The administrative reform that has been permanently carried out in Russia over the past decade, as well as the ongoing efforts to eliminate administrative barriers in business, lead to increased interest in the historical experience of solving issues of optimizing public administration in various spheres of public life and the economy of the country. An important place among them is occupied by the issue of improving licensing and permitting activities. The article examines the historical experience of the formation and development of the licensing and licensing system in Russia, and suggests the author’s periodization of this area of history. The author analyzes the social and economic conditions in which the formation and development of this state institution took place, examines the content of normative legal acts adopted at different stages of national history.

The past twenty years have witnessed a surge in behavioral studies of law and law-related issues. The article deals with the evolution of ideas about the moral responsibility of a person before government institutions. According to the author, the state ideology basis consist of civil virtues generated the duty of public interests protection. Historical experience shows that the governance is based on a system of basic values, formed under the influence of the traditional society culture, ensuring the implementation of legislative regulations. Civil virtues are revealed through the prism of moral categories which reflect the supremacy of state interests in various spheres of public life. There is justified the inextricable link of civil virtues with the proper execution of the professional functions. There is analyzed the legislation which regulates the activity of government servants.

Автор формулирует предложение для научного дискурса по поводу чрезвычайно актуального и необходимого для Российского государства феномена социального государства. Поднят вопрос единого представления о генезисе социального государства и его критериях. Исторические примеры, в которых показаны реализация и последствия социальных законов в различной государственной и общественной «почве», помогают определить место и разумное применение элементов социального государства в современной российской государственности. Жизнеспособные элементы для распределения этапов эволюции социального государства имеют аргументы различных авторов. На основании проведенного анализа четкость критериев периодизации генезиса социального государства предложено обозначить как совокупность (систему) признаков, перечисленных в настоящей статье. Сформулированная совокупность (система) признаков позволила утверждать, что зародилось социальное государство в эпоху Античной Греции. Более того, древнегреческая мысль в принципе оказала влияние на юридическое мировоззрение прошлого, настоящего и будущего. Здесь впервые использованы основные понятия теории государства и права, что на сегодняшний день является основой теоретических знаний правоведа. Уголовно-исполнительная система является социальным институтом, что обусловливает важность трактовки тематики истории и теории социального государства. The author formulates a proposal for scientific discourse, due to the unsolved, but extremely relevant and necessary for the Russian state, the phenomenon of the social state. The question of a unified idea of the genesis of the social state and its criteria is raised. Illustrative historical examples in which are the implementation and consequences of social laws help to determine the place and reasonable application of the elements of the social state in modern Russian statehood. The arguments of various authors have viable elements for the distribution of the stages of the evolution of the social state. Based on the analysis, the clarity of the criteria for the periodization of the genesis of the social state is proposed to be designated as a set (system) of the features listed in this article. The formulated set (system) of features allowed us to assert that the origins of the social state have their roots in the era of Ancient Greece. In addition, ancient Greek thought in principle influenced the legal worldview of the past, present and future. Here, for the first time, the basic concepts of the theory of state and law are used, which today is the basis of the theoretical knowledge of a jurist. The penal system is a social institution, which determines the importance of interpreting the topics of history and the theory of the social state.

Conclusion reemphasises the historicity of the everyday in Ozu’s films, which is not a void entity but characterized by various modern subjects – distinguished in class, gender and generation – with conflicting views, the interaction among which changes throughout history. Temporality (permeation of the past into the present) and spatiality (deviation) are also importantly discussed in relation to the working of Ozu’s everyday, especially in the postwar period when historical experience of wartime presents more complex layer of social critique. The role of the Japanese film industry (namely, Shochiku) is reiterated in terms of establishing Ozu’s everyday realism, which is constantly placed in negotiating relationship with the former’s commercial concerns. Lastly, a question is raised about whether Ozu should be regarded as conservative in representing the social reality, for which the particularity of his everyday realism is suggested as an answer.

Статья предваряет публикацию архивных материалов, посвященных традиционным святочным представлениям, исполнявшимся в селе Воронеже Черниговской губернии в конце XIX в. Записи принадлежат уроженцу села, собирателю и краеведу И. С. Абрамову. Абрамовым собран значительный материал по фольклору и этнографии Воронежа, большая часть которого до настоящего времени не опубликована и хранится в РГАЛИ. Среди записей собирателя материалы по фольклорному театру занимают немаловажное место. Им зафиксированы три варианта народной драмы «Царь Максимилиан». Публикуемые ниже материалы расширяют картину бытования произведений фольклорного театра в Воронеже и шире на Черниговщине. Они показывают, что в селе Воронеже на Святки исполнялся целый ряд в различной степени ритуализованных представлений (колядование, щедрование, засевание, хождение с козой и звездой, драма), которые в своей совокупности можно назвать «святочным театром». В плане распространения обрядово-игровых форм Воронеж не был исключением для восточной части Черниговской губернии, в частности, на рубеже XIX-XX вв. здесь было записано шесть вариантов драмы «Царь Максимилиан». В статье приводятся сведения об исполнителях, от которых сделаны записи, дается характеристика материалов. В период 1916-1937 гг., когда производились записи, представления с козой, звездой и народная драма «Царь Максимилиан» уже вышли из активного бытования, что свидетельствует об усилении процесса изменения традиции в первую треть XX в., в том числе и под влиянием таких социальных катаклизмов, как Первая мировая война и революция. Таким образом, публикуемые ниже записи отражают тот этап жизни одного из сегментов традиции, когда он становится частью народной памяти. This article precedes the publication of archival materials devoted to the traditional Christmas (Yuleytide) plays, performed in Voronezh Village, Chernigov Province, in the late nineteenth century. This material was gathered by a native of the village, the collector and ethnographer I. S. Abramov. Abramov assembled a significant amount of material on the folklore and ethnography of Voronezh, a large part of which, stored in the Russian State Archive of Literature and Art, has not yet been published. Materials on folk theater occupy an important place among Abramov’s records. For example, he recorded three versions of the folk drama “Tsar Maximilian.” The materials published in this article expand our picture of folk theater in Voronezh and in the larger Chernigov Province. They show that in Voronezh a number of ritualized performances (including “kolyadovanie,” “shchedrovanie,” “zasevanie,” walking with a goat and a star, drama) were performed at Yuletide, which taken together may be called “Yuletide theater.” In terms of the distribution of ritual forms of play, Voronezh was no exception for the Eastern part of Chernigov Province. For example, at the turn of the nineteenth - twentieth century, six versions of “Tsar Maximilian” were recorded in the region. The article describes the records that have been preserved and information about the performers who left them. During the period 1916-1937, when these records were made, performances with goat, star and “Tsar Maximilian” had already become a thing of the past, reflecting the changes that came about due to the cataclysm of the First World War and Revolution. Thus, the records reflect the stage of life of one portion of the tradition when it was becoming part of the people’s memory

The aim of the scientific monitoring undertaken within the framework of this article is to present the most comprehensive picture of the interaction between the state organs and traditional religious confessions in implementation of social assistance by them to the needy layers of the population. A retrospective of the established realities of the social sphere existed in the past allowed the authors of this work to trace their influence on the essential characteristics and forms of religious organizations' charity activi-ties in the space of provincial regions of Russia in the second half of the XIX – early XX centuries. The conduct-ed reconnaissance of the planned range of issues made it possible to state the facts of an exclusive empyria exist-ence for every traditional Russian religious confession, as well as a certain dependence of the religious charity on the character of public relations, on the role of the state in the social sphere, and the connection with spirituality genesis.

Textbooks in public administration customarily conclude with a section on administrative responsibility. The charitable inference is that this location betokens the saving of the best till last, rather than the appendage of an afterthought. Herbert Kaufman might explain it as the preoccupation of the past generation of political scientists with the legitimation of the efficient exercise of administrative power to subserve the goals of the social state, with a consequent sublimation of the emerging problem of the control of large, professionalized bureaucracies. However that may be, it does seem clear that, with the exception of administrative decisions which adversely affect “civil liberties,” most political scientists have been content to let lawyers and defenders of the free enterprise system worry about the restraint of administrative action.

Cultural and religious heritage, which has been important in understanding social relations throughout human history, appears with its differentiating profiiles in today's modern world. After long years of woodworking, Tahtacıs have settled down and gained a new life look with their cultural characteristics. There are few studies in the literature about the profiles of Tahtacıs, who made a living by woodworking in the past, in direct proportion to processes such as modernization and urbanization. Within the scope of the study, the current lifestyles, traditions, and cultures of Tahtacıs, together with their problems and expectations will be examined through the data obtained from the regions where they live. Based on this, Elmalı Akçaeniş Village and Manavgat Gültepe Neighborhood, both of which have Tahtacı population in Antalya province, have been determined as field of study. The study was designed with a qualitative research design and the data were obtained using interview and participant observation techniques. The data are handled comparatively in terms of identity, religion, social relations, economic characteristics, and spatial contexts. According to the results of the study, it was found that the social ties of Tahtacıs were weakened and their traditions, customs and lifestyles changed along with their socio-economic conditions.

For the past half-century, those defining the field of Public Administration in their role as its leading “theorists” have been preoccupied with defending the enterprise against the evils of value-neutral logical positivism. This polemical review of that period focuses on the Simon-Waldo debate that ultimately leads the field to adopt a “professional” identity rather than seek disciplinary status among the social sciences. A survey of recent works by the field’s intellectual leaders and “gatekeepers” demonstrates that the anti-positivist obsession continues, oblivious to significant developments in the social sciences. The paper ends with a call for Public Administrationists to engage in the political and paradigmatic upheavals required to shift the field toward a disciplinary stance.
