Training of highly qualified personnel for science, education and industry is an important factor in the formation of a high-tech economy. The modern system of doctoral training does not always cope with its tasks. Enhancing the efficiency of doctoral training can be associated with an increase in adaptability and self-organization. The adaptation of the pedagogical system to changing conditions should be considered in a broad sense, while its fitting to students’ features is a special manifestation of this property. It is necessary to work out two mechanisms of its adaptation – passive and active. Passive adaptation means adjusting to changing external conditions (including a new law), changing in the systems of an adjacent and higher levels. Active adaptation involves the influence on other subsystems of the university educational environment, such as master’s school, additional education (retraining and advanced training of professors), the scientific and pedagogical personnel attestation system (dissertation councils), research departments. Such adaptation can take place according to the model of expanding influence, simultaneously at two levels – personal (subject-subjective) and organizational and managerial. Self-organization is considered as one of the most important features of the system adaptability and a condition for its successful functioning.

Specific character of a dynamic development of economy and society place demands on new highly-qualified personnel of any sphere professional activity, especially the sphere connected with interaction with people who have modern high-tech skills. Demands’ changes on the subject of professional activity brings on a qualitative restructuring of professionalization’s process, that facilitates an integration of educational and professional spheres with a conceptional, technological and theoretical supporting. Successful professional activity depends a lot upon a successful period of early professionalization that is impossible without proper provided insights of a profession. This article shows the results of an empirical study regarding the analysis of peculiarities of professional ideas of pre-service teachers. A specific attention is given to the problem of study of professional activity ideas effect at the stage of early professionalization, which changes during the period of ideas’ transformation concerning professional activity and career building that is caused by the changes in the essence of professionalization from a socio normed event into an individual work of professional aimed at self-determination and self-actualization in profession.

The article covers the key approaches to definition of such terms as financial and regulative technologies (FinTech and RegTech). Among them we can distinguish blockchain, cryptocurrencies and electronic payment services, methods of remote customer identification and elaboration of their financial behavior profiles. However, it should be noted that new technologies carry a number of financial risks primarily related to cybercrime. It complicates the financial monitoring experts’ work. One of the measures, designed to respond to emerging threats, the author considers the training system of highly qualified personnel and research in the AML/CFT area. The article gives a brief overview of this field’s evolution in the Eurasian region.

The paper is devoted to the development of an integrated structural system model to ensure the training of highly qualified personnel for air transport. The main strategic directions of development and successful activity of National Aviation University at the present stage are determined. It is proved that the formation of the strategy involves obtaining a complete picture of the future state of the aviation industry and ways to solve existing problems. It is scientifically substantiated that the solution of this issue is possible through a detailed analysis of the components of the integrated system and the application of modern management methods. Research work at the university is the main component of the educational process. Scientific and pedagogical workers, post-graduate students, doctoral students and a significant part of higher education students take part in conducting scientific research in these areas. Scientists of the university carry out complex research work in the most relevant areas of science and technology. The university has 17 specialized councils for the defense of doctoral and candidate dissertations in 29 specialties The economic performance of any higher education institution directly depends on competitiveness and financial condition. In 2020 NAU took the sixth place in the ranking of the most popular institutions of higher education in Ukraine in the total number of applications. According to the number of entrants enrolled in the budget, it ranks fifth in Ukraine and third in the capital For the professional development of the aviation industry, due to modern economic and social conditions, it is necessary to increase the demand for technical specialties. Training specialists for professional activities in the context of European integration requires the search for extraordinary ways to organize the educational process. Already today we have a big problem of lack of future engineers for aviation.

The problem of worsening of ecological situation on the Earth and in the Nordic and the Baltic countries requires a detailed search to find solutions ecological and environmental problems. It is obviously that their decision may occur on various fronts: reducing greenhouse gas emissions, increasing the share of energy plants, new water treatment technologies, management of municipal solid waste, etc. However, not only technology, but also the skills of engineers, scientists and support staff underlie of each of these approaches. Therefore it’s important to make a decision in training of highly qualified personnel to develop and manage new technologies comes out on top. The Nordic and the Baltic Sea region consists of 10 states, each of which has its own system of training specialists in the field of ecology and environmental. One of the aims is not only to analyze the set of natural-scientific disciplines that are studied by the future specialists in this area and their volume, but also to create (develop) a single, brand new for the Nordic and Baltic region, the method of training, based on an analysis of existing systems. This approach can be implemented on the basis of the traditional cooperation in this area between the St. Petersburg State Polytechnic University ( SPbSPU) (Russia) and the University of Linnaeus ( Sweden), involving other universities, producing companies and the management authorities of cities of the Baltic and northern regions and the creation of an extensive network on the subject.

The current training system for specialists in the field of tourism is oriented towards the continuous change of society and tends to continuously increase the quality of provided services. One of the peculiarities of the specialties in the field of tourism is the impossibility to work within the limits of a narrow specialization, of major importance being the personality characteristics, which ensure maximum efficiency and success in the profession. The aim of the research is the study of the personality and professional qualities necessary for the future specialist in the field of tourism. The research methods applied in the study were: the method of scientific documentation, the questionnaire, the statistical-mathematical method. The main results of the research showed that students appreciate the most for the future profession the higher education in tourism, knowledge of technologies for organizing the tourism industry and the basics of psychology, which reflects the content of the vocational training process at the university. At the same time, the experience in the field is placed on the last positions, which reflects the low number of practical activities (performed only during the internship). Thus, students studying at the specialized faculty are aware of the importance and need for personal and professional qualities for the future professional activity and appreciate the importance of specialized knowledge and professional skills in becoming highly qualified specialists.

The problem of using a new form of dual education training to provide high-tech developing production with new qualified personnel from graduates of technical universities is being developed and solved. The solution to the main problem is presented in two stages. At the first stage, the possible directions of development and modernization of high-tech production of innovative products are analyzed. To choose the direction of development of the enterprise, a database of existing and promising orders, which affect the competitiveness of aerospace products has been developed. For this purpose, a method based on a precedent approach is used. The new order portfolio requires of highly qualified specialist training. Therefore, the competency requirements of specialists who must meet the portfolio of modernized production orders are analyzed. The set of competencies of university graduates does not always match the requirements of employers. Therefore, at the second stage of the study, the choice is made of those dual education methods (distance learning, virtual education, master classes, etc.) that allow bringing the knowledge of graduates to the competencies of employers. Dual education is used for this purpose, taking into account the possible individual learning path for each student. The activities are presented in a combined presentation and include various learning tools. As a result of individual training, each university graduate must receive a set of competencies that meet the requirements of the employer. A precedent database is being formed that contains indicators of competitiveness of products with new requirements for the competencies of university graduates. The costs related to dual training are being optimized. Lexicographic ordering of variants and integer optimization are used as mathematical models of research. It is advisable to use the proposed approach in the tasks of preparing of highly qualified specialists for the implementation of innovative projects to create competitive products.

This program is an initiative of the Chair in Design Engineering of the University of Victoria Faculty of Engineering to an NSERC mandate to improve engineering design instruction. To date, there are not enough qualified personnel to support design projects and help students. This problem will be more evident in the upcoming years when the number of undergraduate students will increase and professors will not have the time to guide all the student teams. Therefore, it is imperative the support of highly qualified personnel specialized in design engineering. To this end, a totally new and unique program that trains graduate students to be “Design Teaching Assistants” (DTAs) has been recently launched. In this training program, graduate students learn about engineering design, teaching and mentoring. The program includes a series of workshops, discussion panels and seminars.

Thus, the need for a competitive system of training personnel who will participate in the formation of such an economy in the conditions of modernization of industries, transition to the sixth technological order is increasing. Engineering and management personnel combine both knowledge of science and technology (technical means) and the basics of management in relation to production and technological systems.

The weak motivation of young people to scientific and pedagogical activity, the shortcomings of the system of training highly qualified personnel, the decline in the interest of postgraduate graduates in professional scientific and pedagogical activity and many other factors lead to the aging of scientific and pedagogical personnel of Russian universities. In the last few years, universities have been actively searching for approaches to improving the systems of reproduction of scientific and pedagogical personnel. The analysis of programs aimed at rejuvenation of personnel and building up the scientific potential of the university, carried out in the article, allowed us to identify the key features of practical tools used in universities. The most promising mechanism can be considered contract training, since it allows you to secure young promising personnel at the university for at least several years. At the same time, this practice is not systematized, has no theoretical and methodological justification, in addition, there are no conceptual developments of the model of the contract training of scientific and pedagogical personnel. The purpose of this article is to develop a conceptual model of the contract training of highly qualified scientific and pedagogical personnel and to analyze the implemented model. The methodology of this work is based on a systematic approach, in which both special methods were used: comparative analysis, content analysis of documents, morphological analysis, and general scientific research methods. To achieve stated goal, the practice of implementing a model of contract training of personnel is revealed on the example of the Vladivostok State University of Economics and Service. The program of reproduction of scientific and pedagogical personnel based on the system of targeted contract training has been implemented at the university for several years and already has certain results. The scientific novelty of this work consists in the formation of conceptual approach to the development and implementation of a system of the contract training of scientific and pedagogical personnel for universities. The article may be useful for researchers and university managers dealing with the issues of training highly qualified personnel, rejuvenation of the personnel structure and personnel management of the university in general.
