This article deals with the principles of reaction of shipowners’ structures on the set of changes in the maritime trade market’s parameters. There are features of decision-making within the uncertain variability of the maritime trade market. Thus there are subsystems clearly realizing prioritizing strategies, and subsystems that choose the form of reaction to changes in the conditions of limited resources in the structure of the global maritime transport industry. Maintaining a balance, as the most effective condition of any market, plays a special role in maritime transport due to the high cost of fleet deadweight and the intensity of the crews’ work. Therefore, the clarity and timeliness of the response to external changes in traffic flows and carrying capacity of competing shipping companies becomes paramount.

The contradictory nature of the economic growth of the structural subdivisions of the global division of labor predetermines the special requirements for the development of the maritime trade market. Despite the sustainable significance of the maritime transport industry for the formation of effective foreign economic relations, there are constant systemic changes in the structure of merchant shipping. A modern feature of the functioning of the global maritime trade market and of the positioning of several shipping companies is the asymmetry of the stability parameters of enterprises and the volatility of the external conditions of their operator and investment activities. Therefore, the features of managing the stability of the positioning of individual subsystems of the marine complex are considered from the position of global needs of international trade and the efficiency of entrepreneurial activity of shipowners and operators.

The formation of the harmony of the maritime trade market is based on the reaction of ship-owning and port structures to the nature of changes in the main characteristics of cargo flows. At the same time, relations and the reaction of the ship-owning complexes to the optimization of the technical and economic level of the competitors are being formed. A shipping company as an enterprise develops and functions in contrast to other production structures of the national economy in the context of international competition. Regardless of the flag of registration of ships, companies operate in the global maritime trade market. It is the priorities of international conventions that determine managerial and marketing technologies. Therefore, a special nature of the participation of shipping companies in the formation of the final economic results is formed. It is this factor that requires constant clarification of the patterns of sustainable positionning in the system of the international division of labor. Also, it should be noted that the most important tendencies in improving the management of the development of subsystems of the national maritime transport industry are balancing the assessment of the merchant fleet and ports both from the standpoint of macroeconomic and entrepreneurial interests. Therefore, research focuses on the selection andimplementation of the special priorities of the national maritime transport complex. In this regard, the temporal characteristics of the routes are considered rather thoroughly. However, the inconsistency of approaches to the formation of systemic security remains.The efficiency of the state and functional and economic stability should be consi-dered as the main criterion for changing the form of the ownership. With the stability and sustainability of maintaining the liquidity conditions of the enterprise, the change of ow-nership is determined by market conditions and the marketing strategy of the owner himself. Usually, in this state, the change in the form of ownership on the part of the owner has particular number of non-standard reasons. For such enterprises, privatization is problematic because it does not optimize the social and economic con-sequences and results.Keywords: maritime trade, shipping companies, cargo flows, marketing techno-logies.

Topicality. Shipping is a global industry, and its prospects are closely linked to the level of economic activity in the world. A higher level of economic growth usually leads to higher output of industrial goods, which in turn stimulates imports and exports. In the conditions of globalization of economic relations, the complicated dynamics of the potential and results of the maritime trade market is formed. In this case, quantitative, qualitative and structural changes both in the industrial infrastructure as a whole, and within the separate subsystems are allocated. The dynamism of this process is becoming the most important factor in the development of maritime transport potential. Therefore, the article deals with the fundamental features of the required response to the set of changes in the global shipping industry.Aim and tasks. The purpose of the article is to clarify the basic laws that determine the competitive directions of the development of commercial shipping in Ukraine in the context of the globalization of international relations, as well as to determine the prospects for the development of the maritime transport subsystem of Ukraine. It is important to identify rigid tendencies and new patterns of balanced and integrated development of the world transport industry and its regional, national and specialized subsystems.Research results. Strengthening and intensification of international integration processes puts a number of issues and problems before the Ukrainian economy. The presented article summarizes and substantiates the actual and important problem of the development of Ukraine's merchant fleet in the conditions of globalization of international relations, proposes a strategy for the formation of production potential for the competitive positioning of the marine transport complex of Ukraine, as well as scientific and practical recommendations for their implementation in the modern conditions of the country's economy.Conclusions. The modern structure of the world market of maritime transport services can be represented as a dynamically developed network of local markets, which intersect and / or do not overlap, whose boundaries form one or another segment of the market. Increasing the role of maritime enterprises in the system of maintaining the efficiency of the international division of labor leads to the emphasis on the national subsystems on the priority development of the fleet and ports. Solving the two-fold task - meeting the needs of the national economy and expanding the export of transport services forms, in the conditions of the availability of investment resources, the direction of development of enterprises of maritime transport. At the same time, the functions of the merchant fleet and ports are expanding and strategies for maintaining competitiveness within the active part of the company's life cycle are implemented, taking into account the uneven economic growth.

Gender mainstreaming in agriculture is new trend to address the inequalities of resources and work participation between men and women for ensuring equity in gender. Though women constitute about half of the total agricultural labour, their access to resources as well as decision making power is limited. Particularly, women in rice-based farming system though undertake hard work, own or share very limited resources and benefits in comparison to other systems. Various needs of women, while undertake research and technologies developed should be addressed appropriately through gender focussed planning, project implementation, monitoring as well as impact assessment. A systematic understanding and capacity building of the planners, researchers, development and extension machineries on innovative mechanism and gender sensitive perspectives would bring socioeconomic upliftment of not only women but the whole society.

Cost-effectiveness analysis (CEA) is a method of economic evaluation that can be used to assess the efficiency with which health care technologies use limited resources to produce health outputs. However, inconsistencies in the way that such ratios are constructed often lead to misleading conclusions when CEAs are compared. Some of these inconsistencies, such as failure to discount or to calculate incremental ratios correctly, reflect analytical errors that, if corrected, would resolve the inconsistencies. Others reflect fundamental differences in the viewpoint of the analysis. The perspectives of different decision-making entities can properly lead to different items in the numerator and denominator of the cost-effectiveness (C/E) ratio. Producers and consumers of CEA need to be more conscious of the perspectives of analysis, so that C/E comparisons from a given perspective are based upon a common understanding of the elements that are properly included.

Abstract The article proposes a method for determining the rational motion intensity of specific train traffic flows on railway transport corridors with account for balance of expenses on traction resources and cargo owners. A mathematical model based on stochastic optimization is developed, which allows to optimize, in the conditions of risks, the interval between trailing trains on the railway lines taking into account the limited resources of the traction rolling stock, the capacity of the stations and freight fronts at the cargo destination point. Solving this mathematical model allows to find a balance between the expenses for movement of train traffic flows from different railway lines to their terminal reference station and the expenses of a consignee, subject to the limitations of the technological logistics chain in cargo transportation. For the solution of this mathematical model, a Real-coded Genetic Algorithm (RGA) was used.

Nondestructive testing (NDT) is a vital tool in maintenance. Each NDT technique has some benefits and hindrances; therefore, the selection is crucial. Generally, the selection of a technique relies on operating personnel experience, and very few research papers shows uses of the decision-making (DM) approach. It was highlighted by various researchers that if a proper DM approach is used, it will save time and increase fault detection reliability. By keeping this fact in mind, this chapter is an attempt to provide a detailed review of research work from the year 2000-2018 that covered the role of DM techniques while making combinations of NDT for effective condition monitoring. It observed from the literature that very few researchers effectively utilized the power of DM tool. The researcher can use the outcome of this work as a beacon and improve it further.

This paper develops a decision-making model to assist the improvement of the carrying capacity of ship locks by combing fuzzy logic, the analytic hierarchy process (AHP) method, and the technique for order preference by similarity to an ideal solution (TOPSIS). A three-level hierarchical structure is constructed to identify the key factors influencing the carrying capacity of ship locks from the aspects of ship locks, vessels, environment, and administration. On this basis, a series of targeted strategies have been put forward to improve the carrying capacity of ship locks, and the TOPSIS method is applied to rank these strategies in terms of their performance. A case study of the five-stage dual-track ship lock of the Three Gorges Dam in China has been conducted to demonstrate the feasibility and rationality of the proposed model, and correlation analysis is conducted to verify the identified influencing factors in order to eliminate potential bias which may be generated from using AHP. The results obtained from the proposed methods are consistent with the real-life situation to a certain extent, indicating that the proposed method can provide a useful reference for improving the carrying capacity of ship locks.
