My article is a study of Finnish literary activities in Soviet Karelia. I analyze what kinds of meanings were ascribed to the descriptions of localities, folk poetry and oral tradition in the literary discussions in Soviet Karelia from the late 1950s to the 1970s. I also examine the descriptions and interpretations of folk and local traditions that were politically or ideologically authorized and those that were suppressed. Theoretically, this article is connected to the discussion of power relations that exist in writing about people, tradition, and localities. The research material includes prose published in Finnish, the Communist Party’s literary programs, literary reviews and theoretical articles published in literary journals. It also includes materials from the National Archive of the Republic of Karelia. The literary descriptions of folklore and locality appear as areas of competing articulations of meaning. In the literary discussions they were connected to the writers’ own era, the changing present and the ideologically relevant Soviet history. They were also representations of Karelia’s past, its heritage, and local history, all of which were regarded as “inappropriate” interpretations of locality.

The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.

Introduction. The article deals with the early history of Elista as a city, and makes a first attempt to anthropologically compare urban space at the initial stage of the city’s history to its current conditions. Goals. The paper examines the first and key stage in the formation and development of Elista as center of Kalmyk Autonomous Oblast. Materials. The bulk of analyzed sources are documents contained in the National Archive of the Republic of Kalmykia. Results. The work concludes that the preservation of old buildings to date is a representation of the city’s local memory. As is shown, the preservation of historical architecture proved crucial to such a representation.

Introduction. The article is the first in a series of publications dedicated to the 100th anniversary of the Mari autonomy and the fact of the emergence of professional visual arts among the Mari people. The author regards it as a systemic element of national-ethnic culture, which performed the function of ethno-cultural reflection by artistic means throughout the entire century, in which four major stages and corresponding stylistic forms can be traced. The article describes the initial stage of the Mari fine arts of the 1920s – 1930s. Materials and Methods. The main material was the collection of art and ethnographic works of the 1920s–1930 found in the funds of the National Museum of the Republic of Mari El. The author used various methods: historical research, art history analysis of works of art, as well as the author’s own method of structural and archetypal analysis. Results and Discussion. The first art institutions appeared in the mountainous Mari region at the turn of the 1910–1920 thanks to the artist A.V. Grigoriev, who together with his associates later founded the Association of Artists of Revolutionary Russia in Moscow. The systematic institutionalization of the Mari fine arts began in the second half of the 1920, which was facilitated by the activities of the Mari Regional Society of Local History and the Central Mari Museum in the town of Krasnokokshaisk. The founders of the Mari fine arts were the invited artists from Kazan, namely P. A. Radimov, G. A. Medvedev, V. K. Timofeev, M. M. Vasilyeva, the first Mari artists K. F. Egorov and E. D. Atlashkina, and P. G. Gorbuntsov. With the beginning of the “Great Terror” period, the first stage of the Mari art was interrupted, and socialist realism replaced ethnographic realism. Conclusion. The development of the fine art of the Mari at the initial stage was stimulated by the Mari Regional Society of Local History and the Central Mari Museum represented by V. A. Mukhin (Savi), V. M. Vasiliev, T. E. Evseev. Their educational interests, combined with the documentary-oriented program of the Association of Artists of Revolutionary Russia, contributed to the formation of such a stylistic form as ethnographic realism, which became the first artistic form of ethnocultural reflection by the means of fine arts.

At the end of the 19th century, a certain amount of work was done to record, collect and popularize Uzbek folklore, including scholars studying oriental studies, local history, geography, archeology and other areas in Turkestan, as well as educational work. They translated folk legends, legends, fairy tales, proverbs and sayings, the songs they heard or wrote, often translated them into Russian and published them in periodicals, including them in their studies, literary and journalistic works, and travel notes. One of the specialists who contributed to the collection of folk art, in particular fairy tales, proverbs and songs, is the famous orientalist, ethnographer Nikolai Petrovich Ostroumov. The article analyzes the folkloristic activities of the orientalist N.P. Ostroumov based on the recordings of Uzbek folk ritual songs stored in the Central State Archives of the Republic of Uzbekistan.

Introduction. The late 1960s and the first half of the 1980s saw a significant growth of the tendency for mismanagement and misappropriation of socialist property in the kolkhozes (collective farms) of Bashkiria. Such forms of antisocial and criminal behavior of the citizens appears to be a relevant subject. The aim of the present article is to analyze the issues of mismanagement and theft of socialist property in the kolkhozes of Bashkiria in the late 1960s — the first half of the 1980s. In this aspect, several lines of research have been identified: i) to analyze the forms of illegal use of funds and of material values of the farms, examining the phenomena in their dynamics; ii) to examine the work of the control and auditing bodies in the farms; and iii) to analyze a complex of measures taken by the party, state, and other supervisory bodies to counter the growth of economic crimes in kolkhozes. Sources. The archival documents from the National Archive of the Republic of Bashkortostan help to draw a detailed picture of the dynamics in the growth of mismanagement and stealing of collective farm property in Bashkiria, as well as of measures taken to counter these negative phenomena. Methods. The thematic chronological research method proved to be relevant for the analysis and identification of the issues related to the preservation of social property in the farms of Bashkiria, as well as of measures taken by the authorities to stop the facts of misappropriation and mismanagement. The principles of objectivity and historicism applied to a concrete historical situation made it possible to draw a non-partisan picture of the period in question. Results. The research has shown that during the period under study criminal mismanagement in the region took place in many collective farms, accompanied by numerous thefts of socialist property and this happened despite measures taken by the authorities. These crimes were often committed by representatives of the economic nomenclature, who had unlimited access to resources. Conclusion. Between the late 1960s and mid-1980s, the thefts of socialist property and mismanagement events in the collective farms of Bashkiria acquired an intractable systemic character, fostering antisocial sentiments in the rural section and society at large.

In the article, the author reveals the systems of libraries in the Republic: the number of libraries, the total amount of library collections in traditional and electronic media. Training and professional retraining of personnel, perfecting the librarians social image, scientific-research and scientific methodical work effectiveness’ growing are of great importance.The dominant role of the National Library of Tajikistan as a center for scientific research of the dynamics and prospects for the development of library and information technologies, advanced training and retraining of library workers in the Republic is observed.The article touches upon priority trends of the National Library development, gives characteristics of some long-term projects, such as “Creation of an electronic collection of book monuments of Tajik-Persian literature”, “Creation of an electronic collection of book monuments on the culture and art of the Tajik people”, aimed at forming the national segment of the electronic collection of book monuments of the Tajik people. Another important direction of its work on preserving and popularizing the historical and cultural heritage is the creation of historical and local history resources for the state public libraries of the Republic.

<p class="Default" align="center"><strong>Abstrak</strong></p><p class="Default">Penelitian ini berjudul “Sejarah Syair Gulung di Ketapang”. Adapun rumusan masalah dalam penelitian ini adalah bagaimanakah sejarah syair gulung di Ketapang. Hasil penelitian ini diharapkan dapat memberikan kontribusi bagi masyarakat dan peneliti sejarah lokal yang ada di Kalimantan Barat. Penelitian ini adalah penelitian sejarah maka peneliti menggunakan metode sejarah yang ditulis dengan deskriptif analitis dengan langkah atau tahapan, yaitu : 1). Heuristik, 2). Kritik Sumber, 3). Interpretasi, 4). Historiografi. Dalam memperoleh data-data penelitian ini, peneliti menggunakan metode sumber primer, sekunder dan tradisi lisan atau folklor di dalam heuristik dengan menggunakan metode sejarah lisan.Hasil penelitian syair gulung pada awalnya hanyalah sebuah bentuk karangan atau disebut kengkarangan yang berada di Tanah Kayong, Tanah Tanjungpura yang sekarang bernama Kabupaten Ketapang. Ada juga yang menyebutnya Syair Layang karena isinya hanya selayang pandang. Lambat laun berubah menjadi syair gulung dikarenakan ditulis di atas kertas kemudian digulung dan disimpan di dalam parug burung. Isinya berupa bait-bait kata yang mengandung nasehat dan petunjuk hidup kepada masyarakat Melayu. Terdapat tiga fase syair gulung, yakni fase Kerajaan Tanjungpura yang diwakili oleh Syair Pangeran Syarif, fase kedua fase syair gulung jenaka, fase ketiga fase syair gulung berisi kritik sosial.</p><p class="Default"> </p><p class="Default"><strong>Kata kunci: </strong>sejarah, Syair Gulung, Ketapang</p><p class="Default"> </p><p class="Default" align="center"><strong><em>Abstract</em></strong></p><p class="Default"><em>The tittle of of this research is “The history of Syair Gulung”. The main problem of this research is how the history of Syair Gulung in Ketapang. The results of this research hopely could giving a contribution for the mass society and the researchers of local history studies in West Kalimantan. The research is a historical research. The methods of the research is descriptive-analitic includes four stages : 1) heuristic 2) verification 3) interpretation 4) historiography. The methodologies of research have been with a primary source, a secondary source, and oral tradition or folklore in heuristic with the oral history methods.The results of this research is in the beginning with namely of Syair Gulung is Kengkarangan, in Kayong Land, Tanjungpura Kingdom in nowdays becoming popular with Ketapang Regency. The several society knowing Syair Gulung with Syair Layang. At this time people knowing with Syair Gulung due to writed in paper and then rolled up and saved in the bird beak. The contents of Syair Gulung is a stanzas with the advice and life wisdom for Malay societies. The article discusses the main trends in the rotation of the executive (the first) secretaries of the Kalmyk regional party committee in 1921–1943. The study is based on the documents from the fund of the Kalmyk regional committee of the USSR Communist Party kept at the National Archive of the Republic of Kalmykia. The principles of objectivism and historicism were used for the analysis of the archive materials that allowed to examine the problem in its relation to the existing specific historical circumstances. The goal of the article is to investigate the body of the first secretaries of the Russian Communist Party — All-Russia Communist Party in Kalmykia. The use of the common in the historical research methods (the broadside examination of the archive sources, historical description, chronological method) allowed to investigate the historical phenomena in the close relation to the historical situation. The author concludes that the specific feature of the rotation of the first secretaries of the Kalmyk regional party committee was the appointment of people from other regions of the country to this position. Mainly these were formal representatives, supervisors recommended by the Central Committee of the Russian Communist Party — All-Russia Communist Party for the positions of the first or second secretaries of the regional party committee. The analysis of the characteristics of the body of the first secretaries of the Kalmyk regional party in the given time period showed that all these people were from poor peasant families, without high education but with sufficient party service record who combined party and soviet activities.
