At least, when the government was not quit competence to provide the employment opportunities for the labor force, the informal sector with all its shortage took a role as a container and alternative employment opportunities for the job seekers. It is also experienced by Padang after the earthquake in 2009 which destroyed some facilities and infrastructure as well as at the same time the economic crisis made people involuntarily unemployed and temporarily mitigated by the availability of employment opportunities in the informal sector in urban areas reflected by street vendors as the main face.This study examines and analyzes in depth the characteristics of informal workers to identificate of demographics , region of origin, age of business , hours of operation, capital and finance, health of workers, the problems and their prospects. The methodology used was qualitative descriptive analysis with random data sample of 255 street vendors.The results of the study found that the role of women more prominent than men to work in this sector , and the educational level of workers with family members was not so much different that was only until the equivalent of high school , and workers in the sector was dominated by local residence , with the capital beginning most dominant of ≤ two million, and capable to give experience with lower cost. Street vendors are informal types of work (small businesses) that arise primarily in urban areas, carried out by low-income people (daily salaries), have limited capital, and consist of only one worker (self employed). The presence of street vendors in various major cities in Indonesia, including in Denpasar City, has become a dilemma that creates pro-contra, and has the potential to clash between citizens and officials of government. This is because street vendors sell their wares in public places that are considered strategic, thus disrupting public order, and other public peace. On the other hand, according to one of the SDG’s programs, the government has an obligation to realize decent work for everyone. In the effort of structuring street vendors, as well as helping small traders of economic actors in the informal sector, the government of Denpasar City issues Denpasar City Local Law No. 2 of the year 2015 about Street Vendors. Therefore, an analysis is needed to find out the implementation of Denpasar City Local Law No. 2 of the year 2015, as well as to find out the supporting factors and inhibiting factors of its implementation. This research is a qualitative descriptive study, where the data obtained through the process of observation, interviews, and documentation studies. Selection of informants through purposive sampling technique, and data analysis techniques using Merilee S. Grindle's theory of policy implementation and contingency theory by James Lester. The results of the analysis show that the implementation of Denpasar City Local Law No. 2 of the year 2015 for arranging street vendors is still faced with several obstacles such as: lack of location according to allotment, lack of adequate budget, evaluation that is rarely done, and sanctions that are not in accordance with what is written in the Regional Regulation and the lack of understanding of street vendors on the local law. An interesting finding is that it turns out that governemtn of villages and custom village have an important role in organizing street vendors in their areas.

Street vendors represent a phenomenon that occurs in urban areas, both in developing and developed countries. Their existence is supported by the entrepreneurial spirit of the vendors. However, the practice could be improved if street vendors were made aware of the rights of the community whose public space they utilize and must respect. A well-organized street vendor will benefit various parties such as tourists and will support the community’s economy as well. This study aims to analyze the level of success of the implementation of government policy regarding the regulation of street vendors in Yogyakarta and surrounding areas. The method used in this study is qualitative descriptive analysis, which builds a conceptual model that reflects the actual hidden phenomenon. The data for the study were collected through observations, interviews, and an exploration of the relevant literature. The results found that the licensing regulations as stipulated by the decision of the mayor of Yogyakarta are not implemented in accordance with the provisions. An evaluation of the implementation of licensing rules shows that they have not yet reached the most beneficial results. Some street vendors cannot implement them due to a combination of several factors, namely the importance of their economic survival, the non-financial “costs” that street vendors would incur, and the lack of knowledge about the substance of the policies governing street vendors.

This article is based on the results of research, focused on the activities of hawker traders along Cut Nyak Dhien Street, Langsa City. There are more than seventy street vendors with various types of merchandise. The research aims to determine the role of the informal sector street vendors of economically weak groups in obtaining employment, the prospect of developing a culinary tourism business on family economic growth, and additional sources of local revenue. Data obtained through observation, interviews and documentation, and then processed using descriptive analysis techniques. The analysis results showed that street vendors in urban areas are a popular alternative to work. This condition is in synergy with the government program that arranges this area as a center for culinary tourism and is very helpful for traders to increase family income, as well as having an impact on increasing visitors and increasing local income.

Comfort and security are vital factors in tourism destination of Kuta Lombok with great tourism potential. However, this potential will not be desirable if the conditions are not created by comfort and security. This proves that there are factors that affect the comfort, community understanding of tourism awareness, and community participation in comfort and security of tourists. The study was conducted aimed to determine the factors that affect comfort and safety, the level of community understanding of tourism awareness, and community participation in the comfort and security of tourists in Kuta Lombok tourism.This study examines the comfort and safety of tourists in tourism of Kuta Lombok are included in the descriptive study. Therefore, the research conducted through a qualitative approach. Methods of data collection through observation, interview and documentation. Decision is determined by the method of purposive, with 15 informants. The theory applied is the theory of structural functionalism which analyzed the factors and community participation, and motivation theory is applied to analyze the level of community understanding about tourism awareness.The analysis results of research conducted by qualitative descriptive analysis presents the results of research through a narrative supported by photographs. The results of this study suggests that the comfort and safety factor is  influenced by the low level of community understanding in the elements of tourism awareness through Sapta Pesona. The low raises community understanding of factors that affect comfort and safety as a factor of environmental aspects of parking management and environmental hygiene, factors of economic activity and the hawkers aspects trasnportation service providers as well as factors in the aspect of tourism access roads were damaged. Community participation in the comfort and security of tourists is not functioning optimally. This is caused by unsynchronization between organizations. Forms of community participation in the form of the participation into the organization and the coast guard and empowerment of communities in the festival. Based on those results of the three studies, the government of Central Lombok is expected especially for Culture and Tourism Department particular attention to the factors that affect comfort and safety, and the formation of tourism awareness with benchmarks Sapta Pesona.

The housing environment that appears in many urban areas today, is available in the form of real estate and in the form of simple housing. The existence of these houses is equipped with supporting infrastructure. One of them is the availability of open space as a public facility, which can be utilized by all residents of housing. If you look at the historical aspects of past traditional settlements, such as the Tanean Lanjang Madura settlement, the Samin Bojonegoro Community Village, the Sumatra Karo Batak Village, and so on, it is found that there is open space as a public space. Where the function and role of open space are used for joint activities, gathering places and socializing, as well as the center of orientation of several groups of houses, so that the location tends to be in the center. The purpose of this study is to see the existence of open space of traditional settlements (past) and present. As well as analyzing the activities carried out by the pas community and its current development. By using the method of field observation (observation) and qualitative descriptive analysis, the results show that the existence of open space in the present, such as in residential or residential groups, still exists. If in the past traditional settlements, the existence of open spaces was used as a means to gather and socialize, then in its current development, open space could be used as a means of playing and exercising for children, recreational activities (gathering on holidays), supported economic activities (traders who sell), as well as a means of worship (Eid al-Fitr / Eid al-Adha). This shows the development and diversity of functions and activities in the open space, so that its utilization can increase economic values, religious values and other social values.

This research aims to determine the effectiveness of the realization of capital expenditure budget in the Trade and Industry Board of Musi Banyuasin. It has been reached the goal budget target in the government of Musi Banyuasin Regency. The methods of research used are qualitative methods. The data collection techniques used are interview research, documentation, and library studies. Data analysis was conducted using qualitative descriptive analysis methods and the use of capital expenditure budget data and the realization of capital spending in 2016 to 2018. The results showed that The Trade and Industry Board of Musi Banyuasin Regency in realization of the capital expenditure budget in the year 2016 to 2018 can be said to be effective and in positive growth. In 2016 to the year of 2018, The Trade and Industry Board of Musi Banyuasin Regency is still dependent on local government so that the implementation decentralization of capital expenditure budget can be said to be effective.

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

Abstract Particulate matter is one of the threatening pollutants harmful to health. Currently, many researchers focus on the problem of PM2.5 concentrations in urban areas. This study aims to estimate the spatial distribution of PM2.5, and identify human behavior on air pollution in Jakarta. The method used were Spline with Tension to build the PM2.5 models, and multiple linear regression models to analyze human behavior on air pollution. The results showed that the annual average of PM2.5 in the last two years tends to be high in western, southern, and eastern parts of Jakarta. In addition, there was a decrease of PM2.5 concentration in 2020 compared to 2019 assumed as a result of Covid-19 Pandemic restrictions. Besides, analysis results showed a significant association between knowledge and attitude aspects on the action aspect. Based on descriptive analysis, people have good knowledge of air pollution and also concern to reduce air pollution. However, the actions for air pollution control are still not maximized which may cause high PM2.5 concentrations in Jakarta. We conclude that to reduce air pollution, the government should focus on the border areas of Jakarta and it can be done by increasing public knowledge and raising awareness for air pollution.

Street vendors is a phenomenon in almost all regions in Indonesia, which is always a positive and negative impact on the region where the street vendor activity. The positive is the economy in a sustainable life in areas where street vendor activities, while the negative effects are disturbed some public access as a result of the existence of such street vendor, such as public roads are always jammed, the sidewalk is not functioning, trash increases or the environment increasingly neglected, area aesthetics will show discomfort. For the more crowded street vendor activities will have an impact upon the producer. However street vendor unaware that what was done to give effect to society because of disruption of public facilities. It is very necessary of information for the  street vendor’s understanding and perception to the impact caused by their presence in an area. The research was conducted by qualitative method with type research field investigations and descriptive analysis of the street vendor, managers, buyers and decision makers who do trading activities in S. Parman Street, UlakKarang Padang.  Samples as research subjects were the street vendors as much as 5 people, managers, local government, the buyer and road users. The data used are primary data and secondary data. Data Collection Techniques conducted by observation, interview, and documentation while data analysis is conducted qualitatively by a descriptive approach. The findings and the results are show that the information obtained is correct in running its activities to seek fortune already utilizing public access such as sidewalk and road. Contributions to the street vendors are expected to have awareness in running its activities mainly on the utilization of public access and if you want to keep running its activities must be willing to abide by all the regulations set forth by the government, because it became a street vendor answers to some of the problems faced by street vendors as well as for the government attempted to manage and regulate the existence of street vendors to be in line with policies that have been set by the government for street vendors somehow able to overcome the problem of the existence of the public economy.

Abstrak  Berbagai permasalahan yang terjadi pada UMKM terdampak pandemi cukup dirasakan oleh para pelaku usaha tersebut. Hal ini tentu saja berakibat pada penurunan keuntungan secara signifikan dikarenanakan tingkat produktivitas yang rendah. Langkah terkait pemulihan ekonomi, dalam hal ini pemerintah melalui kementrian keuangan membuat kebijakan luar biasa untuk memitigasi dampak covid-19 dan perlambatan ekonomi dengan membuat Program Pemulihan Ekonomi Nasional (PEN).  Metode penelitian yang digunakan dalam penulisan ini adalah teknik analisis deskriptif kualitatif. Hasil penelitian menujukkan Program Pemulihan Ekonomi Nasional (PEN) memiliki dampak positif bagi sektor UMKM pada masa pandemi covid-19 sebagai langkah kebijakan yang diambil oleh pemerintah untuk mendukung pemulihan perekonomian nasional khususnya sektor UMKM yang memiliki kontribusi cukup besar. Rekomendasi kebijkan penguatan UMKM tidak hanya pada masa pandemi tetapi juga pada masa pemulihan dan pasca pandemi sehingga percepatan pemulihan ekonomi nasional dapat mencapai kestabilannya. Kata Kunci: Program PEN, Kebijkan Pandemi, UMKM  Abstract - The various problems that occur in SMEs affected by the pandemic are quite felt by these business actors. This of course results in a significant reduction in profits due to low productivity levels. Steps related to economic recovery, in this case, the government through the ministry of finance, make extraordinary policies to mitigate the impact of covid-19 and the economic slowdown by creating the National Economic Recovery Program (PEN). The research method used in this paper is a qualitative descriptive analysis technique. The results of the study show that the National Economic Recovery Program (PEN) has a positive impact on the MSME sector during the COVID-19 pandemic as a policy step taken by the government to support the recovery of the national economy, especially the MSME sector which has a significant contribution. Recommendations for strengthening MSME policies are not only during the pandemic but also during the recovery and post-pandemic period so that the acceleration of national economic recovery can achieve stability. Keywords: PEN Program, Pandemic Policy, MSME
