Abstract The literature on alternative care focuses overwhelmingly on formal, court-ordered placements; voluntary care placements are discussed less frequently. Least attention of all has been given to informal kinship care placements, where a child is cared for by relatives but is not formally in the legal care of state authorities. In Ireland, these placements, when facilitated by state authorities in lieu of a care order or voluntary care agreement, are known by professionals as ‘private family arrangements’. This article explores evidence which shows that the use of such arrangements is motivated partly by a concern for subsidiarity, and partly by necessity: they provide a source of placements in cases where regulatory requirements and a lack of resources would otherwise make the placement challenging or impossible. However, this strategy carries significant risks. Private family arrangements receive less support and oversight from state authorities than formal care placements, and family members providing care under this model have no legal rights or responsibilities in respect of the child(ren). This places the child(ren) in a precarious position and raises concerns regarding a lack of equity of care. The article will illustrate the impact of these concerns and make recommendations for reform.

This paper examines the impact of microfinance on women empowerment through a cross-sectional survey with a total of 189 respondents in La-Nkwantanang municipality. Paired sample t-test was performed to analyse the situation before and after joining Microfinance Institutions (MFIs) to access credit facilities. Women empowerment is measured using three indicators namely: standard of living; generation of income from business operation; and participation in decision making at the family level. The main effects of microfinance services computed using the summated scale were found to suggest an improved standard of living with an average mean score of 1.5234 and standard deviation of 0.84099, improvement in business operations with a score of 1.4769 and standard deviation of 0.98718 and enhanced participation of women in decision making with a mean of 1.38378 and standard deviation of 0.98287. The paired sample test results indicated a p-value of 0.000 which is less than 5% (p<0.05). This study confirms the view that access to micro credit after joining MFIs, increased participants’ incomes and savings, improved their standard of living and increased their participation in decision making within the family. Based on the findings, it is recommended that MFIs should expand their financial advisory services to ensure the prudent utilisation of micro credit. Government must design appropriate micro credit policies that support this expansion. Keywords: Microfinance, Women Empowerment, Survey, Ghana

One of the perspectives of delving women in academia is by using Sustainable Development Goal (SDG) goal 4 ‘Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’, to measure the SDG number 5, ‘Achieve gender equality and empower all women and girls’ - and the vice versa. The extent of Millennium Development Goals (MDGs) realization provides lessons that the current and future education policies and programs are/ will be founded on. To achieve a thorough analysis, consistently accurate and relevant data is requisite and essential to monitoring and evaluating the real effects of education policies on women empowerment. At a glance, the average children enrolment in primary education rose remarkably between 2000-2015 in most developing countries indicating the extent of achievement of MDGs. Shifting from these quantitative evaluation results, this study outlines qualitative perspectives of measuring women in leadership in the education sector as an approach of empowerment. A key concern is how the generation of data through monitoring and evaluation enables fast-tracking of the effects of the policies on women empowerment in the education system. In this article, we focus on three school management variables as measures of women empowerment: 1) the nature of both internal and external audits to ensure accountability and transparency; 2) professionalism enhancement (nature of the In-service education training), and 3) the analysis of resource needs in empowering women. While doing the monitoring and evaluation of SDGs achievement, there is a need to deepen the analysis and consider the processes that determine which gender elevates to leadership.

Some people saw it as a treat for traditional institutions such as the family and the school, another argument saw benefits in overturning traditional and developing modern attitudes. this paper will analysis the positive and negative impacts of globalization on education for developing countries. Effective education systems are the foundation of opportunities to lead a decent life. Ensuring that all children have adequate access to education is essential public sector function for countries at all income level. The paper argues that education is a core element of society, and the foundation of democratic choice. The large difference in opportunities in education between countries is one of the basic causes of global inequality. People can only contribute and benefit from globalization if they are endowed with knowledge, skills, and values and with the capabilities and rights needed to pursue their basic likelihoods.
