The purpose of agricultural enterprises is to improve the quality of domestic products, their competitiveness, food security, development of genetics and breeding, reproduction of land fertility, digitalization, which is impossible without economic transformation, management decisions, the introduction of technological processes for the long-term development of agriculture. The agro-industrial complex plays an important role in the development of the economy as a whole and performs a social function, ensures food security of regions and employment of people living in rural areas, so the quality of life depends on the formation of economic development of agriculture. Methodology. A scientific approach to solving problems allows to model possible situations and avoid negative consequences due to incorrect strategic policy of the organization. Construction of a matrix of strategic qualitative analysis based on methodological approaches to assessing the characteristics, properties of enterprise development strategy and implementation of economic development strategies for agricultural enterprises based on the use of analysis, which provides priority identification of strengths and weaknesses, potential opportunities and threats, languages that can be used to formulate the strategy of agricultural enterprises, is an important step in building a strategy. Results. In a competitive market, it is impossible to succeed by providing low-quality services or offering low-quality goods. Before developing business management processes, it is necessary to develop a functional strategy. Strategic analysis, which gives a realistic assessment of their own resources and capabilities in relation to the state and needs of the environment for agricultural enterprises and helps to make a rational choice of strategies from a variety of options. Practical implications. Strategies at any level usually do not have the resources or ability to use resources in a way that provides full confidence in success. Therefore, during the qualitative strategic analysis, in our case, we have determined that the miscalculations in the opening of the land market (no restrictions for buyers, price formation, protection mechanisms against speculative resale of land), war, political and economic crisis in Ukraine, miscalculations in the regulation of the industry, deterioration of land quality, loss of land value due to the development of alternative production, further decline in margins, degradation of the sector, loss of yield potential due to soil degradation resulting from intensive production, raiding, high cash turnover, fraudulent schemes, counterfeiting products, pressure from law enforcement agencies are threats to building an effective strategy for agricultural enterprises, it is necessary to take into account the strengths and weaknesses of agricultural enterprises and on the basis of opportunities to achieve economic growth.

Abstract. The article highlights the relevance of the modernization of production and economic activity of enterprises and farms of the agricultural sector in the context of institutional transformations. The analysis of modernization studies by fundamental and applied economic science is carried out, the problem statement is made.The results of researches of agrarian economic science on the main directions of modernization of production and economic activity of agricultural enterprises and farms are given. The generalization about belonging of modernization to economic categories has been made, which reflects the general properties of real reality and serves as a natural mechanism of its upward development due to the improvement of the man of production and economic activity, provides economic progress and improvement of the level and quality of life of the population. Institutional changes have been identified, as evidenced by an overall increase in the number of agricultural enterprises, a decrease in farms and annual fluctuations in the number of agricultural entities. It is established that in agriculture, agricultural enterprises and farms are focused on the production of grain and legumes, sunflower and sugar beet, while households are mainly engaged in growing potatoes, vegetables, fruits and berries. In animal husbandry, agricultural enterprises have a certain advantage in the production of meat (in slaughter weight) and eggs, and households dominate dairy cattle, sheep and beekeeping.The importance of each category of farms in the agrarian sector of the economy in the production of basic agricultural products is determined. The arguments about the need for modernization of production and economic activity of agricultural enterprises and farms are presented.The complex of measures of modernization of production and economic activity of the studied subjects is substantiated, economic individualization of which is combined with processes of cooperation and agro-industrial integration in clusters of integrated territorial communities of rural areas. Economic conditions and poverty in rural areas have become problems in meeting the needs of food as the most basic needs/need. This problem can lead to food insecurity. This research aims to: (1) examine the characteristics of women; (2) study the obstacles faced by women in achieving food security; and (3) investigate women's efforts to achieve food security. The data were analyzed using quantitative descriptive technique by means of frequency tables. The livelihood diversification in Jetis Suruh was more visible than that in Bulus Lor. The fulfillment of individual food needs was related to economic, social, and cultural conditions. The year-round food needs of both villages indicated the need for food throughout the year. The need for food throughout the year in Bulus Lor was relatively better than that in Jetis Suruh. In general, food security in Bulus Lor was better than that in Jetis Suruh. Food security included the quantity and quality of food that met the standard of living of all family members. The availability of food in every household experienced dynamics at a certain time. When confronted with the limited food availability challenge, food for fathers was prioritized and this was dominant in both villages. Strategies to expand the diversification of businesses undertaken to increase household incomes included mobilizing all household members to go to work, borrowing money to make ends meet, saving money, reducing food, reducing the quality of food consumption, migrating jobs, and asking for help from family through friendship.

The article identifies the current state and the main rural problems that cover many levels due to the complexity and systematization. The way to solve rural problems is connected not only with the rights and interests of farmers, but also with the coordinated progress and development of the whole economy and society. Thanks to the widespread development of high-quality vocational education in rural areas, this can not only increase cultural literacy, skills and incomes of farmers, but also contribute to overall social and economic growth. Vocational education can help farmers improve their professional skills and find effective ways to solve existing problems by improving their own skills and quality. The main problems of sustainable development in rural vocational education at the policy level, management problems in vocational schools at the operational level, farmers' ideology does not meet the needs of modern social and economic development, low overall quality of rural population, unreasonable human resources structure and serious outflow population in rural areas. Reasoned solutions and countermeasures are proposed by studying the main problems of rural vocational education development, namely: to solve the problem of sustainable development of rural vocational education, the government must carefully plan the structure of rural vocational education, increase capital investment, actively implement funding for one student, guarantee the well-being of teachers, seek to narrow the gap between urban and rural education and reflect the fairness of education; organize smart teaching methods to improve the learning effect, strengthen the teaching staff, through "dual qualifications", i.e. have the knowledge and technology; to solve the ideological problems of students and parents is the use of the media for the ideological promotion of "precious skills and glorious work" throughout society. Effectively and qualitatively improve the economic development of rural areas is possible through the modernization of rural areas and the interest of farmers in scientific knowledge and technical skills, increase professional skills to improve the quality of production and labor efficiency.

Food security is one of the most important aspects of socio-economic development in Kyrgyzstan. Therefore, studies done in this field of research are of significant theoretical and practical interest. Resolutions of food security issues are one of the conditions for the preservation of state sovereignty, economic security and social stability in society, ultimately, national security. Food safety is important, in terms of strategic interests of the country, and its solution requires: to satisfy public demand for food products; providing industry with raw materials of local manufacture; preservation of social, political and social stability in society; to prevent dependency of the national economy on changes; conditions related to the world markets, the development of internal agricultural production, food and processing industry; neutralization of some import to ensure stable employment and income in rural areas; preservation of ethnic - national characteristics of the local population by creating opportunities for 'survival' of the village: prevention of major foreign exchange expenditure on food imports: the neutralization of the negative impact on the local food market crises in foreign countries - exporters and importers of food products.

One characteristic that can be observed in family farming is the diversity of activities that are carried out concurrently on the property, providing and guaranteeing products for personal consumption or sale over the course of the year. Fish farming, an activity destined for fish production, is often one of these activities developed by family farmers and contributes to the access to quality protein for rural families and to increase income. Furthermore, the techniques used for fish production in family farming can foment a sustainable form of production. However, the lack of incentives regarding extension projects, marketing barriers, the lack of integration of traditional communities in decision making, and the absence of adequate technical information for the reality of rural properties make this activity limited and even ineffective in some regions. The encouragement of this activity could provide family farmers with improved economic conditions and food security and, consequently, the reduction of poverty in rural areas. The present study originated from a bibliographic review that addresses the activity of fish production and its impacts on the development of rural family activities, food security, and public and social policies for the maintenance, regularity, and quality of the final product.

Rural Entrepreneurship development set as A challenge in this scenario of globalization. 68.84 % of people live in rural areas of India, according to the 2011 Census. People in rural areas are suffering from unemployment and inadequate infrastructure facilities that can be addressed through rural entrepreneurs' growth. "Rural entrepreneurship can be defined as village-level entrepreneurship such as farming, business and acts as a powerful economic development factor." But these rural entrepreneurs are suffering from a number of problems, such as fear of risk, lack of capital, illiteracy and urban entrepreneurial rivalry. By providing job opportunities to citizens in cities, rural entrepreneurs raise the quality of life and buying power of people. In the sense of rural growth in India, this paper is an effort to explain the problems and challenges of rural entrepreneurship, artisans  and potential suggestions to address the problems.

Water as an engine for development. Water is the key to socio-economic development and quality of life, and therefore an essential factor to be properly linked to other development factors. Water was also one of the five priority issues at the 2002 World Summit on Sustainable Development in Johannesburg. Reaching the Millennium Declaration's ambitions to halve, by 2015, the number of people suffering from poverty, hunger and ill-health cannot be accomplished unless water and sanitation services are organized in a manner that effectively improves livelihood security, including food security.

Rural areas play traditionally important role for our economy as well maintaining social stability. Most of the development is entirely dependent on natural resources in the area which is specialized in a limited number of industries such as agriculture, livestock, forestry, fisheries and local tourism. People that live in rural areas have fewer choices in the social and economic terms. They are facing many problems such as low income, unemployment, low quality of social services like education and healthcare. In addition, remoteness from major urban centres is also one of the problems which is implying the need for well-developed transport infrastructure to support economic development. The current socio-economic situation in rural areas is characterized by a number of problems that hinder sustainable development. The low quality of life, the existing level and quality of life in the village, the lack of social infrastructure, the environmental situation, limited opportunities for work in the village, low incomes of the population compared to the city had a significant impact on the process of migration and deterioration of the quality of the labor force, depopulation of the rural population. In this context, the solution to the problem of rural settlement development is very relevant. The regional leadership chooses the direction of rural development without taking into account the current socio-economic situation at the municipal level and the peculiarities of rural settlement development, which reduces the effectiveness of territorial administration. The level of rural development was assessed on the example of the Orel region. The current socio-economic situation in rural areas is characterized by many problems that hinder its transition to sustainable development. The problem of depopulation of the population in rural areas is revealed. At the same time, the destruction of social and engineering infrastructure is observed, the area of cultivated land is reduced, and differences in the level of socio-economic development of the periphery, semi-periphery and suburban areas are increasing. The analysis of the differences in the socio-economic development of the municipalities of the Orel region indicates an increase in intraregional differentiation during the period under review and the absence of an effective intraregional policy aimed at reducing the existing socio-economic asymmetry within the subject of the Federation. Proposals for its solution have been developed, which should be implemented in the context of continuous monitoring of the state and development.

The article reveals the concept and justifies the priority tasks of stimulating investment, which are closely related to the assessment of the current state and trends of the functioning of the investment market, the availability of investments adequate to the needs of the effectiveness of use. The article defines the terms of investment support for the development of agro-industrial enterprises. The research was conducted on the basis of a series of methods that allows to systematize, unify and determine the volumes, priorities and sources of investment for the further economic development of agro-industrial enterprises. It includes the following: theoretical generalization and allocation of priority investment areas, comparison of investing directions of agribusiness enterprises, analysis of the dynamics of capital investments by types of assets and the synthesis of investment volumes, abstraction and specification of investment attractiveness, statistical indicators for determining the patterns of development, relationships of capital investment sustainability , the autonomy of distribution of borrowed funds in assets and the level of efficiency of agricultural production. In the course of the conducted research it was determined that the decisive factor in increasing the return and profitability of agricultural enterprises is not the level of concentration of capital and investment growth, but their qualitative structure, their efficiency increase, use of funds for the introduction of an innovative model of development, application of the latest technologies, techniques, progressive forms of labor organization and management system. Taking into account that fact that agriculture is central to the food security of any country, the necessity to implement appropriate improvements in investment activity arises. This will increase the level of food security, productivity, efficiency, competitiveness, promote the economic development of agro-industrial enterprises and the national economy
