The development of education and science is a priority for Russian state policy. Global trends define the main goals of the Russian higher school modernization. However, these also identify the need to overcome a number of contradictions in Russia’s national higher-education system. Pedagogical, or teacher-training, education is of special importance in the development of the entire educational system in the country. Quality education at all steps – preschool, primary, secondary (general and professional) and higher – depends mainly on the quality of pedagogical education. The modern market of educational services recognizes high quality of education and competences of students as the only advantage point for an academic institution over its competitors. Quality is the only universal commodity in the world market that increases the value of all other goods and services. The authors refer to the category of quality management in relation to higher pedagogical education, and describe the key principles of the system of quality assurance applied at Southern Federal University.

The article analyzes some general trends and outlines strategic benchmarks of the domestic dimension for reforming the educational sphere. In the context of modern theoretical paradigms, globalization, innovation, quality of education as trends that actualize and cause reform educational processes in Ukraine are distinguished. Globalization poses a challenge for education in general and for national educational systems, in particular, a number of problems that require a speedy response both at the state level and at the level of civil society institutions. The answer to them should be the leitmutif of further reform of the domestic educational sector, where the key position is not the unification of higher education, but wide access to the diversity of educational, scientific and cultural achievements of other countries, a deep combination of educational and scientific activities. We are talking about a new philosophy of education and science, learning and education, new approaches, goals and priorities, that is, a new paradigm for the development of higher school. In terms of innovation, the education system must change the paradigm of building and functioning, steadily moving into a river ahead of education, when scientific knowledge, changing its orientation from technogenic and economic to humanistic and environmental, outpaces the transformative activities of people. The quality of education is seen as a significant step towards European integration, because, first of all, promoting European cooperation in ensuring the quality of education is a requirement of the Bologna process; secondly, quality assurance of education is one of the leading conditions that promotes mobility, connectivity and attractiveness of the higher education system of any country, the main component of the prestige of higher education institutions; thirdly, the main responsibility for quality assurance lies with the institution of higher education in accordance with the principle of institutional autonomy.

Quality assurance is an important part of the higher education system which ensures that the effort to achieve quality is in accordance with the quality standards set by the government. The problem of the low quality of human resources of a nation is a manifestation of the inability of the quality assurance system to work effectively. Application of a model that is less effective in quality assurance, will have an impact on achieving the quality of Education. In Indonesia, various changes in the regulation of the quality assurance system began in 2006 - until now, basically both conceptually but not optimally in implementation. Internal and external quality assurance of higher education (HE) institutions has not produced satisfactory results, with the still low competitiveness of HE graduates and the competitiveness of the nation's human resources.

The strategic development of most large enterprises, as well as successful productions of medium and small businesses is focused on expanding sell markets beyond the national economy. The logic of the research as formed by the authors is based on a combination of both quantitative and qualitative methods of analysis, which provide an opportunity to identify trends in the implementation of export strategies, allocate clusters of markets on price grounds, and assess the consequences of the implementation of export strategies of Ukrainian companies. The competitive environment of global markets is changing in space and time. It is substantiated that the development of marketing export strategies of companies should be based on the analysis of industry markets taking into account the main competitors – both countries and companies. The method of calculating the country’s participation coefficients in the world market of imported goods on an industry basis is applied. The absolute and relative indicators are analyzed, which in combination give a holistic picture of the current state of implementation of Ukraine’s export potential, as well as the initial data for further actions towards improving the efficiency of the process of internationalization of business. The overall efficiency of the company’s development, in particular the quality of functioning of all systems involved in exports, depends largely on the quality of management, which determines the need to implement certain measures of the organizational and economic support in the sphere of staff, finance, production, and sales at the enterprise. The problems that substantially affect the competitiveness of Ukrainian exports are outlined. At the same time, a significant backlog of global trends in the exports of high-tech goods and services, leading to low profitability of export activity in general, is identified. The analysis of structural shifts in the export activity of Ukrainian enterprises is carried out, the types of price strategies in the practice of promotion to new markets are identified. The practice of conduct of export activity shows that companies use different export marketing strategies both in the developed and in the developing countries. The obtained results of the research should be used by representatives of Ukrainian business for analysis, elimination of shortcomings and disparities, as well as development of new business models of export activity. Recommendations for improving export strategies in the conditions of digitalization of markets are formed. Prospect for future research is to find possible ways to increase the technological efficiency of Ukrainian exports and, consequently, increase the competitiveness of the national economy.

The article proposes to evaluate the conditions of educational activities, which ensure the quality of education, during public accreditation of an educational organization. The approach is based on the use of the mechanism of external independent evaluation, conducted by a public organization, to determine the level of an educational organization in order to promote consistent improvement in the quality of the processes of providing and implementing educational activities. A number of indicators that can be expressed quantitatively are proposed. The work of the educational organization to ensure the quality of education in this case can be evaluated on the basis of the proposed indicators.

This study examines the influence of the quality of education and skills of prospective Indonesia Labor from West Sumatra on income. Wage income is expected equivalent to the level of wage labor which comes from other countries. Therefore, in order to obtain equal wage, prospective Indonesian labors sent abroad should be a good level of education, skill trained so that labor productivity increased. The method used in this study is Test Crosstab, and, Chi Square test to see the effect between the two variables used. It is shown that Indonesian labors do not able to compete in terms of quality of education and skills, compared to foreign labors, so that the income received by the Indonesian labor is lower. In addition, professional job that has been chosen by the Indonesian labor is the operator, profession which does not necessarily require a high level of educational and skills qualifications.

The article discusses the features of training in the 1950s on the materials of the leading geodetic institution of higher education of the country. The features of the previous historical development of higher education, as well as global trends that influenced the growth of the quality of education are highlighted. The aim of the work is to analyze the problems of education in the field of geodesy. Method of historical retrospective, is used which allows a deeper understanding of events.

The purpose of this study is to see how the form of empowerment of school committees in improving the quality of education especially in elementary schools. The research method used is descriptive qualitative approach with data collection techniques namely observation, interviews, and documentation. Research findings The existence of a school committee is an important element in improving the quality of school education services, its existence with all the tasks and functions it has can play a role in realizing better quality education services. Efforts to empower school committees are carried out in various ways although they are still not ideal as stated in the regulations related to school committees. In principle, so far the participation of school committee members and the form of empowerment of school committees is still limited to routine meetings and the fulfillment of supporting facilities for student learning facilities that are done voluntarily by school committees. Based on this, the efforts to empower school committees have been made but are still limited to routine agendas that are not yet optimal as the actual duties and functions of school committees.

The principal plays an important role in providing education in the school and is responsible for the management of education in the school. Efforts to improve the quality of education is a strategic stage in the effort to realize quality education. This study aims to describe how the principal, supporting and inhibiting factors, and the principal as a manager to improve the quality of education in MTs N Kanigoro Kras Kediri. The method used in this study is qualitative and data collection techniques in this study, namely: 1) observation, 2) interviews, 3) documentation. It was found: 1) In the management arrangements implemented by MTsN head Kanigoro Kras Kediri based on national curriculum and curriculum management as well as the results of MGMP teacher subject clusters. 2) Supporting factors for improving the quality of education in MTsN Kanigoro Kras Kediri are geographical locations that are far from coordination, shady and far from the air, teacher competency in accordance with the standards that were passed. While the limiting factor is lack of funds and infrastructure. 3) The principal's contribution to improving the quality of education in MTs N Kanigoro Kras Kediri improves the quality of teachers and students, by completing the academic year 2011/2012 students have obtained 100% and has supported increasing as much as 99.8% of students to improve to higher education. Kepala sekolah memainkan peran penting dalam memberikan pendidikan di sekolah dan bertanggung jawab atas manajemen pendidikan di sekolah. Upaya peningkatan kualitas pendidikan merupakan titik strategis dalam upaya mewujudkan pendidikan yang berkualitas. Penelitian ini bertujuan untuk mendiskripsikan bagaimana manajemen kepala sekolah, faktor pendukung dan penghambat, serta kontribusi kepala sekolah sebagai manajer untuk meningkatkan kualitas pendidikan di MTsN Kanigoro Kras Kediri. Metode yang digunakan dalam penelitian ini adalah kualitatif dan teknik pengumpulan data dalam penelitian ini, yaitu: 1) observasi, 2) wawancara, 3) dokumentasi. Ditemukan bahwa: 1) Dalam pengaturan manajemen yang diterapkan oleh kepala MTsN Kanigoro Kras Kediri didasarkan pada manajemen kurikulum dan kurikulum nasional serta hasil dari kluster mata pelajaran guru MGMP. 2) Faktor pendukung untuk meningkatkan kualitas pendidikan di MTsN Kanigoro Kras Kediri adalah lokasi geografis yang jauh dari kebisingan, suasana teduh dan jauh dari polusi air, kompetensi guru sesuai dengan standar yang disyaratkan. Sedangkan faktor penghambatnya adalah kurangnya dana dan infrastruktur. 3) Kontribusi kepala sekolah sebagai manajer untuk meningkatkan kualitas pendidikan di MTsN Kanigoro Kras Kediri meningkat dalam kualitas guru dan siswa, dengan bukti pada tahun akademik 2011/2012 siswa telah lulus 100% dan telah mampu mendorong sebanyak mungkin sebagai 99,8% siswa untuk melanjutkan ke pendidikan tinggi.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

<div><p class="Els-Abstract-head">Abstract</p></div><p>Internationalization of higher education is the top stage of international relations among universities and it is no longer regarded as a goal in itself, but as a means to improve the quality of education.  The knowledge translation and acquisition, mobilization of talent in support of global research and enchantment of the curriculum with international content are considered to be the benefits of internationalization of higher education. Though, internationalization holds many positives to higher education, there are grave risks associated with this multifaceted and growing phenomenon. Negative aspects include commercial profit, academic colonization and difficulty in ensuring quality education. The current review has implications for educational policy makers to ensure positive and reciprocal benefits to the higher education institutions and the countries concerned.</p><p> </p>
