The article examines the changes in the market of medical services in the context of a pandemic. The competitive advantages of medical institutions, the possibility of using paid and free services are being studied. The main directions of the development of private medicine, taking into account its mobility, are considered. The analysis of the medical services market for 2016–2020 years and development prospects for 2022–2025 years is carried out, the possibilities of using modern equipment, the role of which increases with the development of digital technologies, are revealed. The article notes that in modern conditions, the requirements for personnel are increasing and the cost of medical research is increasing. It is proposed to use private clinics within the framework of the CHI to relieve the public sector of medicine, which is overloaded during the pandemic

Abstract The article analyzes the cjeu Judgment in the A. Flausch et al case, which concerns the compatibility of the Greek procedural rules relating to specific aspects of the public participation in the eia context and to a specific aspect of access to justice (time limit) with the respective EU Law provisions in the face of the increasing use of digital technologies in the public participation procedures. This ruling is important, because it sets limits to the procedural autonomy of ms when it comes to the rules that are applied to the eia-related disputes and those that concern the public participation arrangements. It demonstrates, though, the lack of a steady line in the Court’s jurisprudence concerning the standards for assessing the national procedural rules and the role of Article 47 cfr. Moreover, the Court did not lay the ground for an interpretation of the ΕU public participation provisions in a way that an obligation for taking measures could be established, with the aim to ensure equal participation opportunities.

This paper asks: What can we learn from literary communist utopias for the creation and organisation of communicative and digital socialist society and a utopian Internet? To provide an answer to this question, the article discusses aspects of technology and communication in utopian-communist writings and reads these literary works in the light of questions concerning digital technologies and 21st-century communication. The selected authors have written some of the most influential literary communist utopias. The utopias presented by these authors are the focus of the reading presented in this paper: William Morris’s (1890/1993) News from Nowhere, Peter Kropotkin’s (1892/1995) The Conquest of Bread, Ursula K. Le Guin’s (1974/2002) The Dispossessed, and P.M.’s (1983/2011; 2009; 2012) bolo’bolo and Kartoffeln und Computer (Potatoes and Computers). These works are the focus of the reading presented in this paper and are read in respect to three themes: general communism, technology and production, communication and culture. The paper recommends features of concrete utopian-communist stories that can inspire contemporary political imagination and socialist consciousness. The themes explored include the role of post-scarcity, decentralised computerised planning, wealth and luxury for all, beauty, creativity, education, democracy, the public sphere, everyday life, transportation, dirt, robots, automation, and communist means of communication (such as the “ansible”) in digital communism. The paper develops a communist allocation algorithm needed in a communist economy for the allocation of goods based on the decentralised satisfaction of needs. Such needs-satisfaction does not require any market. It is argued that socialism/communism is not just a post-scarcity society but also a post-market and post-exchange society.

The permeability of all spheres of both economic activity and human life with digital technologies encourages the search for new marketing ideas necessary for the implementation of the product (goods, works and services).  Today's consumer has become more demanding both to the product itself and to the ways of presenting it.  Immersive technologies are becoming one of the tools that contribute to the formation of competitive advantages, especially the organization of business in the field of entertainment, as one of the areas of additional income in the field of hotel and restaurant services and marketing activities of enterprises.  Digital transformation leads to the search for new initiatives that will be a tool to meet customer needs and a way to reach wider market segments.  The process of digitalization must first be integrated into the economy of the whole state and the enterprise as a whole, and in all processes of production of goods, works and services.  Digital-transformation of domestic enterprises will help to obtain additional competitive advantages both in the domestic market and in the international market.  The formation of competitive advantages is associated not only with the maximum involvement of digital technologies in business.  It is important to choose such technologies that will be most effective in the implementation of a particular type of enterprise, under certain conditions and in a particular environment. The expediency of using immersive technologies as a marketing tool is undeniable.  However, in addition to tools, immersive technologies are important as a means of education, a separate milestone in the field of entertainment, a means of psychological influence and more.  That is, the impact of this tool on the level of competitiveness of the enterprise in the environment of the demanding consumer is manifested: in the form of reducing the cost of attracting the client; active covert promotion through their use; improving the quality of the presented product (goods, works, services); ensuring the elasticity of the enterprise to the needs and requirements of consumers; the transition of the enterprise to an innovative type of development and active digitalization.

Women as assets of Indonesia's human resources have a crucial role in disaster management. This research is descriptive using a qualitative approach that photograph the adjustment of women's activities based on their role in the current Covid disaster. The research findings shows the  informant’s perception that Covid-19 is a disaster, and they are worried, so they try to prevent themselves and their family members from being infected by implementing health protocols. They also provide nutritious food and vitamins as well as a variety of food/drink ingredients that are believed to ward off Covid. Increasing domestic role activities are child care and education. Meanwhile, the public role of economy has undergone adjustments, such as working from home, losing customers or jobs. To be able to survive, adjustments to household expenditure patterns were carried out, namely: increasing the cost of kitchen expenditures, and increase in electricity costs and telephone pulses as the implication of all family members are WFH/SFH online. Reduced expenses: spending on clothes / shoes / bags, cosmetics, and recreation. The social role of the public in this Covid situation is to participate in distributing food to the poor.

The article defines the scientific and terminological problems of researching services in the field of services, the basic problems of the evaluation of services in health care organizations. On the basis of a systematic approach to the category of quality of medical services the article investigates patient satisfaction with the perceived quality of service, shows the role of consumer expectations in the evaluation of the perceived quality of services and finds that the requirements for the service in medical institutions are underestimated. On the basis of studies the authors identify behaviors of consumers of budgetary medical services organizations, develop a model of consumer activities, which differs from the existing ones that along with the economic component the model is complemented with communication components. The approbation of the authors´ model for health care services shows a characteristic pattern of consumer activity of budgetary organizations. The article highlights the factors of subjective judgment of health care consumers in assessing perceived quality. Based on the study of patient satisfaction the authors develop a hierarchical model of the perceived quality of health services, as well as the place of services defined in the model.

The article based on the consideration of the Russian legal acts regulating the provision of discounts. In the article recommendations are made in respect of paid medical services and voluntary health insurance, with provision of the example of a short marketing plan required for formal reasons of discounts. Currently, the process of providing discounts and medical insurance companies are regulated, and most of the information should be public and posted on websites of medical institutions, insurance companies and their partners, which implement insurance or paid medical services. The increasing complexity of legislation on consumer protection, health and insurance law leads to the formation of new instruments for operations that previously did not require such a formalization. Of course, this leads to an increase in operating costs, not only the cost of creating, storing and placing this information. At the same time most organizations formalize many business processes, previously considered insignificant. Scope of medical care, like no other, attracted the attention of society composed of different groups and strata, some of whom are citizens who want to take advantage of a discount clinic or insurer.

The article presents a comprehensive study of the current state and development prospects of hard-to-recover reserves. The role of hard-to-recover reserves in the structure of the crude oil base by categories of reserves and federal districts, as well as on the shelf of the Russian Federation is considered. The analysis of industry-wide trends in the reproduction of the mineral resource base with differentiation by deposits and companies-subsoil users is carried out. The issues of the current state of the volume of financing for geological exploration and the cost of preparing hydrocarbon reserves have been investigated. The dynamics of the distribution of recoverable oil reserves, volumes and efficiency of geological exploration at fields discovered in recent years have been analyzed. The characteristics and dynamics of production of certain categories of hard-to-recover oil by region have been investigated.

The purpose of the article was to reveal the analytical tools for evaluating the effectiveness of the allocated financing funds for the provision of the services provided in the public sector of the economy, the application of which does not have a uniform methodology today. The possibility to solve this issue is shown with regard to the compulsory health insurance system. To achieve the goal, the study reveals the definition of such categories as “effect” and “efficiency” of the medical institutions activities, “efficiency of spending” of the Territorial Fund for Compulsory Health Insurance. There is revealed the analytical significance of the existing methodological approaches to assessing the effectiveness of health care costs; their comparative analysis is carried out. Based on the results, the alternative is proposed, based on the system of the cost-effectiveness indices to achieve the health, social and economic effects of medical institutions; the analytical advantages of the alternative proposed are justified.

Background. Currently, the multichannel nature of financial flows determines the multivariate methods of payment for medical services, which are also influenced by the type of medical care, conditions, form of its provision, and type of institution. As a result, the cost of a medical service can vary significantly not only in different, but even in one medical organization. The lack of a unified methodological approach puts healthcare organizations in unequal conditions, as a result, public sector medical organizations are forced to seek additional resources to provide medical care to the population that meets the standards. None of the current methods for determining the cost of a medical service reflects its actual cost, since it does not take into account the structure of production costs.The aim. To improve the methodology for the formation of the cost of public services in the health care system, taking into account their resource intensity.Materials and methods. The study included the analysis of the forms of state statistical observation of medical organizations of the Irkutsk region, reports of the federal and regional accounting chambers, industry regulations, materials of scientific periodicals, conferences, monographic studies, including on the Internet; comparison of the cost of medical services in various medical organizations of the Irkutsk region; modeling methods for calculating the cost of medical services using the Cobb – Douglas production function.Results. A unified classification of medical services based on their resource intensity and an improved method of forming the cost of medical services based on the Cobb – Douglas production function are proposed, revealing the dependence of the volume of production on two factors of production – capital and labor; the cost of medical services was calculated using the example of real services provided in one of the medical organizations of the public health sector of the Irkutsk region.Conclusions. The proposed method for determining the cost of a medical service based on its resource intensity makes it possible to determine the real cost of a medical service, the full reimbursement of which will increase the financial stability of medical organizations in the public sector, which will be reflected in the improvement of their material and technical base and, as a result, will increase the quality of medical services.

The reduction of state subsidies, the control of expenditures by insurance companies, the introduction of ethical standards in medicine by health care institutions have increased the demand for additional investment. One of the important factors for increasing the competitiveness of private medical institutions and the sustainability of its activities is the formation of a marketing complex. In order to popularize the services of medical institutions, the main tools of the marketing communication system are used: advertising, public relations and so-called Synthetic means. Medical marketing cannot be considered as just developing good services and delivering it to customers. Medical facilities should also establish close links with existing and future clients. Marketing activities should ensure the creation of new medical services and the development of existing medical services. It is important to increase the role of the state in regulating the medical market in order to promote healthy competition among suppliers and the unwavering improvement of the quality of medical services.
