Social entrepreneurship is a relatively new form of solving problems in society. The development of social entrepreneurship depends on many factors, particularly the formal and informal institutional environment. The latter is undergoing rapid transformations driven by digital technology. The purpose of this study is to analyze and substantiate the impact of digitalization on the informal institutional environment at various stages of a social enterprise’s life cycle. The study uses the data on European countries provided by international reports the Global Entrepreneurship Monitor (GEM) and European Index of Digital Entrepreneurship Systems (EIDES). Methodologically, we rely on regression and correlation analysis methods. The study provides evidence of the significance of the Internet accessibility to households for the development of social entrepreneurship. The research also shows the features of informal institutions for social entrepreneurship. The theoretical significance of this study is that we showed the patterns of social entrepreneurship development, taking into account the digital component of informal institutions. As for the practical significance of the study, we have demonstrated that it is important to consider specific stages in the life cycle of an organization and their characteristics in designing economic institutions to stimulate the development of social entrepreneurship.

Introduction. Agricultural enterprises are the basic elements of agriculture. They provide it with the necessary raw materials for food production. In this regard, it is essential to continuously improve the efficiency of a modern market economy. Purpose. The study aims to search for reserves of efficiency of agricultural enterprises using analytical techniques such as canonical analysis. Results. In the article the necessity of finding reserves of efficiency of enterprises using canonical analysis is grounded. This analytical method allows to determine the effect of factors that describe the production and financial activities of companies on several performance indicators surveyed entities, which increases the objectivity of analytical findings as the basis for management decisions and payments made practical significance. In order to identify the causes that led to the emergence of weaknesses in the functioning of agricultural enterprises it has been built the monitoring system that provides specially organized surveillance of objects, phenomena, processes for their assessment, control or prediction. The usage of canonical analysis made it possible to identify the negative effects of internal and external environment during the relevant phases of the life cycle of agricultural enterprises which are analyzed. It has become the basis for forecasting its level of efficiency taking into consideration the impact of the most significant factors on the activity of this company depending on the phase of the life cycle. The results of such analyses helped to develop a set of analytical measures to neutralize these manifestations on the early stages. Application of analytical reporting tool will allow their management personnel time to identify, neutralize and prevent the negative effects of internal and external environment for production and financial activities of domestic agricultural enterprises. This technique, which is simple in calculation, does not require the use of information sources that are confidential. It describes the production as well as the financial aspects of the agricultural enterprises.

The article discusses the directions, problems and results of using digital solutions in enterprises in the service sector. It is shown that digitalization in the service sector is due to the emergence of a new type of resource - a large amount of specific information about stakeholders. Digitalization has a direct effect on enterprises in the service sector in the form of the development of the institutional environment and the technical infrastructure of digitalization, as well as an indirect action related to the transformation of the enterprises of this industry themselves, their missions and goals. The areas of digitalization in the service sector are indicated. It is shown that the use of digital technologies affects cost reduction and sales growth, and also has a significant impact on the formation and use of the intellectual capital of service enterprises. The features of the formation of the intellectual capital of the enterprise at the stages of the life cycle are considered. The elements of intellectual capital are clarified, which have received an impetus for development due to digitalization. Possible positive directions of the impact of digitalization on the elements of intellectual capital are presented, and the dynamics of the impact of digitalization decisions on the elements of intellectual capital at the stages of the enterprise life cycle is considered.

Covid-19 pandemic has changed marketing patterns of the Micro, Small, and Medium Enterprises (MSMEs) entrepreneurs to allow them to survive adversities as the impact of public activity restrictions by the government. The decline in consumer intensity and flow of goods and services has caused the reduction of entrepreneurs’ income as well as the goods and services trade cycle. This condition then encourages the entrepreneurs to adopt digital technology and develop digital entrepreneurship. The employment of digital technology and combination of knowledge, creativity, and innovation are crucial to ensure the survival of MSMEs during this pandemic. Government support in the forms of assistance, training, and program support for the digitalization of MSMEs continue to do considering they are the most impacted sector. The government through its several agencies keep working together to make entrepreneurs familiar with digital marketing. This research uses qualitative approach with library research as its method combined with interviews with the MSMEs entrepreneurs. This research found that the MSMEs entrepreneurs need to adopt digital technology in the forms of digital entrepreneurship transformation, digital marketing and creativity, and innovation in order to survive during the Covid-19 pandemic.

For the purpose of sustainable development of small businesses, it is necessary to pay special attention to the formation of infrastructure for small businesses. This study uses an institutional approach which involves assessing the impact of formal and informal institutions on the development of small businesses. The author introduces the concept of the “frontier” institution as an institution, the operation of which is governed by the prescriptions of laws and established regulations, but the performance of certain functions is based on informal rules. This allows such an institution to more effectively perform the functions of a formal institution and makes it more capable and competitive in the market in a specific period of time. Furthermore, the study identifies the concepts of the institutional environment and institutional infrastructure. The author defines the institutional environment as a set of rules of conduct and institutional infrastructure as a set of institutions that form the rules of conduct and have an impact on small businesses. The impact is understood as the formation by institutional actors of rules of conduct that have incentive and disincentive effects on small businesses. This makes it possible to identify the causes of positive or negative deviations in the development of small businesses and to develop solutions aimed at solving the problems encountered. The article studies the organizational and economic mechanism that reflects the functioning of formal and informal institutions through which institutional infrastructure influences small businesses in order to achieve their goals.

The spread of the sharing economy and the growing interest to this concept is caused by the transformation of business models, which is due to the redistribution of the importance of the economic, social and environmental goals of consumers, manufacturers and suppliers of goods and services. Institutional factors of doing business have a particular importance. At the same time, the rise of digital technology has become a catalyst for the transformation of the rules and regulations establishing transactions between economic agents of various levels. The aim of this study is to determine the impact of institutional environment digitalization on the sharing economy development as a basis for its further regulation. The novelty of the research lies in identifying regularities in institutional environment digitalization. The article describes various aspects of analyzing the sharing economy, reveals a narrow and broad interpretation of the studied term based on the fact that the sharing economy is a part of the digital and platform economy. It is shown that the sharing economy is also at the intersection of the access economy, platform economy and community-based economy. Two key approaches to sharing economy are defined: technological with the focus on sharing economy driven by the digital technologies and socioinstitional with the transformations of rules and standards regulating the interaction of economic agents within this model. Correlation-regression analysis is applied to test the hypotheses about the influence of institutional environment digitalization typical for formal and informal institutes, as well as the network relations on the development of the sharing economy. The European Index of Digital Entrepreneurship Systems (EIDES) and The Timbro Sharing Economy Index were used as an information base for the study. The research arrives at a nonlinear regression model showing the significance and impact nature of the development of network relations and social media on the sharing economy. Hypotheses about the influence of the digital component of formal and informal institutions have been refuted. The article justifies the need for the development of inclusive institutes to regulate sharing economy, which will stimulate the solution of social, economic and environmental problems in the society. The theoretical significance of the study lies in expanding the provisions of economic theory in the field of studying the transformation of economic relations under the changes in external and internal socio-economic conditions and the institutional environment development for sharing economy. The practical significance lies in the possibility to apply the conclusions and recommendations to improve socio-economic regulating policy for sharing economy at the macro-, meso- and micro-levels of economy. The results obtained in the research may be of interest to the specialists analyzing the transformation of economic relations and the problems of the formation and development of sharing economy. Further research will relate directly to the issues of institutional design of the sharing economy, as well as the study of the application potential to solve socially significant problems at various levels of management.

Based on the analysis of the features of changes in the institutional environment, the article analyzes the impact of digitalization on the conditions for the functioning and development of enterprises. The introduction of information technology has an impact on all spheres of activity of enterprises, and also leads to the transformation of relations between the consumer and the supplier of goods or services. The basic concepts of cost management of enterprises are analyzed, the problems of implementing the principles of cost management at domestic enterprises are considered. The analysis of the problems of the cost management introduction at the stages of the life cycle of the enterprise is done. It is proposed to consider the problems of cost management on the basis of a basic generalized model of the enterprise life cycle. It is shown that at various stages of the life cycle, the basic model of dynamic consistency of development indicators can undergo changes. Based on the dynamics of the cash flow and income of the enterprise, depending on the stage of the life cycle, modifications of the basic model of dynamic coordination of enterprises are proposed. The structure of the models, depending on the stage of the life cycle, is determined by the change in target settings in the enterprise. The proposed models can be used to assess the correct implementation of management decisions based on indicators and criteria for the value of the enterprise.

The development of social entrepreneurship as a relatively new form of solving social problems depends on many factors, particularly on the institutional environment and its digitalization. Information processing systems and various activities associated with digital technologies affect almost all aspects of economic activity. This study aims to analyze and substantiate the impact of digital transformation processes on social enterprises in the regions of the Russian Federation. Regression and correlation analysis was used as a research method. In the course of testing the hypothesis about the influence of the digital component on the development of social entrepreneurship, the importance of investment in informatization and communications and the share of the population using the Internet in a particular region are shown.

The purpose of the article is to substantiate the essence and structure of corruption as a separate institution in an institutional environment that has a deviant, anti-social orientation. To describe the influence of informal institutions on corruption in Ukraine. To propose constructive proposals for the use in domestic practice regarding the mechanism of overcoming corruption, which in the future will bring Ukraine to sustainable economic development. Methodology. The study we conducted is based on a systematic method that considers all elements of corruption in unity and development. The research used the following general scientific methods of scientific knowledge, namely: the method of analysis (means of combating corruption); synthesis (generalization of the main causes of corruption in Ukraine); method of induction (the impact of corruption on society); the method of hypotheses (when building a mechanism for overcoming corruption); and empirical method (own observations of the author on the situation in the state). Results. Corruption in Eastern Europe is a consequence of the spiritual, economic, and political crisis of society. Corruption demoralizes citizens and destroys their trust in the state. The mechanism of overcoming corruption is considered from the standpoint of neo-institutionalism. The author stresses that corruption is an informal institution. The system will start to change after the state’s economic development, and the main condition is the promotion of culture, which makes it impossible for an institution to be corrupt. To act and start such propaganda should be the education of future generations. Investing in education will raise its level, give a new class of professionals who will go to work in private business and government. Worthy wages will make you think about the desire for easy profit. The author conducts a qualitative analysis of corruption through methodological tools of neo-institutionalism. It is proved that the fight against corruption at all levels exists as a complex hybrid of institutional mechanisms of regulation, the impact of which primarily affects informal institutions, and then formal ones. For example, the purpose of a bribe is to obtain a profitable contract. A bribe is an informal institution that is an agreement between an official and a citizen. But a contract signed with a bribe is a formal document (legal). As a result of such corruption actions, formal institutions are not violated but act as a means of implementing informal arrangements. Practical implications. Taking into account the historical, economic, and mental component of Eastern European countries, analysing the foreign experience of the countries, the formation of a national idea in the subconscious of the society, which will be aimed at building the state, should come to the fore. It is necessary to break down stereotypes, raise confidence in power and law. Such measures are possible only through the reform of education, the upbringing of young people in the personal negative attitudes to corruption. An active civil society that supports various strategies aimed at reducing corruption. Sanctions are important, so punishing corrupt officials is an important part of any effective anti-corruption effort. Therefore, the Criminal Code of the country should clearly indicate the responsibility for any manifestation of corruption. The mass media must conduct a serious information company: report on detention and investigation and display social advertising (not as a part of a political advertisement). Value/originality. The influence of informal institutes on corruption in the eastern part of Europe is substantiated and the mechanism of its overcoming is proposed, the use of which will ensure the gradual economic development of the state.

The use of socially innovative projects for solving social problems by actively involving civil society is a promising and much sought-after area of social development. However, the priority of social goals over economic outcomes in the implementation of such projects significantly limits the speed and effectiveness of their implementation. In this connection, the use of a mathematical tool for the financing and resource provision of social innovations creates new opportunities in terms of the assessment and development of such projects. In order to develop and substantiate tools for the mathematical support of financing social innovations, the role of the collaborative economy in the development of social innovations initiated from below is substantiated. The proposed mathematical toolkit includes a linear algorithm describing the logic of the developed approach, a methodology for assessing socially-innovative projects based on an adapted McKinsey matrix, a methodology for assessing the institutional environment, as well as a mapping of project correspondences in an adapted McKinsey matrix along with collaborative economic tools recommended for resource provision. The described set of collaborative economy tools is recommended for use in the development and implementation of social innovations. The mathematically-described algorithm proposed by the authors is aimed at developing resource provision strategies for social projects by evaluating their competitiveness and attractiveness in terms of the social function they perform while taking the characteristics of the particular institutional environment into consideration. The result of applying this algorithm comprises a set of collaborative economy tools for use in the development and implementation of socially-innovative projects. The application of this algorithm is shown on the example of an evaluation of ten projects implemented in the Ural region and applying for assistance from support funds. The theoretical significance of the proposed results lies in the development of methodological tools for assessing socially-innovative projects. The practical significance lies in the possibility of applying the obtained results in the development of an online calculator used to assist in forming a social project resource provision strategy.

Entrepreneurship plays an important role in the modern global economy; the share of products of small and medium enterprises in the gross product and exports not only of the developed but also of developing countries is growing. Innovation processes cover all sectors of the economy, and more and more people are involved in entrepreneurial activity, which contributes to the penetration of entrepreneurial thinking and business values in all areas of the socioeconomic life of society. The Institute of Entrepreneurship plays an increasingly prominent role in the institutional environment of socio-economic systems. This actualizes the problem of studying the relationship of the institution of entrepreneurship with the institutions of law, culture, management. This requires a methodology that allows you to explore the impact on the institute of entrepreneurship not only economic, but also non-economic factors. The methodology of the “old” institutionalism possesses such a tool, it is structural modeling (pattern modeling), which allows to explore the diversity of interrelationships of the institution of entrepreneurship with other components of the institutional and economic environment. The article explored the features of the development of the institution of entrepreneurship in Russia, established the relationship between the institution of entrepreneurship, values, motives and incentives for entrepreneurial activity, built a structural model of the institution of entrepreneurship based on the methodology of the old institutionalism (pattern modeling). The structural model of the institution of entrepreneurship reveals the relationship between the institution of entrepreneurship, the values of entrepreneurial activity, its motives and incentives; as well as the relationship between the institution of entrepreneurship with the institutions of governance, cultural and religious institutions, legal institutions and society.
