Introduction. The article is the first in a series of publications dedicated to the 100th anniversary of the Mari autonomy and the fact of the emergence of professional visual arts among the Mari people. The author regards it as a systemic element of national-ethnic culture, which performed the function of ethno-cultural reflection by artistic means throughout the entire century, in which four major stages and corresponding stylistic forms can be traced. The article describes the initial stage of the Mari fine arts of the 1920s – 1930s. Materials and Methods. The main material was the collection of art and ethnographic works of the 1920s–1930 found in the funds of the National Museum of the Republic of Mari El. The author used various methods: historical research, art history analysis of works of art, as well as the author’s own method of structural and archetypal analysis. Results and Discussion. The first art institutions appeared in the mountainous Mari region at the turn of the 1910–1920 thanks to the artist A.V. Grigoriev, who together with his associates later founded the Association of Artists of Revolutionary Russia in Moscow. The systematic institutionalization of the Mari fine arts began in the second half of the 1920, which was facilitated by the activities of the Mari Regional Society of Local History and the Central Mari Museum in the town of Krasnokokshaisk. The founders of the Mari fine arts were the invited artists from Kazan, namely P. A. Radimov, G. A. Medvedev, V. K. Timofeev, M. M. Vasilyeva, the first Mari artists K. F. Egorov and E. D. Atlashkina, and P. G. Gorbuntsov. With the beginning of the “Great Terror” period, the first stage of the Mari art was interrupted, and socialist realism replaced ethnographic realism. Conclusion. The development of the fine art of the Mari at the initial stage was stimulated by the Mari Regional Society of Local History and the Central Mari Museum represented by V. A. Mukhin (Savi), V. M. Vasiliev, T. E. Evseev. Their educational interests, combined with the documentary-oriented program of the Association of Artists of Revolutionary Russia, contributed to the formation of such a stylistic form as ethnographic realism, which became the first artistic form of ethnocultural reflection by the means of fine arts.

Статья посвящена культурным связям между Республикой Тыва и Монголией в связи со 100-летием российско-монгольских дипломатических отношений. Автор приводит обзор ряда фактов из истории тувинского и монгольского изобразительного искусства, совместных выставочных проектов. Так, ключевыми событиями, повлиявшими на творчество мастеров, стали первая крупная выставка тувинских художников и Нади Рушевой в Монгольской Народной Республике в 1984 году, другие выставки в Монголии, Москве и Туве, групповые обменные поездки монгольских и тувинских художников в XX–XXI веках. Важными для сотрудничества стали выставки 2017 года: рисунков Нади Рушевой в Улан-Баторе и восковых фигур «Хаан хаанов» из Музея Чингисхана (Улан-Батор) в Национальном музее имени Алдан-Маадыр Республики Тыва. The article is devoted to the issue of cultural ties between the Republic of Tyva (or Tuva) and Mongolia in view of the 100th anniversary of the Russian-Mongolian diplomatic relations. The author gives an overview of a number of facts from the history of Tuvan and Mongolian fine art, joint exhibition projects. Thus, the key events that influenced the work of the masters were the first large exhibition of Tuvan artists and Nadya Rusheva in the Mongolian People's Republic in 1984, other exhibitions in Mongolia, Moscow and Tuva, group exchange trips of Mongolian and Tuvan artists in the 20th and 21st centuries. Exhibitions of 2017 became important for the development of Tuvan-Mongolian cultural relations: drawings by Nadya Rusheva in Ulaanbaatar and wax figures “Khaan Khaans” from the Genghis Khan Museum (Ulaanbaatar) in the National Museum named after Aldan-Maadyr of the Republic of Tyva.

Relevance. Characteristics of eruption of secondary teeth is of diagnostic and prognostic interest, is the basis for implementation of targeted therapeutic and preventive measures among children. No research has ever been carried out in Uzbekistan to study an age and gender regional features of secondary teeth eruption. The aim is to determine the timing and symmetry of secondary teeth eruption in children of the city of Tashkent of the Republic of Uzbekistan and comparative assessment with the children of different cities of Russia.Materials and methods. 3,834 children between 3 and 17 years were conducted dental examination. A comparative analysis was made of the initial, intermediate and final periods of eruption of secondary teeth for children of Uzbekistan (Tashkent city) and Russia (Saratov, Izhevsk and Sergach).Results. In Tashkent children of both gender, in most cases, lower teeth were erupted before than their antagonists. In girls, teeth were erupted earlier than their male counterparts. At the initial stage of eruption, asymmetry was more pronounced in boys than in girls, while in the middle and final stages it was more pronounced in the opposite direction. Observed asymmetry of antimere’s teeth were indicated left-handed permanent dentition in boys and right-handed in girls. Children of Tashkent city were observed permanent dentition in one group of teeth 1-16 months earlier, and in others – 1-24 months later than their peers in Russian cities. Revealed differences were more pronounced among boys than among girls. Children in Tashkent differed more from their peers in Sergach and less from those in Izhevsk. Conclusions. Regional peculiarities of permanent dentition in children of Tashkent city and revealed expressed differences with indicators of Russian children are the basis for development of separate age and  gender normative assessment permanent dentition tables for children of Uzbekistan.

The situation in the ecology of the Crimean Peninsula in recent years was discussed in the article. The analysis of absolute and integrated indicators of the anthropogenic impact showed that the ecological situation remains difficult, and according to some indicators even continues to deteriorate. In summer 2018, the situation had worsened because of the large chemical release of titanium dioxide on the north of the Crimea from the holding pond of a large Russian plant that is situated near the town of Armyansk. This, in turn, led to the contamination of the large territory on the north of the peninsula. This fact indicates insufficient control by officials of the Republic of Crimea over the implementation of the RF laws for environmental protection by business owners of various forms of ownership, especially private ownership, the level of responsibility for the environment of which is very low.

The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.

Science historians need two major kinds of literary resources, old books, journals, patents, plans and other documents from which to quarry their facts, and critical tools such as histories of science, bibliographies and biographies. Provision of the second category needs positive planning; the first is often itself an accident of local history. Among the factors which have shaped Newcastle upon Tyne may be numbered a Roman river crossing, a Norman castle, mediaeval walls, powerful charters granted by Tudor and Stuart monarchs, a favourable site in a coalfield, and a phenomenal succession of inventive entrepreneurs in mining, chemicals, shipbuilding, and mechanical and electrical engineering. Its scientific and cultural institutions (see Table) are of respectable maturity, and in addition the town possessed by 1815 several chapel and meeting-house libraries, a newsroom and subscription library in the Assembly Rooms together with three circulating libraries run by prominent booksellers. Present resources are concentrated in six organizations, with two more in the near future.

The tools and technologies of traditional marketing cannot ensure the effective functioning of companies in the field of tourism and services. In this regard, the use of digital marketing technologies becomes a prerequisite for successful tourism activity. The results of the study confirm that the use of the digital marketing strategy approach in Moldovan wineries is at an initial stage while global trends prove the effectiveness of their application in the development of competitive advantages of wine tourism. In this article the authors consider it important and relevant to develop potential in the Republic of Moldova through the implementation of a digital marketing strategy in wine tourism promotion activity. Introduction. The article deals with the early history of Elista as a city, and makes a first attempt to anthropologically compare urban space at the initial stage of the city’s history to its current conditions. Goals. The paper examines the first and key stage in the formation and development of Elista as center of Kalmyk Autonomous Oblast. Materials. The bulk of analyzed sources are documents contained in the National Archive of the Republic of Kalmykia. Results. The work concludes that the preservation of old buildings to date is a representation of the city’s local memory. As is shown, the preservation of historical architecture proved crucial to such a representation.

At the end of the 19th century, a certain amount of work was done to record, collect and popularize Uzbek folklore, including scholars studying oriental studies, local history, geography, archeology and other areas in Turkestan, as well as educational work. They translated folk legends, legends, fairy tales, proverbs and sayings, the songs they heard or wrote, often translated them into Russian and published them in periodicals, including them in their studies, literary and journalistic works, and travel notes. One of the specialists who contributed to the collection of folk art, in particular fairy tales, proverbs and songs, is the famous orientalist, ethnographer Nikolai Petrovich Ostroumov. The article analyzes the folkloristic activities of the orientalist N.P. Ostroumov based on the recordings of Uzbek folk ritual songs stored in the Central State Archives of the Republic of Uzbekistan.

This research is motivated by the loss of Indonesian citizenship status experienced by Indonesian citizens who are members of ISIS combatants. This is in line with of Article 23 letter e in Law No. 12 of 2006. The purpose of this study is to analyze the arrangements to regain the status of Indonesian citizens. This type of research is normative law. This study uses a law approach and the concept of the problem maslahah. The main material data of this study are from perimer legal material and secondary legal material. The results of this study conclude that first, in the perspective of the Citizenship Law and its implementing regulations, ex-ISIS former citizens are not eligible to regain Indonesian citizenship status as regulated by Article 9 of Law No. 12 of 2006 and Article 2 to Article 12 of PP No. 2 of 2007. Second, in the perspective of the problem maslahah, the Citizenship Act and its implementing regulations do not conflict with the sources and the propositions of Islamic law. Therefore, maintaining the sovereignty of the Unitary State of the Republic of Indonesia and the interests of the people by not giving them RI citizenship status is a beneficial act.

In the article, the author reveals the systems of libraries in the Republic: the number of libraries, the total amount of library collections in traditional and electronic media. Training and professional retraining of personnel, perfecting the librarians social image, scientific-research and scientific methodical work effectiveness’ growing are of great importance.The dominant role of the National Library of Tajikistan as a center for scientific research of the dynamics and prospects for the development of library and information technologies, advanced training and retraining of library workers in the Republic is observed.The article touches upon priority trends of the National Library development, gives characteristics of some long-term projects, such as “Creation of an electronic collection of book monuments of Tajik-Persian literature”, “Creation of an electronic collection of book monuments on the culture and art of the Tajik people”, aimed at forming the national segment of the electronic collection of book monuments of the Tajik people. Another important direction of its work on preserving and popularizing the historical and cultural heritage is the creation of historical and local history resources for the state public libraries of the Republic.
