Clustering of the regions of the Siberian Federal District according to the state of reproduction of labor resources of rural territories

Clustering of the regions of the Siberian Federal District (SFD) was carried out according to the state of reproduction of labor resources in rural areas. The modern problems of reproduction of labor resources in the regions of the SFD are identified, taking into account the peculiarities of each of them. As a result, the distribution of the regions of the Siberian Federal District by the state of labor resources of the rural territories was obtained by the following clusters: national, raw materials and leaders. Recommendations for the development of the reproduction of labor resources in rural areas are offered.

Title in Portuguese: Funções de migração por idade e caracterização de migrantes das microrregiões de Goiás e Distrito Federal, 1975-1979 e 1986-1990(Dissertação de Mestrado)(M.A. Thesis)Since the 70’s, the Brazilian Middle-West Region has experienced an important modernization process in agricultural and industrial activities, which has led to an employment retraction and migration flows, especially from rural areas to the major metropolitan cities of the region. In this research the focus of analysis are the State of Goiás and the Federal District, which encompasses Brasília, the capital of Brazil. In order to understand the new population configuration, the region was divided into four sub-areas (micro-region of Goiânia, micro-region of Entorno de Brasília, the Federal District, and a group of 16 micro-regions of Goiás) and the patterns of migration, by age and sex, were estimated for the periods 1975-1979 and 1986-1991. In addition, differences between native and migrant population of each sub-area, according to the participation in the labor force, income, education and type of migration were investigated. The analysis was performed on the basis of the 1980 and 1991 Brazilian Census data.In the intra-state migration, the fluxes between the micro-region of Goiânia and the 16 other micro-regions of Goiás, and between the Federal District and the micro-region of Entorno de Brasília were the most important. In the inter-state migration, the flux from the states of Mato Grosso, Mato Grosso do Sul and the North region to the 16 micro-regions of Goiás, as well as the flux from Northeast, Southeast and South to the Federal District were significant. But there was a decline in the migration to the Federal District, between 1975-1979 and 1986-1991, while, in the same period, the migration to the Entorno of Brasília increased.The chance of the migrant population in the micro-region of Goiânia and in the Federal District to have worked in the last 12 months prior to census interview was lower than that of the native population. However, those who migrated from the Federal District to the micro-region of Entorno de Brasília had higher chance to have worked in the formal sector than those who did not migrate. Migrants who moved from the micro-region of Entorno de Brasília and the 16 other micro-regions of Goiás to the micro-region of Goiânia had lower wages than the non-migrant population. The lowest level of wages was recorded for the migrants to the 16 other micro-regions of Goiás. Migrants living in the Federal District had high level of education, while those migrants living in the micro-region of Entorno de Brasília had low level of education.In 1986-1990, the micro-regions of Goiânia and Entorno de Brasília, as well as the 16 other micro-regions of Goiás, presented a high percentage of returned migrants. In the same period, a major proportion of migrants to the micro-region of Entorno de Brasília had first moved from Southeast or from the Federal District to others regions. In addition, there was a considerable proportion of migrants with low income who had moved from Northeast to the Federal District and then to the micro-region of the Entorno de Brasília.Future research could focus other areas or regions of Brazil, and could also explore the same kind of analysis, on the basis of the incoming 2000 Brazilian Census, which requires the development of new techniques, as it did not collect information on the city of previous residence, but only on the state of residence.

The article presents the author’s calculations of the labor sphere state of rural areas of the Ural Federal District (Russia). It is substantiated that labor (human) capital is the most important element of ensuring the functioning of the entire agrarian sphere. The estimation of labor productivity in the agricultural sector, the rate of wage growth, as well as relative social and labor indicators of the agricultural direction to the general economic is conducted. The authors consider the ratio of agrolabor productivity growth and decrease in the number of workers in this sphere, which is associated with a number of factors, resulting in the construction of a system of sociolabor factors interaction contributing to the development of rural areas, based on analytical data

The purpose of the study is to substantiate the relevance of introducing special measures of support for the population of small villages on the basis of a generalization of domestic and foreign practices of social benefits during the coronavirus pandemic. The poor situation of small villages, on the one hand, and the relatively low financial cost of payments, limited by territory and social categories, on the other hand, led to the proposal to preserve and develop small villages with the achievement of economic and socio-demographic well-being. In order to curb the process of depopulation in rural areas it is proposed to develop a strategy for the preservation and development of small villages, including a special state policy of income for the population of small villages on the basis of a guaranteed rural minimum income. The conceptual basis of this policy can be the idea of a universal basic income with variations of conditional, selective, both monetary and natural basic income. The implementation of this approach is proposed as an experiment in small villages of the regions of the Siberian Federal District. According to calculations, 50 million rubles a year will be required to pay 437 thousand residents in 5.8 thousand rural settlements of the regions of the Siberian Federal District, or 0.65 % of GRP. As a result, it is expected to reduce excessive income inequality, improve the demographic situation and increase employment. The research is based on the method of dialectical knowledge of processes and phenomena. When studying the issues of the state and trends of changes in the situation of small rural settlements, monographic, abstract-logical and economic-statistical methods were used.

This paper analyses the existing methods of state support of agriculture in Russia, develops recommendations for their improvement, proposes new measures of state support that meet the changing economic conditions and requirements of the time in this strategically important sector of the economy. Efficiency of production and competitiveness of the Russian products within the country and in the world, the financial results of farms, their profitability depend not only on the introduction of new equipment, the latest innovative technologies in production, but also on the possibility of selling products. One of the reasons for the low profitability of Russian agribusiness is that the current distribution system is weak and does not meet the needs of agricultural producers. The Russian producers cannot invest in production, take loans if there is a constant risk of impossibility to sell their products. Only the resolution of current problems with logistics, places for distribution and storage of products, organization of markets, road infrastructure will allow manufacturers to clearly plan future costs and revenues. Large processing enterprises, retail chains are not interested in working with small agricultural producers due to the small volume and inconsistency of the supply of raw materials. The role of the state is to support the preservation of rural areas, allocate subsidies for the renewal of technology, and help producers to unite in trade cooperatives. Thanks to the practical implementation of the proposed ways to improve state support for agriculture, it will be possible to stimulate scientific and technological progress to a greater extent, organize the required starting conditions for capital accumulation, expanded reproduction, and generally contribute to progressive development of agriculture in Russia.

Omsk region is part of the Siberian Federal district (SFD), for many years the situation on brucellosis in the region is characterized as unstable. The objective of the study was to analyze the clinical and epidemiological situation of brucellosis in Omsk and Omsk region in 2008–2018 and to identify the relationship between the incidence of brucellosis in humans and the location of enterprises for processing animal products. Material and methods. We have conducted an analysis of 407 of official records in epidemiologi-epidemiological situation in the Omsk region for the period 2008–2018 and the data portal, participants of the market of dairy (http://milknet.ru) and cold (http://meatinfo.ru) products. Results. Indicators of the incidence of brucellosis in the region exceeded significantly those in the Siberian Federal district and Russia in general. The peak of brucellosis incidence in Omsk region was in 2008–2010. The risk groups were people of working age (40–59 years). The connection of the disease with the profession was established in 44 patients with brucellosis. The prevalence of chronic brucellosis in 41 (45.0%) patients and residual brucellosis in 12 (13.0%) patients over other clinical variants was revealed. Epizootological situation of brucellosis in Omsk region was characterized as unstable. During the analyzed period, 22 unfavorable points on brucellosis of farm animals were registered. Most of the problem areas (20 out of 22) were identified in private households. The number of cases of brucellosis is comparable with the number of enterprises for processing raw materials of animal origin. Conclusion. To improve the effectiveness of measures taken to combat brucellosis in the region, strict monitoring of compliance with sanitary and anti-epidemic measures in enterprises of all forms of ownership and real programs to support private owners of the animals. The subject of the research is an expert analytical assessment of the arguments for enhancing the manifestation of interest and the adoption of programs by the country’s top authorities to improve agricultural policy, accelerate the development of conditions and mechanisms for the implementation of socio-economic problems and interests of the population of rural areas. Using the methods of economic and statistical analysis and logistic and expert assessment, chronic and urgent problems in agro-industrial production, in social engineering, stimulating the interests of the rural population and developing new mechanisms for their implementation are analyzed. Results. The assessment of the state of social engineering infrastructure at the level of the region, federal district and country is given. A model of the mechanism for motivating and realizing the socio-economic interests of the population of rural areas, the author’s presentation of the visions of experts, agricultural scientists on the role of the state and modern agricultural policy in the effective development of agricultural sectors and improving the quality of life in rural areas are proposed. Conclusions. The importance of the adopted new State Program for the integrated development of rural areas was noted, priority directions and ways of developing the mechanism for realizing socio-economic interests, increasing the level of employment and consumer ability of the rural population, etc.

The article defines the role and place of consumer societies of the Central Union of the Russian Federation in rural areas, considers methodological approaches in the choice of activities for cooperatives, cooperative organizations of consumer cooperation, consumer societies and unions, considers the evolution of the choice of activities for cooperatives in rural areas. Analyzed the multifaceted activities of consumer cooperation, characterized by areas of specialization of the work of cooperative enterprises, covering the area of procurement and processing of agricultural products, storage and marketing through their own cooperative trading network of retail shops. The prerequisites for improving the efficiency of consumer cooperation, cooperative enterprises and organizations, development and strengthening of the material and technical base of cooperative formations are analyzed. On the materials of consumer societies and unions of the Republic of Tatarstan and the Volga Federal district, the results of consumer cooperation are analyzed, methodological approaches are outlined, taking into account the analysis of practice in choosing the type of activity for cooperatives in rural areas. The ratio of the share of food and non-food, industrial goods in the system of retail cooperative trade of consumer societies is revealed. The development of various sectors of specialization in consumer societies of the Central Union of Russia is analyzed, the review of procurement activities of cooperative organizations is made. The directions of development of cooperation and integration in the field of procurement of agricultural products and raw materials are formulated.

The article presents a retrospective of the main directions of research on the preservation of the health of the population and labor resources of the Siberian Federal District based on the long-term work of the Scientific Research Institute of Complex Problems of Hygiene and Occupational Diseases in Novokuznetsk. There is the ecological and hygienic definition and justification of optimal human life conditions; the development and implementation of methods for the prevention, treatment, and rehabilitation of occupational, production-related, and general diseases; planning the strategy of medical services and organizations in the management of healthcare, taking into account the peculiarities of population reproduction, the specifics of working conditions and socio-economic development of regions.
