Ukrainian fertile lands and favorable climate conditions provide enormous opportunities for the agricultural sector development and formation of a highly efficient economic cluster. With a practical management approach, the agricultural potential could meet domestic needs and form a significant part of export earnings. The volume and quality of agri-food may satisfy not only internal food security but also contribute to the European, Asian and African. However, due to the longer production cycle compared to industry, agricultural enterprises at the stage of choosing a production program can not anticipate and respond quickly to changes in market conditions, increasing the competitiveness of goods and attractiveness to consumers based on existing production schemes. Therefore, the primary purpose of our study is to create a roadmap of management decisions when planning a production program through efficiency evaluation of growing winter wheat in a typical farm in Central Ukraine. For this purpose, we opt for a methodology based on marginal revenue, total costs, production and profitability thresholds along with payback of production factors. Due to climate change, the importance of growing winter crops is becoming increasingly essential and superior attention should be paid to improving their economic efficiency. Thus, the problem and relevance of the article is due to the requirements for sustainable successful operation of agricultural enterprises in a market environment and, therefore, the feasibility of using available calculation methods to assess the economic efficiency of production to facilitate management decision-making.

The article studies the role of marketing management in the activity of agricultural enterprises. The agricultural sector is one of the key sectors of the Ukrainian economy, the core component of which is agricultural production. The findings of the article show the fact that a significant number of agricultural enterprises are unprofitable, with their share in the total number of enterprises accounting for 13.3%. Their performance largely depends on the impact of the extremely complex, dynamic and uncertain environment. The article suggests that only the businesses possessing the ability of adequate adjustment to the environment with taking precautions against negative effects timely and using opportunities the fullest ensure their competitiveness and profitability of their activity in the long run. The article determines marketing management tools to be relevant for ensuring successful operation of agricultural enterprises under modern conditions, for there is a need to find new approaches to managing enterprise activities. The article reveals the essence of marketing management; offers the interpretations of the concepts of "marketing management" and "management of marketing" given by the Ukrainian scientists and foreign researchers; and studies the difference between them. The article suggests that marketing management is a broader concept than management of marketing due to the fact that it is management of all general and individual functions of enterprise, as well as all divisions of enterprise on the basis of marketing. Marketing management considers marketing and management inseparably - they also mutually penetrate and complement each other. The main goal of marketing management is to increase profitability of enterprise by achieving maximum customer satisfaction. Based on the generalization of different views of scientists, the main stages of a marketing management process at agricultural enterprise are identified and characterized, including analysis of internal and external environment, selection of target market segments, marketing strategy formation, marketing complex development, organizational structure construction, marketing management program formation and marketing management control and analysis. The process of marketing management at agricultural enterprise contains a number of specific procedures aimed at research and formation of the demand of target consumers and comprehensive satisfaction of their needs. The findings of the research prove that the use of marketing management tools will help ensure the market orientation of agricultural enterprise, which provides a focus on success, timely adaptation to the environment, gaining a leading position in the market, providing competitive advantage.

The article deals with the main aspects of the stages of development and construction of an optimization of the economic and mathematical model of agricultural enterprises' resources for identifying reserves of resource potential, its rational use and increase of the economic efficiency of economic activity. Some economic indicators of functioning and development of agricultural enterprises that can be taken into account when compiling an optimization model are analysed. The basic stages of construction of the economic and mathematical model and their characteristic features are revealed. Applied testing of mathematical calculations has been carried out for the agricultural enterprise LLC UM-Vatutino, which wants to optimize the structure of its production in order to ensure maximum overall profitability. The developed economic and mathematical model provides the main activities of the UM-Vatutino LLC. They are the cultivation of grain and forage crops, cows of various productivity. Such a model can be used to analyse and identify the reserves of resource potential of enterprises of any form of ownership, at different periods of time, as well as to identify features of strategies for improving the economic efficiency of economic activity of the enterprise itself and its individual units. In addition, the constructed model can be modified both structurally and substantively. The analysis results are processed by means of one of the office programs of Microsoft Office Excel spreadsheets. Data analysis has been performed with the use of the "Solver" tool in spreadsheets. It allows finding an optimization solution with a large number of variables. As a result, it has been confirmed that the application of economic and mathematical methods is very effective in assessing not only the resource potential of agricultural enterprises, but also optimizing the volumes of sales of products, feeds, raw materials for another. The process of modelling in the activities of agricultural enterprises gives the opportunity to make managerial decisions at various stages of the operation and development of the enterprise.

Abstract The paper discusses competitiveness of the agro-industrial sector, which is a multifaceted concept that characterizes its ability to compete in both domestic and foreign markets. Ukraine has significant opportunities to develop the agricultural sector and turn it into a highly efficient branch of economy. Favorable soil and climate conditions, and fertile land contribute to its further development, obtaining agricultural crops in volumes sufficient to meet domestic needs and build export potential. The production process of agricultural goods takes longer than in industry. Therefore, at the stage of determination of the production program of an agricultural enterprise, it is very difficult to respond on time to changes in consumer demand and increase the product competitiveness within the already established production schemes in the markets. Therefore, the purpose of our study is to evaluate the effectiveness of growing the studied crops in a typical farm in Central Ukraine and offer a roadmap for making management decisions when planning a production program. For this purpose, a method based on calculations of the gross margin, total expenses, production thresholds, profitability, and payback of production factors was chosen.

The article is devoted to topical issues of development of existing and establishment of new approaches to the methodology of assessing the effectiveness of foreign economic activity of agricultural enterprises with the subsequent formation of strategies for its development. Thanks to the successful operation of domestic agricultural enterprises in foreign markets and effective and fruitful cooperation with foreign partners, economic growth of the country as a whole is achieved. Therefore, in modern economic conditions, the increase in foreign economic activity requires a thorough methodological approach to assessing the effectiveness of foreign economic activity of agricultural enterprises. The theoretical and methodological basis of research were the works of leading domestic and foreign economists and the work of leading analysts on the problems and methodology of modeling foreign economic activity, comprehensive approaches based on a combination of economic analysis and methods of economic and mathematical modeling. The following research methods were used in solving the tasks: monographic, analysis and synthesis, expert evaluations, deduction method and abstract-logical. In order to implement the organizational and economic mechanism for determining the foreign economic activity of agricultural enterprises, we propose to use a universal method of foreign economic activity analysis and at the micro level in order to compare the obtained calculations to assess trends in the development of foreign economic activity of agricultural enterprises. If an agricultural enterprise is engaged in both exports and imports, then to assess its performance in the foreign market for a certain period can be calculated integrated indicators of foreign trade, which provide for the comparability of results achieved for the whole set of export-import operations at full cost. The initial methodological basis for assessing and analyzing the foreign economic activity of agricultural enterprises should be a systematic analysis and a comprehensive, dialectical approach, which necessitates the study of individual elements and the system as a whole in constant motion, change, in the process of constant renewal. This is important not only for understanding the essence of economic categories but also for formulating conclusions on their practical application, making management decisions at different levels of the hierarchical management system in the agricultural sector of Ukraine. The practical significance of the results of the study lies in the substantiation of the methodology, which allows to calculate and fully assess the effectiveness of foreign economic activity of any agricultural enterprise.

The article is devoted to the relevant issues of determining factors and ways to intensify financial and lending support for the agricultural sector of the economy. In the wider sense, financial and lending support for agricultural enterprises is necessary for financing, growth and development of the state economy. National and foreign experiences demonstrate that the finances of agricultural enterprises have certain specific nature and require permanent crediting. Due to the length of production cycle, seasonality, nature of cost formation and supplies of agricultural enterprises, its own permanent funding source is impossible. Consequently, the attraction and usage of borrowed financial resources is the key aspect of the financial activity of the agricultural sector of the economy aimed at the achieving successful final results. The research shows that in all developed countries the agricultural sector of the economy enjoys the benefits of state support as it directly affects the country’s food safety. It is revealed that the introduced system of funding state support of the agricultural complex does not provide legally determined promotion of agricultural enterprises, their competitiveness, food safety, improvement of the level of social protection for rural population mainly due to imperfect financial system. The issues that impede development for lending to agricultural enterprises and the development of agricultural insurance have been determined which make obstacles to improve their financial security and effective risk management in the agricultural sector in order to enhance the potential of their rapid development. It has been proved that the efficiency of financial and credit arrangement of ensuring the development of the agricultural sector depends on the effective financial policy of the industry and the state as a whole which can help to combine economic interests of agricultural enterprises and the state.

The paper deals with the composition and functions of the financial and credit infrastructure of agricultural enterprises, the necessity of development of its institutes is substantiated. The development of financial and credit infrastructure is a vital part of any developed agricultural sector. Due to the length of the production cycle, the seasonality of production and the associated nature of the formation of costs and stocks, agricultural enterprises lack sources for continuous financing. The use of borrowed capital allows you to significantly expand the volume of economic activities of the enterprise, ensure a more efficient use of its own funds, and accelerate the renewal of fixed assets. In order to attract resources and, consequently, to invest in the agricultural sector, it is extremely important to strengthen both agriculture and the financial sector. This requires a coherent strategy with consistent regulation and policies that meet the needs of the sectors and correspond to the real capabilities of all actors in both sectors. The paper proposes a methodology for calculating the integral indicator of the efficiency of participation of all economic entities and financial and credit infrastructure of agricultural enterprises.

The article is devoted to determining the energy and economic efficiency of biofuel production from by-products of crop production. The following methods were used in the research process: monographic (in studying the economic and energy efficiency of plant biomass production in agricultural enterprises); statistical and economic (estimation of potential efficiency of crop production by-products); comparative analysis (when analyzing the economic efficiency of biomass production depending on crops); energy analysis (energy assessment of crop by-products potential of fields). The yield of basic products was determined by recalculating the yield of each crop to standard humidity and purity. The output of the by-products was established using special methods – a generalized assessment of the technically achievable energy potential of biomass and the methods of calculating the available potential of agro-raw materials. According to the results of the study, the yield level of the main products was analyzed, the economic efficiency of the production of by-products was determined, taking into account the crop residues (straw, stems) of winter wheat, corn, soybeans and sunflowers in the conditions of agricultural enterprises of the Myrhorod district of Poltava region. The amount of energy gain to generate heat is calculated depending on the plant biomass when used as biofuel feedstock. The available crop by-product potential of the crop production was evaluated, followed by the determination of the energy and economic efficiency of biomass. The potential of non-market crop production of winter wheat, soybean, corn and sunflower as alternative fuel and a basis for increasing the profitability of agricultural production has been determined which in the aggregate effect – attests to their profitability. The purpose of the article is to to reveal the essence of the budgeting process as an integral part of the formation and adoption of management decisions for an agricultural enterprise. Research methods. For the scientific solution of the tasks set, general scientific methods of scientific knowledge and research of economic phenomena were used. The theoretical and methodological basis of the study was the works of domestic and foreign scientists and practitioners. The following methods were also applied: abstract-logical and economic-statistical (for theoretical generalizations and drawing conclusions); monographic (to highlight the views of scientists on the problems under study); comparisons, tabular and graphical. Research results. An adaptive model of risk management for agricultural enterprises is proposed, where budgeting is the principal initial component of the management decision-making process, the production budget of the studied enterprise has been developed, and the direct costs of manufacturing products for certain types (production portfolio) are determined. Based on the estimated expenditure, income by crops is predicted for further portfolio modeling (the number of products for certain crops). Scientific novelty. The efficiency of the use of budgeting to regulate the economic performance of the enterprise is substantiated. A modeling mechanism has been developed, thanks to which the agricultural enterprise has the ability to quickly react and change the volume of the production portfolio to optimize the financial results of its activities. Practical significance. The use of budgeting in the agricultural sector will contribute to all stages of agricultural production, thereby ensuring the consistent implementation of the concept of sustainable development of agricultural enterprise. The transition to "intellectual" agriculture is the main vector of modernization of the agricultural sector of the economy. It is based on integrated automation and robotization of production, the use of automated decision-making systems. This is inevitably accompanied by a significant increase in data flow from sensors, monitoring systems, meteorological stations, drones, satellites and other external systems. Farm management has the opportunity to use various online applications for accurate recommendations and making various kinds of management decisions. In this regard, the most effective use of cloud information technologies, allowing implementing the most complex information and technical level of automation systems for management of agricultural technologies. The purpose of this work is to test the approach to creating expert management decision support systems (DSS) through the knowledge base (KB), formed in the cloud information system. For this, we consider an example of constructing a DSS for choosing the optimal date for preparing forage from perennial grasses. A complete theoretical and algorithmic database of the analytical DSS implemented in the data processing center of the cloud information system is given. On its basis, a KB is formed for a variety of different decision-making conditions. This knowledge base is transmitted to the local DSS. To make decisions about the optimal dates for the preparation of the local DSS, two variants of algorithms are used. The first option is based on management models, and the second uses the pattern recognition method. The approbation of the algorithms was carried out according to the BZ from 50 cases. According to the results of testing, the method of pattern recognition proved to be more accurate, which provides a more flexible adjustment of the situation on the local DSS to a similar situation in the KB. The considered technique can be extended to other crops.
