Many stakeholders believe that developing community-based ecotourism (CBET) in vulnerable nature reserves is an effective method of ensuring greater conservation of natural and cultural resources, empowering host communities, and improving their socio-economic well-being. This paper assesses the current status of the CBET development in the Aksu-Jabagly nature reserve (NR), located in the south part of Kazakhstan. In order to understand ecotourism development status, 222 representative households from two neighboring communities of Aksu-Jabagly NR were surveyed with 5-point Likert scale questions. At the same time, two tourism relevant experts were interviewed. The results of examining the three indicators (community tourism relevance, community participation rank, and community empowerment), showed that the neighboring community relevance with the tourism in AksuJabagly NR was low, the community residents' participation rank in tourism was also at the lower level, and the community’s empowerment status is not ideal. As a result, we initially asserted that the status of CBET development in Aksu-Jabagly NR is not well, in particular, the positive economic and social impact of tourism development is not so obvious.

Tourism involves the movement of individuals from one region to another, which are sometimes of different cultures. The interaction between tourists and local communities in tourist destinations is social interaction. The community does not always react positively to the development of certain destinations or attractions. Public attitudes that are not always beneficial to tourism have various causes, such as the well-being differences that appear so starkly between wealthy tourists and poor local communities and  conflict over limited resources such as water, land and cultural resources. This condition needs to be addressed because frequent demonstrations at various tourist attractions in Bali may jeopardize the security and comfort of tourists and affect the image of Bali as an international tourist destination. This study aims to: 1) To evaluate local government policies in community empowerment; 2) To measure perceived community-based tourism implemented   in the destination areas 3) To measure thelife satisfaction of the people in tourist destinations; 3)To measure individual   attitude toward toursm develoment  in Destinations. The results of this study are expected to be useful as input in the formulation of regional tourism policies  to realize tourism development goals effectively. This study is different from previous tourism studies because it examines the impact of tourism development from an integral perspective of sustainable tourism and community-based tourism.   Keywords: community attitude, community-based tourism, community empowerment, community life satisfaction.

AbstractMadagascar is an important foraging ground for marine turtles in the Western Indian Ocean, yet the status of the country's nesting aggregations remains poorly documented. We assess the current status and trend in nesting throughout Madagascar, including data recorded by a community-based monitoring project in the Barren Isles (western Madagascar). We contextualize the findings in comparison with data from Madagascar's closest neighbouring states. Reports indicate that nesting levels have declined at many coastal sites, with no known recordings since 2000 at > 40 nesting sites. We estimate there are a minimum of 1,200 nests per year in Madagascar, with the largest recorded nesting aggregation (< 1,000 nests per year) found on islands off the west and northern coasts. The majority of nesting aggregations, including those recorded by the community-based monitoring project in the Barren Isles, are relatively small, in the order of < 50 nests per year, yet they are potentially important sources of regional genetic diversity. Nesting on many of the islands (e.g. Tromelin, Europa) around Madagascar has increased over the last 20 years, despite the fact that thousands of turtles probably originating from these sites are taken by fishers in the waters of Madagascar annually. We discuss the importance of protecting small nesting populations, and how community-based monitoring could be an important tool for conserving remote and vulnerable populations and building capacity for natural resource management.

A sustainable city should promote the active participation of its civil society in urban planning and development of cities as the means to satisfy their needs. However, the absence of an appropriate platform has caused the public to lose interest and neglect the process of planning and development. This article attempts to develop a conceptual framework for sustainable cities and communities’ empowerment through the introduction of community-based monitoring as a means to increase community resilience and well-being. Community-based monitoring is designed to be instrumental in addressing environmental sustainability issues with public participation, where the community champions the environmental monitoring process for the decision making of planning and development of cities. The conceptual framework is expected to serve as an approach in driving the urban community towards attaining a more inclusive, safe, resilient, and sustainable environment.

Ecuador is a country with a vast amount of natural and cultural heritage. The diversity of its four regions has allowed the presence of several species of flora and fauna. Most of its fauna and flora is present at 26 protected natural areas. Also, it offers historical attractions, gastronomy, and a variety of cultures and traditions. In all these aspects, Ecuador has developed several modalities of tourism, as the community based tourism, which is considered as a strategy for development. It is also considered as an object of investigation which includes three fundamental perspectives: special sensitivity to the natural environment and cultural particularities, integral sustainability (social and natural), and effective control of tourism by communities. Community tourism contributes to the country’s brand at international level, being an element of growing interest in touristic market. The Guasuntos community has natural and cultural resources, which has allowed the incursion in this tourism modality. This, however, was possible through the creation of a product according to the needs of unsatisfied demand. A survey was applied to the local tourists who visited Alausí and Chunchi cantons. Also, the market analysis of the survey was carried out, and the potential demand and competition were projected. This helps to ascertain the unsatisfied demand in order to identify the needs of the national tourists. This study was developed as a contribution to the design of a touristic product with the aim of improving the population life quality.

In 2020, the COVID-19 pandemic severely impacted the global public health system and led to many deaths worldwide. COVID-19 is highly contagious and can be spread by symptomatic or asymptomatic individuals. As such, determining the risk of infection within a community is difficult. To mitigate the risk of the spread of COVID-19, the government of Malaysia implemented seven phases of the movement control order (MCO) from 18 March to 31 December 2020. However, the socioeconomic cost was substantial despite the effectiveness of the MCO in bringing down cases of infection. As noted by the Prime Minister of Malaysia, the final criterion that should be met is community empowerment. In other words, community-based mitigation measures through which communities unite to contain the pandemic are essential before the completion of the vaccination program. As a measure for controlling the pandemic, mitigation strategies in the new normal should be feasible, practical, and acceptable to communities. In this paper, we present a deliberation of a set of community-based monitoring criteria to ensure health and well-being in communities, such as efficacy, technicality, feedback, and sustainability. The proposed criteria will be instrumental in developing community-based monitoring initiatives to achieve the desired goals in coping with the pandemic as well as in empowering communities to be part of the governance process.

The aim of this work is to identify community the initiatives anchored to community-based tourism (CBT) in Ecuador with the aim of providing an overview of the current reality of community tourism in the country, in addition to publicizing the product lines under development within community initiatives. The methodology used is a descriptive analysis based on the review of secondary sources, which reflect the reality of the different tourism initiatives related to the Plurinational Federation of Community Tourism of Ecuador (FEPTCE) at the level of continental Ecuador. FEPTCE groups indigenous, Afro–Ecuadorian, Montubian and mestizo communities, who depend on their territory and have identified tourism as a mechanism to continue living with dignity within these territories, due to the option of economic diversification that is generated. Within the communities that belong to the FEPTCE, living with dignity implies achieving a good quality of life, which is not based on satisfying a series of basic needs, but implies going further, achieving the idea of “Good Living”, that is to say, reaching an appreciation of well-being, based on the conception of the full set of what culture is, in order to generate comprehensive sustainability of its spaces. Among the main results, the distribution and coverage that the FEPTCE has within continental Ecuador regarding community tourism is shown and analyzed. As a formal network of community-based tourism, it is made up of five networks at the regional level and nine at the provincial or cantonal level, which are analyzed in this study. The consolidation of the initiatives launched has been difficult with only 83 of the initial 121 being active and only 18 registered as community tourist centers. This case study shows that in Ecuador the network approach as the first step in the development of the CBT worked. Therefore, the development of the CBT must be approached from a network approach in which indigenous peoples (indigenous, mestizo, Afro-descendant, etc.) participate, administrations, the private sector, civil society, NGOs and tourist destinations, to which they must to join academic institutions by contributing solid data obtained through research that helps tourism development.
