This study aims to determine the function of the Ombudsman Institution Supervision of Public Services In The Field Education in Surabaya and to determine the follow-up of the Ombudsman of the Republic of Indonesia in an effort to improve public services in education in the city of Surabaya. Data qualitative research is then presented descriptively, that is to parse, explain and illustrate in accordance with the problems linked to this research. The research was conducted in the Office of the Ombudsman of the Republic of Indonesia East Java province to interview Chief Ombudsman of the Republic of Indonesia Representatives of East Java, and Assistant Ombudsman of the Republic of Indonesia Representatives of East Java. The results showed that the existence of the Ombudsman in Indonesia has been regulated through the provisions of Law No. 37 of 2008 on the Ombudsman of the Republic of Indonesia, which was previously the existence of the Ombudsman has been in Presidential Decree No. 44 of 2000, but seems still very vague. Many things are not regulated in detail and firm, it is different with Law Number 37 Year 2008, in the Act No. 37 of 2008 what became the object of scrutiny Ombudsman highly emphasized and detailed mentioned. While the regulations governing oversight bodies that exist, it appears the position and function of the Ombudsman as an institution is not the same supervision by institutions other oversight, both external and internal. The function of the Ombudsman In Control of Public Services In The Field Of Education In Surabaya forms that do (1) prevention of maladministration in the field of education in the form of community empowerment through a form of socialization, talk shows, interactive dialogue, gatherings, lectures and others as well as activities Investigation. (2) the handling of complaints in the field of education through the investigation, clarification, mediation, and monitoring. And Procedures for Examination and Completion Report Ombudsman Republic of Indonesia in an effort to improve public services in education in the city of Surabaya in accordance with Law No. 37 of 2008 on the Ombudsman of the Republic of Indonesia. Keywords : Public Services, Oversight, Ombudsman.

AbstractStructuring the territory understood as a method and not a fi nal destination in the structure ofgovernance (local). The ultimate goal in governance or regional government is the achievementof social welfare. Structuring the region as a method intended to bring the device to the localcommunity as the owner of sovereignty.Sub-District as a working area of the district head has an important position in the publicservice, because it deals directly with the public as the main consumers of public services inquestion. Important essence of districts explicitly stated in Law No. 32 of 2004, which confi rmedthat the sub-district serves as the district/city.This research uses descriptive research design analysis with a qualitative approach. This studyincludes qualitative research, which produces descriptive data. Qualitative research is alsomore emphasis on process rather than in terms of results, in addition to this research mayreveal a problem concerning what is in accordance with the reality on the ground.Based on the results of research and discussion as well as the data obtained in the fi eld,it can be concluded as follows: 1) decree No. 44 and No. 45 of 2012 issued on December28, 2012 have not been fully implemented. The Regent of new regulations implemented infour districts as a pilot project for the District Campaka and Cidaun representing southerncoastal areas Cianjur berkarateristik ocean regions and the mainland. While CematanPacet and Middle Reef representing the Highlands and the Regional Tourism; 3) Basedon the results of questionnaires distributed researchers showed that almost 94% of theauthority delegated by declaring that have been implemented by the Head Campaka,Cidaun, Karangtengah and Pacet despite many obstacles. 4) Based on the interview withthe Head Campaka, Cidaun, Karangtengah and Pacet and the districts mentioned thatthe authority delegated in accordance with Law No. 32 of 2014 governing authority of theRegent. But the delegation of authority was not followed denganpembiayaan suffi cient; 5)Obstacles encountered in the implementation of devolved government affairs, among others,the allocation of funds from the budget has been no improvement since the publication oflegislation or declaring the partial delegation of authority so that what is being implementedby kecamaatan still in accordance with the regulations and declaring before it was issued.Another was in the delegation of authority should be delegated the funds and personnel aswell as the completeness of facilities and infrastructure to carry out the delegated authority;Of the conclusions that can be drawn up by the author, the author tries to give somerecommendations, among others: 1) the ineffectiveness of the role and function of districts foris probably due to the limited authority given to districts to districts that causes districts “nothesitate” to take action if social problems arising in the areas they work; 2) In addition, untilnow there is no synchronization of activity between districts and other institutions at the districtlevel (vertical and horizontal); 3) Short-term: through the synchronization of activities andmake districts as an important actor in the management of these activities, the medium term:to simplifi cation institutions where local authorities through applicable legislation activate therole and functions of the district. Long-term: to reduce the role and function of districts to onlyfocus on one function, namely the function of public services. ABSTRAKPemerintah pada hakekatnya menyelenggarakan fungsi pelayanan publik kepada masyarakat. Karena itu pemerintah berkewajiban dan bertanggungjawab untuk memberikan pelayanan publik yang baik dan professional, namun pelayanan publik yang diberikan oleh penyelenggara pelayanan publik di rasa masih belum maksimal, hal ini di tandai dengan masih banyaknya praktik-praktik Maladministrasi dan pengaduan dari masyarakat. Ombudsman Republik Indonesia yang dibentuk dan disahkan dalam Undang-Undang Nomor 37 Tahun 2008 Tentang Ombudsman Republik Indonesia, yang memiliki tugas dan fungsi untuk mengawal proses pelayanan publik yang efisien, efektif, dan terlepas dari kolusi, korupsi, dan nepotisme (KKN). Selain itu Ombudsman juga memiliki wewenang dalam menyelesaikan sengketa pelayanan publik dengan cara mediasi, konsiliasi dan ajudikasi khusus atau ganti rugi yang dapat di putus oleh Ombudsman. Kenyataannya Ombudsman hanya mampu memberikan rekomendasi kepada terlapor, untuk tindakan selanjutnya tergantung dari itikad baik terlapor, karna rekomendasi yang di berikan oleh Ombudsman tidak bersifat mengikat. Selain itu terdapat ketidak relevasian antara Undang-Undang Pelayanan Publik dan Undang-Undang Ombudsman sehingga perlu adanya pembaharuan dalam kedua Undang-Undang tersebut, dan perlu di atur lebih lanjut terkait Peraturan Presiden Tentang mekanisme dan tata cara pembayaran ganti rugi ajudikasi khusus.Kata kunci: ajudikasi khusus; ombudsman; pelayanan publik; urgensi. ABSTRACTThe government is essentially carrying out the function of public services to the community. Therefore the government is obliged and responsible to provide good and professional public services. However, the public services provided by the public service providers are felt still not optimal, this is marked by the many practices of maladministration and complaints from the community. The Ombudsman of the Republic Indonesia which was formed and approved in UUD (Indonesian constitution) Number 37 of 2008 concerning of the Ombudsman of the Republic Indonesia, which has the duty and function to oversee the process of public services that is efficient, effective, and free from collusion, corruption and nepotism. In addition, the Ombudsman also has the authority to resolve public service disputes by means of mediation, conciliation and special adjudication or compensation that can be decided by the Ombudsman. In reality the Ombudsman is only able to provide recommendations to the reported, for further action depends on the reported good faith, because the recommendations given by the Ombudsman are not binding. In addition, there is an irrelevance between the Public Service Act and the Ombudsman Law, so there is a need for reforms in both of these Laws, and it needs a renewal to the both of the Act, and also needs to be regulated further related to the Presidential Regulation concerning the mechanism and procedures for paying special adjudication compensation.Keywords: ombudsman; public services; special adjudication; urgency.

Abstract This study aims to find the acquisition, construction and perspectives of adolescents in the use of slang in the city of Batam. This research is a qualitative research used to examine the condition of natural objects where researchers are as a key instrument. In this study, researchers will conduct an investigation by collecting data directly or face to face with the source data and perform descriptive analysis without using statistical procedures or other calculations.The results showed that the formula in the acquisition and construction of slang languages can be seen from seven ways, among others: (a) Abbreviation, (b) Deletion, (c) Letter and sound change, (d) Adoption of Basic Word, (e) English or Indonesian-mixed abbreviation, (f) Citation from other slang languages, (g) New Construction. While the perspective of using slang among teenagers in communicating between them is 30.25% say, they use slang because they want to show other groups that they look more slick and cool, follow the times as much as 27.72%, easier to communicate between them 21% Follow-up friends 7.56%, funny 5.04%, let famous 4.20% and custom 1.64%. Keywords: acquisition, construction, perspective, slang

Abstract :Complaint management in the City of Yogyakarta has been integrated through a program called UPIK (Unit Pelayanan Informasi dan Keluhan/Information and Complaint Service), in which all kinds of complaint, health issues included, can be submitted through the government web page. This research aims to describe, analyse, in order to provide recommendations for further improvements of UPIK service management. Using descriptive and qualitative methods, this research analyse complaints submitted to UPIK during 2016. It shows that UPIK significantly helpful in making it easy for government services to manage, categorize, dristributes, as well as monitor the follow up of the submitted complaints.Keywords: public services, health services. AbstractThe underlying consideration of this research is that given the increasingly growing the urban village chief’s duty in the field of government, development and community empowerment, the presence and role of Social Institution is very much needed to assist the urban village chief’s duty in the implementation. This research was conducted in Bukit Cermin Urban Village Tanjungpinang City which is the best Urban Village of Riau Islands in the year 2015. This study aims to determine the role and constraints of Social Institutions in assisting the The urban village chief’s duty in the field of development in Bukit Cermin Urban Village of Tanjungpinang. The results of the study found that the role of Social Institutions in assisting the urban village chief in the development of Bukit Cermin Urban Village of Tanjungpinang includes educational inspirator, environmental facilitator, entrepreneurial motivator, order mediator and development initiator. Then that hamper the role of social institutions in assisting the urban village chief’s duty in the field of development such as lack of support from the local government, does not occur the process of good regeneration, and inequality in the coaching of social institutions. The authors argue that the obstacles that occur because the Regional Government of Tanjungpinang City just issued a Regional Regulation on Social Institutions in 2016, so that in previous years for the city of Tanjungpinang only refers directly to the Regulation of the Minister of Home Affairs of the Republic of Indonesia No. 5 of 2007 on Guidelines Setup  of Social Institutions without more specific rules. Keywords: roles, social institutions, development AbstrakPertimbangan yang mendasari penelitian ini adalah mengingat tugas lurah yang semakin bertambah dibidang pemerintahan, pembangunan dan pemberdayaan masyarakat, maka kehadiran dan peranan Lembaga Kemasyarakatan teramat sangat dibutuhkan guna membantu tugas lurah dalam penyelenggaraannya. Penelitian ini dilakukan di Kelurahan Bukit Cermin Kota Tanjungpinang yang merupakan Kelurahan terbaik se-Kepulauan Riau pada Tahun 2015. Peneltian ini bertujuan untuk mengetahui peranan dan hambatan lembaga kemasyarakatan dalam membantu tugas Lurah di bidang pembangunan di Kelurahan Bukit Cermin Kota Tanjungpinang. Hasil penelitian ditemukan bahwa peranan lembaga kemasyarakatan dalam membantu tugas lurah dibidang pembangunan di kelurahan bukit cermin kota Tanjungpinang meliputi Inspirator pendidikan, Fasilitator lingkungan, Motivator kewirausahaan, Mediator ketertiban, dan inisiator pembangunan. Kemudian yang menghambat peranan lembaga kemasyarakatan dalam membantu tugas lurah dibidang pembangunan seperti minimnya dukungan dari pemerintah daerah, tidak terjadi proses kaderisasi yang baik, dan ketidakmerataan dalam pembinaan lembaga kemasyarakatan. Hambatan itu terjadi dikarenakan Pemerintahan Daerah Kota Tanjungpinang baru mengeluarkan Peraturan Daerah tentang Lembaga Kemasyarkatan pada Tahun 2016, sehingga pada tahun-tahun sebelumnya untuk Kota Tanjungpinang hanya mengacu langsung pada Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 5 Tahun 2007 tentang Pedoman Penataan Lembaga Kemasyarakatan tanpa peraturan lebih khusus Kata Kunci: peranan, lembaga kemasyarakatan, pembangunan

This study aims to find out the shape and proportion of monument statues of veterans in the building yudha bhakti DPD legion of veterans of the Republic of Indonesia in the city of Medan. The problem is focused on the shape and structure of the proportions of the sculpture that are less in accordance with anatomical theory. Data collection procedures are carried out through observations, interviews and documentation studies. The data is observed by deciphering and clarifying based on the anatomical form of the statue. The research method used in this research is descriptive qualitative research, because it is a research that seeks to break down, explain and describe all data obtained from research. The results showed that veteran monument statues still have shortcomings, both in terms of shape and proportion, but this does not reduce the implied meaning of the monument statues of veterans of the Republic of Indonesia in the city of Medan.

This study examines Silampari Kayangan Tinggi dance in Lubuklinggau. Its main focus is on the aspects of form and function in its prsentation. Using the theory of form by Suzanne K. Langer which is described using concept of Y. Sumandiyo Hadi and theory of function by M. Jazuli. This research is a type of qualitative research with an intersubjective approach that emphasize observation in the field by capturing information and illustrated in fact. This dance form is also a development of the Silampari dance which is the root of the welcoming dance in Lubuklinggau city and Musi Rawas district. This dance ia a guest welcoming dance perfomed by woman totaling four to ten dancers and two tepak bearers namely Bujang Dere (son and daughter of the city of Lubuklinggau). The result of this study indicate that the Silampari Kayangan Tinggi dance as form of respect to the guest of honor who visited Lubuklinggau.Keywords: Form, Function, Silampari Kayangan Tinggi Dance.

The implementation of a clean government of corruption, collusion and nepotism, President of The Republic of Indonesia Joko Widodo made a program to run the government in 9 (Nine) Priority programs known as Nawa Cita. As a follow-up to the 9 (nine) Priority Programs of Nawa Cita, dated 6 May 2015 President of The Republic of Indonesia Joko Widodo issued Presidential Instruction (Inpres) Number 7 concerning Action on the Prevention and Eradication of Corruption. Quickly, The Prosecutor of The Republic of Indonesia respond to what the President said. The Prosecutor of The Republic of Indonesia as the government institutions authorized by the Law to eradicate and prevent corruption has formed a Government and Development Guards Team at the Central and Regional levels. The establishment of this Team based on the Decision Letter of Attorney General of The Republic of Indonesia Number: KEP-152 / A / JA / 10/2015 dated 1 October 2015 concerning Establishment of the Government and Development Guards Team of The Prosecutor of The Republic of Indonesia or known as TP4. It will support the goverment and development at the central and regional levels through by guarding in the planning and implementation proces of development, including in to prevent mistakes and state losses that result in Corruption Crimes. Head Attorney District of Padang Panjang has formed a Regional Government and Development Guards Team known as TP4D based on the Command Letter Number : SK-17 / N.3.16 / Dek.3 / 10/2015 dated 21 October 2015, concerning the Appointment of Officers Regional Government and Development Guards Team (TP4D) The Prosecutor District of Padang Panjang. In its existence, TP4D The Prosecutor District of Padang Panjang has contributed a lot to the development process in the city of Padang Panjang in preventing corruption in development efforts.

Presidential Decree No. 18 of 2011 on the Prosecutors Commission of the Republic of Indonesia (PCRI) does not contain textual procedural law provisions regarding follow-up reports on public complaints. This raises a question of whether the PCRI has the authority to carry out direct examinations and investigations as part of its authority to follow up public complaints. Based on the provisions of Articles 4 a and 4 b of the Presidential Decree No. 18 of 2011, it is acknowledged that after PCRI received public complaints, PCRI has two options in exercising its authority, namely carrying out a direct follow-up or forwarding these public complaints to the Attorney General and have it followed-up by internal supervisors. However, the absence of written or textual provisions in the Presidential Decree No. 18 of 2011 regarding this matter has resulted in the interpretation that PCRI is not authorized to conduct direct examinations, inspections, and investigations. This encourages the author to interpret that the authority of the PCRI in carrying out the follow-up on public complaints is based on a progressive legal perspective. This writing uses a normative research method, which aims to obtain legal arguments about the dimensions of supervision as a follow-up to public complaint reports. This paper is expected to introduce a reasoned discussion of PCRI in carrying out the supervisory duties. At the end part of this paper, there are recommendations regarding the need for regulatory authority as reinforcement for PCRI in carrying out supervisory duties and its authority to impose sanctions in the event of non-compliance. At the operational level, it is necessary to have a common perception shared between PCRI and Prosecutors of the Republic of Indonesia to create synergy in carrying out supervisory duties. AbstrakPerpres Nomor 18 Tahun 2011 tentang Komisi Kejaksaan RI (KKRI) tidak memuat secara tekstual ketentuan hukum acara tentang tindak lanjut laporan pengaduan masyarakat (lapdumas). Hal ini menimbulkan pertanyaan, apakah KKRI memiliki kewenangan melakukan pemeriksaan dan pengusutan secara langsung sebagai bagian dari kewenangan menindaklanjuti lapdumas. Berdasarkan ketentuan Pasal 4 a dan 4 b Perpres No. 18 Tahun 2011 dapat diketahui bahwa setelah KKRI menerima lapdumas, KKRI memiliki dua opsi kewenangan yakni menindaklanjuti secara langsung atau meneruskan lapdumas tersebut kepada Jaksa Agung untuk ditindaklanjuti pengawas internal. Namun, tidak adanya ketentuan tertulis di dalam Perpres No. 18 Tahun 2011, menimbulkan tafsir KKRI tidak berwenang melakukan pemeriksaan, pengusutan, penyelidikan secara langsung. Hal ini mendorong penulis untuk menafsirkan kewenangan KKRI dalam menindaklanjuti lapdumas berdasarkan perspektif hukum progresif. Penulisan ini menggunakan metode penelitian normatif, yang bertujuan untuk mendapatkan argumentasi hukum tentang dimensi pengawasan sebagai tindak lanjut laporan pengaduan masyarakat. Tulisan ini diharapkan dapat berdaya guna dalam pengembanan tugas pengawasan oleh KKRI. Di bagian akhir, tertuang rekomendasi mengenai perlunya pengaturan kewenangan sebagai penguatan bagi KKRI dalam menjalankan tugas pengawasan serta kewenangan penjatuhan sanksi apabila terjadi ketidakpatuhan. Pada tataran operasional, diperlukan penyamaan persepsi antara KKRI dengan Kejaksaan RI agar tercipta sinergitas dalam menjalankan tugas pengawasan.

This research begins with some positive changes in the quality of public services that occur at PT. Indonesian Railways which turned out to have a positive impact on the level of satisfaction of users of railroad services, especially in the City of Tasikmalaya. Of course, this change is a factor that is the cause. So in this study questioned: how changes in the quality of public services, Factors that support the process of realizing the change in the quality of public services, and how satisfaction of train service users in the City of Tasikmalaya. To answer these questions and get information, qualitative research methods are used with interview techniques, documentation studies, and observations. The conclusion from the study was obtained that changes in the quality of public services that occurred so far PT. Indonesian Railways is indeed influenced by several factors, all of which are internal factors of PT. Indonesian Railways. And these changes prove that changes in the quality of public services have an impact on the level of public satisfaction. With the high level of satisfaction of users of railroad services, of course, this must be maintained by PT. Indonesian Railways. So that PT. Indonesian Railways will continue to be a trusted provider by land transportation users.  Keywords: Quality of Public Services; Service User Satisfaction
