Analysis of the development and support of agriculture in the regions of the Non-Black Earth Zone

In order to develop a forecast of the regional agri-food systems, carried out at VIAPI named after A.A. Nikonov, an analysis of the development of agriculture in the regions of the Non-Black Earth Zone is carried out. The conclusion is made about the adaptation of agricultural producers in the zone to market conditions due to the contraction of agricultural production in comparison with 1990, while establishing the profitable work of most agricultural organizations. The uneven development of the regions of the zone was revealed in terms of the indices of agricultural, crop and livestock production (comparison of 2018 with 1990 and 2000), the structure of production by categories of farms, indicators of financial activity, state support, recommendations for its improvement were given. It is concluded that it is premature to exclude the Non-Black Earth Zone as a priority development area from the State Program for the Development of Agriculture and Regulation of Agricultural Product Markets.

Land is one of the most valuable assets required for agricultural production. In Africa, smallholder agricultural producers are faced with a lot of challenges that have highly impacted on productivity and sustainable food systems. The global demand for agricultural land for food and bio-fuel production has increasingly led to the emergence of land grabbing after the 2007-08 food price crisis. The rural poor are the victim of land grabbing as they are faced with declining farmlands, low income generation, and loss of livelihood activities. These have affected the food security status of the rural poor as farmlands are taken from them. The proponents of land grabbing revealed that developing countries are expected to benefit from investments inflow on grabbed land, development of infrastructure, increased income generation, and job creation. They argue that investment in agriculture is necessary to stimulate agricultural production; however, this situation has brought negative effects as most investors failed to keep their end of the transaction on land acquisition deals.

The article provides a comparative analysis of the results of the Russian Agricultural Census of 2006 and 2016. As a result, there is a decrease in the number of agricultural producers, a decrease in the size of agricultural land and equipment in organizations. Against this background, one can see an increase in the concentration of production in both crop and livestock production. Machine learning models have been built to classify subsidy organizations using Python libraries. The accuracy of the constructed models was up to 86 %, which proves the possibility of their use. In the future, the use of machine learning methods will reduce the number of Russian agricultural census indicators and classify organizations with high accuracy according to qualitative characteristics.

Introduction. Ensuring the sustainable development of domestic agricultural producers involves achieving and maintaining a sufficient level of economic efficiency and competitiveness for the implementation of expanded reproduction. This, first of all, implies the formation of an appropriate level of competitiveness through the creation of sustainable competitive advantages of products and manufacturers. This process is impossible without attracting investment resources and introducing innovations in order to create competitive advantages, strengthen market positions and increase the level of concentration of productive capital. The latter necessitates a comprehensive strategic planning, which would be based on the innovative orientation of investment activities. The purpose of the article is to form theoretical and methodological and applied principles of competitive strategies formation of innovation and investment development of agricultural production entities. Method (methodology). Methods of comparison, analysis, theoretical and logical generalization are applied in the course of research. The dialectical method of research became the methodological basis. Results. The author’s vision of the definition of “competitive strategy” is offered in the article. The classification of competitive strategies is developed. A model of a strategic rhombus is proposed as a theoretical basis for determining areas for improving the mechanisms of managing the competitiveness of agribusiness entities, which includes five elements: arena; conductor; differentiators; sequence; economic logic. The proposals of applied character concerning realization of competitive strategies of innovative-investment development of subjects of agricultural production are substantiated. The relevance of the topic of the article is determined by the importance of diversification of production aimed to increase the competitiveness of agro-industrial complex at the present stage of economic development. The goal is to analyze the features of transformation of organizational and production structure of agricultural enterprise, which consists in supplementing it with new types of products, technologies, suppliers, etc. Objectives to show the importance of diversification processes to ensure sustainability of agricultural producers to negative changes in the external and internal environment. Results – it is noted that the priority areas of diversification in agro-industrial production include the organization of new branches of crop and livestock production, the inclusion of productive species, varieties or hybrids of crops in crop rotations, the development of processing sectors, the system of material and technical supply and marketing of products, etc. commodity diversity, reorientation of sales markets in agro-industrial complex is especially important in view of high risks of doing business associated with the high dependence of its results on weather conditions of the year, soil and natural-climatic factors, etc. The conducted analysis shows that the important conditions for deepening structural restructuring include developed agricultural policy of the State, a system of effective measures for regulating and supporting the industry, attracting investment in the development of agricultural sector and financial markets. The performed studies allowed us to draw the following main conclusions – diversification of production is a promising direction for the development of economic activity of enterprises, ensuring the growth of their proceeds from product sales, profits and profitability.

Abstract. The purpose of the study is to substantiate the competitive development of regional agricultural producers in terms of correction of their sectoral structure in the context of European integration processes. Methodology / methodology / approach. The theoretical and methodological basis of the study is the dialectical method of cognition, a systematic approach to the study of economic phenomena and processes, scientific works of domestic and foreign scientists on the theory and practice of competitive development of agricultural production considering exogenous and endogenous factors. Of the special research methods used economic and statistical — in analyzing the current state and forecasting the prospects for competitive development of regional agricultural producers in terms of European integration processes, graphical — to determine the projected volumes of livestock products on farms in the Carpathian region of Ukraine, abstract and logical substantiation of the institutional and economic mechanism of competitive development of agricultural producers of the Carpathian region of Ukraine in the context of correction of their branch structure. Results. The study revealed that given the possibility of establishing cross-border partnerships, deepening economic European integration with EU countries, an important economic priority of regional agricultural producers in the Carpathian region of Ukraine is the ability to form a market for various types of agri-food products with a geographical indication. The Carpathian region of Ukraine has a strong enough land and resource potential for the production of quality and safe dairy products with high added value. According to the calculations, provided the use of competitive advantages, which are enshrined in law in the EU, in the study region, the potential production of the most important livestock products — milk on farms can increase from 14 thousand tons to 252 thousand tons, or 18 times. In the region, the revival of traditional areas of specialization in agricultural production will contribute to the correction of its sectoral structure, improving organizational and economic conditions for self-sufficiency in livestock products, minimizing economic risk due to expanding areas of specialization, reducing transaction costs for transportation and sales enterprises of various organizational and legal forms of management that will produce products with high added value. Originality / scientific novelty. For the first time, the organizational and economic principles of optimizing the sectoral structure of regional agricultural producers, considering the competitive advantages that are enshrined in law in the EU. Practical value / significance. According to the calculations in the Carpathian region, taking into account the principle of bonus of 10.0% for agri-food organic, including niche or craft livestock products with a geographical indication will adjust the industry structure of agricultural enterprises in accordance with scientifically sound requirements and increase the traditional level of production at the same time, the vital type of food products — milk by 13.0—22.0 percentage points. The publication presents the results of research on the formation of theoretical and practical recommendations for agricultural producers, preparing requirements for development, implementing and operating automation systems for agricultural production in the reclamation sector of the economy. The object of research was the management systems of the reclamation regime of agroecosystems,the subject – the systems of automation of technological processes of agricultural production. As a methodological basis for conducting research, an information-analytical approach was chosen, including a systematic and comparative analysis, methods of expert and heuristic assessment of the results obtained. An analysis of the use of the opportunities, advantages and achievements of digitalization and automation of production processes in agrobusiness was carried out, which revealed a serious lag in the procedures and operations for introducing already developed digital technologies into production. The tasks of the effective formation of digitalization of agricultural production, focused on the priority use of digital competencies of all participants in the agribusiness process as a whole and each participant separately, have been formulated and solved. An algorithm of actions in the implementation of automation systems for reclaimed agroecosystems has been developed in a universal format, ensuring the success of their functioning. Measures have been developed for the introduction of automated technologies for managing agroecosystems, contributing to the efficiency of digitalization of agricultural production. These include: the choice of the site for the application of the APCS, the assessment of the need for resources for the successful functioning of innovations, the formation and implementation of measures for the construction and installation work, commissioning and trial operation of automation equipment, the creation of instructive and methodological support of production operation of automated technologies. Thus, in the current realities of the formation of digitalization of agro-production on ameliorated lands, the role of the formation of new knowledge and skills in managing production processes, forming a single system with the production of products, increases, which makes it possible to minimize the time for introducing significant research results into the practice of operating agricultural systems.

This paper has the aim to analyze the implications of the transition of ecosystem services based on urban agro ecology. It advances on the debate over the negative effects of the traditional and industrial oriented agricultural production on the ecosystem services, food systems, climate change, etc. and analyses the principles, methods, and some practices that support the transition to urban agro ecology. The method employed is the analytical of the theoretical and empirical literature review. It concludes that a transition from traditional and industrial-oriented agriculture towards more urban agro ecology is inevitable to improve the ecological and environmental services, the economic efficiency, the social equity and justice, and the environmental sustainability of cities.

Currently, the level of efficiency of an effective agricultural production process is determined by how it reduces natural environmental hazards caused by various types of technologies and means of agricultural production. Compared to conventional production, the aim of integrated agricultural cultivation on commercial farms is to maximize yields while minimizing costs resulting from the limited use of chemical and mineral means of production. As a result, the factor determining the level of obtained yield is the soil’s richness in nutrients. The purpose of this study was to conduct a comparative analysis of soil richness, depending on the production system appropriate for a given farm. The analysis was conducted for two comparative groups of farms with an integrated and conventional production system. The farms included in the research belonged to two groups of agricultural producers and specialized in carrot production.

The World Trade Organization (WTO) is currently the leading international organization regulating the issues of liberalization of international trade. In October 2011 the long process of Russia-WTO negotiations was completed. The problem is that the Russian accession into WTO is more related to the general unification of Russian trade policy, not to the effective development of agricultural production. Russian agricultural producers are against integration into the global trade system in the frameworks of WTO. National agricultural production would not be able to compete effectively with foreign producers in the conditions of free market. The complex of supportive measures for Russian agribusiness is needed from the national government, but the situation is worsened by the global financial crisis and lack of budget resources. The paper discusses an overview of the WTO principles in agriculture and possible support measures for the Russian agriculture in the conditions of trade integration.
