrician and The Public, Pediatrics 3:854, 1949) requires the attention of all physicians interested in the distribution of medical care. Although pediatricians cannot begin to assume responsibility for this entire problem, it is possible to demonstrate leadership in the same manner in which the Academy study of infant and child health services provided leadership to the profession and the public. We refer specifically to an extension of training facilities in pediatrics for Negro physicians. Certainly 15 certified Negro pediatricians in a country with 14,000,000 Negro people represents a serious discrepancy in the distribution of training facilities. Admittedly most of the problem has its origin in the distribution of training facilities for undergraduate students and the basic problems responsible for this situation. However, we have observed—as has Dr. Cobb—that many Negro physicians desiring training in pediatrics (as well as other specialties) are discouraged from applying for training because of what seems to be a dearth of positions open to them. It has been our impression, however, that many centers would consider Negroes for training appointments if qualified applicants applied. Would it not be advisable, therefore, for the American Board of Pediatrics to circularize the approved training centers in pediatrics in order to establish a roster of those centers which would consider Negro applicants for training positions?

Henry Giroux is concerned that the current debate over the quality of education in the United States is characterized by a "new" public philosophy which is as problematic as the crisis it attempts to resolve. Criticizing the movement to link the outcomes of education solely to the needs of the business community, he argues that this philosophy towards education undermines efforts to equip students with the skills necessary to analyze the sociopolitical processes at work. Giroux advocates an educational policy for federal and state governments that ensures the teaching of critical literacy and civic courage. Such an approach requires a commitment of political and financial resources to creating schools that function as sites of learning of social interaction, and of human emancipation.

Purpose – This paper aims to explore the relationship between childhood, consumption and the Cold War in 1950s America and the Soviet Union. The author argues that Soviet and American leaders, businessmen, and politicians worked hard to convince parents that buying things for their children offered the easiest way to raise good American and Soviet kids and to do their part in waging the economic battles of the Cold War. The author explores how consumption became a Cold War battleground in the late 1950s and suggests that the history of childhood and Cold War consumption alters the way we understand the conflict itself. Design/Methodology/Approach – Archival research in the USA and the Russian Federation along with close readings of Soviet and American advertisements offer sources for understanding the global discourse of consumption in the 1950s and 1960s. Findings – Leaders, advertisers, and propagandists in the Soviet Union and the USA used the same images in the same ways to sell the ethos of consumption to their populations. They did this to sell the Cold War, to bolster the status quo, and to make profits. Originality/Value – This paper offers a previously unexplored, transnational perspective on the role that consumption and the image of the child played in shaping the Cold War both domestically and abroad.

The article proposes to evaluate the conditions of educational activities, which ensure the quality of education, during public accreditation of an educational organization. The approach is based on the use of the mechanism of external independent evaluation, conducted by a public organization, to determine the level of an educational organization in order to promote consistent improvement in the quality of the processes of providing and implementing educational activities. A number of indicators that can be expressed quantitatively are proposed. The work of the educational organization to ensure the quality of education in this case can be evaluated on the basis of the proposed indicators.

Workers who are lesbian, gay, bisexual, transgender, and queer (LGBTQ)-identified have always been a part of the workplace in the United States, yet there has been a lack of awareness about how to advocate for the needs of these people. This lack of awareness was challenged by Congresswoman Bella Abzug. Abzug’s campaign for creating an equal working environment for sexual minorities initiated gradual changes in the public discourse concerning workplace and other broad equality measures for these communities. To frame these gradual transformations within a historical context, we use Lewin’s force field analysis framework to examine the change efforts of Abzug. Abzug had beginning success in thawing the status quo yet her visions for equality for LGBTQ people have yet to be realized. Using Abzug’s social action as an example, this article concludes that allies must continue to challenge societal oppression, power, and privilege and to demand civil rights protections for LGBTQ individuals.

This article presents topic of Dynamic Passenger Information Systems which are more and more often used in the public transport. It focuses on analysis of utility and passengers’ satisfaction of this type of system. In the first chapter there are information about DPI system that is used by one of the larger organizer of public transport – KZK GOP (Komunikacyjny Związek Komunalny Górnośląskiego Okręgu Przemysłowego). In next part of article there is online research results made by author in March – April 2017 among the passengers of KZK GOP. Research goal was knowing the utility and passengers’ satisfaction of DPI system KZK GOP. There took part 635 people in research. Respondents judged the performance quality of DPI system KZK GOP as sufficient (average rating: 3,18 on scale from 1 to 5 where 5 was the highest rate). Analysis of this research summary will let to more detailed knowing passengers’ opinion for DPI system KZK GOP and will let to suggest the actions which goal will be improvement this system.

This Present study aimed at finding out the Status of the quality of education and accountability unit in the educational process from the point of view of the principals of Kasbah Al Mafraq schools To achieve the goal of the study, a descriptive development methodology was developed, which was developed in three areas (evaluation criteria, cooperation and coordination, feedback and incentives) (21) items, and verified their validity and stability, and then distributed to the sample of the study consisting of (167) managers and directors in schools Kasbah Mafraq. The study results showed that the degree of appreciation and the reality of Status of the quality of education and accountability unit in the educational process from the point of view of the principals of Kasbah Al Mafraq schools was at low degree The average of the tool as a whole was (2.00) with a standard deviation of (.55) and at the level of domains, All of them were rated low, with feedback and incentives having the highest average (2.09) followed by evaluation criteria (2.00) and cooperation and coordination (1.90), and the results showed that there were no statistically significant differences in The study sample of the Status of the quality of education and accountability unit in the educational process from the point of view of the principals of Kasbah Al Mafraq schools, according to gender, at the macro level of the instrument and on all dimensions. The study recommended in light of those results the necessity for that efforts should be join efforts to support and deepen the concept of quality of education and accountability, cooperation and coordination between the quality unit of education and accountability and educational leaders, and try to provide incentives and thanks to those who deserve it, to achieve the concept of guidance and support.

Who will lead the global innovation race? This problem is especially relevant in the field of artificial intelligence (AI). At the moment, the United States and China are the main participants in the battle for dominance in this area. The author assesses Chinas innovative potential in the field of AI and identifies its achievements in this area. Based on the statistics provided, Chinas AI leadership has reached a critical point. China is confidently leading the new fundamental research of artificial intelligence, forming its theoretical base and applied research and development, which will contribute to the creation of new high-tech innovative products and services. However, in terms of the number and quality of AI specialists (AI Talents) and the number of companies engaged in AI, China is still lagging behind its main rival, namely the United States. The author proved that, despite the obvious successes of China, the United States still has an equal lead in the global innovation race.

The development of education and science is a priority for Russian state policy. Global trends define the main goals of the Russian higher school modernization. However, these also identify the need to overcome a number of contradictions in Russia’s national higher-education system. Pedagogical, or teacher-training, education is of special importance in the development of the entire educational system in the country. Quality education at all steps – preschool, primary, secondary (general and professional) and higher – depends mainly on the quality of pedagogical education. The modern market of educational services recognizes high quality of education and competences of students as the only advantage point for an academic institution over its competitors. Quality is the only universal commodity in the world market that increases the value of all other goods and services. The authors refer to the category of quality management in relation to higher pedagogical education, and describe the key principles of the system of quality assurance applied at Southern Federal University.
