In the spatial development of North Sulawesi Province, Bahoi Village is one of the coral reef conservation development areas developed into community based ecotourism village. One area that has the potential is Bahoi Village District West Likupang North Minahasa District with the concept of marine community-based ecotourism. This potential is supported by Regional Regulation No. 1 of 2014 in North Sulawesi Province Spatial Planning. This study aims to determine the status of ecotourism development in Bahoi Village and evaluate the principles and concepts of ecotourism using a qualitative descriptive method. In this research, the data were taken by conducting literature study, verification, field survey, and an interview. Interviews were conducted using questionnaires as many as 18 questions/statements containing topics on the management of ecotourism in Bahoi Village, ecotourism concepts, and principles. Questions are presented and analyzed using R and SPSS programs. R is an integrated software unit with several facilities for manipulation, calculation, and reliable graphics performance. SPSS is an application that has a high enough statistical analysis capability and data management systems in the graphical environment by using descriptive menus in simple dialog boxes and easy to understand how to operate. Based on the results of the analysis, there are several problems concerning the management of ecotourism that still overlap, ecotourism principles that have not been reached, especially on economic principles, and the lack of community empowerment. Through this research it can be concluded that ecotourism of Bahoi Village has not given full impact, ecotourism management which is not good can, in turn, forget the economic interest of the local community, and there is urgent need to make Standard Operational Procedure (SOP) of ecotourism for community-based ecotourism management. Furthermore, the concept and principles of ecotourism that has not been applied thoroughly then need to be reviewed for better future.Keywords: development, marine ecotourism, ecotourism management, Bahoi villageABSTRAKDalam pengembangan tata ruang Wilayah Provinsi Sulawesi Utara. Desa Bahoi merupakan salah satu kawasan pengembangan koservasi terumbu karang yang dikembangkan menjadi Desa Ekowisata Berbasis Masyarakat.Salah satu wilayah yang memiliki potensi tersebut yaitu Desa Bahoi Kecamatan Likupang Barat Kabupaten Minahasa Utara dengan konsep ekowisata bahari berbasis masyarakat. Potensi ini didukung dengan Peraturan Daerah Nomor 1 Tahun 2014 tentang Rencana Tata Ruang Wilayah Provinsi Sulawesi Utara yaitu Desa Bahoi merupakan salah satu kawasan pengembangan konservasi terumbu karang.Penelitian ini bertujuan untuk mengetahui status pengembangan ekowisata yang ada di Desa Bahoi dan mengevaluasi prinsip-prinsip dan konsep ekowisata menggunakan metode deskriptif kualitatif. Dalam penelitian ini data di ambil dengan studi literature, verifikasi, survei lapangan dan wawancara. Wawancara dilakukan dengan menggunakan kuesioner sebanyak 18 Pertanyaan/pernyataan yang berisisi tentang pengelolaan ekowisata di Desa Bahoi, konsep dan prinsip-prinsip ekowisata. Pertanyaan disajikan dan di analisis menggunakan program R dan SPSS. R adalah suatu kesatuan software yang terintegrasi dengan beberapa fasilitas untuk manipulasi, perhitungan dan penampilan grafik yang handal. SPSS adalah sebuah program aplikasi yang memiliki kemampuan analisis statistik cukup tinggi serta sistem manajemen data pada lingkungan grafis dengan menggunakan menu-menu deskriptif dan kotak-kotak dialog yang sederhana sehingga mudah untuk dipahami cara pengoperasiannya. Berdasarkan hasil analisis yang dilakukan terdapat beberapa masalah mengenai pengelolaan ekowisata yang masih tumpang tindih, peinsip-prinsip ekowisata yang belum tercapai terutama pada prinsip ekonomi, kurangnya pemberdayaan masyarakat .Dari penelitian ini dapat ditarik kesimpulan ekowisata Desa Bahoi belum memeberi dampak secara menyeluruh, pengolaan ekowisata yang kurang baik dapat melupakan kepentingan ekonomi masyarakat lokal untuk itu perlu di buat Standar Operasional Prosedur ekowisata yang mengatur manajemen ekowisata,. Kosep dan prinsip-prinsip ekowisata yang belum diterapkan secara menyeluruh  maka perlu di kaji kembali.Kata Kunci: Kajian pengembangan, ekowisata bahari, pengelolaan Ekowisata, Desa Bahoi

Key community-based environmental conservation programmes in Kong Kong Laut, Johor include the river and mangrove ecosystem conservation and management programme. The overall aim of conserving the ecosystem and encouraging local community participation in the programme is to promote the existing eco-tourism potential of the area. This paper entails the outcomes of community-based activities aimed at building the capacities of local communities through community mobilisation, awareness creation and capacity building (i.e. transferred knowledge and skills). Findings indicate that there have been improvements in the river water quality status within the ecosystems over the course of a one-year project, despite relatively small participation among the local communities in the conservation programme. However, it was evident that active participation from a minority group of the local community has contributed to significant human and social capital, suggesting that community empowerment might be crucial for future development. Despite this, a school outreach programme on waste minimisation within the community demonstrated an encouraging level of participation among school children and teachers. The major challenge to maintaining continuous efforts to conserve their environment is the simultaneous developments taking place close to the river and mangrove ecosystems. While it remains a challenge to all the stakeholders, collaborative efforts among the local communities and the university, school, government agencies and private sector have made it possible to strategise for more future approaches that will benefit the whole community.

This study aimed to analyze and describe the performance of village assistants in sustainable community empowerment activities in Lalonaha Village, Wolo District, Kolaka Regency. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.

This conceptual research intended to highlight the emergent concept of local leadership in Community-Based Rural Homestay (CBRH) in Malaysia. In addition, the development and progress of local participation in CBRH also become the focal point to be discussed. Undeniably, Community-Based Rural Homestay become a vehichle and development for local community to enhance their socioeconomy through engagement as homestay operators. Ministry of Tourism and Culture put a lot effort to improve infrastructure and facilities in every homestay providers to boost up tourist arrival. Apart of being source of income to local community, CBRH also offers various local product, quality rural experience and culture preservation and conservation for tourist.  Thus, CBRH programme has proved as a platform for local community empowerment and distributed benefir as individual or collective basis. Most of the homestay operator motivated to participate in this programme due to value-added to their source of income and medium for them to promote their local culture to tourist. However, incompetent leaders to lead the CBRH initiatives become a challenge to homestay operator as they need a proactive leaders to drive and facilitate them in order to handle tourist and homestay operation.

This paper aims to (1) analyze the implementation of Community Forest Program(HKm) by Wana Lestari Group in Dara Kunci Village, East Lombok District; (2) todescribe the supporting and inhibiting factors of Community Forest Program (HKm)implementation. The research method used qualitative descriptive method with referenceto suitability between Community Forest Program (HKm) implementation process inDara Kunci Village of East Lombok District of NTB (West Nusa Tenggara) Province withRegional Regulation of NTBProvince number 6, 2004 concerning Guidelines forImplementation of Community Forest (HKm) in NTB Province, and to analyze thesupporting and inhibiting factors referring to the theory of Conformity Model David C.Korten. The research location in Dara Kunci Village, East Lombok District, NTBProvince, uses data collection techniques with in-depth interview, literature study andobservation. The result of this research shows that there is inconsistency with RegionalRegulation of Province of NTB Number 6, 2004, which is caused by: (1) Motivation frombeneficiaries community to manage HKm area; (2) There has been no programevaluation from the government; (3) Seeds that are imported are not seasonallyappropriate; (4) The technical implementation unit is not supported by adequate financialresources; (5) Area of HKm area and number of groups resulted in less maximalassistance; (6) Community empowerment programs that are not properly targeted; (7)Development of community potential is not optimal. Based on the result of this research,it is formulated suggestions: (1) The need to improve the quality of partnershipcooperation with various stakeholders both government and private institutions so that itcan benefit maximally to all members of HKm Group Wana Lestari Desa Dara Kunci (2)The need for refreshing to group members related to the pattern management of HKm,thus re-understanding the rules of planting, rights and dutyin managing of HKm area. (3)The need to improve the quality and capacity of the group through routine facilitation inthe field because this can affect the running program process or not, especially to theboard so that the group organization can run well. (4) For the implementation ofrehabilitation activities it is necessary to improve the quality of planning so that the resultcan be maximized. (5) There needs to be an increase of training on the processing ofproducts from forest resources, especially to women farmer group from this HKm group.

Ideas that have an impact on social change must be communicated to the community. As objects, they not only know about the changes that have occurred, but they must also support and be involved so that they become part of the changes. People have always assumed that innovation always ends with the adoption of an innovation that is conveyed to them. So according to this assumption, it is as if the diffusion of innovation only focuses on spreading innovation programs or ideas to the community and only sees innovation as new ideas, ideas, methods, or products in the perspective of development communication.This study aims to find out how the innovation and development of used goods business occurred in Pengadang Village and to find out how the role of communication in the diffusion of secondhand goods business innovation occurred in Pengadang Village. This study also seeks to find out the communication of secondhand innovation in order to develop community empowerment programs. And also its influence on the community's strategy for the development of the used goods business. This study uses a qualitative approach. Data was collected by means of observation and interview techniques, also supported by literature study. The results show that through the process of diffusion of innovation, this business has now become popular and is widely practiced by the people in Pengadang Village and with communication, the secondhand goods business in Pengadang Village is now a large growing business and is widely cultivated by the local community. The implementation of the communication strategy in the innovation of used goods processing is going well. Such as outreach activities, making pamphlets, brochures, exhibitions, and using the media to encourage the process of rapid diffusion of innovation in Pengadang Village.

This study examines the issue of community empowerment, which is considered to be a solution problem of poverty, which is more interesting when the community of "Janda" becomes an important object. This research focuses on the study of community-based community empowerment model in Janda village. Purpose is able to measure the effectiveness and also the ideal form of community empowerment program model in the village of Janda, Dadapan Village, Balong District, Ponorogo Regency. The research are method qualitative descriptive approach, with object in research is the people members, especially mothers who berrstatus "widow" in the Dadapan Village, Balong District, Ponorogo Regency.. Activities include 1). Training of processed food from the existing agricultural potential, 2). Make a kitchen granary from the land around the community. 3). Train the art activities of mothers who are "Janda". From concluded this research is community empowerment activities in Dadapan Village, Balong District, Ponorogo Regency, which have been done are very focused on "Janda", so that the activity is expected to contribute, to the life of those who is distressed or increase the independence of the family, with this activity, economical but psychologically they will be motivated to become a powerful individual.

In Indonesia there are various kinds of tourism activities where one of them from the alternative tourism is rural tourism. When the rural tourism began to be developed then the community must also participate to play an active role in the development of rural tourism. Therefore, the empowerment of local people in this rural tourism activity is very important. The focus of this research is to know the form of community empowerment, the process of community empowerment, the components of the package of rural tour packages, the forms of tour packages offered, and the distribution channel. This research method using qualitative descriptive method. The process of collecting data is done by observation, interview and literature study. The data are then grouped, described, analyzed, then summarized. The findings of research results from community empowerment in packing of rural tourism package include: 1) The form of empowerment of community groups in Pelaga Village is the Sadar Wisata Group, 2) The empowerment of community groups in packing of rural tour packages includes components of rural tour package, Tour packages offered, and distribution channels. From this research, it can be concluded that the empowerment of community groups in packing rural tourism packages related to the many potentials that have the need for socialization and counseling to Pelaga Village community groups to be directly involved in tourism activities. Sustainability of empowerment activities can be developed and improved again because the better the empowerment activities are held to eat the better the benefits obtained by the community.   Keywords:Empowerment, Packaging, Tour packages

AbstractThis study aims to 1). Identify forms of marine ecotourism management conducted in Bahoi Village, West Likupang District, North Minahasa District, 2). Determine the various roles of women in marine ecotourism management in Bahoi Village, West Likupang District, North Minahasa District. This research was conducted in Bahoi Village, Likupang Barat District, North Minahasa District, North Sulawesi Province. The method used in this research is qualitative descriptive. The data collected in this descriptive qualitative research is data that is generally in the form of words images, and most are not numeric. The data referred to is including interview transcripts, field observation notes, documentation of photographs, and other documents. Includes a description of the situation of the research area in it (Dewi, 2015).The results of the study as follows: 1). The forms of marine ecotourism management in Bahoi Village are done well by by men and women according to their respective ability and skill specifications, namely the role of men in the supervision and care of coastal ecosystems, while women play a role in supporting activities of marine ecotourism management, 2). The role of women in the management of marine ecotourism, namely as managers of home stay, culinary tours, websites and marketing, and managers handycraft.Keywords: management, marine ecotourism, women role, family economy AbstrakPenelitian ini bertujuan untuk 1). Data yang dikumpulkan dalam penelitian kualitatif deskriptif ini ialah data yang umumnya berbentuk kata-kata, gambar, dan sebagian besar bukan berbentuk angka.Data tersebut yang dimaksud adalah meliputi transkip wawancara, catatan observasi di lapangan, dokumentasi foto-foto, serta dokumen lainnya. Termasuk deskripsi mengenai situasi wilayah penelitian di dalamnya (Dewi, 2015)Ada pun hasil penilitian sebagai berikut :1). Bentuk-bentuk pengelolaan ekowisata bahari di Desa Bahoi dilakukan baik oleh laki-laki dan perempuan menurut spefisikasi kemampuan dan keterampilan masing-masing, yaitu peran laki-laki pada pengawasan dan perawatan ekosistem wilayah pesisir, sedangkan perempuan berperan pada kegiatan penunjang pengelolaan ekowisata bahari, 2). This community service aims to improve the potential of the archipelago, especially from the marine tourism sector. Against the background of not optimal management of tourism potential in the District of Raas which is an archipelago and has potential places to become a tourist. Development of Marine Tourism on Raas Island in Order to Mobilize the Local Economy. The process of developing marine tourism is done by mapping, observation, community empowerment and literature study. Based on the results of mapping and observation shows that there are 3 beaches that have attraction and are very potential, just need to be developed again and also managed properly. The three beaches also have different characteristics so that if the tours offered are not monotonous. The conclusion of the process of developing marine tourism is the need for awareness of the local community and also the cooperation of various parties and also agencies to work together to develop and build supporting facilities that can support these three potential beaches into a marine tourism that is not only a power pull Raas District alone, but also can be a pillar of the people's economy
