The main thesis of this paper is reveals how the process of political communication should take place in order to achieve the idealization of democracy in accordance with the objectives of post-collapse reform of the authoritarian new order era. After nearly 18 years of reformation, substantial issues and basic problems still seem to burden the government. On the other hand, political democratization process seems to be influenced by the old pattern. This paper elaborates how the role of political communication in the process of democratization has been going on. The data obtained through documentation studies from various sources. The results of the study indicate that a state that should be positioned as the main actor in the process of political communication is often overlooked because of the large number of noise that caused by the main message of the state which is not well conveyed. As the result, the institutionalization of democratic values is still not the main commitment of the political parties. In the future, this country needs a strategy that puts the state both as a communicator and a communicant, so that the consolidation of democracy can be realized soon.

Сivil society is a group of people excluded from the government and the army and providing a counterbalance and control of the state at the national and local levels in the country. In Bangladesh, since independence in 1971, civil society organizations have been successfully involved in social development, but they have been criticized not to be able promote democracy in Bangladesh because of their support for political parties. Therefore, it impedes strong opposition to corruption and non-democratic activities in the country. In this article, using the historical method, the author analyzes the features and role of civil society in Bangladesh.

ABSTRACT A country that implements the system as mentioned earlier is more towards an authoritarian system of government which aims to dominate and dominate the power of the state towards the people. Democracy cannot survive from such a closed state. In a basic concept of democracy, there is a fundamental principle, namely the principle of sovereignty of the people who run the government.Political communication is one of the many roles played by political parties in various available arrangements. The political party is required to communicate knowledge, issues and political thoughts.Constitutionally, the Government adopts a Presidential System in which the ministers in the cabinet are responsible to the president. But in practice the SBY-JK administration is more of a Parliamentary System. Keywords: political parties, democracy, SBY government

ABSTRACT This comment came to refute and correct the idea of Charles (2007) about the negatively implications in the income distribution when the government expand the consumption in favour to households. We prove that the political choice, to both cases (increasing consumption or increasing profit), impact positively the income distribution and does not affect the essential nature of the Kaldor neo-Pasinetti dynamic equilibrium results and the “Cambridge Equation”. The stability of the model is guarantee by applying the Olech’s Theorem to the case.

Kata Kunci : Kewenangan, Pemerintah, PSSI AbstractOn May 30, 2015, FIFA as the supreme parent of international football organizations imposed sanctions on the PSSI. This happens because FIFA assess the existence of intervention by the government through the Ministry of Youth and Sports. The FIFA Statutes chapters 13 and 17 make it clear that it rejects any form of intervention by governments, politicians, media, or other third parties. On the other hand, the Ministry of Youth and Sports is also authorized by law to regulate sports activities generally within the scope of the State of Indonesia. The problems to be studied in this research are as follows: Firstly, what is the authority and role of the government in organizing professional football sport in Indonesia ?, Secondly, how is the implementation of football competition in Indonesia with the existence of PSSI Freezing ?. Research Methods in this paper using the method of normative juridical. The conclusion of this research is that the Government does not have the authority to intervene and interfere in organizing professional football competition in Indonesia. Meanwhile, with the freezing of this PSSI, automatically stop the league because PSSI can not perform the duties and functions to hold a professional football competition in Indonesia. Democracy allows the people to have equal rights in decision-making that can change their lives. Consequently, opposition and coalition exist in this political system. While the opposition aims to correct and evaluate various government decisions, the coalition is the power holder or supporter of the government. Because Indonesia is a country that uphold legal formal consisting of many political parties, a coalition government party must be formed. This is done by gathering other parties until the government can run effectively so that it has the basis of a combination and effective legitimacy. In the second period of President Susilo Bambang Yudhoyono's cabinet, the emergence of political parties that were powerless and did not dare to become the government's opposition became evidence of the need for democratization. The emergence of elitism, centralization, and anti-public, as well as the freezing of political structures and the backwardness of the cultural attitudes of the Indonesian people caused the opposition to stand on the word of democratization. Therefore coalitions and opposition are two important parts in building a democratic governance system in Indonesia. This article underlines that democracy in the political elite tends to produce a pseudo and half-hearted democracy. Therefor, the portrait of democratization is needed as a reinforcement of all elements of civil society and thus is not seen as a "devout movement of the state", but an urgent movement to change the attitude of the state through changes in the political composition within it.

The article is devoted to conservative projects of reforming the State Duma, which was established in Russia in 1906. Those projects can be divided into two groups. Some projects were proposed by Russian nationalists (M.O. Menshikov, I.P. Balashov), who supported Stolypin and claimed to be one of the two main forces of the parliamentary majority. Nationalists sought to preserve the legislative powers of the Duma and stressed that the reform was supposed to strengthen parliamentarism. The projects of the nationalists proposed only partial adjustments to the parliamentary system, but still changing the Basic State Laws (in other words the coup d’état). The government did not support this path. The other projects were initiated by right-wing conservatives (L.A. Tikhomirov, K.N. Paskhalov, prince V.P. Meshchersky). Right-wing conservatives proposed turning the Duma into a legislative institution. This completely changed the political configuration and eliminated the “The Third of June” system. Both nationalist and right-wing projects were rejected by the government, albeit for different reasons: either due to their indeterminate character (nationalist projects) or due to their radicalism (right-wing projects). The ministers invariably considered the reorganization of the Duma more difficult than finding ways to cooperate with it.

The political dynamic of village in Indonesian New Order has two faces. On one
hand, it is conditioned by the feudalism of village’s leader which is monopolized
from one generation to other generations. On the other hand, religion can be an
alternative to challenge this feudalism. I explore this condition through an examination
of the role of kalebun (the village’s leader) and kiai in a non-pesantren
village in Madura, Indonesia. In Madura society, kiai and its pesantren take important
role in the process of Islamic institutionalization. Yet, in this case, the
absence of pesantren enforces the kiai to be counter-balance of the feudalism of
the kalebun. And, the kiai claims that this counter-balance is on behalf of democracy.
This article concludes with a discussion of the requirement of democracy in “Islamic” local politics as well as in search of good local governance in post
Indonesian New Order.
