The article considers the problems of the influence of cooperation on the development of credit resources market for agricultural sector. The analysis of activity of agricultural goods producers of Cherkasy region on capacity of farmland, majority of which are small-scale, has been carried out. Due to limited access to credit resources on credit resources market in general and preferential lending, growth of tax burden in particular, small-scale agricultural companies are in a difficult financial situation, which makes it impossible for them to operate on the principles of self-financing and self-sufficiency. The solution to this problem is possible through the creation of production, service and credit cooperatives and on their basis – the Agrarian Bank. The basic principles of functioning of agricultural cooperatives have been studied. It has been determined that the development of credit cooperation in this sector of the economy is mainly through the prism of lending, while leveling other important functions that can contribute to the sustainable development of small-scale agrarian sector. The peculiarities of the development of agrarian cooperation in Ukraine have been revealed, and functioning of the information-consulting center for consulting farmers has been singled out in the structure of the rural cooperative. It has been found that cooperation is one of the key institutions that will improve the efficiency of agricultural economy. The development of the cooperative movement in Ukraine can be a driving force for qualitative change not only in the agricultural sector but also in the country as a whole. But this requires the combined efforts of villagers, NGOs and government officials. The relevant laws need to be updated, and the very idea of cooperation needs more coverage and discussion. According to the world experience in a market economy, cooperatives are a third force or alternative to public and private enterprise.

Agro-processing is becoming more popular and practiced by farmers to reduce post-harvest losses,add value to farm products and increase farm income. This paper presents the small-scale crop farmers’ level of participation in agro-processing in the Gauteng province of South Africa. Data were collected from 255 small-scale crop farmers selected by random sampling using a semi-structured questionnaire.Statistical Package for Social Sciences (SPSS version 23 of 2015)was used to analyse data. Descriptive statistics (in form of percentages) were used to analyse the background characteristics of the farmers,whereas the multinomial logit model was further used to show the level of participationamongst the small-scale crop farmers. With respect to agro-processing, results indicated that 47.1% of the small-scale crop farmers participated partly,40.8% of them participated fully while 12.2% did not participate at all. Results of the multinomial analyses indicated that, educational level(p<0.05), size of the field(p<0.05),distance to the market (p<0.01),and access to credit (p<0.01)had positive significant influence on small-scale crop farmers’choice to participate fully in agro-processing. Gender,regarding male participation (p< 0.05),and age of farmer (p<0.01) had significant influence on farmers’ choice to fully participate in agro-processing. Furthermore, the results of the multinomial analyses showed that size of the field (p<0.01)owned by the farmer and access to credit(p< 0.05)had positive influence on the farmers’choice to participate partly in agro-processing whereas older farmers (p< 0.05),widows (p< 0.1) and farmers with more number of fields(p<0.01) were less likely to participate partly in agro-processing activities. These results have implications for the development of small-scale farmers venturing into agro-processing in the Gauteng province. Young females should be encouraged to join the agricultural sector as they are likely to participate in agro-processing activities which in turn results in improved income and food security at the household level. Furthermore, new agricultural education programmes should be encouraged in the area households as educated farmers are more likely to participate in the value addition activities of agro-processing.

The purpose of the article is to determine the directions of integration processes in the development of entrepreneurial activity in the agricultural sector of the economy. Research methods. Using statistical and graphical methods, the state and trends of integration transformations of agricultural enterprises in Ukraine were assessed. Research results. The dynamics of changes in the number of agricultural enterprises in Ukraine during 2013-2019, their structure on the basis of legal status, scope and results of activities are analyzed and the relevant conclusions on the ways of development of integration processes in the agricultural sector are formed. The functioning of agrarian business entities of different sizes has been studied. The integration potential of small business entities in the agricultural sector has been identified. The dynamics of the main production indicators of small and micro enterprises is given, their share in the total volume of agricultural production is determined. Also, small forms of management due to integration and cooperative processes provide an opportunity to develop in rural areas, making financial contributions to local budgets, while large enterprises (agricultural holdings) usually have minimal impact on the development of rural economy and rural areas. The main segments of agricultural production (such as potatoes, vegetables, fruits and berries) in which households play a key role are identified. Priority areas for the development of personal farms have been identified, in particular, through the creation of family farms and their association in cooperatives, etc. The information base of the study is the scientific achievements of leading domestic and foreign scientists, analytical data of the State Statistics Service of Ukraine. On the basis of the obtained results the social and economic expediency of development of cooperative forms of management in the countryside and integration of small-scale agricultural producers is substantiated. Scientific novelty. It is proposed to turn personal peasant farms into family farms as components of integration formations in agrarian business. Practical significance. The state of business structures of the agricultural sector of the Ukrainian economy is assessed and the prospects and advantages of the development of integration formations and cooperation in the sustainable development of rural areas are outlined. The article is devoted to the analysis of legal issues of deregulation of agrarian business in Ukraine. Historical aspects of deregulation of Ukraine's economy are studied. The legislation and special literature on deregulation of agrarian business are analyzed, the main measures of deregulation of agrarian business in Ukraine are singled out and characterized. Attention is drawn to the need to ensure the balance of public and private interests in the agricultural sector of the economy in determining the limits of deregulation of agribusiness. Based on the analysis of current legislation and practice of its application, it is concluded that the deregulation of agrarian business in Ukraine is universal, as it covers all elements in the structure of agrarian relations, which allows to consider it as one of the main principles in the mechanism of legal regulation of institutional and functional support. agrarian relations. This article suggests a new concept of entrepreneurship based on a modern approach about competition between agribusiness entities and according to the area of their commercial activity. The importance of entrepreneurship measurement is grounded and the correctness of the methodology is proven. Creating a model that covers all aspects of entrepreneurship measurement was determined as the aim of this article. This article presents a real, innovative methodology for measuring entrepreneurship in the agricultural sector based on the modification of TOPSIS method. The method chosen was recognized as the most appropriate for determining the level of entrepreneurship, which is expressed by quantitative parameters. Using the modification of multicriteria TOPSIS method for measuring entrepreneurship in agricultural entities, 12 specific criteria were selected. The model has been tested in the livestock farms of Lithuania to include entrepreneurship as a criterion in assessing the potential of these farms and their readiness to apply sustainable and environmentally friendly activities to organic farming. The applicability of the model has been directly confirmed. The use of the model makes it possible to rank agricultural businesses in a given region according to their degree of entrepreneurship.

Currently, the system of cooperative and integration ties between agricultural producers creates conditions for the appropriate agro-industrial production, expanding the sphere of competition, contributes to the sustainable and balanced development of industries and ensuring food security. The purpose of this study is to study the current state of agricultural cooperation, to identify its problems and prospects. Objectives – to achieve this goal, scientific views have been generalized, topical issues of functioning of small businesses have been identified, recommendations to improve their efficiency have been developed. Results – based on data showing a slight decrease in the share of agriculture in GDP compared to the 1990s, an increase in the number of privately owned enterprises over the past 20 years, a reduction of public enterprises, the need to enlarge agricultural entities and unite small farms into agricultural cooperatives for joint cooperation in production, processing and marketing activities is shown. The analysis also indicates that access to financial resources for production and processing of agricultural products is limited from the WTO permissible level. The prevailing forms of cooperation in agricultural sector and factors hindering its development are considered. The positive and negative directions of cooperation of small business entities at present stage have been identified. The foreign experience of creating agricultural cooperatives is presented on the example of France, Germany, and the USA. Conclusions: on the basis of the study, it was proposed to make changes in the activities of agr icultural cooperatives: to improve the system of their financial and loan support, to improve information and consulting services and scientific support, to strengthen the system of training personnel for agricultural cooperation.

<strong>English</strong><br />Agricultural sector has a very strategic role in the national development. Nevertheless, the agricultural sector still deals with some problems, e.g. lack of capital for farmers and agricultural business. National banks, theoretically, have a significant potential for agricultural financing because of their core business as the financial intermediary institution. However, the facts show that national banking credit to the agricultural sector is still limited, that is less than 6 percent. This paper aims to review potential, role and the constraint of  national banks in financing the agricultural sector. The study shows that the lack of financing in the agricultural sector by national banks caused by high risk in the agricultural sector, complicated term in credit proposal, poor management of agricultural businesses due to its micro-small scale, and limited competence of bank in the field of agricultural finance. The government tries to increase agricultural finance through increasing budget allocation to this sector, improving effectiveness of state budget funds, or formulating an alternative financing scheme in accordance with the characteristics of agriculture.  <br /><br /><br /><strong>Indonesian</strong><br />Sektor pertanian memainkan peran sangat strategis dalam pembangunan nasional. Walaupun demikian, sektor pertanian masih dihadapkan pada beberapa permasalahan, diantaranya kurangnya permodalan petani dan pelaku usaha pertanian. Perbankan nasional, secara teori memiliki potensi besar sebagai pendukung pembiayaan pertanian karena secara legal formal  merupakan lembaga intermediasi keuangan. Namun, fakta menunjukkan penyaluran kredit perbankan nasional ke sektor pertanian masih sangat kecil yaitu di bawah 6 persen. Tulisan ini bertujuan melakukan review terhadap potensi dan peran serta berbagai permasalahan  yang dihadapi perbankan nasional dalam pembiayaan di sektor pertanian. Hasil studi menunjukkan bahwa minimnya pembiayaan di sektor pertanian oleh perbankan disebabkan beberapa hal, diantaranya: risiko pembiayaan yang tinggi, persyaratan yang ketat dalam pengajuan kredit, kelemahan manajemen usaha pertanian yang umumnya berskala mikro-kecil, serta keterbatasan kompetensi perbankan di bidang pertanian. Pemerintah telah berupaya untuk meningkatkan pembiayaan ke sektor pertanian, diantaranya dengan memperbesar  alokasi anggaran ke sektor pertanian, peningkatan efektivitas dana APBN, mendorong perbankan lebih ekpansif dalam pembiayaan pertanian, maupun merumuskan skim pembiayaan alternatif yang sesuai dengan karakteristik pertanian.

The article analyzes the peculiarities of legal relations in the sphere of agribusiness on the basis of research on agrarian relations, economic activity (entrepreneurship) and agro-industrial complex. A comprehensive analysis of relations in the field of business in the agricultural sector is given. Their object and subject composition is established, which is narrower than in agrarian-legal relations. It is emphasized that the object of legal relations in the field of agribusiness, the essence of which is expressed through action - different in content and character, is pluralistic in nature, which causes its multilevel and complexity. The subjects of legal relations in the said sphere are agricultural enterprises of various organizational and legal forms (farms, agricultural cooperatives, agricultural joint-stock companies, agricultural limited liability companies, agricultural private enterprises, etc.), as well as those providing agricultural production and production. products (enterprises in the field of information, logistical and logistical support. The same aspect explores the relationship between agribusiness and agro-industrial complex, which are not inherently identical concepts. The basis for their isolation is the orientation of business entities: in the agro-industrial complex - production and marketing, and in agribusiness - marketing.

The article analyzes the research of the role of cooperation in the scientific heritage of Ukrainian diaspora’s economists, whose efforts in the late XIX – early XXI centuries created many professional works on the history of the cooperative movement. The review of the works of Ukrainian diaspora economists by the author is carried out on the basis of a civilizational paradigm and the systemic approach. The selected methodological basis allowed to consider a number of scientific works as such that reveal cooperation on the territory of Ukraine as a systemic phenomenon, whose functioning was influenced by other subsystems of society (political, social, spiritual and cultural ones). It is emphasized that the scientists of the Ukrainian diaspora presented a holistic picture of the organizational formation and functioning of Ukrainian cooperation, and analysis is made of its specific and regional features. It is noted that immigrant economists played an important role in the recovery of cooperation, first of all, in the agricultural sector, seeing in this organizational form a possible way to create large agricultural enterprises provided the small-scale peasant ownership is maintained. It is noted that the representatives of the Ukrainian diaspora paid considerable attention to the deepening of theoretical study on the problems of cooperation. It is concluded that the role of cooperation in the research of scientists of the Ukrainian diaspora was reflected in the following factors: first, cooperation was a factor of economic selforganization of Ukrainians; second, it helped to improve the lives of its participants; thirdly, cooperation caused a rise of general and economic education; and fourth, the cooperative movement positively influenced the growth of national consciousness and selfidentification of Ukrainians. It is emphasized that it is important to pay attention to the each individual scientist own attitude to the role of cooperation in the economic life of Ukrainian society and their author's ideas regarding the construction of an integral national economic system. The author sees prospects for further research in this direction in expanding the field of research on the role of cooperation in the scientific heritage of the Ukrainian diaspora, namely, in the study of its importance for the formation of the ideas of Ukrainian economic nationalism.

The article considers the key problems that hinder the development of the system of cooperation in the agricultural sector of Russia. It is argued that the spread of cooperative forms of interaction in rural areas is hampered by a number of specific factors, including demography, the concentration and consolidation of business in the face of large integrator companies, low efficiency in the use of land potential, material and financial resources, and state regulation. Special attention is paid to the state support for the development of agricultural cooperation and small-scale farming in rural areas. The geography of the location of the cooperative movement in the leading regions is presented. It is established that the development of cooperation occurs unevenly across the subjects of the Russian Federation, and its general state is still characterized as unstable. The comparative characteristics of the features of the development of agricultural cooperation in Russia and abroad are given. It is proved that in the modern Russian reality, agricultural cooperation is the new most effective form of cooperation in the agricultural sphere and a strategic tool of behavior that should not be ignored by small forms of management.

Introduction. In the process of introducing models of strategic management of innovation and investment potential of agricultural enterprises, it is necessary to analyze the influence of external factors and internal capabilities of the enterprise. This helps to identify the most favorable directions of innovative development of the agricultural entity. The purpose of scientific research is to develop theoretical aspects of the innovative potential for-mation of agricultural business entities in the system of their investment activity. Results. It is established that the use of qualitative and quantitative characteristics of innovative capabilities of agricultural sector subjects without defined criteria hinders the organizational and economic mechanism of choosing innovative investment models and strategies. It has been determined that the dy-namics of investment provision is a basic parameter of reproduction processes. The tasks of investments are highlighted, the fulfillment of which is provided by the reproductive function. The lack of innovative potential of the majority of domestic agricultural enterprises is revealed. It is established that the innova-tive potential of the enterprise characterizes its investment attractiveness. The expediency of considering innovative potential in the system of other types of enterprise potentials is substantiated. It is determined that the research of innovative potential should take into account possible investment cycles in the enter-prise activity. The main factors of investment potential development of economic entities are given. The investment environment is characterized as the volume and structure of mobilized and used potential or real investment funds from internal and external sources of formation. The main task of investment poten-tial accumulation in enterprises is determined. The criteria are characterized, on which the formation of investment potential will depend. The conditions are identified that contribute to the growth of innovation potential. The features of investments implementation into innovations are characterized. The main tasks of monitoring of innovative potential are defined. The state of the organizational component of investment potential at modern domestic agricultural enterprises has been analyzed. Conclusions. The innovative potential development of domestic enterprises of the agricultural sec-tor is the key to their successful activity. Managing the investment potential formation is a key task for the strategic development of agricultural entities.
