Ukrainian short-distance runners’ performances (men and women) at the Olympic Games and World Championships during the period of 1992 – 2019 have been analyzed. The dynamics of their results in 100-200m running was identified as well as the reasons for going behind world’s leading runners. Peculiarities of performing fairly precise movements at high speeds, specific character of showing speed in a sprint race and phases of acceleration and deceleration were characterized. This should be taken into consideration in the process of choosing major training exercises, improving speed abilities of athletes. The results of the Ukrainian sprinters show that the methodological component of the development of the speed quality used by the coaching staff was in the leading positions in Europe and in the world. The current level of training of Ukrainian short-distance runners leaves much to be desired for various reasons, one of which, in our opinion, is the main one - an increase in the unjustified intensification of short-distance runners training in the initial stages of the multi-year training process. This approach led to a decrease in normative results in sprint racing, as well as to the lack of purposeful methodological support and system of realization of accumulated knowledge on development and improvement of one of the basic physical abilities - quality of speed. At the present stage, this problem is a major one and requires a comprehensive study and training of the coaching staff to develop a better organization of the training process in sprint racing. These characteristics of sprint running give us the opportunity, on the one hand, to correctly evaluate the prospective indicators of the sprinter body (total body length, legs, their ratio, type of nervous system, etc.), and on the other - with high accuracy of adequacy to select the main training tools and methods of their application. that will improve the quality of speed and, as a consequence, increase the speed of running.

When we talk about mini-handball, we are thinking of a group of children playing and having fun. Therefore, when talking about video analysis of mini-handball games, it may seem a little exaggerated. However, if we think that mini-handball is the first stage of handball training, we realise that, in fact, the training is at the basic level. Video analysis of the games at this level is not for the purpose of analysing the own team game or the game of the opposing team to increase the sports performance of children. Instead, the purpose of video analysis at this level is to observe the most commonly used technical elements, technical procedures and tactical actions. All these observations will be used to optimise the training process, eliminate many unnecessary means used during training and create a training programme for this level. Our research was carried out after analysing a number of 124 mini-handball games played by four teams from Romania and Greece, after which we tried to create a mini-handball game model. Based on this game model, we will propose a training programme model adapted to this level of training. The training models allow the design of an effective training programme, which in turn allows us to rationally use the time allocated to the team training, to focus on the preponderant actions during the game and carry out training sessions adapted to the needs of the competition.

For adapting the socialization, individuation and servitization in manufacturing industry, a new manufacturing paradigm called social manufacturing has received a lot of attention. Social manufacturing can be seen as a network that enterprises with socialized resources self-organized into communities that provide personalized machining and service capabilities to customers. Since a community of social manufacturing has multiple enterprises and emphasizes on the importance of service, manufacturing service order allocation must be studied from the new perspective considering objectives on service cost and quality of service. The manufacturing service order allocation can be seen as a one-to-many game model with multi-objective. In this article, a Stackelberg game model is proposed to tackle the manufacturing service order allocation problem with considering the payoffs on cost and quality of service. Since this Stackelberg game can be mapped to a multi-objective bi-level programming, a modified multi-objective hierarchical Bird Swarm Algorithm is used to find the Nash equilibrium of the game. Finally, a case from a professional printing firm is analyzed to validate the proposed methodology and model. The objective of this research is to find the Nash equilibrium on the manufacturing service order allocation and provide strategies guidance for customer and small- and medium-sized enterprises with optimal service cost and lead time. According to the game process and Nash equilibrium, some rules are revealed, and they are useful for guiding practical production.

Improving the efficiency of public service is an important area for overcoming the crisis in relations between the state, society and a citizen. Modernization of civil service of Canada is carried out in a number of ways. Changes were made in a recruitment order for civil service by means of expansion of the powers of persons competent to solve these issues in ministries and government departments. One of the directions for improving the quality of the civil service was an increase in the level of training of public servants. Coordination of the educational process in various government departments is carried out by the Canadian School of Public Service. The system of human resources planning has been introduced. The quality of public services provided is improved with help of timely providing them in compliance with all requirements of a particular government department, and taking into account the rights of citizens by achieving a balance between the services provided and the money spent for this purpose and regular monitoring and evaluation of the dynamics of the providing process of services. One of the areas of modernization of the public service is the introduction of strict control over of public servants’ ethical standards. Actions that lead to a conflict of interest are legislatively prohibited. Strict bans in Canada are implied regarding the employment of persons who replace public office after the end of their career. As a result of the measures taken to fight corruption, including a sphere that is largely susceptible to corruption risks, Canada is among top ten countries with the least corruption. Achievement of positive results in the activities of civil servants became possible due to the state’s special attention to the issues of its modernization.

Flight training is a complex and responsible training process for pilot and requires experienced specialists, good organization and quality control of flight activity. Its main purpose is to create highly qualified personnel with long-term professional skills in the techniques of piloting, aircraft flying and the combat use of aircraft. Assessment is an important part of the training process for young cadets. It determines the extent to which trainees have been able to perceive, learn and comprehend their new flying activity and their ability to apply the acquired knowledge in tense conditions. Assessment is directly related to the quality of the flight training, and it should show the trainees the mistakes they have made and encourage them to upgrade their knowledge and skills. The trainees should be well versed in the assessment methodology and understand its purpose, otherwise the grades obtained will not be an indicator of their ability.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

Traditionally the medical profession and, more recently, federal agencies have promoted peer review to improve quality of health care, although its effectiveness is uncertain. To assess ability of peer review to increase recording of comprehensive care, the resident charting of growth, immunizations, and family, past medical, developmental, and birth history was monitored in randomly selected charts six months before (747 charts) and six months after institution of peer review (691 charts). Faculty emphasis for charting remained uniform throughout the study. During ten 1-hour sessions, pediatric residents reviewed the charts of their colleagues for comprehensive care and other measurements using a standard form. Although faculty were not present, residents reported by post-study interview that vigorous discussion and peer pressure occurred during the sessions, and subjectively they felt their charting had improved. An objective assessment indicated charting of past medical history worsened after peer review was initiated, and charting of family history improved slightly. All changes were marginal. Charting was not related to the volume of patients seen by individual residents or their level of training but was relatively consistent for individual residents over successive rotations.
