The article deals with the current state of the construction industry for the period 2018-2020, and its significance for the economy of Ukraine is determined. The general trends of construction development in the modern transformational economic environment have been revealed here. The contribution and share of construction in the total GDP of the country are studied. The volumes of the construction production are analyzed, and after a deep review of indicators and rates dealing with construction products output, it is determined that the construction industry is developing steadily. The role of the state in creating a conducive investment climate in Ukraine is determined, and capital investments in construction are analyzed, and their share in the total capital is allocated. The sales volumes of building materials, the number of construction companies, and the population engaged in the construction sector are analyzed. The authors noted the necessity of normative regulation of construction activity, development, and implementation of state programs on development and support of the construction industry. The main problems of construction companies that have arisen after the introduction of a quarantine regime caused by the COVID-19 pandemic have received much attention. It is noted that it is possible to minimize the negative factors influencing the activities of construction industry companies through strategic management and support of this industry by the state.

Abstract Construction Industry indicates development of the country and it helps in the economic growth which adds productivity and quality of life of citizens. During the manufacturing and the construction processes, there is use and combustion of fossil fuels which results total 39% of total carbon footprint. So, studying carbon footprint for construction companies becomes very important. Many different studies are carried out with giving number of alternatives to reduce the amount of carbon footprint. However, this research is focused mainly on multi-storeyed residential building in renowned city in India, shows the carbon emissions produced by a construction activity right from the material production to the actual execution process. Different Greenhouse gases contributing carbon footprint were also studied & incorporated. Various activities accounting to emissions were listed and their carbon footprint value (in the form of Carbon Dioxide equivalent) was calculated by bottom-up method. The manufacturing of various construction materials and usage of electricity during execution phases of a building causes very bad impact on the environment. The greatest contributors of the carbon footprint are onsite electricity use and building materials manufacturing. Therefore, use of green concrete, renewable energy, prefabricated construction materials and low emission construction equipment & vehicles can help in reducing the values of Carbon Footprint by the construction industry.

The construction industry, as one of almost every economy’s major generators of environmental impact, can contribute in large measure to achieving the goals of sustainability. However, most publications in this field deal with sustainability with reference to selecting construction materials and improvements in the operating phase of buildings. When considering ecological sustainability the focus has to be extended from the finished building to the building pro­cess. Therefore the actors of the construction sector who are responsible for the production process have to be studied: the construction companies. The goal of this paper is to study the state of ecologically sustainable corporate business management in construction. The state of application of elements of environmental management systems (EMS) is used as an indicator of the current situation in German construction companies. EMS can help continuously to environmen­tally improve the operating processes of the firms. A broad survey about the extent of EMS has been conducted consid­ering the barriers and drivers. In general, a relatively low interest in EMS and a lack of knowledge is noticeable within the sector. As a result, strategic recommendations are made on how to promote environmental management to foster sustainable thinking in the German construction industry.

The purpose of the paper is to improve institutions and legislation on public finance management in Ukraine, to define the concept of "financial control", to consider the process of development and formation of financial control, to highlight the financial control`s features, to justify the need for long-term financial control. Financial control and financial management in the enterprise are very important for every state. The current state of economic improvement in Ukraine should increase the role of the state in regulating the economy in order to identify differences between the law, recognizing the standards and functioning of financial control. At the present stage in Ukraine, the issue of establishing unification of public finance management remains unresolved: there is a discrepancy in state legislation. The Ukrainian economy`s growth leads to an additional need for financial control in a moment. Thus, its role and importance in securing the assets of different types of members’ organizations, the equipment`s efficiency, labour and finance. The paper is devoted to the key issues of finding ways to ensure financial control in the organization and the regulatory framework in this area. The paper presents an overview of financial control by state (local) resource management and their use, as well as financial control of public administration by the state external financial regulator (audit), the Ministry of Finance on behalf of the Verkhovna Rada of Ukraine, and public finance management, including internal management and internal audit, which are provided by current legislation. In the paper was presented a study of the financial control`s concept. The main types of financial control, its goals and objectives are researched. The author emphasizes the importance of the organization’s internal financial control and the key stages of its development. The types of external control and features of their application were also researched. In conclusion the Ukrainian financial management`s current state is researched.

The benefits of e-business have been widely promoted but the Architecture, Engineering, and Construction (AEC) sector has lagged behind other sectors in the adoption of e-procurement. The prospective benefits for the AEC sector are suggested by the proven advantages of general e-procurement where adoption has been faster and deeper. However, several studies indicated that barely 20% of documentation is tendered electronically, suggesting there are barriers to e-procurement. In order to promote adoption of e-procurement in the AEC sector, it is important to establish the status of the industry and identify the drivers as well as barriers to e-procurement. This chapter provides a detailed discussion of the state of the industry and its drivers and barriers while ranking these according to its importance. It acts as a reference guide to allow those implementing e-procurement in construction to make informed decisions as to where to focus their efforts to achieve successful realisation incorporating the benefits and avoiding the pitfalls in the process. The chapter also provides some insight into the current state, trends, and future directions of e-procurement in the construction industry.

The purpose and objectives of the study are to identify the role of the state in the development of construction companies and to define the economic mechanisms of the mutual relationship of internal and external factors for increasing the efficient management of the construction companies. Comparative analysis, a logical-systematic approach, comparison and generalization, analysis and synthesis, and economic and statistical methods were used in the course of research. The scientific novelty of the study aims at identifying the economic principles of the strategic management of construction companies, determining the relationship between internal and external factors, evaluating the advantage of the advanced management methods, and assessing the role of the state in the management of construction companies. Conclusion. The main role of internal and external factors in the development of construction companies is to protect them from the monopolistic sources of threats and increase their competitiveness in both domestic and global markets. The internal and external factors in the management of construction companies are mutually interconnected. The major factors contributing to the development of these relations depend on the use of information technology, innovation, and the economic policy pursued by the state.

The article deals with social issues inhibiting development of single-industry cities. The authors point out the major factors that should be taken into account in the elaboration of development concepts to avoid social unrest. This article provides an analysis of the current state of innovation development of single-industry cities in Russia and the role of the State in creating an innovative climate. This article discusses some shortcomings in the innovation policy of the State. The authors assess the prospects of innovational development of single-industry cities and points out the necessity to study the concepts of development and reformation the existing legislation.

Purpose The degree to which accidents happen or are prevented in any organisation is the function of both the health and safety culture and the safety culture maturity level of the organisation. Therefore, this paper aims to determine the state of health and safety culture in the construction industry in developing economies and to assess their category on the safety maturity ladder using the Ghanaian construction industry as an example. This is to help construction companies in developing countries become conscious of the state of health and safety in the industry so they can be motivated to improve along the ladder. Design/methodology/approach In total, 250 contractors made up of 155 building contractor,s and 95 road contractors took part in the survey. The sample size was determined by Yamane’s (1967) formula with stratified simple random sampling technique adopted in selecting the companies in the survey. This paper also uses (Guttman Scale) Scalogram analysis to measure the state of health and safety culture in the Ghanaian construction industry. Findings The results show that health and safety culture of the Ghanaian construction industry is at the first level, the pathological stage. Even though Ghanaian contractors have health and safety policies and codes of conduct in place, safety is not seen as a key business risk. Consequently, management and most frontline staff do not emphasise the importance of integration of safety measures in the various activities on the site. Thus, safety is not seen as unavoidable and a part of the construction activity. Practical implications The findings of this study inform state authorities, consultants and contractors of areas that they need to focus more on improving health and safety culture in developing countries. This would go a long way in protecting construction workers in the industry. Originality/value This study, to the best of the authors’ current knowledge, is the first of its kind in the Ghanaian construction industry. The study brings to the fore the actual state of health and safety in the construction industry in developing countries such as Ghana. The value of the findings lies in the fact that it will provide the motivation for construction companies in developing countries to develop a commitment to safety, and to provide appropriate and effective safety improvement techniques to progress to the subsequent stages of the safety culture maturity ladder.

The paper analyzes the current state of the shadow relations in business activities in Ukraine. The purpose of the article is to investigate the current state of the shadow relations in business activity in Ukraine and abroad; find out the essence of the term “the relations unshadowing in business activity”, develop the suggestions, which are aimed at improving the scientific approaches to the economic and legal principles of the relations unshadowing in business activity as a factor of an influence at the macroeconomic level. The issue of sensitive motivation system creating is actualized for the purpose of the economic activities unshadowing. It is proved that it is impossible now to accurately assess the extent of the shadow economy. The economic and legal ways of improving the business unshadowing are proposed, as well as the integration of the relations unshadowing in the business activities into a system of safety factors at the macroeconomic level. Namely, the institutional and structural factors, including: an influence on the structural policy and mechanism of its implementation, possible changes in the structure of the public administration, institutional changes, management of the state corporate rights, as well as a new stage of denationalization of the property and the privatization; programmatic and strategic factors: the economic development strategy, targeted state programs, as well as the state programs of the social and economic development; financial, investment, competition, and innovation factors: the competition policy and its implementation, the state investment policy and its implementation, innovation policy and its implementation, as well as the impact on financial and economic processes in the state. Based on the research, the ways to improve the economic unshadowing issue are proposed, in particular through the introduction of changes to the existing regulatory legislation.
