Fish auction was formed and established by government to sell the catch. This study focused on social services, levy, facilities and infrastructure of Wadas fish auction in Bojonegara based on local regulation of Serang Regency no. 9 in 2001. This study used qualitative method. The data was collected through interview. The informants were fishermen, fish collectors, and fish auction management. The results of the study showed that the process of service in Wadas fish auction was done in public and witnessed by merchants/retailers. The total levy is 5%, which is consisted of 2% from fisherman and 3% from fish collectors. The supporting facilities from local government were including seaport as boat harbor and fish containers.

The divergent of actors within communicaton forum influence the changing of institution’s characters and escalate the interest contestation. The objective of this study is elucidating the dynamic relations and interaction among actors under the authoritative organization in Tuban district. This article employed qualitative method which uses literatures, documentations, observations, and in-dept interviews. The latest method relies on eleven central informants that represent company, country, and society who have relation with CSR Communication Forum in Tuban. Th result shows that the main actor who initiate the emergence of CSR Communication Forum is country, thus affect the nature of institution which more instructive (top-down) and state-centric. The local government is dominating the forum and other actors use the local regulation to produce dependency of company to country. In addition, shifting of power from regulation based to interest based create institution dilemma, institution disorientation and competition of resources among actors. Although using CSR governance, the political dynamics and institution development have not achieved its optimum result.

This research aims at finding out and describing 1) the local government strategy to increase coverage for exclusive breastfeeding in Boalemo District and 2) factors supporting and hindering the strategy development of local government to increase coverage for exclusive breastfeeding in Boalemo district. This research applies qualitative method. Data collection uses interview, observation, and documentation. Based on the findings, it concludes that there are several things to be done by the local government in increasing coverage for exclusive breastfeeding, including enacting the local regulation for exclusive breastfeeding program, deciding the target areas, systematically implementing exclusive breastfeeding program, and supervising the program. On the other hand, factors supporting and hindering the coverage for exclusive breastfeeding program are policy support, budget availability, the healthcare workers, knowledge factor, health service facilities, cultural factor, and promotion on infant formula. Keywords: Local Government Strategy; The Increasing of Exclusive Breastfeeding.

Dakwah Advocacy Policy (Implementation of Local Regulation No.2 of 2007 in Sungai Tarab Subdistrict) Tanah Datar Regency Regulation number 2 of 2007 is stipulated as one effort to realize the desire of local government and society to implement the vision and mission of Tanah Datar Regency especially in improving the practice of religious values to realize the quality of faith and devotion of the people who are famous for the philosophy of Adat Basandi Syarak, Syarak Basandi Kitabullah. Based on the background, Sungai Tarab Subdistrict as one of the areas in Tanah Datar Regency seeks to implement the law with various forms of activities that encourage the implementation of this regulation as well as possible. This research uses Qualitative method. The results show that the Implementation of Local Regulation No. 2 of 2007, especially in Sungai Tarab Subdistrict has been implemented but in the implementation there are still the following things: For Students On Primary And Secondary Education And Bridal Candidates, substantially accompanied by academic script, which contains -those aspects of philosophy, sociology and juridical this is also related to the excavation and assessment of problems and needs of the community so that the problem to be solved by the regional regulation is not accommodated well, the socialization of the implementation of the local regulation is not done well, causing the interpretation different from the implementation of existing regulations so that the quality of implementation of this local regulation is less positive response from the community, on the one hand this regulation is often ignored, funding support from the local government is still not sufficient to support all components or contents from the implementation of the regulation, the Implementation of Perda in Sungai Tarab Sub-District as a whole has been in operation although in reality there are some provisions that exist in the regulation has not been implemented optimally caused by the limitations of Human Resources which become the object of the implementation of the Regional Regulation

A fixed aset is one of the elements that must be managed well in order to produce reliable information in the financial statements of the local government office. The purpose of this study is to analyze the suitability between the implementation of the management of local property in the Central Aceh District with the regulation of Ministry of Home Affairs (Permendagri), No. 17 of 2008 and identify the constraints encountered in the management of local property in the district of Central Aceh. Using the qualitative method, the study finds that the management of  local property in the district of Central Aceh in 2015 has been in line with the Permendagri, No. 17 of 2008, but in its implementation there have been many shortcomings due to non-supportive of human resources, facilities and infrastructure, and the leaderships. Thus, this study suggest the government apparatus, especially those who are in charges of management of local property enhance their ability by attending education, training, and technical workshops in the field of financial management of local government, aiming towards professional human resources. Keywords: Aset Management, Regional Property  Abstrak Aset tetap merupakan salah satu unsur yang harus dikelola dengan baik agar menghasilkan informasi yang andal dalam laporan keuangan daerah. Tujuan penelitian ini yaitu untuk menganalisis kesesuaian antara implementasi pengelolaan barang milik daerah di Kabupaten Aceh Tengah dengan Peraturan Menteri dalam Negeri Nomor 17 Tahun 2007 dan mengidentifikasi kendala-kendala yang ditemui dalam pengelolaan barang milik daerah di Kabupaten Aceh Tengah. Desain penelitian ini menggunakan metode kualitatif -deskriptif. Hasil penelitian menunjukkan bahwa pengelolaan barang milik daerah Kabupaten Aceh Tengah pada tahun 2015 masih mengacu pada permendagri nomor 17 tahun 2008, namun pada pelaksanaannya masih banyak kekurangan karena tidak didukung dengan sumber daya manusia, sarana dan prasarana dan dukungan dari atasan. Penelitian ini merekomendasikan kepadaSumber Daya Manusia, khususnya aparatur kerja di di bidang pengelolaan barang milik daerah untuk mengikuti pendidikan, pelatihan dan bimbingan teknis di bidang pengelolaan keuangan daerah agar terwujud SDM yang professional.

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

Decentralisation puts weigh in the dynamic of local government. As consequences of decentralization, local governments are entitled to enact local regulation in order to serve public services in the daily basis. Local regulation as the product of the Mayor of course does not stand alone. It is part of national legislative system which lay at the low tier of the hierarchy of laws. It should be work effectively and harmoniously with the system. By analyzing the nature of decentralization and the function of local legislation, it is essential to establish a good review mechanism for this legislative product. Different mechanism results in different consequences to the regulation. This article has analysed three mechanisms both preventive and represive; executive review which is done by the Governor and National Government; judicial review which is done by the Court and even political review which is exercised by the local representatives who act as balancing power to the local executive.Keywords: Peraturan Kepala Daerah, Executive Review, Judicial Review, Political Review

AbstractThe fundamental problem of the research is the policy implementation program of waste management in Kapuas Hulu is not as expected. Therefore, The responsibility of waste management program must be handled by all of the local government and the other stakeholders. The research aim is to describe and analyze the policy process of the implementation program. The research type is a survey research by the descriptive model. There are four Kelurahan in the research, namely Kelurahan Putussibau Kota, Kelurahan Hilir Kantor, Kelurahan Kedamin Hulu and Kedamin Hilir. The research result shows that the compliance of the implementers is in the Standard Procedure Operational. But, in the legal aspect is not optimally performed. The recommendation of this research is the local government, such as Dinas Lingkungan Hidup, Perumahan Rakyat dan Kawasan Permukiman, must be immediately issued the local regulation on waste management. Besides, the local government must plan and establish the derivative regulation of the local regulation. .Key words : The policy implementation program of waste management , Compliance, Whats Happening

Abstract   Inclusive citizenship is currently being fought for by groups that care about vulnerable groups. In Indonesia the ideals of inclusive citizenship are also fought for persons with disabilities. So far, persons with disabilities have become excluded social groups. The disability movement is intensely voicing inclusive citizenship through the struggle to form regulations that can bring changes to the lives of persons with disabilities, starting from the CRPD Convention, the Disability Persons Act, then local regulation of Disabilities. This paper will use the concept of structuration Giddens and confronting the disability movement in fighting for inclusive citizenship with efforts from the government to capture the issue of inclusive citizenship. The Disability Movement in Yogyakarta Province is a model of the movement that has succeeded in fighting for regional regulations for persons with disabilities. This movement was considered successful when the national movement struggled for the Law on Persons with Disabilities experiencing a deadlock, but in the process the disability movement has not been able to process the issue of inclusive citizenship in its struggle, and the local government as if it does not understand what the disability movement is trying to achieve. Instead of make realize the ideals of inclusive citizenship, the Disability Movement is trapped in an exclusive movement model. The Movement Model in DIY Province is an example in the struggle for inclusive citizenship which was initially considered successful but later suffered a deadlock.

Social Services departments, created after the 1970 Local Authority Social Services Act, survived for nearly half a century. Their ability to meet the vision set out in the Seebohm Report was compromised by curtailment of expansion after the financial crisis in 1975. Their reputation was damaged by a number of widely reported child deaths in which social work was seen as passive and ineffective. Severe criticism followed when they were viewed as over active as in Cleveland and Orkney. As a result social services were seen as toxic in deprived communities. Despite winning responsibility for community care in the 1990 NHS and Community Care Act, departments suffered, first, from the requirement to spend the bulk of transferred social security funds in the independent sector and secondly from the prolonged squeeze on local government spending. The potential of care management for innovation and empowering service users was never fully realised.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance
