Since any developer is primarily interested in the economic benefits of construction, he cannot express the true interests and needs of citizens, follow the historical traditions of the city. In the first stages of design, work should be performed on a competitive basis by order of the municipal authorities, even if the developer is the owner of the site intended for construction. The best project should be put up for auction among developers, providing the winner with the right to build in this territory.

Statement of the problem. One of the Batang Hari watersheds flows in the Jorong Gasing area of Nagari Lubuk Ulang-Aling, Sangir Batang Hari. In this area, for generations, people use river water for various activities such as irrigating rice fields, transportation facilities, inland fisheries, and toilet washing facilities. But a few years ago there began to be an Unlicensed Gold Mining (PETI) activity. As a result, the condition of the Batang Hari river is alarming, as the level of turbidity is very high, damage to the right-left border of the river, destruction of forest areas, and even affect the social and economic life of the community. Therefore, this research was conducted to describe and prove the full impact of the PETI activity. The results showed a decrease in the quality of Batang Hari Hari river, specifically TSS parameters. The over function land was very significant where land cover in 2000 was 61.22 ha of secondary dryland forest to 25.18 ha in 2017. There was evidence of changes in socio-economic life with 63% of the surrounding community no longer utilizing river water, mutual cooperation activities are decreasing, conflicts often occur, as well as an increase in the economy but its growth is unpredictable.

The article presents a hitherto unknown painting by Edward Mateusz Römer (1848–1900), a representative of a painters’ dynasty from Vilnius. The painting, which is currently referred to as “Spring in Vilnius”, features the house of the artist’s family in Vilnius. In order to fully evaluate the iconography of the work, considerable attention is given to the object of the work itself. The canvas features the courtyard and northern-side buildings of Römersʼ house in Vilnius, at the intersection of Savičiaus and Bokšto streets. Based on various written sources (house descriptions in tariff books, egodocuments of the Römer family), the development of the possession over the years and the functioning of the house in the nineteenth century are reconstructed. Also, changes in the structure of the living spaces are revealed, including the localisation of various premises and specification of the whereabouts of E. M. Römerʼs painting studio within the building complex. Throughout the nineteenth century, Römer’s house in Bokšto Street in Vilnius was the centre of the family’s social and cultural life. The main residential masonry buildings were mostly concentrated in the northern and eastern parts of the courtyard, whereas the wooden residential and livestock buildings were on the opposite side of the courtyard, to the right of the gate. After 1948, all the buildings in the southern part of the house were destroyed. Only the residential masonry houses consisting of three buildings located along the northern and eastern boundaries of the possession have survived to this day. The analysis of the origin revealed that the masonry in the northern part, which almost reached the top of the walls, dates back to 1792–1808. The reconstruction could have been related to Michał Józef Römer’s marriage in 1799. Most probably the “illusory” wall imitating the facade was built during the same year. At the end of the eighteenth and the beginning of the nineteenth century, the eastern building on the hillside was the main building of the house. According to the data of 1812, by that time M. J. Römer’s apartment was in the more spacious part of the northern building (on the second floor), but from 1816 to1821, seven rooms of this apartment, rearranged according to the design of the architect Joseph Poussier, were leased to “Gorliwy Litwin”, the Masonic Lodge of Vilnius. In 1816, Michał Józef Römer and his wife Rachel moved back to the eastern building where they lived until M. J. Römer’s death. Their children with families lived in the apartments of the northern building, which were reconstructed between 1834 and 1837. From the end of eighteenth century until 1863, the first floor of the more spacious northern building, the so called “courtyard building” located away from the street, served as a stable and a carthouse. Later this part of the building was reconstructed, served as a painting studio of Adam Szemesz until 1864, and was E. M. Römer’s painting studio after 1877. The courtyard was a very important part of the complex of buildings. Part of it was occupied by an orchard and a small vineyard. After 1863, E. J. Römer decided to arrange the so-called “grove” of decorative plants for walking and relaxation. In 1850, a masonry studio for the painter Kanuty Rusiecki (1800–1860) was built in the courtyard of Römers’ house. For some time, this studio was also used by the painter Jan Zenkiewicz (1825–1888). Unfortunately, the building did not survive to this day. In the creative legacy of E. M. Römer, the paintings featuring the house in Bokšto Street are especially valuable. The painter concentrated on these motives during the last decade of his life, especially before 1897, when he mainly resided in Vilnius. E. M. Römer immortalised part of the courtyard and the northern buildings in the painting of 1893, which is now called “Spring in Vilnius”. Due to the painting quality of the work and its historical/iconographic value, this canvas is attributed to E. M. Römer’s most important extant works. In all likelihood, this painting is identical to the canvas “Under the Poplars” mentioned in the literature; in 1896, it was donated for the establishment of Jan Matejko’s museum in Krakow.

Research background: Transport is one of the key factors in the development of any modern society, and it is not only a goal but also a means of economic development on a global scale. Within the article, we focus on road freight transport, which has the largest market share in the transport sector on the quantity of transported goods. Fuel consumption has risen rapidly in recent times, except for a global drop in demand caused by global constraints in connection with the fight against COVID -19. Increasing the density of transport, increasing requirements for the speed and quality of transport or economic issues significantly affect the decision-making of entities involved in the process of fuel transport and they can have a significant impact on the level of risk in the transport itself. The occurrence of an emergency during the transport of fuels can have negative to tragic effects on life, health, property and the environment. These impacts are in many cases associated with high costs of eliminating these consequences or restoring them to their original state. Purpose of the article: Companies, to succeed in a globally competitive environment must adopt various preventive strategies to minimize the risks and costs associated with a negative event. Choosing the optimal strategy is a challenging step in the decision-making process, so it is important to choose the right mechanism to support this decision. Methods: The article will present a mechanism for selecting appropriate prevention strategies based on the CBA method in a case study. Findings & Value added: Using the CBA method, it refers to the economic benefits associated with the implementation of preventive measures based on conducting a voluntary risk assessment of transport companies.

Greening of roads contributes to the protection of roads and their elements from influence of adverse weather and climatic factors; it includes the measures for improvement and landscaping of roads, ensures the protection of roadside areas from transport pollution, provides visual orientation of drivers. The solution of these issues will ensure creation and maintenance of safe and comfortable conditions for travelers. Green plantings in the right-of-way road area include woody, bushy, flower and grass vegetation of natural and artificial origin. For proper operation of public roads and satisfaction of other needs of the industry, there may be the need in removing the greenery. The reason for the removal of greenery in the right-of-way road area may be due to the following factors: construction of the architectural object, widening of the motor road, repair works in the security zone of overhead power lines, water supply, drainage, heating, telecommunications facilities, cutting of hazardous, dry and fautal trees, as well as self-grown and brushwood trees with a root neck diameter not exceeding 5 cm, elimination of the consequences of natural disasters and emergencies. The removal of plantations in the right-of-way area is executed in order to ensure traffic safety conditions and to improve the quality of plantations composition and their protective properties. Nowadays, in Ukraine there is no clear procedure for issuing permits for removing of such plantations. In order to resolve this issue, there is a need in determining the list of regulations in the area of forest resources of Ukraine and, if needed, the list of regulatory acts that have to be improved; to prepare a draft of the regulatory legal act that would establish the procedure of plantations cutting, the methodology of their condition determination, recovery costs determination, the features of cutting. Keywords: plantations, cutting, right-of-way, woodcutting permit, order.

Environmental health is referring to the health of people in relation to environmental quality. Due to rapid urbanisation, more people are living in urban neighbourhoods. Urban planning and design aspects including the neighbourhood environment are potentially affecting the human healthy lifestyle and health condition. Thus, the relationship between Malaysian neighbourhood environmental aspects and human health has become the concern of this research. One of the neighbourhood units in Shah Alam city had been chosen as the study area for this purpose. Questionnaire survey had been carried out to examine the health condition and physical activeness of residents. Besides, the perception of residents on the quality of neighbourhood environmental aspects also had been collected in the questionnaire survey. The health condition of residents was measured by non-communicable diseases (NCD) and the physical activeness was measured in duration as well as the frequency of physical exercise activities. The study found that the quality of neighbourhood environmental aspects significantly increased the physical activeness of respondents. The physical activeness was positively associated with human health as measured in NCD (heart diseases and high blood pressure, HBP). It shows that neighbourhood environmental (physical and social) aspects are potentially affecting the healthy life of people living in the neighbourhood. Keywords: Healthy life, Neighbourhood environment, Non-communicable diseases (NCD), Physical activeness, Quality.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

Evaluation is at the basis of any social context where all individuals are simultaneously "evaluated" and "evaluators" in all areas of daily life. The goal of a good evaluation system is to encourage staff to do "Good Health" through the provision of quality prevention, diagnosis, treatment and rehabilitation services. The main reasons that lead to the evaluation of the personnel lie in the inevitable and primary importance of the human resource in achieving the corporate objectives, and by the pressing need for the quality of the service provided to the citizen, as well as the legitimate need of the employee to differentiate, clarifying its specificities and its own individual contribution to the general objectives of the company. In the working context, the "personnel evaluation" assumes a fundamental importance, if managed with the right criteria, in order to make the employee not a simple pawn to move and manage for use and consumption of the organization, but an integral part of the organization itself.
