The relevance of the topic is due to the need to anticipate the risks of sustainable development of the regions of Belarus. Purpose: risk assessment of the sustainable development of the regions of Belarus. Methods – analysis, synthesis, comparisons, rankings, tabular, graphical. Results of work: study of comparative methodological approaches to assessing the risks of sustainable development of regions. Adaptation of methods of regional risk ranking to the plane of their quantitative measurement. Development of a methodological approach to ranking potential threats to spatial development based on average values. Identification of the most significant types of risks that limit the possibilities of sustainable development of territories. Conclusions: the analysis of the literature sources revealed the advantages and disadvantages of methodological approaches to assessing the risks of sustainable development of regions. Structuring and quantitative assessment of the risks of sustainable development of the territories of Belarus allowed us to solve two main tasks: to identify the most problematic areas of development of the regions and rank them based on the identified factors. A register of risks of sustainable spatial development has been compiled, which allows specifying the directions of their prevention in the context of the studied territories.

The aim of the study is to identify the advantages and limitations of the system of standards used in modern Russia as threshold values of indicators of threats to the economic security of the banking system. During the study, we developed the conceptual apparatus of the theory of economic security management, determined the composition of risks of the sustainable development of the banking system and analyzed indicators of threats to its functioning. In accordance with the goal, we presented interpretation of the conceptual structures “economic security of the banking system” and “banking security”. We carried out scientific research using the gnoseological potential of the theory of economic security, the theory of credit and banking, and the theory of risk management. To solve the research problems, we used methods of economic grouping, economic comparison (comparison), abstract-logical method, etc. The use of these methods made it possible to present a typology of risks and threats to the economic security of the banking system, as well as to analyze the methodological approach adopted by the banking segment of the Russian economy to determine threshold values of economic security indicators based on the use of standards. These standards are based on the accounting of indicators of capital adequacy level and indicators of return on capital. We formulated the advantages and disadvantages of this approach taking into account the interests of owners, managers and clients of banks and non-bank credit organizations. It is necessary to develop a methodology for determining the level of risks of the sustainable development of the banking system, taking into account the increase in the level of uncertainty of environmental factors. The obtained conclusions are a starting point for further study of indicators of threats to the economic security of the banking system and justification of their thresholds.

Ensuring the sustainable development of the economy depends to a large extent on the implementation of the innovative model, in which the innovation infrastructure plays a key role. The growing number of technoparks in Ukraine has increased the requirements for economic substantiations for decision-making regarding the expediency of implementing their innovative projects. The search for appropriate methods and approaches to project evaluation has determined the actuality of the research topic. The article summarizes the methods of evaluating innovative projects, identifies their advantages and disadvantages. Besides, it reveals the features of the evaluation of innovative projects of technoparks. The novelty of the work is the proposed methodological approach to the evaluation of the efficiency of innovative technopark projects, which takes into account the specifics of the Ukrainian legislation. The methodological approach is based on the generally accepted performance indicators in the world: Net Present Value, Profitability Index, Internal Rate of Return, and Payback Period. Special accounts of technology parks, their participants, and joint ventures are a separate element in the calculation formulas. The application of the proposed methodological approach will accelerate the process of selection of innovative projects and their implementation, activation of innovative activities, and the sustainable development of the state. The proposed methodological approach is tested in the evaluation of the innovative project of the technopark of the E. O. Paton Electric Welding Institute and confirmed the effectiveness of its implementation.

As an “international aquatic ecosystem” in Northern Iran, the Anzali wetland is a nursery for fish and a breeding and wintering area for a wide variety of waterfowl. The wetland is threatened by human activities (deforestation, hunting, tourism, and urbanization), leading to habitat destruction, eutrophication, and sediment accumulation. To stop the degradation and to set up effective protection and restoration in line with the Sustainable Development Goals, scientific insights must be integrated into a practical framework for evidence-based support for policymakers and managers of the Anzali wetland. In this study, the Drivers–Pressure–State–Impact–Response (DPSIR) framework is used as a suitable tool to link human pressures and state changes to derive an overview of the potential impacts. Population growth, intensive agriculture, increased urbanization, and industrialization are the major driving forces that have led to a complex cascade of state changes. For instance, during recent years, water quality deterioration, habitat degradation, and the overgrowth of invasive species in the Anzali wetland watershed have caused negative socio-economic and human health impacts. Integrated and innovative monitoring programs combined with socio-environmental modeling techniques are needed for a more evidence-based management approach as part of a multiresponse strategy for the sustainable development of the wetland system. In this respect, there is a critical gap in useful information concerning biological composition and innovative monitoring methods. Moreover, the relation of biota with human activity and environmental conditions needs to be better quantified. Therefore, ecological modeling techniques based on machine learning and statistics were reviewed for their advantages and disadvantages. The overview of approaches presented here can serve as the basis for scientists, practitioners, and decision-makers to develop and implement evidence-based management programs for the Anzali wetland.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. En el presente trabajo se exponen diversas ventajas y desventajas propias del medio alterno de solución de conflictos conocido como conciliación, esto a fin de dilucidar si se trata de un mecanismo adecuado para resolver controversias sobre reparación de daño causado al medio ambiente, lo que se realizará mediante la técnica metodológica cartesiana. Se observa que la conciliación es una forma de acceder a la justicia, adicional al proceso tradicional; además de que a través del procedimiento conciliatorio se fomenta la resolución pacífica de las disputas. Finalmente, se concluye que los pros de la conciliación tienen mayor peso que los contras. Por lo tanto, proponer el procedimiento conciliatorio significa ofrecer una alternativa de un mecanismo pertinente cuando se resuelven controversias sobre reparación del daño al medio ambiente; todo esto coadyuvando al logro de los Objetivos de Desarrollo del Milenio. In this research, different distinct advantages and disadvantages of the alternative dispute resolution known as conciliation are exposed. Through the Cartesian method, this presentation helps establish if conciliation is an adequate way to resolve disputes regarding reparation of environmental damage. Conciliation is a means to access justice, in addition to the traditional trial; furthermore, conciliation encourages the pacific resolution of disputes. Finally, it is concluded that the advantages of conciliation weigh more heavily than its disadvantages. Therefore, conciliation is a pertinent option to solve disputes regarding reparation of environmental damages, in order to achieve the Sustainable Development Goals.

The information base of the study was the works of economists in the field of approaches to assessing the effectiveness of worker’s work. The article is devoted to the development of an algorithm for evaluating labor efficiency, taking into account the improved methodology. The hypothesis of the study is the assumption of increasing the influence of the concept of sustainable economic development on the choice of methods for evaluating the effectiveness of labor resources. Within the framework of this study, the authors consider various concepts for the study of labor efficiency, highlight the advantages and disadvantages of existing approaches and offer their own concept of evaluating labor efficiency from the point of view of the concept of sustainable development. The approbation of the author's methodology is presented on the example of a specific company.

Circumpolar territories and the regions related to the Arctic are those rich with natural resources. They have a high potential for the development of mining and extractive industries. The abundance with resources makes the North increasingly attractive for investments. However, circumpolar territories are characterized by peculiar socio-economic, natural, and climatic conditions which taken together frequently pose a negative impact on people and hinder the exploration opportunities of the Arctic resources. In global, regional, and sub-regional levels, the development of the Arctic is heavily regulated by multilateral international treaties. However, the issues of monitoring and assessment of the sustainable development of the Arctic remain open, which stems from the absence of agreed criteria and indicators for assessing sustainability in the context of national, regional, and scientific approaches. It necessitates the development of a specific methodological approach to the establishment of a system to monitor and assess the sustainable development of the Arctic.

Since the 20th century, the deterioration of the ecological environment around the world has challenged urban space construction. With the development of urbanization, the consumption of resources and energy has increased, the level of biodiversity has decreased, environmental pollution is approaching the critical level, and the contradiction between human habitat activity and ecological environment has become increasingly prominent. The sustainable development of urban space along with its economic and social benefits, taking into account the quality of life and ecological environment, has become a new and important subject that needs to be explored. In this study, the indices of the evaluation system for sustainable urban spatial development in regions with underdeveloped economies but rich in ecological resources are arranged in sequence through the systematic coupling analysis of collaborative evaluation information and a quantitative analysis. The influences of urban space elements on sustainable urban development are disclosed. On the basis of the generated data, an evaluation system for sustainable urban spatial development with a complete set of information is proposed. The proposed system is applicable to urban spatial development evaluation in regions in China with underdeveloped economies but rich in ecological capital. First, the basic concept of system coupling is introduced, and a coupling relationship between urban sustainable development and urban space is proposed. Second, the elements of urban space and the sustainable development in the Qin-Ba mountain area are extracted, and the precedence diagram method is used to construct a sustainable evaluation system for urban space development in the Qin-Ba mountain area. Third, the sustainable evaluation process of urban spatial development is proposed. Finally, the sustainable evaluation system for urban spatial development in the Qin-Ba mountain area is applied to evaluate the urban spatial development in Shangluo, Qin-Ling Mountains, China. The results show that, among the investigated 14 indicators, the proportion of industrial land use mainly influences sustainable urban spatial development. As for the rest of the index factors, per capita green land area and green coverage ratio of built-up areas, per capita urban construction land area, proportion of forestry area, greening rate of built-up areas, total industrial dust emission density, proportion of cultivated area, and average volume fraction of residential areas are the secondary influencing factors of sustainable urban spatial development. The evaluation system in this research is constructed with the three aspects of “green coordination”, “green development”, and “green sustainability” of sustainable urban spatial development, and it complements the evaluation contents of urban–rural ecological space coordination, land resource protection, and green development community, and so on. The conclusion of this study not only can provide a useful reference for urban spatial development planning for underdeveloped ecological capital areas of China but also can provide a theoretical basis for the management and control policy of sustainable urban spatial development.

The purpose of the study was to assess the efficiency and accessibility of microcredits for small Ukrainian enterprises and to justify the feasibility of strengthening government contributions in lending to ensure the sustainable development of small businesses. Indicators for evaluating the efficiency and accessibility of microcredits are systematized. Methodological approaches to assessing the efficiency of lending for the creation and development of microenterprises have been improved. A model for evaluating the efficiency of microcredits aimed at the survival of microenterprises in a deteriorating environment was developed. It has been revealed that the level of efficiency of microcredit creation for firms in some time intervals depends quadratically on the share of microcredits in the total amount of funds directed to the creation of firms. A linear relationship between the relative amount of credit received and the growth rate of firms’ assets has also been established. However, there is no significant impact of the microcredit’s amount on labor productivity. A method has been developed for evaluating the budgetary efficiency of microcredits when such a lending is carried out using funds from state or local budgets. It was found that improving these lending conditions through budget financing can significantly increase its attractiveness for microenterprises without significantly reducing the budgetary efficiency of microcredits. This article substantiates the need to strengthen state support for microcrediting of small Ukrainian enterprises in the context of the COVID-19 pandemic.

This paper presents an evaluating method to optimize the sustainable development of high-speed railway (HSR). HSR is a quickly expanding business in China and without exception it has both advantages and disadvantages. There are many factors, such as planning, design, construction, operation, consumer utilities, public participation, environmental protection, economic analysis, influencing the sustainable development of HSR. Aiming at the main factors influencing it, a series of indices are picked up and the evaluating method is established which is based on the grey relational analysis (GRA). By using this index, the closest to the best sustainable development state is selected in similarity HSRs. The result shows that the evaluation method based on GRA is simple and scientific and has a potential prospect. The major contribution of this research lies in developing a formal evaluation framework for the sustainable development of HSR and providing useful managerial insights.
