The success of the development in a region will be greatly determined by the quality of development planning. As planning became the sign posts are clear about what the needs of the citizens with has clear and measurable targets. Development Planning System emphasizes a combination of approaches between top-down and bottom up, which emphasizes the ways aspirational and participatory, so it is realized through the process of development planning or deliberation Musrenbang neighborhood start at various levels up to nationwide. This paper is the result of research that are descriptive studies library which describes the process of implementing E-Musrenbang in Surabaya with a variety of problems. E-Musrenbang successfully applied in Surabaya at least be innovations in development  planning system in which during this society wants a forum or social contacts among citizens with the Government in regional development planning. The application of the system of E-Musrenbang in Surabaya became an important lesson for the construction paradigm of society, where society is not only made of the objects but rather the subject of development. Keberhasilan pembangunan di suatu wilayah ditentukan oleh kualitas perencanaan pembangunannya. Sebagaimana perencanaan menjadi penunjuk arah yang jelas tentang apa yang menjadi kebutuhan warga dengan target yang jelas dan terukur. Sistem perencanaan menekankan kombinasi pendekatan antara top-down dan bottom-up, yang lebih menekankan cara-cara aspiratif dan partisipatif, sehingga hal tersebut diwujudkan melalui proses musyawarah perencanaan pembangunan atau Musrenbang di berbagai tingkatan mulai kelurahan hingga Nasional. Tulisan ini merupakan hasil penelitian yang bersifat deskriptif dengan studi kepustakaan yang menjelaskan proses pelaksanaan E- Musrenbang di Surabaya dengan berbagai permasalahannya. Sistem E- Musrenbang yang berhasil diterapkan di Kota Surabaya setidaknya menjadi inovasi dalam sistem perencanaan pembangunan dimana selama ini masyarakat menginginkan sebuah forum atau kontak sosial antara warga dengan pemerintah dalam perencanaan pembangunan daerah. Penerapan sistem E- Musrenbang di Kota Surabaya menjadi sebuah pelajaran penting bagi perencanaan pembangunan berparadigma masyarakat, dimana masyarakat tidak hanya dijadikan objek melainkan subjek pembangunan.

This study sheds some light on the regional development planning and regional disparity in Bangladesh and also analyzes spatial disparity of development through several factors to picturize the poverty situation in different regions of the country. In fact, this paper tries to represent the scenario of planning in micro-regional level. Findings from the paper reveal that, some regions of Bangladesh are still underdeveloped because of the fact that they continuously receive marginal share of public expenditure and national budget of the country. Gini Index for the total budget shows an incompatible level of income inequality to the people across various regions in Bangladesh. Northern and West regions of the country are mostly deprived of proper development planning and allocation of efficient budget. Overall, this article deeply provides a briefing for field people involved in regional planning processes in the rural areas. Bangladesh is yet to decentralize empirical power to the local government authority to ensure proper budget allocation and distribution. Allocation in ADP for health, education and agriculture sector should be enhanced urgently. Generating regional data will be much effective to fabricate more dynamic development planning and to understand the current situations of the lack-lusture regions of the country. Regional Development Planning through Musrenbang a means to foster initiativeand active role in community development planning (Bottom Up Planning) aremechanically and functionally with activities planned development based on theprinciple of consensus, mobilize and improve the initiatives and participation ofthe community to carry out development in an integrated and foster the dynamicconditions of the community. This research method using a qualitative approach.Research carried out by focusing on two districts and three villages and thevillages and informants deliberately determined among the actors involved in theimplementation of planning forums. Of the several theories of implementation, thecombination approach better able to explain than the top-down, bottom-upapproach and the critical-creative approach. Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

How is an urban area influencing regional development? Urban area development policy with the primary purpose of driving its surrounding area development found a shift in meaning under the latest development. It initiates a complex relation between cities as network dots, which is not globally separable. This study aims to provide a theoretical analysis regarding its considerations and implications in practice through a study case of the Mebidangro urban area (Medan City-Binjai City-Deli Serdang District-Karo District) in North Sumatra Province, Indonesia. By using a content analysis method, the study evaluates the regional development policy. The result shows that Mebidangro urban area plays a role in influencing regional development through four entities: i.e., reducing income disparity, the centrality of productions and services, urbanization under the mobility context of labor and knowledge, and regional and international cooperation. The study also found that there is a tendency in which nowadays cities are not seen as a hierarchy. However, cooperation functions and its limits are global (world cities networks), not administrative or region. The fact supports an argument that the current area planning context is not only creating its surrounding area development but also as a part of the global city network. Mebidangro is one of the cases that illustrated this concept of operationalization practice. Through existing policy, this urban area was in such a way created to be able to become global city networks as a shifting of regional development planning paradigm from increasing surrounding area development to a region globally compete.

The purpose of the study is to determine planning and budgeting impact partially on as performance indicator of the regional organization in Regional Development Planning Departement of East Kutai Regency in East Kalimantan Province. This research using quantitative approach, with responden survey method, which was conducted on 58 State Civil Apparatuses (ASN) with qualification minimum hold bachelor degree as responden. Data analysis using descriptive and inferential statistics. The results describe that there ware positive and significant correlation between planning and budgeting impact in partially with performance of regional organization in Regional Development Planning Department (Bappeda) East Kutai Timur.

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance
