Purpose. Research of the concept of marketing of territories and the features of the use of marketing tools and technologies by local governments in the field of social and economic development of territorial community in modern economic conditions. Method. The analysis of theoretical foundations and practical use of marketing of territories in activity of territorial communities is based on methods of theoretical generalization, grouping and concretization. Results. Attention is payed to the introduction and the use of marketing of territories in the activities of territorial communities, and qualitative changes at the current stage of decentralization of power and resources are indicated. It is substantiated that the use of effective management tools, primarily through the use of marketing approaches, namely marketing and branding of territories will help to improving the welfare of the population, infrastructure development, providing quality services, attracting investment and qualified personnel, forming and promoting own brand, their self-identity and will contribute to the economic development of the community, the region and the country as a whole. The application of marketing of territories and branding by territorial communities of Donetsk region is analyzed. According to the results of the study, it is proposed to use simple and low-budget tools for marketing and branding of territories, as well as to involve all stakeholders of the territory (population, business structures, local governments) who are interested in competitiveness and attractiveness of a certain territorial community. Scientific novelty. The place of marketing of territories in activity of territorial communities in the context of management of social and economic development is defined. Practical significance. The results of the study form a scientific and practical basis for the use of marketing of territories in the activities of territorial communities in modern economic conditions, as well as the creation of an optimal and effective model of territorial community management.

Transport infrastructure development is considered one of the basic structural preconditions of competitiveness, growth and economic development in Slovakia. Transport network upgrading in the country has recently been focused mainly on road and motorway networks. The goal of this paper is to contribute to existing approaches to transport infrastructure impact assessment. The paper presents selected results of qualitative research focused on an analysis of the R1 expressway (as a part of TEN-T network) and its impacts on the economic, social and environmental dimensions of life at the local territorial level. The paper also seeks to answer the basic question, whether and to what extent the new section of the expressway brings any stimuli to regional or local development. Qualitative research realized by field sociological methods has shown new data and information necessary for a complex assessment of transport infrastructure impacts on social and economic development of regions. We assume that these impacts should not be based purely on mathematic and statistical research methods.

Cultural  heritage  is  considered  a  special  resource  that  can  play  an  important role  in the  economic development  of the country and its certain regions. The Russian cultural  heritage  use  is  insufficient  and  inefficient,  which  demonstrates  the  need  to  develop new  strategic  approaches  to  realizing  this  important  potential  of  the  country.  The  concept  of forming  a  cultural  framework,  that  can  become  the  organizational  and  economic  basis  for the use of heritage is proposed on the example of the Tyumen region. The framework is being constructed  on  the  interaction  of  cultural  potential  of  both  historical  towns  and  small  rural settlements.  The  article  presents  regional  framework  formation  principles,  framework  centers  and  hubs  of  various  hierarchy  structure,  and  specific  proposals  on  cultural  and  tourist functions  of  individual  historical  settlements  and  territories.  The  planned  strategy  will  contribute  to  the  rational  use  of  cultural  heritage,  the  integration  of  cultural  heritage  into  modern  economic  reality,  the  transformation  of  this  resource  into  a  kind  of  driver  of  social  and economic  development  of  small  historical  towns  and  historical  rural  settlements.  Methodological  approaches  and  principles  laid  down  in  the  strategy  of  the  cultural  framework  of  the Tyumen region can be adopted in other regions of the country.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The main objective of this paper is to determine the importance of local development strategies for formulating and implementing local economic development policies by local authorities. In particular, an attempt is made to answer the question of whether local authorities properly and effectively use public management tools (i.e. a development strategy) to promote economic development in their area. Furthermore, the aim of this article is to analyse instruments for supporting economic development, which can be potentially used by local governments in Poland.

Subject. We present the analysis of theoretical and practical aspects of the impact of infrastructure on socio-economic development. Objectives. The aim of the study is to review theoretical and empirical aspects of relationship between the condition of infrastructure and the socio-economic development of the Russian Federation. Methods. The study draws on comparative and logical analysis of theoretical foundations and conclusions published in scientific sources, as well as methods of mathematical and statistical analysis. Results. The statistical measurement of relationship between the condition of infrastructure and the determinants of economic growth yielded results that run counter to the findings in academic literature. While we reveal a significant positive correlation between the level of transport and energy infrastructure development with the gross regional product per capita, the variables that characterize the state of telecommunications and social infrastructure have little or no connection with this indicator of the Russian regions’ development. Conclusions. Several variables are not enough to assess the impact of infrastructure on socio-economic development. For this reason, the model of infrastructure impact assessment requires further improvement.

BACKGROUND AND OBJECTIVES. In modern economic conditions the formation of financial and economic factors to enhance the development of integrated business structures cannot take place without the active use of mathematical modeling methods. One of the main directions of improving the financial and economic mechanism is the use of these methods as an effective modern tool for strategic management of the development of integrated business structures.METHODS.The methodology of scientific research are general scientific and special research methods: All scientific research carried out within the framework of established integrated business structures, use general scientific methods, such as the method of scientific abstraction, the method of analysis and synthesis, the method of unity of historical and logical, positive and normative methods, as well as specific research methods. To the specific methods of research can be attributed modeling, which is presented in the study as the basis for effective management of the development of integrated business structures.FINDINGS. The hypothesis of the scientific study is to model the process of development of integrated business structures as a given condition for managing the available combined potential. The aim of the study is to substantiate theoretically the use of mathematical modeling in the management of the development of integrated business structures.CONCLUSION. It was determined that in modern conditions, under the specifics of the formation and development of integrated management structures, which includes many structural units, to improve the management mechanism can be achieved by using as an effective tool of computer technology, allowing a flexible and responsive to changing economic conditions.

Problem setting. It is important to assess the compliance of the results of the decentralization reform in Ukraine with the population expectations regarding the changes caused by the reform, in particular, the formation of amalgamated territorial communities (ATCs). Attention should be paid to identifying social and economic problems that require further measures to solve them.Recent research and publications analysis. Administrative reforms are continuous in each country and provide for identifying shortcomings and upgrading public administration. Ukrainian scientists proposed a method for assessing the impact of administrative and financial decentralization mechanisms on the social and economic development of regions, districts, cities, and territorial communities. Experts and scientists analyzed the implementation of projects in decentralization, compared Ukrainian and foreign decentralization models.Highlighting previously unsettled parts of the general problem. An important task in terms of the future social and economic development of Ukraine is identifying problems that are still unresolved or are due to the process of decentralization of power in Ukraine. The article is to reveal such problems based on the assessment analysis of this process.Paper main body. Decentralization of power is considered one of the most successful reforms in Ukraine implemented after 2014. The success was based on the clarity of intentions announced by the authorities, the interest of communities in obtaining greater resources and powers, as well as their ability to implement their local development initiatives. A network of Administrative Service Centers (ASCs) has been developed in Ukraine, which can be considered an important achievement of the administrative reform. However, 46–63% of respondents noted a deterioration in the following areas: combating corruption in government; care for vulnerable groups (pensioners, disabled persons); medical care; providing jobs, and combating unemployment. The problems of newly created ATCs included: lack of qualified personnel; strengthening political monopolies that control resources in communities; phenomena when some ATC leaders felt permissive in their new status. Although the number of full-time employees in ATC self-government bodies has generally decreased compared to the total number of employees in the bodies of non-integrated settlements, “inflating” of the salaries of officials takes place.The survey in 2020 reflected the people’s opinion that decentralization of power has led to a deterioration in environmental protection management. The analysis showed that the opinions of respondents on the priority of environmental protection tasks differ significantly depending on their level of education. In particular, when people were asked about the powers that should be primarily exercised by local governments, the distribution of answers on “Environmental Protection” was as follows among the educational social groups: incomplete secondary and lower – 9,9%, full secondary – 19,8%, secondary vocational – 18,4%, and higher – 26,7%. This might be influenced by the amount of environmental knowledge gained. The coronavirus pandemic has apparently led to the creation of conditions for improving the health situation which, according to the new local governments, is one of their key priorities.Conclusions of the research and prospects for further studies. Based on the research results by reputable organizations, the following general social and economic problems have been identified that need to be solved: corruption in government; social vulnerability of pensioners and disabled persons; insufficiently effective medical care; unemployment; armed conflict in eastern Ukraine; and improper environmental management. Problems of some newly created ATCs included: lack of qualified personnel; “inflating” the salaries of officials; strengthening political monopolies that control resources in communities; a sense of permissiveness of “local princes”; lack of a clear list of measures in case of epidemics, natural or man-made disasters; and lack of projects designed to stimulate long-term community development.

The article deals with the study of amalgamated territorial communities functioning peculiarities during the decentralization in Ukraine. It contains substantiation of the territorial community’s financial behavior as a basis for efficient administrative and financial decisions, as well as a study of the character and model of this behavior. The research of the models and peculiarities of amalgamated territorial communities’ financial behavior allows assessment and forecast of their social and economic development vectors; establishing the grounds for subsidies and opportunities for the increase of financial solvency regarding the formation of their expenses and performance of functions and assignments, laid upon them. The results of the research have emphasized the need for further scientific studies of behavioral aspects of the amalgamated territorial communities’ financial resources forming, as well as substantiation of their financial decisions for the attraction of additional proceeds. Active implementation of decentralization reform in Ukraine has started only in 2014 with creation of amalgamated territorial communities. The authors have researched the essence of the amalgamated territorial community’s financial behavior, being the basis for the establishment of its financial solvency, sustainability, as well as social and economic development. The study found that the main factor influencing the financial behavior of amalgamated territorial communities in Ukraine in terms of the priority of their budget expenditures and investment activities is the size of the community (characterized by area and population). The authors also proved that the key motives for the financial behavior of amalgamated territorial communities in matters of priority of budget expenditures and investment activities are the following: increasing their own revenues and increasing the financial independence of local governments. This actualizes the search for their own ways to strengthen financial capacity and prepare attractive offers to investors and increase the number of jobs, as well as further unification of small local communities.

In modern economic conditions, the production potential of the enterprise is directly related to the pace of socio-economic development of the country. Increasing the efficiency of the use of production potential leads to an increase in the productivity of industrial production, and therefore an increase in volumes and accumulation of investment resources to ensure an expanded reproduction, that is, the dynamic development of the economic system as a whole. In the article the concepts of production potential, theoretical foundations of its occurrence and its successful application in the enterprise activity are investigated andconsidered. The structure of production potential and description of its elements are presented. The reasons of complexity of formation of production potential at the enterprise are singled out
