Currently, the relevance of the effective use of state support funds used in the agro-industrial complex is associated with the special situation in the Russian agro-food market caused by sanctions. The paper analyzes the implementation of the state program in terms of funding and target indicators. The tendency of a decrease in production volumes of the main types of products of the agro-industrial complex, a weak connection between program measures and indicators of the industry's productivity is revealed. The conducted research shows the low efficiency of the use of budget funds, the need to develop new mechanisms for the implementation of program activities.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

In this article, the author examines the reasons for social stratification of the country’s regions and singles out the difficult socio-economic situation of the majority of single-industry municipalities in Russia as one of the main ones. The aim of the study is to analyze the efficiency of use of human resources in the country as a whole, as well as the current state of single-industry towns and create a step-by-step plan for their modernization and restructuring as a necessary vector for sustainable economic development. The article emphasizes the need to integrate efforts on the part of the state, society and business in solving social problems in certain territories. The study was carried out using the following methods: observation, modeling, method of scientific abstraction, analysis and synthesis. The study result was development of a universal step-by-step plan for development of single-industry municipalities, substantiation of the possibility of its application as one of the factors for the effective use of human resources in a particular territory.

<p>The paper features theoretical and methodical approaches to the<br />classification of regions from positions of modern region studies. It contains social and economic characteristics of the Republic of Crimea as an agrarian region. The author has monitored the current state of agrarian and industrial complex of the Republic of Crimea. The research has revealed that although agriculture is responsible for 17,1 % of the gross regional product, only 5,0 % of labor capacity of the region are engaged in the agrarian sphere of economy, and only 6,3 % of Crimean students major in agriculture. A complex analysis of the Crimean agrarian complex has revealed that the problem of qualified personnel deficiency is not acute for the regional economy, as there is an agricultural institute, as well as a number of minor vocational education institutions. A more relevant task is to improve the quality of training of young specialists and to attract them into rural areas; for this purpose a system and target<br />approach to agrarian education has been established in the region. The transformation of agricultural education in the republic should be based on the model of a wellbalanced interindustrial staffing plan of agrarian and industrial complex according to sustainable development programs of rural territories in the re gion.</p>

The article analyzes the transformational changes of the institutional foundations of state support of Ukraine’s agricultural sector. The analysis of the institutional foundations of the state support influence on indicators of the agricultural sector development in the conditions of changes in the state fiscal policy has been carried out. Based on the results of correlation-regression analysis, it has been determined that an increase in the state support amount creates preconditions for the sustainable development of the agricultural sector, while the increase of its administrative costs significantly slows down the parameters of its development. The analysis of the amount and structure of financing state support programs for the agricultural sector during the last three years has been carried out, what allowed characterizing the institutional foundations of their regulatory influence on the agricultural sector development. The main reasons for the low efficiency of institutionalization of certain programs of state support of the agricultural sector have been determined.

Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.

Human resources are the most important factor in the socio-economic development of the econo-my, including the economy of the agricultural sphere (meaning the organic unity of agricultural production and rural areas). In this regard, the authors of the study pay special attention to the analysis of the situation of its staffing, primarily in terms of studying the processes occurring in the human resources potential of mass professions, specialists and managers of agricultural organ-izations in Russia. The analysis was carried out according to the departmental reports of the Min-istry of Agriculture of the Russian Federation. The article shows the dependence of the agricultur-al labor market, characterized by a shortage of personnel, both mass professions and specialists, on the internal factor (training of personnel) and external (attraction of migrants), examines the modern agricultural labor market, describes the multidirectional trends in the supply of labor both at the expense of migrants and at the expense of the domestic system of professionalization of personnel. It is determined that the outfl ow of rural population within and between the regions of Russia is more extensive than the inflow due to migration exchange with foreign countries, this disparity increases during the pandemic caused by COVID-19 and related social distancing measures. At the same time, despite the constantly observed decline in the number of workers in mass professions in the agro-industrial complex, the availability of jobs is almost at the same lev-el of 93–95 %. It is shown that the income of migrants and the transfer of part of the funds to the countries of emigration have a positive effect on GDP growth and poverty reduction in these countries, and the quality of exported labor also improves. The relationship between rural migration and agricultural production is revealed. As a result of the study, the authors come to the conclu-sion that the state migration policy should stimulate the consolidation of the rural population and the return migration of the urban population to the rural area, and increase the attractiveness of rural areas for resettlement through the formation of unified rural-urban labor markets and agglomerations.

This article is devoted to the analysis of the effectiveness of the implementation of state agricultural programs, national and priority regional projects to support peasant (farm) farms and rural areas in Sverdlovsk region. Materials and methods: tools and methods of financial assistance, including grants, for peasant (farm) farms in the Sverdlovsk region are analyzed. These mechanisms are used in the implementation of state programs for the development of the agro-industrial complex at the Federal and regional levels. The identified problems of agricultural development allow us not only to formulate recommendations for improving the mechanisms for implementing measures to support farmers, but also to pay attention to aspects that are not taken into account by state programs. The authors relied on statistical, structural, analytical, system, logical, and correlation analysis. The normative legal basis of the study was chosen by the normative legal acts of Russian Federation and Sverdlovsk region, including state programs, national and priority regional projects implemented in the field of agriculture, and official materials of state statistics. Results: the effectiveness of the main instruments of state support for farmers in the region is evaluated, recommendations for improving the mechanisms of support for farmers in Sverdlovsk region are developed, and directions for the development of rural cooperation are proposed. Discussion: the article presents a socio-economic analysis of the support and development of peasant (farm) farms by the state government authorities of Sverdlovsk region. The authors pay special attention to the fact that during the implementation of state programs and projects, certain aspects are not taken into account when evaluating applications for state funding, which were identified by researchers in Estonia and Latvia. Conclusion: it is necessary to regularly assess the effectiveness and then correlate the tools used to support peasant (farm) farms. In order to increase efficiency, it is necessary to apply correlation analysis of statistical data to public authorities and conduct sociological research (in the future).

We have analyzed human resources in healthcare of Kazakhstan over 1985-2011, and determined general trends and regularities. By the level of provision with physicians, Kazakhstan ranks as one of the leaders in the world, at the same time there have been a deficit of physicians in the Republic over the last 20 years, particularly in rural areas. As per its regions, there is an irregularity in the physicians provision rate: the most part of specialists is concentrated in cities – Almaty and Astana, there is a deficit of physicians in the Almaty, Коstanai, North-Kazakhstan and Jambyl Oblasts. The effective use of human resources will enable to optimize expenditure for the public health and to improve the medical service quality.
