This service activity aims to provide training on the use of economic value waste to librarians and youth of Siak Sakti village, Siak. This is a continuation of the previous program that has been running, namely screen printing training to provide an alternative source of income for the youth of Sialang Sakti village who have several limitations so that they cannot continue their education to college due to economic factors. Therefore, it is necessary to make efforts to maximize the potential of the area, for example the village library. Sialang Sakti Village already has a Bina Ilmu village library which has been trusted as an inclusive library so that it has the opportunity to empower the community around the village. The target of this activity is to provide skills for librarians to process waste to add to the aesthetics of the library space and advanced screen printing training to the youth of Sialang Sakti village. The output produced is that librarians are able to process various wastes to improve the aesthetic appearance of the library space and the skills of youth to create a creative economy that is being developed by the Government of the Republic of Indonesia. This activity is a collaboration between a team of service lecturers who have expertise in the use of waste-based learning media and experts in screen printing.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The Minimum Revenue Guarantee (MRG) was designed to mitigate the financial risk of private investors that participate in the transportation project as concessionaire under a public-private partnership (PPP) program. The MRG can pose a significant financial burden to governments especially when the contract revenue is set considerably higher than the actual revenue. This may encourage the concessionaire to inflate the traffic forecast to make the project look as if it will be profitable. In order to mitigate this problem, extra conditions for exercising the MRG can be considered. This study examines how these exercise conditions change the economic value of the MRG using the case study based on the urban railway project in the Republic of Korea. By utilizing the real options analysis, the study identified that the exercise conditions have worked to curtail the expected payment from the government, eventually leading to a reduction in the concessionaire’s expectation of revenue. The value of MRG was at a far lower level compared to the concessionaire’s investment because of the low probability of exercising the MRG when the exercise conditions apply. The findings are expected to contribute to the sustainability of the PPP program by recognizing and quantifying liabilities and risks embedded in the concession agreement in advance.

Japan is one of the biggest international tourist contributors to Indonesia. However, in recent years, there is a negative growth. It is caused by the demographical change of the Japanese population and outbound. Hence, research about the cultural ethnicity and social conditions affecting international travelers' behavior in tourism activities is needed. The research focused on the segmentation and strategies to attract foreign tourist which Indonesia would carry. The applied research method was a qualitative descriptive approach that utilized secondary data, such as demographical data and cultural characteristics. Data were taken from the Central Bureau of Statistics of the Republic of Indonesia, Ministry of Tourism and Creative Economy of the Republic of Indonesia, World Bank, and Statistics Bureau of Japan. Then, those data were analyzed by a descriptive statistics method. The result intends to formulate a strategy to seek more potential tourist growth from a Japanese market. The result shows four strategic efforts that Indonesia can take to maximize the potential for the arrival of foreign tourists from Japan. The government can consider the increased number of “silver age” and adult female workers (Joshitabi), which dominate the travelers’ segment to Indonesia, and pay attention to air connectivity and unique cultural characteristic of Japan.

The purpose of this PKM is to overcome the problems of partners by implementing digital marketing and fostering innovation in economic value products so that their craft products can reach a broad target market. Through a participatory approach, the implementation of activities in the group of craftsmen together collaborate to find solutions using digital marketing methods of craft products. Collaboration uses multi-stakeholder campuses, partner groups, professionals, and the government in formulating and finding solutions to the problems of craftsmen groups in the village of Pangan Jaya. As a result, using online marketing through the website, whatsapp messaging applications, facebook and Instagram products sold significantly increased and marketing of craft products has reached a wider market.

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy.               From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

Specificity of autonomy Jakarta as the Capital of the Republic of Indonesia that is placed on the area provincial level, so that the government area consists of 5 (five) City and 1 (one) Thousand Islands District up units at the lower level, namely District and Village is a unit of government administrative and technical services. Urban Village as a government bureaucracy that deal directly with the public is the frontline in the public service. The existence of the village chief and deputy village chief was reinforced by law No. 147 of 2009 on the Organization and Work Procedure village, which strengthened the position of deputy village chief duties and functions as an auxiliary Lurah such a heavy burden of their duties to serve citizens of the capital densely populated. The reform of the bureaucracy over the birth of Jakarta Bylaw No. 12 of 2014 concerning the regional Organization still beg the question why the position of deputy village chief who is still listed in the rules of the "vacated" in all regions of Village Capital. Occurred in the dilemma between the demands of expectations as a public service town, but on the other hand the reform of the bureaucracy is still a "maintenance of structures" without "tightening" of personnel staffing.

The implementation of Community-Based Total Sanitation starts from the first pillar of open defecation which is the entrance to total sanitation. ODF conditions are marked by 100% of the community having access to Defecate in their own latrine, there is no dirt in their environment, and they are able to maintain the cleanliness of the latrine (Health Minister Regulation No.3 of 2014). In the City of Bengkulu, from 19/67 triggering  Village / Sub-district, achievements of the new ODF village 7 villages / Sub-district. The research objective was to analyze the implementation of the first pillar Community Based Total Sanitation. This type of research is qualitative research with descriptive research methods. The informants in this study amounted to 6 people consisting of the Head of the Community Health Center and sanitation officers. The results showed that in implementing the first pillar community-based total sanitation in Bengkulu City there was policy support from the government, namely the Republic of Indonesia Health Minister's Regulation No. 3 of 2014, there were still energy workers, funding sources for implementation came from Health Operational Assistance funds, availability of facilities and infrastructure in the form of brochures, leaflets, counseling, and FGD. The process was carried out starting from the pre-triggering phase by conducting technical preparations, observing Clean and Healthy Life Behavior, arranging triggering schedules and locations, triggering by holding meetings with the community, triggered by the outbreak of disease transmission, growing disgust, shame and fear of illness and post-triggering by looking at the village with ODF village status, building community commitment and mentoring and monitoring triggering activities. The output of the Village in the City of Bengkulu with the status of the SBS headman varies from 25%, 50%, and 100%. It is recommended to develop further analysis and results, in particular, to deepen the analysis of the implementation of the first pillar community-based total sanitation and the factors contributing to the success of ODF Villages.

With this, the Government of the Republic of Indonesia advised local governments to promote the tourism out of the country to introduce the tourism potential of the region and national as well as in the public diplomacy.According to that,Medan Investment, Trade & Tourism Expo (MITT) has established offices in different countries, one of which is in Malaysia. This study analyzed the role ofMITT in Malaysia as a commitment to promote tourism in Sumatera Utara. The authors examined the amount of travelers to Sumatera Utara from Malaysia.

This study aimed to analyze the behavior, the factors that influence and impact of the behavior of the public in using the Siak River as a place to meet the needs of life and routine activities on the health and aesthetic environment at waterfront city area Pekanbaru. Research has been conducted in Kampung Baru Senapelan District Pekanbaru from March 2013 until January 2014. This study was designed in accordance with method research in environmental psychology. Primary data collection using observation and interviews with informants is purposive sampling by participant observation researchers are passive. The results showed that the behavior of the public in using the Siak River as a place to meet the needs of life and activities of daily living (MCK) classified as bad as the Siak River sewage used as a domestic (household). Factors that affect people's behavior is that habit, low economic level and comfort. The impact of the people's behavior to public health such as the incidence of skin diseases and diarrhoea as a result of the increasing Escherichia coli bacteria. While the impact on the aesthetic appearance of the environment in the form of bad water, bad smells and visual pollution affecting river waters around waterfront city development in the city of Pekanbaru. Necessary to the arrangement of the Siak river environment clean and free of bad behavior of society through cooperation between the government and local communities in a sustainable manner.

This study examines the development of village authority arrangements, since the independent Republic of Indonesia until the issuance of Law Number 6 of 2014 concerning Villages and Implementing Government Regulations. The purpose of this study is to understand the legal basis of village authority in Indonesia after the independence of the Republic of Indonesia until the issuance of Law Number 6 of 2014 concerning Villages and to find out the development of the political direction of the government's law regarding village regulations related to the authority of the village government. The research method uses the type of research that researchers use is normative legal research. Obtaining data from library materials or secondary data, then the technique of collecting data or legal materials in this research is carried out by literature/documentation studies. This research uses a statute approach and a historical approach, which is carried out to track the history of legal institutions from time to time. This research produces an overview of the journey of regulating village authority, the ups and downs of village authority can be seen from the successive Laws of Regional and Village Governments, relating to the existence of village governments within the framework of the Unitary State of the Republic of Indonesia. The conclusions that can be drawn from this research are regarding. These include: The existence of ups and downs regarding the regulation of village authority, both at the level of law and at the level of government regulations, the existence of the political will of the government to restore the existence of the village, which actually existed before the birth of the Republic of Indonesia, as well as the growing recognition of village autonomy and Traditional villages are of special concern to legislators (the President and the House of Representatives).
