Scientific approaches to preserving the health of the population in the Siberian Federal District (45-year experience of the Research Institute for Complex Problems of Hygiene and Occupational Diseases)

The article presents a retrospective of the main directions of research on the preservation of the health of the population and labor resources of the Siberian Federal District based on the long-term work of the Scientific Research Institute of Complex Problems of Hygiene and Occupational Diseases in Novokuznetsk. There is the ecological and hygienic definition and justification of optimal human life conditions; the development and implementation of methods for the prevention, treatment, and rehabilitation of occupational, production-related, and general diseases; planning the strategy of medical services and organizations in the management of healthcare, taking into account the peculiarities of population reproduction, the specifics of working conditions and socio-economic development of regions.

Clustering of the regions of the Siberian Federal District (SFD) was carried out according to the state of reproduction of labor resources in rural areas. The modern problems of reproduction of labor resources in the regions of the SFD are identified, taking into account the peculiarities of each of them. As a result, the distribution of the regions of the Siberian Federal District by the state of labor resources of the rural territories was obtained by the following clusters: national, raw materials and leaders. Recommendations for the development of the reproduction of labor resources in rural areas are offered.

Introduction: Studying the possibility of using geoinformation technologies to analyze the epidemiological situation in the Volga Federal District (VFD) dates back to early 2000s. The experience of creating and maintaining the electronic epidemiological atlas of the Volga Federal District confirmed the relevance of this research direction for ensuring sanitary and epidemiological wellbeing of the population and showed the importance of its results for activities of healthcare and Rospotrebnadzor institutions. The purpose of our work was to consider the main stages of formation and development of geoinformation technologies in epidemiological surveillance of infectious diseases as a research direction of Academician I.N. Blokhina Nizhny Novgorod Scientific Research Institute of Epidemiology and Microbiology. Materials: The article describes the development of medical geography and gives characteristics of classical scientific schools and some of their results. It presents main results of research work carried out within the framework of the Rospotrebnadzor Sectoral Research Program for 2016–2020 as well as methodology and main stages of development of the geographically distributed geoinformation software complex “Electronic Epidemiological Atlas of the Russian Federation” (GIS “Epidemiological Atlas of Russia”) and its structure. Conclusions: Geographic information systems in epidemiological surveillance as an up-to-date scientific direction of research activities of the Institute enabled implementation of the geoinformation project “Epidemiological Atlas of the Volga Federal District”, the development of which began in 2000–2005 by specialists of the Institute and JSC Upper Volga Air Geodetic Enterprise, and development of GIS “Epidemiological Atlas of Russia”.

During the period from 2002 to 2008 seventeen children with III degree of congenital planovalgus foot deformity (29 feet) were operated on at orthopaedic department of Nizhniy Novgorod Scientific Research Institute of Traumatology and Orthopaedics using new technique of surgical correction. In all cases long term results were assessed within the period from 3 to 10 years after operation. Good and satisfactory results were achieved in 21 and 8 feet, respectively. Neither poor results nor recurrences were observed.

Presented is the analysis of brucellosis incidence among humans and animals in the Russian Federation in 2018. Epizootiological situation in the regions of developed animal husbandry remains reasonably tense. In 2018, as in previous years, the foci of bovine cattle and small ruminant brucellosis were registered in the North Caucasian, Southern Federal Districts, Volga and Siberian Federal Districts, the share of which made up to more than 90% of all registered in Russia potentially hazardous as regards brucellosis areas and cases of the disease in animals. Against the background of long-term unfavorable epizootic condition, the incidence of brucellosis over the past three years was, on average, 14 % lower than the average long-term indicators. The greatest number of cases (94.1 % of the overall Russian incidence) is registered in the administrative subjects of the North Caucasus Federal District, Southern Federal District and Siberian Federal District, which have the maximum levels of brucellosis incidence in cattle (88.9 %) and small ruminants (95 %). In 2019, persistence of epidemiological problems in regard to brucellosis in the subjects of the North Caucasus Federal District (primarily the Republic of Dagestan, Stavropol Territory), the Southern Federal District (the Republic of Kalmykia, Volgograd and Astrakhan Regions), and the Siberian Federal District (the Tuva Republic, the Omsk and Tyumen Regions) is predicted. The number of human cases of brucellosis may be within the range of 290–310 cases (intensive incidence rate per 100 thousand population – 0.21).

Long-term data on the analysis of the biochemical composition of the main components of honeysuckle varieties of various ecological and geographical origin grown under the conditions of the Kamchatka Territory are presented. The purpose of the research was to study collection varieties of honeysuckle by the content of the main biologically active components and to isolate valuable ones with a high content of useful substances for subsequent selection work to improve the quality of the chemical composition of berries. The object of the study is the varieties of honeysuckle was selected by the M.A. Lisavenko Kamchatka Scientific Research Institute of Agriculture, FSBSI NIISS them., Pavlovsk experimental station VIR. Based on long-term studies, from 2015 to 2019, for each indicator varieties with the optimal value of the trait and its stability were identified. It was found that the promising ascorbic acid sources (from 50,8 to 56,9 mg%) include the varieties Slastena, Darinka, Gerda, Bakcharskiy velikan, Leningradskiy velikan; dry matter (15,2 – 15,6%) – Azure, Bakcharskiy velikan; sugars (10,2-11,3%) – Cinderella, Gerda, Violet, Leningradskiy velikan; low acidity (1,8-2,5%) – Slastena, Darinka, Elena, Kuvshinkovidnaya, Cinderella, Gerda, Bakcharskiy velikan, Morena, Nymph, Violet, Leningradskiy velikan; excellent taste (4,5-5,0 points) – Slastena, Darinka, Elena, Assol, Gerda, Bakcharskiy velikan, Velvet, Leningradskiy velikan, Violet, Morena; high sugar-acid index (7,2-9,4) – Darinka, Elena, Cinderella, Gerda, Violet, Velvet, Leningradskiy velikan; a complex of the main biologically active substances – Slastena, Darinka, Elena, Gerda, Bakcharskiy velikan, Violet, Leningradskiy velikan. The selected varieties are used at the Federal State Budgetary Scientific Institution of the Kamchatka Scientific Research Institute of Agriculture as donors when creating a new variety.

In commemoration of the 125-th birth anniversary The creative pathway of Professor Haik Shakhbazian, including the stages of the formation and development of his personality from practical sanitary physician to scientific researcher, Director of the Institute and Head of the Department, as well as the WHO expert and Corresponding Member of the USSR Academy of Medical Sciences was investigated. The contribution of the scientist to physiology and labour hygiene, in particular to a new scientific direction –the hygiene of the industrial microclimate, founded by Professor Shakhbazian, has been analyzed. The stages of the scientist’s and teacher’s work at Kyiv Scientific Research Institute of Labour Hygiene and Occupational Diseases and at the Department of Labour Hygiene and Occupational Diseases in the Bohomolets Kyiv Medical Institute were studied. Monographs, textbooks, teaching materials, lectures of the scientist and his social activities were analyzed. The glorious traditions of the Professor Shakhbazian’s scientific school were continued by his numerous students.

Academician I.N. Blokhina Nizhny Novgorod Scientific Research Institute of Epidemiology and Microbiology is one of the leading scientific institutions focused on obtaining new knowledge about current and socially significant infections and improving methods and means of diagnosing, preventing and treating them and one of the oldest in the country: the institute celebrates the centenary of its Foundation in 2019. Over such a long period of intensive activity for the benefit of the country’s public health, the Institute has done a lot of work to combat such infections as rabies, measles, whooping cough, cholera, various intestinal, wound and other infections, provided assistance to practical health authorities both through direct participation of Institute employees in the elimination of accidents, outbreaks of infectious diseases, and through the introduction of scientific-methodical and information-methodical developments. Today, the Institute’s scientific interests include issues of epidemiology, diagnosis and prevention of current bacterial and viral infections (viral hepatitis, HIV/AIDS, enterovirus infections, acute intestinal infections, HCAI, NGUI, HPVI, opportunistic, neuro-bronchial infections, including community-acquired pneumonia). New samples of probiotics for correction of microbiocenosis are being constructed. The GIS-project «Electronic Epidemiological Atlas of the Volga Federal District» has been developed and introduced into the practice of the bodies and organizations of Rospotrebnadzor and activity has begun on the creation of an «Electronic Epidemiological Atlas of Russia». The effectiveness and safety of vaccination are being studied. Works on design of Express test systems in the format of protein biochips are carried out to identify informative indicators for immuno-dependent risk assessment of various diseases. Having crossed the 100-year timehorizon the Institute is still demanded as a center for scientific-methodical and scientific-practical support for the epidemiological surveillance of the Nizhny Novgorod region, the Volga Federal District and Russia as a whole and successfully executes its noble and necessary work contributing to the protection of people from infectious diseases.

The authors discuss the features of transnational criminal activity on the example of one of its varieties in the Siberian Federal District of the Russian Federation to highlight the criminal situation and criminal activity associated with illegal crossing of the Russian Federation state border. For the analysis of the specified criminal activity, sentences of courts of the District were studied and analyzed. The geographical factors influencing implementation of this criminal activity in the constituent entities of the Siberian Federal District, ways of crime concealment, combinatorics of various crimes and offences in the course of implementation of criminal activity, and also its long-term character showing in some cases are considered. Discussion of this issue can contribute to a more effective investigation of the considered category of crimes

We examine the spatial distribution of banks in Russian regions to identify the factors that affect changing territorial architecture of the banking system. The object of the study is dynamics of the number of commercial banks and their branches in 1991-2016. Besides the well-known tendency of concentration of the banking business in Moscow and reducing the number of banks in other regions we analyzed situation in the federal districts taking as an example the Siberian Federal District. This approach allowed us to formulate hypotheses about the causes of differences in the availability of banking institutions in Russian regions.
