The subject of the research is theoretical and methodological basis ofeconomic security in manufacturing businesses formation.The purpose of the study is to research the factors of the ways how to ensure economicsecurity of manufacturing businesses in tourist area.Methods of the research. There is a set of scientific methods and approaches used in thestudy, including logical synthesis, systematic method of comparison and graphic method,allowing for conceptual coherence.The results of the work. The need for formation of economic security in manufacturingbusinesses in tourist industry under the condition that the sustainability of operating anddevelopment processes is achieved, is justified the article.The sphere of application of the results. In the industry of Economic Science and inpractical manufacturing businesses activities.Conclusions. Main outcomes of the research and its theoretical and methodological resultscan be summarized as the following wording: based on an assessment of condition of foodindustry as strategically important sphere, that provides economic well-being of the populationof the region and effective development of tourism, which is unstable and depends on the impactof different factors (the degree of legislative framework perfection, level of taxation, globaldistribution market access, investment attractiveness of the region and state), updates the needfor study and research of new and improvement of already known methods of safety netensuring. In order to achieve the highest possible level of economic security, enterprise has towork for retention in security of all its functional components, complex study of the impact ofdifferent factors that create threats to its stable development and effective functioning. However,we should take into account that the economic and legal institutional arrangements which formthe basis of security system, are significant for economic security.

In today’s economic realities, achieving the necessary level of financial security of enterprises is a prerequisite for ensuring their sustainable operation and the formation of competitive development parameters in the internal and external market environment. The effectiveness of this process depends on building a high-quality financial architecture as the basic structural element of the company’s financial security system. In this regard, the subject of the study is an analysis of existing theoretical approaches to the definition of financial architecture and its relationship with the financial security of the enterprise. The methodological basis of the research is the scientific development of domestic and foreign scientists, the fundamental theoretical positions of economic science in the field of financial architecture formation, financial risk management, and financial security of the enterprise. The purpose of the article is to study the essence of financial architecture in order to substantiate its determining influence on the financial security of the enterprise and ensure its sustainable functioning in an unstable development of economic processes. The article analyses the theoretical aspects of financial architecture and finds that the interpretation of this economic category is due to the existence of clear causal relationships between its constituent elements and their impact on the financial support. Proceeding from this, the definition of financial architecture is drawn as a set of interconnected structural elements such as capital structure, ownership structure and quality of corporate governance, which accumulate and mobilize financial resources, increase control over the activity of the enterprise, solve conflicts of interest between owners and other stakeholders. It is determined that the choice of principles and methods for constructing financial architecture depends on such financial interests of economic entities as forming a flexible financial potential, optimizing the structure of capital, increasing investment attractiveness, maximizing profits, and increasing the market value of the enterprise. It is proved that the result of building a flexible financial architecture is to provide the appropriate level of financial security of an enterprise by identifying, quantifying, neutralizing, minimizing, and monitoring its financial risks. It is proposed to systematize indicators of financial security level assessment on the most typical of its functional components, among which investment, credit, emission, innovation, and currency can be distinguished. It has been established that ensuring the appropriate level of financial security will contribute to achieving financial sustainability, forming qualitative financial potential, providing competitive advantages, harmonizing interests of economic entities, and creating an effective system of economic security of the enterprise. It is concluded that the construction of high-quality financial architecture is the basis of financial security of an enterprise, the level of which depends on the proper management of financial risks and ensuring an adequate level of safety of all its functional components. As a criterion for the effectiveness of the process of ensuring the financial security of the company, sustainable development of the enterprise was determined in the conditions of an unstable economic environment.

In the constantly changing conditions of the external environment, with the modern development of science and technology, with a high level of competition, the success of an organization's functioning lies in its timely ability to effectively respond to market demands. An enterprise's resistance to external and internal threats is determined by the level of its economic security. In other words, the economic security of an enterprise is the state of its protection from the negative influence of external and internal threats, destabilizing factors, under which the sustainable implementation of the main commercial interests and goals of the statutory activities is achieved. It is extremely important to conduct a systematic analysis of the management of the economic security of enterprises, develop effective methods for assessing the current level of security in companies and improve mechanisms for increasing economic security to improve the competitiveness of Russian business in modern market realities. The concept of economic security includes a whole range of functional components. In addition to financial security, the system of economic security includes personnel, technological, market, legal, interface, environmental, information and power components, which equally affect the well-being of the company. And only when comprehensive measures are taken to improve each functional component, a high, competitive level of economic security can be achieved. It is extremely important to understand the essence of the economic security of an enterprise, to study methodological approaches to assessing the current level of economic security and to learn how to correctly use the mechanisms to improve it.

В работе систематизирован зарубежный опыт в направлении использования методов и инструментов государственного управления малым и средним предпринимательством. Статья основана на применении процессного подхода к изучению вопроса исследования, в рамках которого акцентируется воздействие субъекта на объект, то есть под управлением в данном исследовании будет пониматься процесс воздействия субъекта управления на управляемый объект для достижения определенной цели, при наличии обратной связи, осуществляемого с учетом воздействия внешней среды. Результаты представленного исследования вносят вклад в развитие и систематизацию теории и практики предпринимательства. Создание благоприятных условий, в частности благодаря изучению зарубежного опыта, будет способствовать развитию как малого и среднего предпринимательства, так и динамичному прогрессивному развитию территории, повышая тем самым благосостояние её населения. Будущими направлениями исследования станут анализ и оценка инфраструктуры поддержки и управления предпринимательской деятельности на локальной территории региона. The purpose of this paper is to systematize foreign experience in applying the public management methods and tools for small and medium-sized businesses. The main research methods were as follows: a group of general scientific methods within the framework of comparative, logical and statistical analysis, as well as the structure analysis; a group of empirical methods, including a review of the literature and performance. A combination of the following scientific methods was used to process the factual information: dialectical, logical, comparative, method of scientific generalizations, as well as the tabular analysis. The sources were the results of the scientific research in studying the concept of "public administration method" and more specialized methods of public administration - administrative-legal and economic, as well as the regulations of the executive authorities and the official published reports of the Government Banks. The research methodology is based on the works of domestic and foreign scientists in the field of public administration, based on administrative-legal and economic methods to stimulate the entrepreneurial activity in the small business sector. This paper is based on the application of the process approach to studying the research issue, which emphasizes the impact of the subject on the object, that is, management in this study will be understood as the process of the control subject impact on the controlled object to achieve a certain goal, with feedback, carried out in response to the impact of the external environment. The results of the research contribute to the development and systematization of the entrepreneurship theory and practice. The creation of favorable conditions, in particular due to the study of foreign experience, will contribute to the development of both small and medium- sized businesses and the area progressive and dynamic development, thereby improving the well-being of its population. Future areas of the research will include the analysis and evaluation of the business support and management infrastructure in the local area of the region.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

In modern conditions, the concept of «security» is widely used in all spheres of activity, it is firmly embedded in our live. The economic security of organizations, in particular, is closely related to the production of products, performance of works and provision of services. The efficiency of economic entities determines the economic state of the state as a whole. Ensuring the system of economic security of the enterprise is a complex process that requires huge organizational, economic, political, financial, logistical, information and other efforts of the security subject. The system of economic security of the organization should be built taking into account the individual characteristics of the enterprise, its structure and essence depends on the legislative framework, the understanding of security policy by employees, practical experience and knowledge of managers, and at the same time comply with the norms and principles of legality. Effective provision of the system of economic security of the organization is the process of implementation of functional components of economic security, the purpose of which is to prevent possible damages and achieve the maximum level of economic security of the enterprise at the present time and in the future. It is a well-formed system of economic security that allows you to concentrate maximum efforts on the strategic development of the enterprise, to ensure its full economic protection and independence.

The article is devoted to the study of theoretical and applied aspects of the impact of digital technology on business and the process of ensuring the economic security of enterprises. It is shown that a significant aspect of maintaining an enterprise in a state of economic security is the ability to adapt to the changing external environment in which the enterprise operates. The paper considers the main functional components of the economic security of enterprises. The features of the influence of digital technologies on the effectiveness of individual functional components of economic security are investigated. The list of objects of digital transformation processes for enterprises is determined in order to ensure economic security. Digital transformation objects are grouped into three blocks: the infrastructure for ensuring economic security using digital technologies, information and communication systems, business processes and management systems. The features of economic security of entrepreneurial activity and the main factors of the introduction of digital technologies in enterprises are highlighted. The author formulated the main tasks of the economic security system of an enterprise in the context of digital transformations. The basic requirements for creating the appropriate conditions for ensuring transformational information and technological processes are determined.

Society expects to have a safe environment in which to live, prosper, and sustain future generations. Generally, when we think of threats to our well-being, we think of human-induced causes such as overexploitation of water resources, contamination, and soil loss, to name just a few. However, natural hazards, which are not easily avoided or controllable (or, in many cases, predictable in the short term), have profound influences on our safety, economic security, social development, and political stability, as well as every individual’s overall well-being. Natural hazards are all related to the processes that drive our planet. Indeed, the Earth would not be a functioning ecosystem without the dynamic processes that shape our planet’s landscapes over geologic time. Natural hazards (or geohazards, as they are sometimes called) include such events as earthquakes, volcanic eruptions, landslides and ground collapse, tsunamis, floods and droughts, geomagnetic storms, and coastal storms. A key aspect of these natural hazards involves understanding and mitigating their impacts, which require that the geoscientist take a four-pronged approach. It must include a fundamental understanding of the processes that cause the hazard, an assessment of the hazard, monitoring to observe any changes in conditions that can be used to determine the status of a potential hazardous event, and perhaps most important, delivery of information to a broader community to evaluate the need for action. A fundamental understanding of processes often requires a research effort that typically is the focus of academic and government researchers. Fundamental questions may include: (a) What triggers an earthquake, and why do some events escalate to a great magnitude while most are small-magnitude events?; (b) What processes are responsible for triggering a landslide?; (c) Can we predict the severity of an impending volcanic eruption? (d) Can we predict an impending drought or flood?; (e) Can we determine the height of a storm surge or storm track associated with coastal storm well in advance of landfall so that the impact can be mitigated? Any effective hazard management system must strive to increase resilience. The only way to gain resiliency is to learn from past events and to decrease risk. To successfully increase resiliency requires having strong hazard identification programs with adequate monitoring and research components and very robust delivery mechanisms that deliver timely, accurate, and appropriate hazard information to a broad audience that will use the information is a wide variety of ways to meet their specific goals.

The subject of the research is theoretical, methodological and practical aspects of identifying socioeconomic security as an object of management of the functioning and development of agrarian enterprises as micro-level subjects of economic management. It is about setting its goals, tasks, defining features, identifying the principles of implementation, establishing trends of development and priority tasks of management, including at the level of agrarian enterprises. The purpose of the work is to identify the essence of the category of socio-economic security and its practical identification; identification of features at the level of agrarian enterprises as an object of management in their management; establishment of principles and priority tasks of management. Methodological basis of the article became general scientific methods of cognition, generalization, method of comparative analysis and other methods of research. It was also a system-structural analysis and synthesis in establishing principles for the implementation of socio-economic security; problem-oriented approach in providing recommendations for further management of development and strengthening of socio-economic security of agrarian enterprises. Results of work. The main results of the paper are to clarify the categories of socio-economic security, to establish its features and identify features at the level of agrarian enterprises as an important element of their management and management of further development. The tasks of forming socio-economic security and the principles of implementation were identified. Identified development trends and priority management measures for strengthening at the level of agrarian enterprises. The field of application of the results is that the proposals on identification of the essence, features and features of socioeconomic security as a component of management in the management of enterprises are presented. The established principles of implementation and identified priority management measures can be used by managers and specialists of enterprises in order to increase their socioeconomic security in the future. In this case, special attention was paid to agricultural (agrarian) enterprises as a sphere of application of the received recommendations. Conclusions. In general terms, the study of socio-economic security at the level of agrarian enterprises needs further analysis in order to explore new options for finding existence on the market. The final choice regarding the use of any other approach or its separate components remains for each enterprise and depends on such factors as the size of the enterprise, its activities, the ambitions of the owners, etc. In order to achieve the highest possible level of socio-economic security, agrarian enterprises need to work to keep all their functional components in danger.

Introduction.The article is devoted to the study of the regional manufacturing industry of the Siberian Federal District from the standpoint of economic security. The purpose of the article is to analyze the manufacturing industries on the basis of the proposed indicators group and in the context of ensuring economic security of the Siberian federal district.Materials and methods.The scientific methods of logic, comparison, as well as the method of the statistical materials’ analysis are used in the research. The analysis of the manufacturing industry was carried out in two groups of indicators:1)            indicators determining the socio-economic importance of the manufacturing industry for the region;2)            indicators of the export potential of the regional manufacturing industries, contributing to the development of the region.Results.The main results of the study are in identifying the regions of the Siberian Federal District, in which the manufacturing industry is the most important component in supporting the development of the region and maintaining its economic security. Moreover, special attention is paid to the contribution of manufacturing industries to the socio-economic stability of the Omsk region.The paper touches upon the theoretical and methodological provisions related to the study of the role of manufacturing industry in the development of the country and its regions and in improvement of methods for assessing regional economic security. The author proposes the group of indicators that allow more accurately reveal the impact of manufacturing industry on the socio-economic condition of the region.Discussion and conclusion. The conducted research allows supplementing the existing scientific directions with the approach, which clarifies the assessment of the manufacturing industry with an analysis of its export potential indicators, in order to expand the comprehensive understanding of the most problematic points of regional development from economic security point of view.

The article addresses a social and economic phenomenon of shadow economy, which is typical for many countries and may result in a macroeconomic imbalance. The latter hinders the sustainable growth of the economy and leads to state budget losses. Shadow economy is penetrating into almost all sectors of the national economy. As shown in the paper, a high level of shadow economy is a threat to the national economic security of the country and a cause of declining its competitiveness. The findings confirm that measuring the impact of some factors of shadow economy on the economic security of the country is quite difficult. However, there are some factors for which mathematical models can be built to describe a correlation between economic indicators and a certain factor of shadow economy. Since salary expenses constitute a significant portion of enterprise’s basic expenses, it is important to build mathematical models for calculating the correlation between shadow salaries and tax rates. Thus, the purpose of the article is to examine mathematical models of the correlation between official and shadow salaries and tax rates. The developed mathematical models demonstrate that a reduction of tax rates is followed by changes in a shadow part of salaries. The article describes a number of cases when there are no changes in salaries and tax revenues, as well as cases of pay increase. The analysis finally suggests ways to increase salaries and techniques to de-shadow salaries. The authors use general scientific methods of generalization, comparison, analysis, and the method of mathematical modeling.
