The article raises the issue of the need to fix in professional standards, which are the  main normative documents in the field of qualifications, the requirements concerning the mandatory  continuity of professional competencies of employees, including through the institution of additional professional education. The authors propose possible options for introducing these requirements  without changing the established format of professional standards. The article substantiates the  leading role of research and design universities as the system-forming structures in the knowledge  industry in the formation of qualification requirements for new areas and types of professional activity, the necessity to develop and implement professional retraining programs for specialists before  they officially acquire the corresponding status and the professional standards will be developed and  approved for them.

The paper discusses the problem of formation and development of future social workers’ tolerance in the process of higher professional education. The author presents the factors that hinder the development of tolerance. The research revealed the leading role of education in the formation of tolerance and proved the necessity of developing tolerance in future social workers. Empirically the differences in the formation of tolerance as personality traits of students majoring in “Social Work” and students from non-humanitarian faculties (e.g. the Faculty of Physics) were revealed. The author identified the lack of positive linear dynamics of formation of tolerance as personality traits of future social workers in the learning process at the University. The paper describes the specifics of internalizing tolerance of future social workers in the process of higher education.

The deployment of electrical engineering research in the second half of the 19th and at the beginning of the 20th c. is shown. The great attention is focused on the economic circumstances of the development of theoretical electrical engineering. Emphasis is placed on the leading role of Lviv Polytechnic. The names of professors who were at the origins of electrical engineering education in Lviv, Kyiv, Kharkiv and Odesa are given. It is claimed that the European School of Electrical Engineering directly influenced the development of relevant research in Ukraine.

The article considers the problem of the formation of professional mobility in the training of future specialists in non-linguistic universities, which has recently gained particular relevance due to the growing role of foreign language communication in the professional activities of future specialists.The requirements of higher education aimed at training competitive future specialists are taken into account. Foreign language education today becomes at the same level with professional education, integrates with it and significantly affects the success and competitiveness of future specialists in the labor market. This circumstance underlines the need to change the purpose, content, process and form of organization of the educational process of foreign language teaching. Actuality of the research topic is a result of the modernization of higher education and aimed at finding effective ways to train future specialists, meeting all the latest requirements of the labor market.The concept of “professional mobility” is considered. The role of foreign language in the formation of professional mobility in the training of future specialists in non-linguistic universities in the context of professional mobility is analyzed, the opportunities offered for higher education future specialists with foreign language skills are described.Modern higher education, as a channel of professional mobility, can help future specialists in vocational and personal development with professional mobility to become competent future specialists, creating specific pedagogical conditions and, thereby, the basis for their self-realization in the difficult social, economic, political conditions of society. В современной России меняется новая образовательная парадигма. Человек, его интересы и потребности, потенциальные возможности и способности оказываются в центре внимания исследователей и педагогов-практиков. Изменение приоритетов российского образования, его структуры и содержания с учетом введения новых образовательных стандартов, в том числе профессионального стандарта «Педагог», направлено на смену роли «транслятора» знаний в профессиональной деятельности педагога – будущего специалиста на роль наставника, партнера, собеседника. В связи с этим обновляется статус образования, предъявляются новые требования к его уровню и качеству. Представлены результаты рабочей программы учебной дисциплины «Инновационные технологии в дошкольном образовании» для студентов педагогического вуза. Реализация разделов программы в структуре ее содержания обеспечивает результативность освоения студентами видов инновационной деятельности, ее этапов в ходе лекционных, самостоятельных занятий, использования активных методов обучения, что формирует их уверенность, мобильность, творческий потенциал, позитивное взаимодействие в условиях готовности профессии. Результаты проведенного исследования свидетельствуют об эффективности содержания данной программы, что подтверждается активным участием студентов в ходе педагогических практик на базе дошкольной образовательной организации, их самостоятельной разработкой инновационных проектов, мероприятий, мини-программ для детей дошкольного возраста. Результатом реализации программы является представленный процесс комплексной готовности будущих специалистов дошкольного образования к инновационной деятельности и профессиональному становлению. In modern Russia, a new educational paradigm is changing: a person, his interests and needs, potential opportunities and abilities are the focus of attention of researchers and practical teachers. The changing priorities of Russian education, its structure and content with the introduction of new educational standards, including the professional standard “Teacher” aimed at changing the role of “translator” of knowledge in professional activity of a teacher, the future expert on the role of mentor, partner, companion. In this regard, the status of education is updated, new requirements are made to its level and quality. The results of the work Program of the discipline «Innovative technologies in pre-school education» for students of pedagogical Universities are presented. The implementation of the Program sections in the structure of its content ensures the effectiveness of students’ development of innovative activities, its stage-by-stage processes during lectures, independent classes, and the use of active learning methods, which forms their confidence, mobility, creativity, and positive interaction in the conditions of professional readiness. The results of the study indicate the effectiveness of the content of this Program, which is confirmed by the active participation of students in the course of pedagogical practices on the basis of a preschool educational organization, their independent development of innovative projects, events, miniprograms for preschool children. The actual result of the Program implementation is the presented process of complex readiness of future specialists of preschool education for innovative activities and professional development. The materials of the article can be used in the practice of departments that train future specialists of preschool educational organizations in the system of secondary and higher professional education.

The existing classifier of qualifications appears to be replaced by professional standards (PS) for specialists of preventive medicine, approved by the order of the Ministry of labor of RF № 399n from 25.06.2015. This is a multifunctional regulatory document setting requirements for the content, quality and conditions of the work, qualifications and competencies, professional education and training for skills required to meet this qualification, as well as a description of the ethical standards that are obligatory for the acceptance and respect of all members of the professional community. The standard includes the main type of professional activity of specialists of preventive medicine direction - ensuring sanitary and epidemiological welfare of the population and protection of consumers, identifies summarized working functions and corresponding qualification levels for the specialist, as well as requirements for education and practical activities which are necessary for their implementation. For the each working function included into the standard there are identified required knowledge and skills. The Federal educational-methodical Association in the field of the science of health and preventive medicine prepared a new educational standard in which the professional tasks and competences of the future specialist were both harmonized with the labor functions described in the standard and aligned with the major employer of graduates - Federal Service on Surveillance for Consumer rights protection and human well-being. Conclusion. The implementation of the professional standard provides a number of advantages for specialists of preventive medicine, its employers and professors of universities. Continuous updating of professional standards will allow to assess the quality and level of employee competencies, mainstream vocational training programs at all levels, aimed at creating and improving the professionalism of preventive medicine direction.

The article is devoted to the issues of professional language training of the students majoring in International Relations. Conceptual awareness of the future professional activity of a specialist in international relations is presented as a part of the new modern professional training paradigm. It is shown that there are various effective ways of preparing students for intercultural communication in professional discourse in the process of teaching and learning a foreign language. A matter of great importance is to develop for students the conceptotermino- systems in questions of international politics, economics, science and war technologies, humanitarian, ideological and international issues of culture and education. This multisided process is complex, value-determined, social, practically-oriented, culturally focused. The author proposes a system of pedagogical support for this process which is based on the integration of different kinds of educational activity: study, research and social activities. All this should work at different levels, that of an individual, group, department, university, cooperation between universities either within the country or in different countries of the world. The ideas of life-learning education should also be carefully developed in this respect. The importance of the student-centered teaching is shown. The leading role of MGIMO(U) educationalists in the professional language training development is accepted.

In the article the different going is analysed near classification of the valued orientations of personality and the special attention to forming of the professional valued orientations of student young people is spared during educating in establishments of higher education. The factors of influence on forming of the valued orientations of students are distinguished in an university environment. The professional valued orientations make base description of personality of professional, basic maintenance of that are the system of attitude toward the values of profession and willingness to be realized in professional activity. Pedagogical terms the professional valued orientations are optimally formed in that are studied: organization and stimulation of reflection activity of students for an orientation on those or other values, development and introduction of the special course of knowledge, that informs of the system of values, use of dialogue technologies in the process of work on forming of the valued orientations. The role of professionally-pedagogical culture of teacher of higher school is certain in forming of the professional valued orientations of students. The Professionally-pedagogical culture of teacher is examined as difficult system education, that contains components representing different parties of personality of teacher. Their pedagogical interpretation is Given. The components of model of professionally-pedagogical culture are analysed: аксиологический, technological, heuristic and personality. One of main tasks of establishments of higher education is certain: formation of pedagogical collective capable maximally positively to influence on the process of forming of the professional valued orientations of student young people. A leading role is taken the teachers of higher school in forming of the valued world of student.

This research paper presents the results obtained after analysing the answers given by a number of 170 engineering students to questions referring to the current role of English, both in engineering education and in engineers’ professional activity, especially when that activity is carried out in multinational companies.In addition, it emphasizes the importance of presenting students, during the early stages of their academic education, with the advantages provided by a good command of the English language. First, because employers in the field of engineering, especially those representing multinational companies (and such multinational companies are present in Oradea) need employees with a good grasp of English. Second, because academic education often involves the use of English for conducting research and/or for presenting the results of research.

The article deals with the pedagogical problem of developing students' independence in learning, taking into account the latest socio-cultural changes in society in relation to education and professional activity. The authors describe the features of modern trends in education and the acquisition of new professional competencies already in the course of work, which make us look at the problem of developing independence in students in a new way. The idea is put forward that it is a developed skill for independent studies that allows you to achieve success in learning and subsequently plays a crucial role in the development of personality, as well as provides a modern person with professional mobility. The student's ability to self-study is presented in the work as an organic unity of certain qualities, the development of which should be given special attention. The most favorable period for the formation and development of these qualities in higher education, according to the authors, is the initial stage of University education. The article analyzes the main obstacles and difficulties in developing students' independence skills at different stages of training. Based on this analysis, the ways and methods of removing obstacles in the period of training in Junior courses are proposed. The authors believe that active teaching methods are the most effective for solving the stated pedagogical problem. They allow you to intensify the educational process, increase the interest and creative activity of the student, which provides him with the role of a leading subject of the educational process. Special emphasis is placed on the role of social and humanitarian disciplines, the beginning of the student's scientific activity, the first experiences of speaking at conferences and publishing scientific papers, the importance of a large amount of contact hours in Junior courses. The empirical basis of the research is the current situation in engineering universities in Russia.

In the conditions of constant social changes that transform the usual stereotypes of professional activity, the teacher finds himself in a situation of confusion and frustration. Experiencing a situation of uncertainty for a long time causes irritation, fatigue and a decrease in the life resource of the pedagogical community. The growing demands on the teacher, his permanent need to meet the changing world dictates new tasks for the professional development system, designed to provide the educational space with personnel, taking into account the requirements of the situation. In the Russian system of additional professional education, there is an active search for ways, models, and ways to train teachers. The paper analyzes the experience of testing a personalized educational strategy of teachers as a variant of a subject-oriented program of continuous professional and personal development in modern conditions. On the basis of the Tyumen Regional State Institute for the Development of Regional Education, work was carried out on designing a model of a personalized educational strategy of teachers. This model was the logical result of many years of work of the Institute to find the optimal way to satisfy practicing teachers in minimizing professional difficulties, in overcoming difficulties in pedagogical activity. The author of the article describes the relevance of the task facing the professional development system; the results of theoretical and methodological understanding of the stated problem are presented; the experience of designing a personalized educational strategy of teachers, including five stages, is presented in detail; the necessary mechanisms and resources used are fixed, data on the results of satisfaction with the tested model by teachers are provided; conclusions are drawn about the role of the professional development system at the present stage. In the discussion, the author refers to the experience of scientists from other regions, thereby emphasizing the importance of the problem for the entire territory of the Russian Federation.
